Hon. Fort Ifeanyi Dike, who represents Ihiala Federal Constituency of Anambra State in the House of Representatives, is the House Committee chairman on Inter and Intra Party Relations. An engineer by profession, he is also a member of the Peoples Democratic Party, PDP. Unlike some of his colleagues who had pitched their tent with the “new PDP” following the crisis in the ruling party, he has not yet taken position. He however told Vanguard in this interview that President Goodluck Jonathan’s second term ambition is the cause of the crisis in the party. Excerpts: BY Levinus Nwabughiogu No one expected that the PDP crisis would assume the dimension it assumed in the House of Representatives. Do you think that your colleagues made the right call in joining the new PDP? One will be politically naïve not to expect what is happening. You know in most states whether we like it or not; and that is one of the distortions in our current democratic dispensation, most of the people who came to the National Assembly came with the goodwill of the governors. The governors were dominant in giving them tickets in the parties. Lack of internal party democracy is one of the things my committee is fighting. So, you found out that the governors were instrumental in getting them to the National Assembly. So, in return, most members of the National Assembly owe allegiance to the governors who helped them. So, in a scenario where the governors are taking sides or joining a particular faction, you would naturally expect that they will take as many members of the National Assembly from their state as possible except those who were helped by the Presidency or who have developed rapport with the Presidency or the national PDP, otherwise. Don’t you think staging a walkout on the President on a day of a ruling party’s national is an affront on the office and person of the President? Ethnically and conventionally, it wasn’t the right thing to do. One may be pushed to term it as disrespect to the President. But you also know that we are in a democratic dispensation. So, it depends on how the people were pushed to the wall. It depends on all the efforts they had made previously to get these issues resolved whether those efforts they made were recognized or addressed and so on. So, in a democratic system, people have so many ways of fighting for their right. And what they did is within their right in a democratic system. Do you see the Speaker taking side in the new development? I am an observant member of the House of Representatives and based on that I want to tell you something. All the clamour or speculation about the Speaker, Aminu Tambuwal is because of his direction, his understanding of the issues of leadership in this country. Tambuwal is not out to merely promote the party, PDP that he belongs rather he is concerned about the welfare of the Nigerian masses. So, what drives him is the improvement in the condition of the masses of Nigeria. In doing that, he now finds critical those acts of omission or commission by the ruling party. So, as far as I understand Tambuwal, he is not pro this person or anti this party. He is not pro-APC or Pro-new PDP or anti-PDP. Where do you belong, new or old PDP? Personally, I am an agent of change. Without necessary being of new PDP or old PDP, I am not a member of the new PDP yet. And it may not be on my cap to join immediately. I will prefer to stay in the old PDP. But I must make this observation. Nigeria requires change. As the Chairman of the House Committee on Inter and Intra Party Relations, I recognize that political parties in Nigeria including the PDP need to undergo radical changes and reforms. The way they are going about their affairs are not in consonance with the ethic, spirit and modalities of an ideal democratic system. Do you think the centre will still hold for PDP? To me, it is clearly an issue of 2015. People have interest, both the current President and other people; they have interest to become President. That is the issue. Each group, each faction, each person will try to put in place condition that will suit and advance his own ambition. In spite of reconciliation efforts, unless certain issues are addressed, they will come to nothing. The issues that need to be addressed are: Is the President going for a second term? If the President is not going for a second term, all these issues will not arise. If the President deems it right to go for a second term, naturally, he will now have the interest to retain a Chairman that will promote his interest in the party primary. So, it is expected that he will try to retain the present chairman or have in place, a chairman that will be loyal to him when the presidential primaries come. Now, if he makes the mistake of removing the chairman or in the pursuit of peace, give away the party’s structure to other people who also want to be President, he will be doing himself in. So, he will never give up if he is politically wise. He will now try to hold the old PDP as much as possible and the only condition he will yield to will be to now try to make cosmetic efforts but ensuring that nothing will affect his presidential ambition in 2015. On the other hand, the other people too who want to be President know that if they don’t fight and remain in PDP and PDP doesn’t have a crisis, they cannot emerge on the platform of the party and they