The National President, Academic Staff Union of Polytechnics (ASUP), Chibuzor Asomugha, on Thursday directed the union members nationwide to commence an indefinite strike on Friday, October 4. Mr Asomugha said that the directive became imperative following the federal government’s failure to meet the union’s demands. He explained that two months after the union had suspended its previous strike, nothing had been done by the government to address the union’s demands. The decision to embark on the strike on October 4 was reached at the 75th National Executive Council (NEC) meeting of the union in Bida, Niger State on September 28. The union embarked on a nationwide indefinite strike on April 29, over the federal government’s failure to address its grievances; and suspended it on July 17 as a result of the intervention of the Joint Committees on Education of the Senate and the House of Representatives. Mr Asomugha said that it was over two months that the union suspended its strike, but “nothing has been done since we suspended our strike in July”. He said that the federal government had not fulfilled its bargain in the 2009 agreement with the union. The union’s demands include the possibility of lower cadres rising to CONTISS 15, and the release of a White Paper on the Visitation Panel to the Federal Polytechnics. The Accident Investigation Bureau has said the two black boxes of the Associated Airlines plane, which crashed in Lagos on Thursday, have been recovered. The Director of Engineering, AIB, Mr. Emmanuel Dialla, said the two black boxes had been retrieved from the accident scene. Reports reaching us indicate that a plane crash has occurred at the Lagos airport. A witness said the crash occurred at the local wing of the airport close to the section were JET-A1, plane fuel, is stored. Fire service officials were seen evacuating the occupants of the plane. It is not yet clear if there was any casualty. The spokesman of the Nigeria aviation agencies, Yakubu Datti, asked for more time to get details of the incident. President Goodluck Jonathan, yesterday approved the membership and terms of reference of the Advisory Committee on National Dialogue. The Chairman is Dr. Femi Okurunmu while Dr. Akilu Indabawa is the secretary. Other members are Prof. George Obiozo, Prof. Ben Nwabueze, Senator Khairat Gwadabe, Senator Timothy Adudu, Col. Tony Nyiam (retd) and Prof. Funke Adebayo. Others are Dr. Mairo Ahmed Amshi, Dr. Abubakar Sadiq, Alhaji Dauda Birma, Mallam Buhari Bello and Mr. Tony Uranta. According to a statement by the Secretary to the Government of the Federation, Anyim Pius Anyim, the terms of reference include to consult expeditiously with all relevant stakeholders with a view to drawing up a feasible agenda for the proposed national dialogue/conference, make recommendations to government on structure and modalities for the proposed national dialogue/conference, and to make recommendations to government on how representation of various interest groups at the national dialogue/conference will be determined. They are also to advise on a timeframe for the national dialogue/conference; to advise government on a legal framework for the national dialogue/conference, legal procedures and options for integrating decisions and outcomes of the national dialogue/ conference into the constitution and laws of the nation and any other matter that may be related or incidental to the proposed conference. A two-year-old boy from Huaxi, has undergone an operation to give 'birth' after doctors diagnosed him as 'pregnant'. Xiao Feng, was brought to hospital after his stomach had become so distended that he had begun to suffer breathing difficulties. Full Text of Speech Delivered by Sir Abubakar Tafawa Balewa, at Nigeria's Independence Ceremony, October 1st, 1960 On Saturday, October 1, 1960, Nigeria became an independent nation. What follows is Sir Abubakar Tafawa Balewa's speech delivered at Tafawa Balewa Square in Lagos at the Independence Ceremony. Today is Independence Day. The first of October 1960 is a date to which for two years every Nigerian has been eagerly looking forward. At last, our great day has arrived, and Nigeria is now indeed an independent sovereign nation. Words cannot adequately express my joy and pride at being the Nigerian citizen privileged to accept from Her Royal Highness these Constitutional Instruments which are the symbols of Nigeria’s Independence. It is a unique privilege which I shall remember forever, and it gives me strength and courage as I dedicate my life to the service of our country. This is a wonderful day, and it is all the more wonderful because we have awaited it with increasing impatience, compelled to watch one country after another overtaking us on the road when we had so nearly reached our goal. But now we have acquired our rightful status, and I feel sure that history will show that the building of our nation proceeded at the wisest pace: It has been thorough, and Nigeria now stands well- built upon firm foundations. Today’s ceremony marks the culmination of a process which began fifteen years ago and has now reached a happy and successful conclusion. It is with justifiable pride that we claim the achievement of our Independence to be unparalleled in the annals of history. Each step of our constitutional advance has been purposefully and peacefully planned with full and open consultation, not only between representatives of all the various interests in Nigeria but in harmonious cooperation with the administering power which has today relinquished its authority. At the time when our constitutional development entered upon its final phase, the emphasis was largely upon self-government. We, the elected representatives of the people of Nigeria, concentrated on proving that we were fully capable of managing our own affairs both internally and as a nation. However, we were not to be allowed the selfish luxury of focusing our interest on our own homes. In these days of rapid communications we cannot live in isolation, apart from the rest of the world, even if we wished to do so. All too soon it has become evident that for us Independence implies a