Anu Olokodana, a suspected cultist. who is wanted by the police in Lagos for allegedly killing his friend, Adeleke Awosiga, has reportedly threatened to unleash terror on residents of his area, Punch reports.

They had reported on Tuesday that Olokodana, said to be a member of the Buccaneers Confraternity, drowned a childhood friend, Awosiga, in a swimming pool at the Royal Hotel in the Isheri, Ojodu Berger area of Lagos during a birthday party.

It was reported that the cause of the killing, which took place on Saturday, June 13, was because Awosiga, 20, refused to join the cult group.

It was learnt that Olokodana, who was still in hiding with members of his cult group, had made calls to some residents, threatening to mobilise his cult group to kill more people.

A resident, who gave his name only as Rashidi, told our correspondent that Olokodana called, saying his gang was not afraid of the police. He was quoted to have said the cult members were planning to come back for residents who narrated Awosiga’s killing to the press.

He was quoted as saying, “We are not a cult group that fights and cannot come back. We are coming back to kill more people. You have the guts to go and put me on the newspaper.”

It was learnt that the two cult members, who were arrested by the police the day after Awosiga’s killing, had come to spy on the area when they were apprehended by residents.

A resident, who spoke on condition of anonymity, said Awosiga was the third person in the area who the cultists would kill in recent times for refusing to join their group.

He said, “The second day after the man was killed was a Sunday. In the afternoon, we saw two young men entering a church near Awosiga’s family house. They were dressed in Yellow shirts and caps. They were caught eavesdropping on people’s conversations.

“When we challenged them, they attempted to run away, but the residents rounded them up and took them to the Mowe Police Station.

“The cult group’s threats are very real. Awosiga is the third person they would kill in the Mowe area for refusing to join their group. They have hideouts in the Lotto area, and they boasted that even the police could not arrest them. The birthday party that Olokodana held was actually their yearly anniversary and they must kill someone at the party to mark the event.”

At the Awosiga’s family house, the deceased’s mother, Ololade, told our correspondent that her son was not a violent child, adding that the police should investigate the matter, and bring the culprits to book.

She said, “He is my second son. After he finished secondary school, he learnt how to lay tiles so he could work and save money to gain admission for further studies. He and his boss were going to several places to work in Ogun and Lagos states.

“He was not a violent boy. I cannot express my sorrow. I lost his father about 10 years ago. My children have been my succour. I want the police to fish out his killers.”

The police in Lagos are on the trail of a suspected cultist, Anu Olokodana, for allegedly killing his friend, Adeleke Awosiga.

PUNCH Metro gathered that Awosiga drew Olokodana’s ire when he refused to join his friend’s cult group in the Isheri, Ojodu Berger area of the state.

PUNCH Metro learnt that Olokodana, who reportedly celebrated his birthday on the day of the incident, drowned Awosiga in a swimming pool during the party.

The party was said to have held at a hotel in the Isheri area.

Our correspondent learnt that on Saturday, June 13, 20-year-old Awosiga had come for Olokodana’s birthday bash, which was to last till dawn.

It was said an argument, however, ensued during the party, which allegedly made Olokodana to twist his friend’s neck before drowning him.

It was gathered that Awosiga’s family, who stayed in the Mowe area of Ogun State, reported the matter at the Isheri Police Division.

Our correspondent learnt that the deceased’s corpse was recovered by residents and policemen the following day.

The suspect and other cult members reportedly went into hiding after the incident.

It was learnt that two of them had, however, been arrested by the police. The duo reportedly confessed that they belonged to the same cult group with Olokodana.

One of the deceased’s relatives, who did not want to be mentioned, said Awosiga and Olokodana had been childhood friends, which made it difficult to believe that the suspect could kill his friend.

He added that the family members had yet to bury Awosiga as they were still in shock.

He said, “The suspect, Olokodana, is popularly called T-Fire. He is a cult member and he was at the party with other member of his cult group. Awosiga was also there to celebrate his friend’s birthday. As the party went on, a disagreement ensued between the two.

“Both men have been childhood friends, but their point of disagreements had always been over the cult membership. The suspect had always persuaded his friend to join his cult group, but the latter was not interested.


