The Osun Government on Friday said 7,993 households from the state would receive N5,000 monthly stipend of the Conditional Cash Transfer (CCT) programme of the Federal Government, as the payment commences in the state.

Mrs Adeola Oyebamiji, the Head of the State CCT Office in the Ministry of Women, Children and Social Affairs, made this known to newsmen in Osogbo.

Oyebamiji said the federal government had commenced the roll out of cash and the first batch of beneficiaries were drawn from Ife North and Ila Local Government areas.

She said that 12 local government areas, Atakunmosa East, Ejigbo, Oriade, Olorunda, Ife North and Ife South, Boluwaduro, Isokan, Aiyedire, Ola Oluwa, Ila and Ifedayo, had been selected for the programme.

Oyebamiji said the households had been identified as vulnerable and the poorest of the poor in the state, adding that the programme will complement that of the state government in banishing poverty.

She said that the single register for the programme was compiled by the State Operations Coordinating Unit of YESSO and handed over to the State Government for implementation and subsequent payments.

Oyebamiji confirmed that with the commencement of the payment, each identified beneficiary would collect N10,000 being stipends for December 2016 and January 2017, while other subsequent payments would be paid into their Access Bank accounts.

The Federal Ministry of Finance has confirmed the completion of the recruitment exercise for the Executive Management team of the Development Bank of Nigeria (DBN), and has formally applied for the issuance of its operational license from the Central Bank of Nigeria (CBN), which is expected imminently.

The DBN, was conceived in 2014 however, its take-off had been fraught with delays. The President Muhammadu Buhari led administration inherited the project with a determination to resolve all outstanding issues and set a target of 2017 for its take-off.

The DBN will have access to US$1.3bn (N396.5 billion) which has been jointly provided by the World Bank (WB), KfW (German Development Bank), the African Development Bank (AfDB) and the Agence Française de Development (French Development Agency).

The Bank is also finalising agreements with the European Investment Bank (EIB).

To provide clarification, the operations of the DBN will not in any way, result in the elimination of the Bank of Industry (BOI), Bank of Agriculture (BOA) or any other existing development bank.

The operations of the DBN is clearly distinct from other development banks as it is focused on supporting small businesses defined by size and not by sectors.

The DBN, will provide loans to all sectors of the economy including, manufacturing, services and other industries not currently served by existing development banks thereby filling an important gap in the provision of finance to Micro, Small and Medium Enterprises (MSMEs).

As a wholesale bank, the DBN will lend wholesale to Microfinance Banks which will on-lend medium to long-term loans to MSMEs. The MSMEs contribute about 48.47 percent to the Gross Domestic Products (GDP) of Nigeria but have access to only about 5 percent of lending from Deposit Money Banks (DMBs).

The influx of additional capital from the DBN will lower borrowing rates and the longer tenure of the loans, will provide the required flexibility in the management of cash flows, giving businesses the opportunity to make capital improvements, and acquire equipment or supplies.

As the economy diversifies, the growth of the MSME sector will have a positive impact on the economy through employment generation, wealth creation and economic growth

- The applicants who are previous recipients of Foreign Awards must have completed at least two (2) years post qualification or employment practice in Nigeria.

- Age limit is 35 years for Masters and 40 years for Ph.D.

- Since the BEA countries are non-English speaking, applicants should be prepared to undertake a mandatory one year foreign language of the country of choice which will be the standard medium of instruction; and

First Bank of Nigeria Limited has increased transfer transaction limits on its FirstMobile Lifestyle app from N500,000 to a maximum daily limit of N1m.

The Head, Digital Banking, First Bank, Mrs. Folasade Femi-Lawal, in a statement on Monday said the lender would continue to leverage evolving technologies to support consumers’ lifestyle, the News Agency of Nigeria reported.
It stated also that N150,000 could now be transferred through the app to First Bank accounts and other banks’ accounts without the use of a token.

According to the statement, the new plan is aimed at providing customers with a suite of financial options in a convenient and secure environment.

It read, “This development is expected to boost convenience and ease of banking as well as enhance customers’ digital banking experience in line with the bank’s commitment to offer value-added services.

“With the mobile banking app, customers can enjoy real-time mobile banking services, such as domestic funds transfer from self-owned accounts to First Bank accounts and other banks’ accounts.”

It added, “They can also make quick airtime purchase for self and others on all mobile networks; bills payment; cheque services, including confirm cheque and stop cheque; flight bookings.

“The app also allows for quick account services, such as account balance inquiry, statement view and much more.“

Students of the Ladoke Akintola University of Technology, Ogbomoso, today protested the non-payment of their lecturers’ salaries by the Oyo and Osun state governments, the joint owners of the institution.

