The Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Ahmadu Giade, has dislodged a suspected money laundering syndicate that specialises in swallowing dollars. Six suspected members of the group including a bureau de change operator have been apprehended in connection with swallowing $156,000. This is the second suspected money laundering case involving a bureau de change operator in two months. Reacting to the arrest, Giade promised to track down smuggled narcotics and currency. He warned that operators of bureau de change who failed to work within the confines of the law establishing them shall be sanctioned. Operative of the NDLEA attached to the Joint Task Force (JTF) apprehended the suspects with the said money which they want to export to Brazil at Excel Oriental Hotel along Airport Road, Lagos State, where the dollars were reportedly swallowed. Those arrested, according to the NDLEA commander, Joint Task Force (JTF), Adeniyi Muyiwa, included 37-year-old Nwokenta Kingsley, a bureau de change operator also known as Buchito; Onwuasoanya Augustine Chukwuemeka, 54 years old, who lives in Brazil and Christian Okoli Ifor, 35 years old also based in Brazil. Others are Nwokenta Emmanuel Maduakolam, 31 years old; Ezenwa Ikenna, 28 years old who is a specialist in 'wrapping' and Ezenwa Uzoma, 33 years old hotel manager. Interim investigation report by the anti-narcotics agency revealed that Buchito is the brains behind the suspected criminal act. He allegedly supplied $120,000 to be swallowed and illicitly exported to Brazil. Onwuasoanya Augustine Chukwuemeka swallowed 74 wraps of dollars amounting to $111,000. Christian Okoli Ifor, who resides in Brazil, had $45,000 which he wanted to swallow. Nwokenta Emmanuel, who is the manager of Amazon Bureau de Change played a supportive role in the alleged crime. Ezenwa Ikenna who was hired to wrap the money is believed to have acquired his skill from illicit 'drug wrapping.' The illicit exportation of currency by ingestion is a new trend in circumventing money laundering legislation. According to the boy, the suspects who reside in the same local government, defiled him at different locations within their community and threatened to kill him if he tells anybody. Umar, who personally lodged a complaint with the state command of NSCDC, said he decided to report the matter because he could no longer stand the abuse from the quartet. The boy informed the command that the four men had been abusing him sexually for over 2 years at different locations, and lamented that he could not even tell his parents because of fear. The state Commandant of the NSCDC, Dr. Muhammed Gidado, said the report of the young boy was verified when he was taken to a hospital for medical examination, adding that the result proved that he had been abused sexually. Similarly, he said the suspects, Auwalu Idris, 41; Nazifi Abba, 25; Abdullahi Rabiu, 28; and Abu Zaid Yusu, 18, were arrested by NSCDC officers. He said after hours of interrogation, the suspects admitted committing the crime, pleading that it was the work of the devil. Gidado disclosed that the command had already taken the four suspects to a Magistrate’s Court in Kiyawa Local Government Area for prosecution. ABUJA—Justice Ahmed Mohammed of the Federal High Court, Abuja, yesterday, summoned the Federal Ministry of Justice, Chairman of the Code of Conduct Bureau, CCB, Mr. Sam Saba and that of the Code of Conduct Tribunal, CCT, Justice Danladi Umar, to appear before the court on September 21, to show cause why Senate President, Dr. Bukola Saraki should be prosecuted. Saraki is facing 13-count charge bordering on alleged corruption and false declaration of assets, levelled against him by the CCB. The Deputy Managing Director of The SUN Newspaper, Mr Steve Nwosu, whose wife,, Toyin , was released 72 hours after abduction by robbers who invaded their Ago , Lagos residence, has said no ransom was paid. Toyin, a member of staff of the Amuwo Odofin Local Government Area, was released at about 2am yesterday by her abductors. PRESIDENT Muhammadu Buhari said, Wednesday, in Paris, France, that he opposed a further weakening of the naira and openly endorsed the Central Bank of Nigeria, CBN’s policy of restricting foreign-exchange trading. The President, who was answering questions in an interview with France 24 broadcast, said: “I do not think it is healthy for us to get the naira devalued. The Central Bank is providing ample foreign exchange to essential services, industries.” CBN has been under pressure from foreign investors to further devalue the naira. Nigeria had, last year, devalued the naira to N197 to the dollar from N160. The naira was further adjusted slightly in July to N199 to the dollar. As a result of the continued pressure on the naira, CBN introduced some measures to curb the excess demand for foreign exchange. This, however, did not go down well with some of the foreign investors. After the crash of oil