will not emerge on the platform of any other alternative viable platform because they may find that in spirit or under certain condition, they may not able to make it in the APC or the APC may not by their opinion be able to secure as much votes in the North. So, they will be bent on creating a division in the PDP in order to afford them a platform to run for the Presidency. This is natural. They will be doing it in such a way that if they want to desert the PDP, they will cause a lot of havoc and of course create a lot of factions in the PDP to allow National and state assembly members to be able to follow them to the new party. So, what is happening is a normal scenario that is expected in politics. So, if PDP is indeed, serious about solving this problem, they will go back to basics. What are the basics? Did the President promise not to run a second term in 2015? Was there any such agreement? Today a great protest is taking place in the Catallan region of Spain. According to the polls, 52 per cent of the people from that region wish to break off from Spain and to establish a new European sovereign state. Later this year, the people of Scotland are having their own referendum to determine whether or not they will stay in the United Kingdom and, again, from the polls, it is very clear that the majority of Scots wish to have their own new sovereign state and that the Scottish Nationalist Party enjoys massive support. Nobody in either Spain or the United Kingdom has insulted those people or labelled them as ‘’ethnic jingoists’’ or ‘’primitive tribalists’’ for wanting to break off from the greater whole and establish their own country. Fani-Kayode This is because everyone respects the right of the various ethnic groups and nationalities within their wider nation to exercise their right of self-determination which is an integral and fundamental aspect of international law. Exercising that right does not turn them into villains and does not make them any less patriotic than their compatriots who do not share their views. It just means that they have a different perspective and that they believe, as many believed before Malaysia and Singapore broke up, that the interests of their various peoples are better served when and if they go their separate ways. They opted to be friendly neighbours rather than to be compelled to remain within the same territory against their collective will. As we in Nigeria approach the 100-year anniversary of our 1914 Lugardian amalglamation and, as the 2015 elections are fast approaching with both the northern region and the south-south zone desperate to take or to hold on to power at any cost respectively, we need to begin to ask ourselves some basic and fundamental questions about our future. For example, is our interest better served by remaining as one nation or is it time for those nationalities that wish to leave the federation in a peaceful and orderly way, as a result of a legitimate and honest referendum, be alllowed to go? UNANSWERED QUESTIONS If the breaking up of larger countries into smaller and more viable ones is good enough for India (which broke into three), the Sudan (which broke into two), Czekhoslovakia (which broke into two), Yugoslavia (which broke into 5), the Soviet Union (which broke into 15) and numerous other countries over the years, why is it not good enough for us? Again, why should those that believe that Nigeria ought to break up be subjected to so much suspicion, ridicule, contempt and insults from those that do not share their views? Some of the questions that need to be answered are as follows- firstly, is our union working? Secondly, is our marriage a good one and is it a happy one as well? Are we satisfied with what has essentially become a country that has been turned into nothing more than (with apologies to Chief Bode George) ‘’Turn by Turn Nigeria?’’ where each ethnic group simply looks forward to enjoying its time to control the federation and all the nation’s resources from an all powerful centre? Are we not meant to be far more than this? Is this what the founding fathers of our nation envisaged? More than anything else the recent igbo/ yoruba debate over the issue of the status of Lagos state and the deportation of a handful of igbo destitute back to the east has proved to me that we as a people are very different from one another and that our interests may be better served if we are no longer bound together as one. I dare to voice this opinion even though many Yoruba share it but will not say so publiclly. Is it not time for us to begin to accept the bitter truth that our marriage is uncomfortable and unhappy and that it may not have been made in heaven or ordained by God? Is it not clear that each region or each nationality ought to be able to develop at its own pace? Is it not time for us to have a confederation of nationalities in Nigeria and to restructure the country drastically to give maximum autonomy to the various regions and nationalities or indeed is it not time to just break up and go our separate ways? DIFFERENCES Many may disagree but one thing that I believe that we can at least agree on is that perhaps it is time for us to be courageous enough to begin to talk about these issues openly and debate them. We must not sweep our differences under the carpet and ignore them as if they do not exist but instead we must find the