“On that Saturday, Olokodana invited many of his friends, including the deceased, to a hotel in the Isheri area to celebrate his birthday. The young men drank and had fun till dawn. The trouble started at about 4.30am.

“The next thing we heard was that Leke (Awosiga) had been drowned by Olokodana, and all his cult members had fled. We are still in shock over the matter.”

A resident who lives near the hotel, identified only as Alake, said Awosiga was killed when the cult members were dancing with one another’s girlfriends.

He said, “Olokodana’s girlfriend, identified only as Rashidat, at about 4am, started dancing with another cult member. Awosiga also requested to dance with her, but she declined and asked, ‘Are you one of us?’

“The deceased felt insulted, and replied that he was older than her. Other cult members got angry and pushed Awosiga out of the party hall.

“Olokodana also warned his friend not to go back to the hall.

“So, Awosiga stayed at the hotel’s swimming pool and started threatening the cult members. Olokodana went to the swimming pool area, twisted his friend’s neck and pushed him into the pool. That was how he drowned.”

PUNCH Metro learnt that the cult members immediately fled the hotel.

Our correspondent gathered that the deceased was rushed by residents and policemen to a nearby hospital where he was confirmed dead.

His corpse had reportedly been deposited at a morgue in Yaba, where an autopsy would be carried out.

The Lagos State Police Public Relations Officer, DSP Kenneth Nwosu, confirmed the incident. He added that the matter had been transferred to the Department of Criminal Investigations, Yaba.

He said, “The deceased died by drowning. The case has also been transferred to the DCI for further investigations.”

Edo State Governor, Adams Oshiomhole, says the Federal Government’s financial standing is worse than the states’.

Oshiomhole said this during a programme on Channels Television titled, “View from the top”.

About 18 states owe workers salaries while many others have stopped all capital projects, following the drop in federal allocations caused by the drop in global oil price.

However, Oshiomhole said the Federal Government’s was also struggling.

He said the only reason why that of the Federal Government was not noticeable was because of the Federal Government’s easy access to funds.

He noted that the Federal Government controls the Central Bank of Nigeria and can approve any amount of money for itself.

The governor said the immediate past Minister of Finance, Dr. Ngozi Okonjo-Iweala, was largely to blame for the current financial crisis besetting the country because she failed to save for the rainy day.

He said, “When analysts and commentators allude to the facts which everybody can see that many states, maybe as much as two-thirds of the states, are not up to date in payment of salaries, allowances and other obligations to their work force, what is not often stated is the fact that the Federal Government is just in the same bad shape.

“The only thing for us is that under the immediate past minister of finance, they have borrowed rather recklessly in trillions of naira to meet the wage obligation of the Federal Government.

“For example, Jonathan can be said to pay wages, only to the extent that Okonjo-Iweala borrowed from CBN, from various bond instruments, including drawing down over N3 trillion from pension funds. So, civil servant savings, what we call the workers’ capital in the trade union parlance, is what the former minister drew from heavily to fund the wages of federal employees
.”

The governor insisted that if Nigerians say governors were extravagant in spending and did not save for a rainy day, what about Okonjo-Iweala who was in charge of over 50 per cent of oil revenue.

When asked to defend his statement in the face of Okonjo-Iweala’s claim that governors did not allow her to save for a rainy day, as they always wanted proceeds of the Excess Crude Account, Oshiomhole said the minister was only making baseless accusations.

He said, “That is one-quarter of the truth. What you should have asked her is that if they assume that the Federal Government is a responsible manager who believes a rainy day is coming under Okonjo-Iweala and you have me and the 35 others who are reckless, you should have asked her where are the federal savings meant for a rainy day?

“All the 36 states plus Abuja share 26 per cent of the money. This means for every N100 that Nigeria earns, 36 state governors share N26 while N52.6 goes to the Federal Government plus ecology and other deductions.

“There are other organisations whose funds ought to flow directly into the Federation Account and they never flowed there – Nigeria Ports Authority, various institutions, the health sector, the maritime sector, NNPC, various agencies, the gas sector – all of these ought to flow into the FAC and they never got there.

