Gowon did not unify the civil service under himself or under the FG. He abrogated the decree 34. Gowon is a minority you know and Northern minorities were the first to fight for autonomy. Infact the British conducted a referendum for Ilorin Kaaba and they opted to join the west but their wish was trampled upon after independence by the NPC/NCNC government. The same NPC/NCNC government were quick to approve a referendum to split the western region. It is only natural that a government led by a Northern minority and a Yoruba will give autonomy to the minorities asking for it and that was what they did. They did the right thing and the majority of the country supported them. Ojukwu and Gowon had no locus standi to determine anything for Nigeria on their own.

No, resource control is not the most important part of true federalism. Autonomy over your own affairs is what is most important. States in actual fact don't need resource control to work properly. They need state police and they need to generate their own revenue among others

Can the US get a loan whose interests can not be paid by the total of it's budget? No. No matter how big your GDP, you can not use it to directly borrow, you can't borrow against it, you can only borrow against revenue. If your tax to GDP is very high then your debt can be as big as your GDP.