courage and muster the resolve to acknowledge them and understand them. As far as I am concerned, this is the challenge of our time and these are the questions that need to be answered. Whatever happens in 2015 and whoever wins, whether it be a northerner or Goodluck Jonathan of the south-south, I see blood on the horizon and I see disaster approaching. Stark promises from notable players such as ‘’there will be bloodshed if Goodluck is not re- elected’’ do not help and are not encouraging. There are equally strident and bellicose murmurings from the other side as well and some have threatened that if there is a repeat performance of the massive rigging that the North witnessed in the presidential election of 2011 anywhere in the country in 2015, ’’Nigeria will burn’’ whilst another key player said that ‘’both the dog and the baboon shall be soaked in blood’’. 2015 AS KEG OF GUN POWDER These words must be taken very seriously indeed and they reflect the thinking and mindset of millions of people from both sides of the political and regional divide. Worste still, whether we like to admit it or not, religion has now become a major factor in our politics with Christians being told in their churches that it is their solemn duty to support a Christian presidential candidate and Muslims being told in their mosques that it is theirs to support a Muslim. We are sitting on a keg of gunpowder and, in my view, 2015 really will be the year of make or break for Nigeria. Sadly, in my humble opinion, it is far closer to ‘’break’’ than it is to ’’make’’. If we wish to avoid the road to Kigali, we must change our mindset and make the necessary concessions that we need to make. We must begin to think outside of the box and be far more innovative and adventurous. For example, why is it a must in the minds of some that the PDP must field a Christian as it’s presidential candidate and why are some in the APC of the view that the party must field a northern Muslim as its own? These hard and fast fixed positions are most unhelpful and the right thing and proper thing to do is to completely discard them and attempt to find a presidential candidate that is a Nigerian before being a northerner, a southerner, a Christian or a Muslim. And thankfully there are quite a few of such people around in the new generation if only the system will be far-sighted and enlightened enough to allow them to emerge and run. Failing that we must open up the space now and consider the unpleasant assertion that the premium that a united Nigeria attracts may not be worth paying simply because we are getting nothing but failure after failure and sorrow after sorrow as our consistent return. I do not have all the answers and neither do I claim that I do. Indeed I may well be wrong which is why I would be interested in hearing the views of others and particularly those from the younger generation who may see things very differently. Whichever way it goes and regardless of what we all think, let us not allow this debate to be driven by the uninformed or ignorance, pettiness, hate and acrimony. Let us not insult one another or act as if any tribe or nationality are a collection of angels whilst others are nothing but demons. Let us join issues and exchange ideas in a civil, restrained and decent manner without hurling insults at one another or allowing our emotions to becloud our thinking. At the end of the day, we all want the same thing- namely, to put in place a system that is in the best interest of the Nigerian people and to empower a new leadership that will allow them to achieve their full potentials? what Jonathan should do is to be a true democrat by allowing internal democracy in his party, the PDP, and making it a truly people’s party. By doing this, President Jonathan will edge out all the dead woods in Nigerian politics; he will show them that our generation is a better generation. Let him borrow a leaf from other countries that underwent similar transition. |

Is there any difference between a poor Ijaw man and a poor Hausa man, or between an Ijaw oil baron and a Hausa oil baron? President Jonathan, please be a great man and change Nigeria. As you have always said, your cabinet is made up of men and women of high capability, please demonstrate to the world that Africans can also do it. Please, use this cabinet and others to build a party like the Liberal Party of Japan, or ANC of South Africa, or the ruling party of Sweden, or the ruling party of either Singapore or Malaysia. These are parties that are programme-oriented and committed to the emancipation of their peoples, not power hungry like the current Nigerian PDP. |