“The governors have control over their share which is 26 per cent. Mr. Federal Government has control of 52.6 per cent. Where are Okonjo-Iweala’s savings of the federal portion? If she can show where she saved it, then you can proceed to say she was right. She didn’t save for the Federal Government for a rainy day.”

Oshiomhole, who served as the President of the Nigeria Labour Congress from 1999 to 2007, said the call for an increase in wages was legitimate.

He said since the naira had been devalued by about 25 per cent, it would be unfair for Nigerian workers to continue to earn the same wages despite the rise in the rate of inflation.

The governor urged the President to stop the importation of rice and other foods grown in Nigeria.

Many state governors will at their meeting on Tuesday(today) with President Muhammadu Buhari demand the refund of billions of naira they spent on Federal Government projects in their respective states during the administration of President Goodluck Jonathan.

A greater chunk of the money went into the rehabilitation of federal roads in the states.

For instance, 11 out of the 36 states of the federation will be demanding the refund of N300.5bn from Buhari.

Following their inability to pay their workers’ salaries, many states said a bailout from the Federal Government was the only option available to them.

The Nigeria Labour Congress had in May said that 18 states had not paid salaries of their workers.

The Nigerian Governors’ Forum, at its meeting on June 18, demanded from Buhari, the refund of money spent by the states on Federal Government projects.

The forum argued that doing so was the only option before them since the Federal Government was also not liquid.

Their Chairman of the NGF, who is also the Governor of Zamafara State, Abdullazez Yari, had said, “We all know that the economy of the country is in a bad shape. So, what we suggested and agreed on was that a number of state governors have executed various projects for the Federal Government.

“So, instead of looking for that (bailout), let us ask the Federal Government to settle that backlog owe us so that we can move forward

Findings by The PUNCH on Monday showed that amounts the Federal Government owed each state ranged from N1bn to N105bn.

Rivers State tops the list with a demand of N105bn spent on the construction and rehabilitation of federal roads and related infrastructure.

An official of the state government told one of our correspondents that the amount was used to pay for the rehabilitation of over 405 kilometres of federal roads within the state and a few others linking the neighbouring states.

The official, who did not want his name in print , listed some of the roads as the Port Harcourt-Owerri Road (Rivers axis), the Rumuokuta-Choba Road, the Aba Road (Eleme Junction interchange), the Ikwerre Road (from Park to Agip Flyover), among others.

The amount is said to be part of the funds spent by the former administration of Rotimi Amaechi. His successor, Nyesom Wike, is expected to demand the refund of the sum to enable his administration to meet its obligations to workers and continue with ongoing projects.

Rivers State is closely followed by Lagos State which is owed N60bn.

The money is what the former government of Babatunde Fashola spent on the rehabilitation of federal roads in various parts of the state. Governor Akinwumi Ambode will be expected to demand a refund of the money to build on the achievements of his predecessor.

The Jigawa State Governor, Alhaji Abubakar Badaru, will be demanding a refund of about N17bn from the Federal Government. Part of the money was spent on the construction of the Dutse International Airport as well as the rehabilitation of several kilometres of federal roads within the state by former Governor Sule Lamido.

The Ogun State is said to have spent N4bn on federal projects in the state.

Our correspondent had gathered that the present administration of Ibikunle Amosun also executed some federal projects in the state.

A government official, who spoke on the issue said, “The figure we inherited was N4bn but we have worked on many federal roads and I am not sure of what has been certified with the government at the centre.

“The actual process involves the relevant Federal ministry certifying the work and agreeing on the figure.

“If it’s a road, it is Federal Ministry of Works; if it is environment, it will be Federal Ministry of Environment. A state government cannot unilaterally declare that the Federal Government owes it this or that, there is a process.”

In Oyo State, the immediate past Secretary to the government, Olalekan Alli, told one of our correspondents that the Federal Government owed the state N40bn, which could rise to N60bn if other costs are added.

The state Governor, Abiola Ajimobi, had directed one of our correspondents to contact Alli when he was confronted with questions on how much the Federal Government owed the state.

Alli said, “The Federal Government owes this state N40bn on road projects done on its behalf.