great deal more than self-government. This great country, which has now emerged without bitterness or bloodshed, finds that she must at once be ready to deal with grave international issues. This fact has of recent months been unhappily emphasized by the startling events which have occurred in this continent. I shall not labour the point but it would be unrealistic not to draw attention first to the awe-inspiring task confronting us at the very start of our nationhood. When this day in October 1960 was chosen for our Independence it seemed that we were destined to move with quiet dignity to place on the world stage. Recent events have changed the scene beyond recognition, so that we find ourselves today being tested to the utmost We are called upon immediately to show that our claims to responsible government are well-founded, and having been accepted as an indepedent state, We must at once play an active part in maintaining the peace of the world and in preserving civilisation. I promise you, we shall not fail for want of determination. And we come to this task better equipped than many. For this, I pay tribute to the manner in which successive British Governments have gradually transferred the burden of responsibility to our shoulders. The assistance and unfailing encouragement which we have received from each Secretary of State for the Colonies and their intense personal interest in our development has immeasurably lightened that burden. All our friends in the Colonial Office must today be proud of their handiwork and in the knowledge that they have helped to lay the foundations of a lasting friendship between our two nations. I have indeed every confidence that, based on the happy experience of a successful partnership, our future relations with the United Kingdom will be more cordial than ever, bound together, as we shall be in the Commonwealth, by a common allegiance to Her Majesty Queen Elizabeth, whom today we proudly acclaim as Queen of Nigeria and Head of the Commonwealth. Time will not permit the individual mention of all those friends, many of them Nigerians, whose selfless labours have contributed to our Independence. Some have not lived to see the fulfilment of their hopes—on them be peace—but nevertheless they are remembered here, and the names of buildings and streets and roads and bridges throughout the country recall to our minds their achievements, some of them on a national scale. Others confined, perhaps, to a small area in one Division, are more humble but of equal value in the sum-total. Today, we have with us representatives of those who have made Nigeria: Representatives of the Regional Governments, of former Central Governments, of the Missionary Societies, and of the Banking and Commercial enterprises, and members, both past and present, of the Public Service. We welcome you, and we rejoice that you have been able to come and share in our celebrations. We wish that it could have been possible for all of those whom you represent to be here today: Many, I know, will be disappointed to be absent, but if they are listening to me now, I say to them: ‘Thank you on behalf of my countrymen. Thank you for your devoted service which helped build up Nigeria into a nation. Today we are reaping the harvest which you sowed, and the quality of the harvest is equalled only by our gratitude to you. May God bless you all. This is an occasion when our hearts are filled with conflicting emotions: we are, indeed, proud to have achieved our independence, and proud that our efforts should have contributed to this happy event. But do not mistake our pride for arrogance. It is tempered by feelings of sincere gratitude to all who have shared in the task of developing Nigeria politically, socially and economically. We are grateful to the British officers whom we have known, first as masters, and then as leaders, and finally as partners, but always as friends. And there have been countless missionaries who have laboured unceasingly in the cause of education and to whom we owe many of our medical services. We are grateful also to those who have brought modern methods of banking and of commerce, and new industries. I wish to pay tribute to all of these people and to declare our everlasting admiration of their devotion to duty. And, finally, I must express our gratitude to Her Royal Highness, the Princess Alexandra for personally bringing to us these symbols of our freedom, and especially for delivering the gracious message from Her Majesty The Queen. The lecturers stated their position in a communiqué released on Saturday. The Academic Staff Union of Polytechnics, ASUP, announced on Saturday that it has resolved to resume its suspended nationwide strike from next week, following failure of the federal government to fulfil its agreement with the union. The union had been on several weeks of strike, but suspended it on July 17 following the intervention of federal lawmakers in its negotiation with the federal government. The National Publicity Secretary of the union, Chirman Clement, in a statement on Saturday said the union took the decision at her 75th National Executive Council (NEC) meeting held at the Federal Polytechnic Bida, Niger State and resolved to resume the suspended strike on October 4. “In view of the continued insincerity of Government to honour the agreement reached with ASUP, NEC resolves that the union will resume the suspended strike with effect from 4th October, 2013. The lecturers also lamented the decaying standard of polytechnic education and solicited the assistance of the National Assembly, parents, and other notable groups to assist in revamping polytechnic education in Nigeria. They passed a vote of no confidence on the National Board for Technical Education, NBTE, and called for the immediate establishment of a National Polytechnics Commission (NPC) to proactively cater for the needs of the sector. Below is the full communiqué released by the polytechnic lecturers. COMMUNIQUE OF THE 75TH NATIONAL EXECUTIVE COUNCIL (NEC) OF THE ACADEMIC STAFF UNION OF POLYTECHNICS (ASUP) HELD AT FEDERAL POLYTECHNIC, BIDA NIGER STATE, FROM 24 – 28TH SEPTEMBER, 2013 PREAMBLE: The National Executive Council (NEC) of the Academic Staff Union of Polytechnics (ASUP) met for her 75th NEC Meeting at the Federal Polytechnic Bida, Niger State where the following national issues were observed, discussed, and resolutions on them were reached: OBSRVATIONS: 1. The frustrating inertia of the Federal Government to convincingly fulfill any of the promises and agreements reached with the union before the suspension of the strike on 17th July, 2013 on CONTISS 15 Migration for Lower cadres, Needs Assessment of Polytechnics, release of Whitepaper of visitation to Federal polytechnics, discrimination between polytechnics and university graduates in job placement and career progression and the constitution of Governing Councils to Federal polytechnics earlier omitted. 