US president makes case for " limited " strikes against Syria , as Putin says Russia " will help " Assad if action launched . US President Barack Obama has reiterated his case for " limited " military strikes to launched against the Syrian regime after its alleged use of chemical weapons against civilians . Addressing reporters at the G20 summit in St Petersburg on Friday , Obama said he was " encouraged" by his conversations with other world leaders on the subject , but cited " paralysis " at the UN Security Council as the reason he sought to act outside that organisation 's ambit . " Failing to respond to this breach of [ the] international norm [ on chemical weaponon use] will send a signal to rogue nations, authoritarian regimes and terrorist groups that they can use [ such weapons] and not face consequences , " Obama said . He said that there was " growing recognition " that the international community " cannot stand idly by " as chemical weapons are used . He said that while there was a " unanimous " view among G20 leaders that chemical weapons had been used in the Syrian conflict , there were divisions on how to respond to their use , with several countries voicing their support for any action as long as it was mandated by the UN Security Council. The US president conceded that a military strike in response would be " unpopular " , but that it was important to maintain the norm , and that he would be spending the coming days making his case to the US nation . Tension heightened in the Mediterranean on Thursday as the United States and Russia deployed warships to boost military presence in the region. For the US Navy, this was the fifth destroyer; the USS Stout, being deployed to the region. Other destroyers that have been earlier deployed include the Ramage, the Barry and the Gravely. Each is said to be capable of launching their Tomahawk missiles directly from the sea toward Syria if ordered. Russia, a stout ally of Syria, is said to have deployed an anti-submarine ship and a missile cruiser. In addition, six Royal Air Force jets belonging to the British government, were said to have been deployed from Cyprus on Thursday. The world powers have each in turn, defended their actions, citing them as either routine military actions or precautionary measures. Russian government news service, Rianovosti , described the movement as part of a planned rotation, unconnected with the situation in Syria. A naval spokesperson said, "The vessels in the Mediterranean, like those in other parts of the world, act under plans by the Russian Naval Command and General Staff, and fulfil tasks set. "On completion of these tasks, the vessels then either return to their bases, or are replaced by other vessels to complete the tasks set. This does not amount to a renewal of any grouping or groupings, it is a planned rotation." Britian's Defence Ministry also released a statement on the deployment of the air force jets on Thursday. It read, "This is a movement of defensive assets operating in an air-to-air role only. It is not to take part in military action against Syria. The (prime minister) has made clear no decision has been taken on our response and the Government has said that there will be a Commons vote before direct military involvement." ABUJA — Elder statesman and leader of the Patriot, Professor Ben Nwabueze, yesterday reiterated his call on President Goodluck Jonathan not to contest the 2015 presidential election, saying he should concentrate on transforming the country to make it more united and stronger through a conference of ethnic nationalities. But President Jonathan said his administration had no objection to Nigerians coming together to discuss how they will continue to live together in peace and unity. Speaking with newsmen after leading members of the Patriot to a meeting with President Jonathan, Professor Nwabueze said though the President was eligible to contest, he should sacrifice ambition for the greater good of the nation and become an instant hero. He said: “I still believe that the problem of this country is national transformation. You cannot combine national transformation with contesting election. “The two are so different, because once you get involved in the election campaigns you undermined your authority to lead the nation for national transformation and I said if I were the President of Nigeria that I would restrict myself to serving the nation; to transforming this country; to creating a new Nigeria, creating a new society. that would be my concern and I would go down in history as a hero. “So if Mr President does that he would become an instant hero in this country, but it is for him to chose. If I were him, I would choose to become a hero, to lead the country into transformation and abandon the ambition of a second term, that is what I said and I still stand by it and that is what I would do if I were the President of the country, but unfortunately, I’m not. Speaking on the mission of the patriots to the President, Professor Nwabueze said the group was in the Villa to submit its position on the the need for the convening of a conference of ethnic nationalities to tackle the multi-farious problems of the country. He said: “Briefly, we talked about the transformation of this country, what we said is that this country, the situation in which we have found ourselves today is in dire need of transformation. It’s entire economy, the polity and the society would need to be transformed. We believe that the way to achieve that objective is through a National Conference, a National Conference of ethnic nationalities in this country. Sovereign National Conference “We have done our own research and we came up with the fact that we have in this country 389 ethnic nationalities. We need to bring these nationalities around a conference table to discuss how we are going to live together as one country in peace, stability and security as one country with the aim of achieving national unity. Asked how such a conference would be held when there is a National Assembly in place, Professor Nwabueze said the power granted