“Government is a continuum and if past administrations acted on behalf of the Federal Government, subsequent governments should follow up and no matter who takes over at the top should respect the effort of the states and make a refund.

“The funds were sourced from various places and they came at various costs. The development is not only for the state but for the nation’s development.”

The Kwara State Governor, Abdulfatah Ahmed, said the Federal Government was owing the state about N18bn.

Ahmed, in a response by his Senior Special Assistant on Media and Communication, Muyideen Akorede, told one of our correspondents in Ilorin that the Federal Government had yet to pay the state N10bn outstanding from Kosubosu Chikanda Road.

He said other roads were the Pategi Kpada Road, the Phase 3 of Kosubosu-Chickanda Road and federal roads within Ilorin metropolis.

Ahmed also said the state government was presently spending N8bn on Kishi-Kaiama Road, a Federal Government road.

The Abia State Government also said it was being owed over N10bn by the Federal Government on some roads it rehabilitated.

The Senior Special Assistant to Governor Okezie Ikpeazu, Ugochukwu Emezue, said in Umuahia that the state spent the sum on the rehabilitation and dualisation of Ossah Road in Umuahia.

He said that the government had yet to be reimbursed by the Federal Government many years after undertaking the project.

Emezue noted that there were other federal roads rehabilitated in other parts of the state, especially in Aba.

Another source said the Aba-Owerri Road was also rehabilitated by the state government at the cost of N1bn.

When contacted, the immediate past Commissioner for Finance, Philip Ntoo, and his Works counterpart, Longman Nwachukwu, said they could not give the total indebtedness of the Federal Government to the state as they were no longer in office.

They referred our correspondent to the Accountant General of the state, Gabriel Onyendilefu. But efforts to reach him proved abortive as he did not pick calls made to his telephone line.

The Federal Government is owing Cross River State about N12bn, arising mainly from resurfacing of failed federal roads in the state.

A member representing the Bekwerra-Obudu-Obanliku in the House of Representatives, Legor Idagbo, had during his tenure as the state commissioner for works, disclosed that the Federal Government had yet to pay back the money used in reconstructing its deplorable roads in the state.

Our correspondent learnt that the bulk of the money owed by the Federal Government was on road reconstruction and maintenance.

But there had been a controversy over the said amount as the Federal Ministry of Works had shortly after that disclosure in July 2014, said it was far from their assessment.

The Plateau State government said that the Federal Government was owing it N14bn.

The Director of Press Affairs, Emmanuel Nanle, said that the amount was contained in a handover note from former Governor Jonah Jang.

He said that the money was spent on the reconstruction of federal roads in the state.

The Ondo State Commissioner for Information, Kayode Akinmade, said the Federal Government’s indebtedness to the state was N11.8bn. The amount, he added, represented unpaid money the state spent on federal roads in the state.

The Bayelsa State Government said it was being owed N8.7bn.

Its Commissioner for Information and Strategy, Esueme Dan-Kikile, made this known through a text message to one of our correspondents.

The commissioner wrote, “As confirmed by the state’s Commissioner for Works and Infrastructure, Lawrence Ewhrudjakpor, the Federal Government is owing N4.6bn for the construction of Mbiama-Yenagoa Road.

“Also, the Federal Government is owing N4.1bn for the construction of Ekole (Goodluck Jonathan) bridge.”

Former Rivers State Governor, Rotimi Amaechi has described Governor Nyesom Wike’s plans to probe him as ‘dead on arrival.’

Amaechi also stated that Wike’s main aim was to grab media attention with noise and drama.

The former Governor made the comments via a statement released on Sunday, June 21, 2015.

It reads:

“This so called Wike’s probe of Amaechi is dead on arrival. All the noise Wike is making is to grab media headlines with his lies of monumental corruption against Amaechi. It’s all drama made for the media. What is playing out is a script written and directed by Nyesom Wike.”

“Wike should move to Nollywood where his devious skills would probably be useful. Even while inaugurating his yeoman commission of Inquiry, Wike could not conceal his vendetta agenda.”