Trooping out in their hundreds, the protesters had disrupted movement of vehicles in the city of Ibadan, capital of Oyo State.

According to the students, Osun and its Oyo counterpart had not paid their lecturers in the past 16 months.

They claimed that they had been subjected to hardship and idleness since the strike began.

The protest which began at 9a.m., was led by some student union executives.

The federal government has allocated over N4 billion for the resuscitation of the Ajaokuta Steel Company. The allocation is contained in the 2017 appropriation budget which was presented to the National Assembly in December by President Muhammadu Buhari.

According to the breakdown, a total sum of N4,272,797,371 was appropriated, higher than the N3.9 billion budgeted for 2016.

Minister of Mines and Steel Development, Dr. Fayemi Kayode, had reiterated the commitment of the federal government to settle all litigations between it and Global Steel Holdings Limited, as regards the steel company.

The company is Nigeria’s leading steel plant, and was intended to be the leading supplier of quality steel products in all the major economic sectors including construction, packaging and wire drawing/nail making industry.

Since its inauguration in 1983, however, the plant had been embroiled in managerial inaptitude, controversy ranging from allegations of obsolete machines and outdated blast furnace model.

Despite its initial completion, the plant had suffered years of neglect under successive administrations.

According to the ministry’s budget, the Nigerian Geological Survey Agency (NGSA) got N3.8 billion, chiefly for the generation of geological data which hadn’t been updated recently.

The National Metallurgical Development Centre, Jos got N821 million, the Metallurgical Training Institute, Onitsha got N722 million, while the Nigerian Institute of Mining and Geosciences was allocated N472 million.

About N99 million was earmarked for Artisanal Mines and Registration Mineral Buying Centres.

Presidency, last night, said the beneficiaries of the N5,000 stipend in the Social Investment Programmes, SIP, were selected through a credible process by non partisan approach.

It stated that government workers, working with the state officials, identified the poorest local government areas, using an existing poverty map for the state.

According to it, the local government officials were later contacted to identify the poorest communities in the respective councils.

Giving updates on the programme which has kicked off in nine states of Bauchi, Borno, Cross River, Ekiti, Kwara, Kogi, Niger, Osun and Oyo, Senior Special Assistant on Media and Publicity in the Office of the Vice President, Mr. Laolu Akande, explained that the Community-Based Targeting, CBT, model of the World Bank was used two years ago to identify most of the beneficiaries in the pilot states.

He stated that the World Bank was “an active agent in the entire process,” adding that the data collected belonged to Nigeria.

He said: “There is no way anyone can describe the selection of the beneficiaries of the CCT as partisan as the beneficiaries from eight of the nine pilot states were picked even before this administration came into office.

“First, the officials at the federal level, working with the state officials, identified the poorest local government areas, using an existing poverty map for the state, then the local government officials identified the poorest communities in the councils and we sent our teams there.

“The first thing our team did after selection in the council was to select members of the NOA, the local government areas and community officials to form the CBT team. Then we trained the selected officials on how to conduct focus group discussions at community level. These focus groups comprise women, men, youth, as the community determines.

“After training them, the CBT teams now go to each of their communities to sensitize the leaders, including traditional rulers, on the CBT process and the necessity for objectivity and openness in the process. At that meeting, they fixed up a date to convene a community meeting at a designated location within the community.

“On the set date, discussions are held in the local languages, using terminologies that resonate in that community. The CBT team will explain to the community the purpose of the gathering, i.e. to determine the parameters of poverty upon which persons can be described as poor and vulnerable within the context of that community.

“The CBT teams will then engage each group (men, women and youths) in the conversation around the criteria and parameters for determining the poorest people. The groups would then be encouraged to identify those households that fall within the criteria that the community itself determines and told that the information is required for government’s planning purposes.

“Various poverty criteria have been thrown up so far. In some cases, people have said it’s the number of times they eat, it’s the number of times the fumes of firewood go up from the house, the size of farmland or type of crops grown, etc.”

“Then the groups resume in plenary and report back the criteria and parameters discussed.

“The CBT team would then compile the criteria and parameters and ask each group to return to their break-out sessions and now begin to identify the households in the community that have been identified as fitting the criteria and parameters.

“Once that is done at the groups, everybody comes together again with names compiled by each group. Now, when the same name is featured in at least two of the three groups, it is deemed qualified to be listed on the Social Register.

“At this stage, we now enumerate the members of the household and open a bank account for each of the caregivers by capturing the biometric data of households identified as among the poorest and vulnerable.”

No fewer than 2,780 candidates sat for the Nigerian Army 74 Regular Recruits (Course RR 76) examination in Jigawa on Saturday.

Alhaji Ismail Ibrahim, the Public Relations Officer, Office of the State Head of the Civil Service, made this known in a statement on Sunday in Dutse.