the National Assembly by the constitution is to alter the constitution and not to change it or write a new one. He said: “It is important that the National Assembly is putting forward that their powers under Sections 8&9 is to alter the constitution. Power to alter is not as important as power to abolish what you are altering and replace it completely, and we said no, this country, we need the people’s constitution whose source of authority derives directly from the people. Forget about the contents, we will talk about the contents later. “Though important, but they are not as important as the source. Where does this supreme law derives its authorities? It must be directly from the people and that is the position of at least 85 percent of the countries of the world. So we examined this and we said this is a bogey, there is no problem, don’t confine yourselves to Sections 8&9, because the 1999 constitution is a schedule to Decree 24. If you read Section 1(1) of the Decree there are preambles to that Decree and the 1999 constitution that you are talking about is a schedule to Decree 24. “Repeal the Decree and the constitution will disappear and you enact a brand new constitution which would derive its authorities from the people. “That was what was done in 1963, when we adopted the Republican Constitution to replace the Independent Constitution. That 1960 Constitution was also a schedule to British Order-In -Council just as the 1999 Constitution is a schedule to the Decree 24. In 1963, we abolished the schedule under Section 2 of the Order-in-Council and made a new constitution called the Republican constitution.” Other members of the delegation were Professor. Kimse Koko, Chief Ayo Adebanjo and Mrs Bola Kuforiji-Olubi. Meanwhile, President Jonathan has said his administration had no objection to Nigerians coming together to discuss how they will continue to live together in peace and unity. The President, who spoke after receiving a memorandum from the Patriots, said ordinarily, the issue of Nigerians coming together to discuss their future should not be out of place. According to the President, there has been constant discussion within government on how to create an acceptable and workable platform for a national dialogue that will reinforce the ties that bind the country’s many ethnic nationalities and ensure that Nigeria’s immense diversity continues to be a source of strength and greatness. President Jonathan said: “The limitation we have is that the constitution appears to have given that responsibility to the National Assembly. I have also been discussing the matter with the leadership of the National Assembly. We want a situation where everyone will key into the process and agree on the way forward.” While thanking the Patriots for acknowledging the Federal Government’s efforts to implement his administration’s agenda for national transformation, President Jonathan reiterated that “as a government, we are totally committed to transforming this country, positive things are being done and by the grace of God, we will get to where we ought to be as a nation.” President Jonathan also welcomed the group’s call for the moral re-orientation of Nigerians, saying he shared their belief that ongoing efforts at national transformation and development would be greatly enhanced and facilitated by the cultivation of better national ethics and attitudes. Apart from the unfolding infighting threatening to tear his party apart, President Goodluck Jonathan appears to have squandered the goodwill that ensured his becoming Nigeria's first minority president. There is a depressing sense in which one cannot just imagine that this country would endure another term of this administration for another four years in office ending in 2019. This will be suicidal. Even now, 2015 looks too distant into the future in the eyes of ordinary Nigerians. In 2011, the president won the election by playing the underdog card. The 2011 presidential election was won because ordinary Nigerians insisted on voting en masse for the country's first minority president - the man who said he walked barefooted as a child; the man who also became the symbol of an end to the North's bragging right to power since Nigeria's independence from British rule. In 2015, Jonathan will not have the luxury of leveraging on the sentiments that swept him to power in his first term. Now, he will have to look for other reasons. Except that this time, he will not be able to whip up emotions based on his poverty as a child. His ethnic background will also not matter. If he does, no one will believe him again. Rather in 2015, the President will be confronted with the record of his performance. He will have to answer hard questions about his first term in office. And if truth be told, if the present situation in the polity is anything to go by, President Jonathan will be heading back to his hometown in Otuoke come May 29, 2015. The President will not stand a chance against a formidable opposition with the right candidate in a free and fair election. But even at that, it still does not matter because it appears any type of candidate will still beat this President. His performance so far makes him vulnerable to defeat in a free and fair election. He just has not lived up to the expectations of Nigerians. And I suspect the President and his party are in for a