“He was clear to the panel members that their job is to indict Amaechi. While it’s no longer in doubt what would be the report of Wike’s sham probe commission. What may shock Nigerians is the extent Wike has gone and is ready to go to manufacture stories of corrupt practices, and the kind of bogus tales of corruption against Amaechi that he would soon be feeding the nation.”

“We are aware that even the Chairman of his Inquiry Commission, was shocked and protested when Wike gave him the litany of phony claims of corruption against Amaechi that the chairman would write in the panel’s report. “As governor, Amaechi served his people well and the good things he did with the resources of the state are visible all over the state.”

Wike had earlier accused the Amaechi administration of leaving the state treasury empty and stripping the Government House bare of valuables.

Former Super Eagles captain, Austin Okocha, has lamented the declining standards of Nigerian football, insisting the country can no longer be considered a football powerhouse.

Okocha, who was speaking on the poor performance of the Flying Eagles and the Super Falcons at the FIFA Under-20 World Cup and the FIFA Women’s World Cup respectively, told reporters in Lagos on Saturday that the country should develop the sport at the grassroots.

He said, “We should first of all accept the fact that we are struggling at the moment. We need to sacrifice a few years and maybe go back to the grassroots and start from there. I don’t think we will benefit from being stubborn about it, claiming that we are still what we used to be.

“We are paying the price for failing to invest in the grassroots. If you fail to plan, you plan to fail. We just need to speak to ourselves and accept that we are no longer the football powerhouse that we used to be. We should put things in order.”

The former Bolton Wanderers midfielder said the country’s football had been suffering partly because the football authorities had neglected knowledgeable and experienced ex-internationals.

Okocha said, “It’s all about getting us involved. Showing interest and showing respect to some of us. If I may be a bit brutal, I think we are being neglected. As long as we don’t appreciate what we’ve got, we will keep suffering. Except we want to go out there and get foreigners. If we want our people, we should get the right people.”

The Chairman of the Delta State FA added, “There is no need for me to think I know it all. I’ve started from where it is hot, which is the state FA. I’m sacrificing my time and ideas to try and put things in order in the Delta State FA and see if I can grow from there – and maybe one day I can head the technical committee at the national level.”

The transition committee set up by President Muhammadu Buhari shortly after he was declared the winner of the March 28 presidential election advised him to end the fuel subsidy programme and privatise the nation’s four refineries.

Senior sources in the All Progressives Congress, told Reuters of the recommendation on Sunday.

Nigeria, which is Africa’s top oil producer and biggest economy, heavily subsidises petrol and kerosene consumption and relies on imports for the bulk of its domestic demand due to an underperforming refining system.

The subsidy regime, which was revealed to have handed out more than N1tn in fraudulent claims to oil marketers in 2012, is proving to be increasingly costly.

Buhari is said to be considering the recommendations made in the strategy report produced by the 19-member committee led by Ahmed Joda.

“The removal of the fuel subsidy is one of the recommendations of the transition committee,” said a senior APC source, who did not want to be named.

“The committee also suggested to Mr. President that the four refineries be privatised so that the government stops wasting money on annual turnaround maintenance,” he said.

A second APC source also told Reuters that these recommendations were contained in the report given to Buhari earlier this month.

However, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, told our correspondent in a telephone interview that it was premature to comment on the proposal by the committee since its report had not been officially released and discussed by the government.

Buhari’s predecessor, Goodluck Jonathan, cut subsidies by 90 per cent in the 2015 budget because government revenues had been hit by the slump in oil prices.

Nigeria attempted to end subsidies three years ago, doubling the price of a litre of petrol overnight, in efforts to cut government spending.

The move angered citizens who saw cheap pump prices as the only benefit they derive from living in an oil-rich country, and led to eight days of nationwide strikes. The government later reinstated part of the subsidy to end the strikes.

The prospect of the subsidy removal contributed to fuel shortages in the final days of Jonathan’s administration as importers went on strike claiming that they were owed arrears of subsidy claims by the government.

Last week, the Nigerian National Petroleum Corporation said its four oil refineries would resume production in July.

The ailing refinery system generally runs well below capacity, sometimes at just 20 per cent, due to neglect and pipeline sabotage.