He explained that 2,629 of the candidates were indigenes of the state.

The spokesperson explained that a total of 3,461 candidates applied for the recruitment in the state.

Ibrahim expressed satisfaction with the level of discipline exhibited by the candidates during the exercise.

Governor of Ekiti State, Ayodele Fayose, yesterday cautioned the Federal Government on its recent law which has affected the administration of churches in Nigeria by making General Overseer
of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye to step aside as the head of the church in Nigeria. Criticizing the law, Fayose said that the government must thread softly on this path to avoid tragedy of monumental proportion befalling them.

DAILY POST reports that the same regulatory law would soon make other clerics like Pastor Williams Kumuyi to resign from heading his church in Nigeria.

Governor Fayose spoke during the 53rd birthday Thanksgiving service of his wife, Mrs. Feyisetan Olayemi Fayose, held at the governor office chapel, in Ado-Ekit, State chapter, saying: “There is one thing every government must not do, the moment you face the church of God, you will fail.

The God of Adeboye, Kumuyi will bring down all the enemies in this government.

”Somebody must tell them, there are certain things you don’t do. They are going from frying pan to fire.

This government wants to subdue the church, God will subdue them. They are ridiculing leaders of the church, God will rubbish them. The same church they had deceived to get power, they are saying that we now have the ring, who will remove it from our hand, the Lord will cut off the hand that wears the ring.

“APC is behaving this way, but God is the creator of the ring and the hand, God will amputate the hand.”

Ayo Fayose is anointed of God.
I have warned and I’m still warning, take your hands away from the administration of churches, you are killing Christians, The Lord will rise against you. By rising against the church, this government has failed. As anyone that rises against God will fail. By using Laws against the church, they have started to crumble.

” Christians are being slaughtered in Southern Kaduna and noble men cannot talk because of fear of incarceration. Remember you are here today, tomorrow you would not be here again. We must condemn what is happening here today, ” he said.

Speaking earlier, Mrs. Fayose said she stopped praying to God to remove her husband’s heart from politics when God revealed to her in 206 that He needed him (Fayose) in Nigeria. She said to her husband: “The Lord will reward, He will stand by you. You are going higher and I’ll be beside. I’ll still remain the same person. God has said it and it will never fail.

” When I was praying to God to remove politics in my husband’s heart. God told me in 2006. He said leave that man, I need him in Nigeria. I ask when and how and when but he said don’t ask me. But I’s taking him higher. God indeed is really watching over me. I want to be praising God and to be watching my enemies falling, and all haters of Fayose and his govt falling.

“Note this, I prophesize this year that many things, governments, kingdoms, conspiracies will be torn tear so many things this year, because of Ekiti State and Fayose, be on God’s side so that you’ll not be torn.”

The Nigeria Security and Civil Defence Corps (NSCDC) is set to recruit additional 10,000 personnel into the service.

This was according to the agency’s Commandant General, Abdullahi Muhammadu Gana, who made the disclosure during the decoration of 10 senior officers promoted from the rank of Commandant to Assistant Commandant General at the Civil Defence Academy in Abuja.

Gana noted that the request for the additional personnel was: “In order to meet up with the demands from different Ministries, Department and Agencies of government seeking for deployment of the Corps personnel.”

He further clarified that the request was in accordance with the demand from the Ministry of Agriculture to provide security for a proposed 200 cattle ranches by the Federal Government.

Nigeria plans to establish an aviation university to promote research, development and production of high level manpower.

Aviation minister Hadi Sirika revealed the plan on Saturday after a familiarisation tour of the Nigerian College of Aviation Technology (NCAT) in Zaria, Kaduna State.

“The aviation university will be different from NCAT; the university will be fully into research and development and production of higher level management manpower need of the industry.

“The university will go into deep research, with the hope that in the near future, we will be able to manufacture aircraft components, until when we are able to produce the aircraft itself.

“Since the technology is available around the world, is no longer a hindrance, it is our own ability and capability to pursue it,” he noted.

While sighting example of countries like Brazil and India, who produce aircraft, the minister observed that “if such countries could do it, why not Nigeria’’.

“The technology is known, we are not reinventing it, we just put our act together in doing it. So, the university will cater for that, while NCAT will continue to provide the services in the institute,” he noted.

Commenting on the decentralisation of NCAT by the previous administration, Sirika said it was a diluted effort that would make the college less-efficient and less-capable to do what it was set out to do.

“Remember, it was the UNDP that partnered with International Civil Aviation Organisation (ICAO) and Nigerian government to produce this institution.

“And it is one of its kind, so why are going to reduce its capacity and capability?. Our own task is to improve, enhance and upgrade the capacity and ability of the college to do more.