surprise. Perhaps, for the first time, Nigerians will witness the power of their votes. The incumbency factor will not matter in 2015 because the President is poised to lose the election. But President Jonathan should not blame anybody for his predicament if he loses. He has so far been the architect of his own misfortune as a President. He had no excuse not to perform. Let's face it, the President has fallen short of expectations that Nigerians had of his presidency. There is no better expression to measure his performance since 2011. For a President that came into office to have squandered the enormous goodwill and support from Nigerians is evidence of opportunities gone awry; of hopes deferred. The only people who will support the President are the army of praise singers from his ethnic group who have been singing his praises to no end. And this brings me to the attitude of the so-called Niger Deltan activists and leaders. The leaders of the region have been so disappointing to say the least. This attitude of it-is-either-Jonathan-for-a-second term-or-we-will-all-perish does their ethnic group no good. It is even an embarrassment to the office of the President. Why do they act as if Jonathan is the President of only the Niger Delta? Why are they threatening to bring Nigeria down if Jonathan does not get a second term? Did the President emerge in his first term only by the region's votes? Can threats make a non-performing President stay in office in perpetuity? The culture of entitlement that pervades the region is the reason why the Niger Delta might still be backward even if Jonathan gets a second term. They should know that it was the support of Nigerians that got the President a first term. Nigerians thus have the right to demand performance from him. And right now, the situation in our country today does not look good. In 2015, President Jonathan will have to present his scorecard. Nigerians will ask him why corruption which he promised to tackle in his inaugural address has become a hydra-headed monster in his administration. He will have to explain why his administration has not so secured a single conviction in spite of massive corruption in the land. Nigerians will in 2015 ask this President why all the cases of corruption involving individuals in his government have all died a natural death. The President will explain why all the anti-corruption agencies have all become toothless bulldogs. It has become glaring that President Jonathan has lost the trust and goodwill of Nigerians. The dominant view of Nigerians is that this government has failed. The impunity that has become a culture in the country today is because the president has not been decisive in the fight against corruption. That is why all the agencies of government have been left to their own devices. The culture of impunity has been so pervasive. Take the power sector for example. The President has not arrested the unending conundrum that has dogged the unbundling of the sector. This should not continue beyond 2015. Meanwhile, the power situation continues to get worse. The 2015 elections should be about performance and the President has a lot of questions to answer about his stewardship unless something drastic happens between now and the election date. The President also has to explain why million of Nigerian youths cannot find jobs. All we hear from this government is how the economy is growing at an unbelievable rate. Pray, how can the economy grow while millions are unemployed? What kind of voodoo economy is that? Didn't the Minister of Finance and Coordinating Minister for the Economy say the last time that the unemployment figures give her sleepless night? What further evidence do Nigerians need that this government is not providing an enabling environment for job creation? The millions of youths who had hoped in this government will ask hard questions in 2015. The security situation in the country is a cause for grave concern. The other day, about 40 pupils were murdered by suspected terrorists in Yobe State. As I write, nobody has been apprehended for perpetrating the dastardly act. The Jos crisis continues to claim more lives. In many parts of the country, lives and property are not secure. Yet, the government blames everybody else except itself. How can a government whose primary duty is to safeguard lives and property fail woefully in performing the same duty? Meanwhile, the country also lags behind in all development indexes. The argument advanced by the supporters of this government is that our problems are not created by President Jonathan. But has the administration demonstrated the political will to tackle the problems head on? Does government not exist to solve problems no matter how old they have existed? However, there has been some good news lately. The President recently inaugurated the construction of the Lagos-Ibadan Expressway. Let's just hope the project will not become abandoned like the previous attempts. The federal roads across the country are also said to be getting the attention they deserve. This is not forgetting the ongoing rehabilitation in the nation's airports. But all this will pale into insignificance when compared to the dashed expectations of this government. It is for these reasons that Jonathan may lose in 2015. All things being equal, anyway. By Bayo Olupohunda The handwriting is on the wall.