2. The anti-labour stance of the National Assembly as exemplified by the recently proposed removal of minimum wage from the exclusive legislative list of the constitution to the concurrent list; as well as the proposed legislation against declaration of Industrial Strike by unions in the tertiary sector; 3. The growing tension in the nation’s polity as a result of the volatile comments and activities of politicians and interest groups; 4. Government’s abuse of the laws establishing TETfund; 5. The culpable lack of commitment of the National Board for Technical Education (NBTE) to meeting the needs and demands of polytechnic education in Nigeria. 6. Appointment of rectors/provosts from within polytechnic/monotechnics sector RESOLUTIONS: In the light of the above, NEC resolves: 1. That Government should without delay address all the outstanding standing issues including the NEEDS Assessments of the polytechnics and the corresponding funding, constitution of the Governing Councils of the remaining Federal polytechnics, CONITSS 15 Migration of the Lower Cadres, the removal of disparity between HND and Degree certificates, establishment of the National Polytechnics Commission (NPC), release of the Whitepaper of the visitation panels to polytechnics; 2. That the National Assembly should rescind from its current anti-labour posture in the interest of industrial peace and our desperate move to rescue the endangered soul of the tertiary institutions in the country; 3. That the National Assembly should expedite action on the review of the Polytechnic Act; 4. That a vote of no confidence be passed the NBTE and further calls for the immediate establishment of a National Polytechnics Commission (NPC) to proactively cater for the needs of the sector; 5. That the Nigerian political class and other interest groups should exercise restraint on their utterances and activities in the interest of peace, unity and security of the nation; 6. That the Federal Government should desist from abuse of TETfund laws; 7. That stakeholders in the education sector such as parents, students, religious leaders, the press, members of States and National assemblies to rise to their responsibilities of rescuing the (polytechnic) education sector from imminent collapse; 8. That the position of ASUP on the need to appoint the rectors from within the polytechnic system remains irreversible; 9. That in view of the continued insincerity of Government to honour the agreement reached with ASUP, NEC resolves that the union will resume the suspended strike with effect from 4th October, 2013. NEC sincerely appreciates the good people of Nigeria and all other stakeholders in the education sector for their sustained support in its struggles to save the polytechnic education from total collapse in Nigeria. Reports from Saminaka in Lere local government area of Kaduna State indicated that there were a series of bomb explosions and shootings throughout the night and till the early hours of today. The explosions and shootings were reportedly carried out by suspected gunmen believed to be insurgents while other versions has it that it was an armed robbery attack on two commercial banks in the area. Saminaka shares boundaries with Bauchi, Plateau and Kano states. It lies in a heavily forest said to be a terrorists den, the area has served as a safe passage for insurgents and violent criminals crossing from Bauchi to Southern Kaduna and other parts of northern Nigeria. The House of Representatives Committee on Sports on Wednesday expressed dissatisfaction with the renovated Abuja stadium pitch. Rep. Godfrey Gaiya, who led his committee members on oversight function to the Abuja Stadium on Tuesday, described the N96.6 million used for the re-grassing of the pitch as “doubtful”. He told newsmen that as a legislator, he was disappointed with the level of work carried out by Julius Berger PLC as there was not enough drainage to drain the water after the rain. “The re-grassing is just an aspect of the renovation and they said today that it cost them N96.6 million to do. “My verdict is that I am not comfortable with the level of water logged on the pitch. “I was in Calabar and it rained for three days non-stop before the match and you cannot compare Calabar that is in tropical environment to Abuja that is in the Savannah where rain is lighter. “So, if it rained in Calabar for three days when Nigeria played Malawi and I never saw anything like waterlogged spot, why should ordinary drizzling cause water ponds on the renovated Abuja pitch,” Gaiya asked. The legislator vowed that the National Sports Commission (NSC) must give detailed account of all their spending for the renovation of the stadium. Gaiya regretted that he had no powers to summon the contractors, Julius Berger PLC, to explain but maintained that the NSC would be held responsible for any poor job done. “We never entered into a contractual agreement with Julius Berger. Our oversight function rests on the NSC. “It is the NSC that will bring its client to order when our observations are made known to them. “We hope if they can relay the message to Julius Berger to get it done the way every Nigerian will be comfortable with,” he said. Rep. Gaiya further described as “uncalled for” the ceremony which followed the renovation, noting that it was not a norm in the country to celebrate renovation of projects.
