There is no take off date that every state must start.... its as soon as practicable for every state.......some state might still not be able to get their dmstate police in 5 years but good thing about this development is that it changes the discourse of putting every insecurity blame on the president.... the govs will now be equally responsible fir insecurity in their states and if a giv is incapable, a SOE can be easily declared by the president, this will make the govs sit up and stop lazying about.