“But if somebody feels that he has funds to go and establish a facility somewhere to do some kind of training, of course, we will support him,” he assured.

Earlier, the Rector of the College, Capt. Samuel Caulcrick, said the college was the bedrock of aviation industry because the industry was highly regulated and dynamic.

He enumerated some challenges of the college to include funding and obsolete facilities which worked against its rapid growth.

The rector said NCAT had many uncompleted projects that needed to be looked into to enable it achieved the desired goals.

BBC reports that the move has left observers pondering whether to applaud a savvy female entrepreneur or to bemoan the enduring power of the continent’s entrenched elites.

Isabel dos Santos is 43, ambitious, successful and unusual in a region where men still rule most boardrooms.

Mrs dos Santos is also the oldest daughter of Angola’s President Jose Eduardo dos Santos, a man who has run the country since 1979.

​There are at least 25 items that have been banned from being imported into Nigeria. The list, circulated by the Finance Ministry on Friday, includes soaps, spaghetti and used fridges.

The ban on the items was put in place by the government in 2016, as part of yearly efforts to control import, but is still in place as no new one has been provided for 2017, Festus Akanbi, spokesperson to the finance minister told PREMIUM TIMES.

An Ado-Ekiti Magistrate Court has ordered the remand of a herdsman, Abdulahi Abubakar in prison custody for allegedly conspiring with others now at large to cause damage to farm valued at N1.2 million.

The police prosecutor, Sgt. Caleb Leranmo told the court on Friday that the accused and others at large committed the offence on December 4 at about 5:00pm at Itapaji-Iyemero in Ikole-Ekiti.

He alleged that the accused conspired together to commit an offence to wit malicious damage, punishable under Section 7 of Cattle and other Ruminants Grazing, Ekiti State Law 2016.

The prosecutor said the accused, on the said date, with others at large, did unlawfully rear cows into yam farm belonging to one Emmanuel Augustine and destroyed the farm value N1.2 million.

According to him, the accused committed an offence punishable under Section 4(3) and 7 of Cattle and other Ruminants Grazing, Ekiti State Law 2016.

The accused pleaded not guilty, as his counsel, Miss Oluwasayo Ayomide applied for his bail but was opposed by the police prosecutor.

The prosecutor stated that the offence was rampant and also it would enable the police to arrest others involved in the crime.

Chief Magistrate Adesoji Adegboye refused to grant bail and consequently remanded the accused in prison custody.

He adjourned the case to Jan.13 for further hearing.

He alleged that the defendants sent a message to the Divisional Police Headquarters Iworoko, Ekiti, threatening to bomb the station.

Two men, Adebayo Shaib, 36, and Olaifa Oluwasanmi, 30, were on Thursday arraigned in an Ado-Ekiti Magistrates’ Court over alleged terrorism.

The accused are facing charges bordering on terrorism.

The prosecutor, Sgt. Bankole Olasunkanmi, told the court that the accused committed the offence on Dec. 24, 2016 in Ado-Ekiti.

He alleged that the defendants sent a message to the Divisional Police Headquarters Iworoko, Ekiti, threatening to bomb the station.

“ They were tracked through the message they sent to the station, ’’ he said.

Olasunkanmi sought for an adjournment to enable him send the file to the office of the Director of Public Prosecutions (DPP) for legal advice.

The offence contravened Section 3 (a) and (b) of Ekiti State Kidnap and Terrorism (Prohibition) Law, 2015.

Counsel to the accused persons, Mr Olabode Agbaje also urged the court to adjourn the case for an advice from the DPP.

Chief Magistrate Idowu Ayenimo , remanded the accused persons in prison custody and adjourned the case till Jan. 25.

An 18 - year- old girl , Bola Adeniyi , on Tuesday appeared in an Ado - Ekiti Chief Magistrates ’ Court for alleged kidnapping .

The Prosecutor , Sgt . Oriyomi Akinwale , told the court that the accused committed the offence on December 13 , 2016 at Fabor Forest , Efon Alaaye in Efon Alaaye, Ekiti State .

Akinwale said the accused unlawfully conspired to kidnap Gbenga Adejare.

He said that some of her co - accused had been arrested and remanded in prison, adding that Bola was a girlfriend to one of the accused persons .
The prosecutor said the offence contravened Section 4 of Ekiti State Kidnap and Terrorism (prohibition ) laws 2015 .

Bola pleaded not guilty , and her counsel, Mr . Ogundele Lawrence applied for her bail.

Chief Magistrate Idowu Ayenimo, consequently granted bail to the accused in the sum of N50 , 000 and one responsible surety in like sum.

Ayenimo adjourned the case till January 5 for further hearing.
