President Muhammadu Buhari may extend his investigation into recent activities of some government agencies and departments to the Central Bank of Nigeria, SUNDAY PUNCH has learnt. Buhari had while meeting state governors on June 23, stated that officials of the past government abandoned all financial and administrative instructions put in place in parastatals and agencies, therefore throwing the country into financial crisis. He also vowed at that meeting that funds stolen by government officials who abused their offices in the past would be recovered and systemic leakages stopped. A Presidency official on condition of anonymity told our correspondent on Saturday that the issue of alleged financial malpractices in the CBN featured prominently during the meeting Buhari had with the state governors. The source said in the course of reviewing activities of government agencies and parastatals under the administration of former President Goodluck Jonathan during the meeting, a state governor made reference to the CBN. He said the governor, who he refused to name, did not mince words in asking Buhari to ensure that he extends his investigation to the bank. He said, “I can tell you authoritatively that the issue of the CBN came up during the meeting the President had with state governors recently. “I remember vividly that one governor raised the issue and called on the President to extend ongoing probes to the CBN.” The official did not however disclose the President’s disposition to the submission made by the governor. When contacted, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said he had no information on the issue. Adesina, however, said the Buhari administration was committed to transparency and accountability in all sectors. The National Economic Council led by Vice President Yemi Osinbajo had on Monday launched a probe into the finances of the Nigerian National Petroleum Commission and the management of the Excess Crude Account under former President Goodluck Jonathan. The investigation to be carried out by four state governors is meant to unravel the sum of N3.8trillion allegedly not remitted to the Federation Account by the NNPC between 2012 and May 2015 as well as the sum of $2.1bn said to have been deducted from the ECA without approval. The four-man committee consists of the governors of Edo (Adams Oshiomhole); Gombe (Ibrahim Dankwabo); Kaduna (Nasir El-Rufai); and Akwa Ibom (Udom Emmanuel). If you're scheduled to give a big presentation to the board then, you might want to think twice, and save the shave till after the meeting. Alternately, use an unscented moisturizing lotion to minimize the itch. 2. Soap it up When you shower, or bathe, don't go light on the soap when you wash your crotch. If you're circumcised, taking care of your penis is pretty straightforward. Soap it up, rinse it off. If you're uncut, clean under the foreskin. Neglecting this will cause a build-up of a whitish substance with the oddly unpleasant name of smegma. It's harmless, but not something you want sticking around. Scrub (somewhat gently) from tip to tail, and all the parts in between. 3. Rinse thoroughly Who needs soapy buildup, or a soapy smell? For a lot of people, it can be just as unpleasant to smell perfumed soap as eau de nether. Some people enjoy a natural (i.e., clean but not overly fragrant) smell from their partner. When in doubt, it's a good idea to favor neutral over perfumed. 4. Dry That Pipe Thoroughly Bacteria growth begins with moisture. Nip the problem in bud by drying yourself off following your heavy-duty cleaning. Much like your earlier tools, your towel has to get down and dirty to make sure there's no water residue on your junk. We're not saying that you have to pull out the blow dryer, but hot air and friction will go a long way in hindering future bacteria growth. 5. Package the package properly Wear a fresh pair of underwear daily. Keep your clean, unused undergarments in a cool, dry place. Whether you prefer boxers or briefs, make sure you dry them as soon as you wash them. Otherwise, you risk your clothes smelling worse than you. |

THE Rivers State Police Commissioner, Mr. Chris Ezike, on Thursday ordered the immediate withdrawal of policemen attached to politicians and other individuals. Ezike specifically warned policemen attached to politicians without any authorisation from the Inspector-General of Police, Mr. Solomon Arase, to shun such deployment. He expressed the need for officers and men of the Rivers State Command to remain neutral, maintaining that any policeman interested in partisan politics should resign from the Force and register with any political party. Ezike, who was posted to the Rivers State Police Command last week, spoke during his inaugural meeting with senior officers, area commanders, divisional police officers and heads of department at the Officers’ Mess Port Harcourt. He promised to partner relevant stakeholders to ensure the state was safer, more secure and prosperous. “We shall with immediate effect review our personnel deployment profile and recover wastage and unauthorised deployments. Accordingly, all Squadron Commanders are directed to withdraw PMF personnel deployed to persons not entitled and without approval from the Inspector-General of Police. “Similarly all Area Commanders, Heads of Department and DPOs are directed to also withdraw their personnel so deployed. A monitoring task force shall soon commence action to ensure compliance. “The 2015 elections have come and gone. However the aftershocks still remain. The Police under my watch must remain neutral, professional, fair, but very firm. I sincerely do not see why women should be forced to keep pregnancy in such circumstances. Imagine what these people already went through in the hands of these ugly mean boko haram boys and at the end, they'll still be forced to keep the product of these ugly acts. Later, you will read in the papers that a mother killed a two-year old baby. Why won't that happen when all she sees in that child is the rape session that brought about his or her existence and all she has for the child is pure hate. |
The United Nations rights chief on Wednesday urged Nigeria to show compassion and make access to abortions easier for women and girls who became pregnant in Boko Haram captivity. Amnesty International estimates that Boko Haram fighters have kidnapped more than 2,000 women and girls in northeastern Nigeria since the beginning of 2014, including the 276 girls seized from their school in Chibok last year in a kidnapping that sparked global outrage. “During their captivity, lasting in many cases for months or even years, women and girls have been sexually enslaved, raped and forced into so-called marriages,” U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein told the U.N. Human Rights Council in a special session on Boko Haram. “Many survivors of these horrific experiences are now pregnant by their rapists ... and several reportedly wish to terminate these unwanted pregnancies,” he said. But in Nigeria, abortion is legal only when the life of the woman is at risk, Hussein said, warning that a lack of access would only add to the suffering of the former captives. “I strongly urge the most compassionate possible interpretation of the current regulations in Nigeria to include the risk of suicide and risks to mental health for women and young girls who have suffered such appalling cruelty,” he said. John Campbell, a senior fellow at the Council on Foreign Relations, told Al Jazeera there are different theories about the use of rape by Boko Haram. One is the traditional use of rape as a weapon to demoralize a community. Another is that Boko Haram believes radicalization can be transmitted biologically and that raped women will give birth to the feared group's next generation of fighters. In May, The New York Times quoted Borno Gov. Kashim Shettima as saying that some Boko Haram fighters “even pray before mating, offering supplications for God to make the products of what they are doing become children that will inherit their ideology.” Campbell warned, however, that even if the Nigerian law is expanded to allow abortions after kidnapping or sexual slavery, stigmatization may prevent these women and girls from getting them. “There is law, and then there is social custom,” he said. “And social custom is much stronger than law in many parts of Nigeria. So what the letter of the law is doesn’t mean a whole lot.” Hussein also called on authorities to help women and girls freed from Boko Haram enslavement to reintegrate into their communities and avoid cultural opprobrium.