prices last year, the CBN Governor, Mr. Godwin Emefiele, reacted to the naira’s drop to a record low in February by extending trading curbs and introducing bans on purchases of dollars by 41 items, which CBN said cannot access foreign exchange from the Nigeria market. CBN, JPMorgan clash The naira has since stabilized at the inter-bank market, but foreign investors, local businesses and even some members of CBN Monetary Policy Committee have complained that the naira is overvalued. Reacting to these measures put in place by the CBN, JPMorgan excluded Nigeria bonds from its bond index. Reacting to JPMorgan’s decision, CBN’s Debt Management Office and the Ministry of Finance, in a joint statement, said: “It will be recalled that Nigeria was included in the index in October 2012, based on the existence of an active domestic market for FGN Bonds supported by a Two-Way Quote System, dedicated market makers and diverse investors. “However, in January 2015, JP Morgan placed Nigeria on an Index Watch as a result of their concerns in the operations of our Foreign Exchange, FX, market, namely lack of liquidity for transactions, lack of transparency in the determination of the exchange rate and lack of a fully functional two-way FX market. “In our continuous bid to strengthen the Nigerian financial market and enhance our status as a preferred destination for investors, we took measures to improve the market. Despite the fact that oil prices have fallen by nearly 60 percent in one year, which should expectedly reduce the amount of liquidity in the market, CBN ensured that all genuine and effective demands were met, especially those from foreign investors. “On transparency, CBN mandated that all FX transactions were posted online in the Reuters Trading Platform so that all stakeholders can easily verify all transactions in the market. In addition, the official FX window at CBN were closed to ensure a level-playing field in the pricing of foreign exchange. It is important to note that a functional two-way FX market already exists in Nigeria. CBN justifies regulation “However, given the high propensity for speculation, round tripping, and rent-seeking in the market, it became imperative that participants are not allowed to simply trade currencies, but are only in the market to fulfill genuine customer demands to pay for eligible imports and other transactions. “In the light of this, we introduced an order-based, two-way FX market, which has resulted in the stability of the exchange rate in the interbank market over the past seven months and largely eliminated speculators from the market. “Despite these positive outcomes, JPMorgan would prefer that we remove this rule, even though it is obvious that doing so would lead to an indeterminate depreciation of the naira. With dwindling oil prices, we believe that an order-based two-way market best serves Nigeria’s interest at the moment. “While we would continue to ensure that there is liquidity and transparency in the market, we would like to note that the market for FGN Bonds remains strong and active due, primarily, to the strength and diversity of the domestic investor base. “For the avoidance of doubt, the Federal Government sees Nigeria and the interest of Nigerians as paramount. It will, therefore, only continue to take economic decisions that will impact positively in the lives of all Nigerians.” President Buhari also said in the interview that markets were not being harmed by the delay in ministerial appointments, which he says will happen by the end of the month. The ICPC on Tuesday, disclosed this in Lagos in its recent in-house news bulletin, where it said that the suspect defrauded the Federal Government of the said amount. The bulletin reads: “The suspect allegedly forged the payment mandate of the Ministry of Environment and moved the said amount from First City Monument Bank where the money had been domiciled with his Zenith Bank’s personal account. “Adeyanju moved the money to a Bureau de Change’s account on the same day the money hit his account, and the money was converted and paid to him in dollars.” The bulletin further revealed that the suspect’s counsel, Mr Onyechi Ikpeazu, Senior Advocate of Nigeria (SAN), had earlier sought for the enforcement of his client’s fundamental human rights from an Abuja High Court with an application for bail award of N100 million as damages. According to the anti-graft bulletin, Ikpeazu claimed that the suspect was suffering from a strangulated hernia and the detention of his client was a violation of his human rights. Also, the bulletin said the Commission’s counsel, Mr Osuobeni Akpors, who opposed the bail application, noted that the suspect had allegedly been a serial offender and that if granted bail, might abscond. Akpors further stated that the suspect had earlier been allegedly convicted in another High Court in a suit number FCT/CR/14/04, stressing that he had shown no sign of repentance.
