Undiluted and exploitative greed explains this anomaly. This is coupled with the fact that you would also have to buy water for almost everything you do in the city as public water supply is very limited.
Even govt at all levels are ambivalent about this matter.

Don't be deceived! The same people who crafted this policy are the very ones who would trample on it. A poor man's kid would contend with catchment area palava, Jamb gridlock, ASUU strike, NYSC placement, among others. Before they graduate they are already 27, 28 years. Job market will be telling them their requirements is 23 years post NYSC plus 7years working experience, Zombies please wake up!!!
Do you think that the kids of those (elites)that came up with this policy will pass through this same hurdles? Never!

As of the time of this post not even a SINGLE KOBO has being paid a graduate non NYSC INEC ad hoc staff who was officially recruited and served diligently in ENUGU. What offence have these young Nigerians, despite the crazy conditions and risk they endured committed. INEC ENUGU have kept silent on their TRAINING ALLOWANCE that they have refused to pay them despite reports of other states promptly paying all their ad hoc staff 'CORPERS AND NON CORPERS' without delay.
I am really scared of what might happen to their other entitlements with this kind of attitude by INEC ENUGU.
These people are sons and daughters of people with responsibilities and the elections couldn't have succeeded without their collective inputs.
