Dalhatu LimanThe National Board for Technical Education (NBTE) has introduced the Mandatory Skills Qualification (MSQ) as a graduation requirement for all newly reviewed National Diploma (ND) and Higher National Diploma (HND) curricula.

The Board said it introduced MSQ in line with global trends, noting that skill acquisition is now central to the training of young Nigerians in polytechnics.

A statement by the Board’s Head of Media, over the weekend, Hajiya Fatimah Abubakar, said diploma holders will graduate with a National Skills Qualification (NSQ) or its equivalent, as an additional certification, adding that MSQ is now a requirement for all diploma programs and must be attained before graduation.

“This dual certification is expected to significantly enhance employability. However, NBTE is aware of the limited skills training facilities in our polytechnics and is therefore allowing a phased introduction.


“The guideline provides polytechnic administrators with methods for implementing this new provision. Quality assurance is crucial in ensuring the effectiveness and relevance of Technical and Vocational Education and Training (TVET) programs. Assessors play a vital role in this process, evaluating the quality of education and training provided in various technical and vocational fields.


“Their role include assessing standards, learning outcomes, and the overall performance of Skills Development Centres (SDCs) in polytechnics and other TVET institutions. Under the MSQ, HND level students who have acquired NSQ at the ND level can enrol in Quality Assurance Assessor (QAA) training as an alternative to another NSQ. The QAA certificate will be valuable in the workplace, as many industries require on-the-job training.”

The Board said that Nigeria’s technical manpower situation is characterized by several challenges, including skill shortages, a mismatch between industry needs and training, and a lack of synergy between industry, government agencies, and TVET institutions.

NBTE said the dual certification opens doors to career advancement opportunities, providing a strong foundation for upward mobility and career growth.



Overall, dual certification offers a competitive edge in the job market, enhances career prospects, and equips individuals with the skills and knowledge needed to thrive in their chosen fields.

As part of measures to restore Festac Town master plan, the Federal Government through the Federal Housing Authority (FHA) has identified over 10,000 illegal buildings that will be removed for the restoration of Festac Town master plan.

It said that the move would assist in restoring the glory over 45 year old estate, saying the master plan has been completely distorted over the years.


The Managing Director of the Federal Housing Authority (FHA), Oyetunde Ojo, who disclosed this on Saturday during the quarterly general meeting of the Festival Town Residents Association held on 512 Road, blamed total collapse of infrastructure within the estate on past administrations, as well as on Amuwo Odofin Local Government and residents.

Ojo, who was represented by the Executive Director in the FHA, Ezekiel Etok, charged the Amuwo Odofin Local Government to prioritize infrastructure development in the area.


He noted that the management is prepared to partner the council to correct the mistakes of past administrations.

The FHA boss explained that current leadership is prepared implement the Renewed Hope Agenda within the estates.

He cautioned residents against building without proper approval, adding that weeks of grace would be given to those who are yet to regularize their papers to do so.

On his part, the South West Zonal Chairman of the FHA, Akin Olagbemiro, showcased the agreement signed on the 21st of April, 1988 between the FHA and the council authorities. He said that the Local Government, as the collector of Tenement Rate, shall maintain the roads, drainages, streetlights, and open spaces within the area.


He also said that all avenues in Festac shall be designated as state roads, while all roads and closes shall be under the purview of the Local Government.

Olagbemiro, however, noted that in 2021, some parts of Festac that were not motorable were fixed at the time.


The President of the Festival Residents Association, Adeshina Adegbenro, said the entire Festac is facing enormous challenges, including bad roads, irregular power supply, and environmental degradation.

He said every community in the area is faced with peculiar problems, which necessitated the need for the quarterly meeting.

According to him, the residents expect to see positive developments before the end of the year through the intervention of the FHA.

In his speech, Olaseeni Ogunjobi, the chairman of Community 2, demanded the assistance of the Federal Housing Authority in restoring Festac Town to its enviable glory.

He lamented that all the existing facilities, including walkways, have been overtaken by vendors of all sorts, with shops illegally erected while vandalism is on the rise within the estate.

The chairman also noted the menace of the cart refuse collectors and their indiscriminate dumping of refuse in any available space within the estate.

He appealed to the FHA Managing Director to help protect Victory Park from land grabbers, adding that the community has 25,000 residents and is the largest of the FTRA communities.

Businessman and socialite, Pascal Okechukwu, popularly known as Cubana Chief Priest, was, Wednesday, arraigned before a Federal High Court sitting in Lagos for alleged spraying and tampering with naira notes at social events.


Cubana chief priest, who pleaded not guilty to the charge was, however, admitted to bail in the sum of N10 million with two sureties in like sum.

Cubana chief priest, is being prosecuted by the Economic and Financial Crimes Commission, EFCC.


At the arraignment, EFCC through it’s counsel Bilikisu Buhari informed the court that the defendant committed the alleged offence on February 13, 2024, by spraying the Naira notes at Eko Hotel, Lagos, while dancing during a social event.


Prosecution further informed the court that Cubana Chief Priest while dancing during a social event, tampered with funds in the denomination of N500 notes issued by the Central Bank of Nigeria, CBN, by spraying the same for two hours.


The commission further said that sometime in 2020, during a social event in Lagos, Cubana tampered with funds in the denomination of N500 issued by the CBN, by spraying the same for two hours.

It added that in January 2024, in Lagos State, during a social event, Cubana tampered with funds in the denomination of N500 issued by the CBN by spraying same.


The offences committed, according to the commission are contrary to and punishable under Section 21(1) of the Central Bank Act 2007.


But the defendant pleaded not guilty to the charges against him.


Afterwards, his counsel, Mr Chikaosolu Ojukwu, SAN, prayed the court to grant his client bail in the most liberal terms.


Ojukwu had before the arraignment of the defendant, told the court that he has a preliminary application challenging the jurisdiction of the court to try the defendant.


He further informed the court that the defence filed a 25 paragraphs of bail application dated April 17, 2024, in support of the application.


Ojukwu relied on section 163 of the Administration of Criminal Justice Act.


According to him, “If your lordship grants him bail and give 14 days, in my honour, I will perfect his bail.


“He is sick and the EFCC, brought him from the hospital this morning. He has palpitation of the heart, if you look at his weight.


“It is not in every case that remand is necessary. He has over 1000, employees who are hungry even at this moment they are praying for my lord to grant him bail on liberal terms.”


Meanwhile, the prosecution did not oppose the bail application.


Justice Ogundare in a short ruling, granted Cubana bail in the sum of N10 million with two sureties in like sum.


According to the judge, “One of the sureties must have landed property within the court’s jurisdiction with title documents.


” The defendant must submit his international passport to the court registrar.


” The bail must be perfected within seven days as taken by the SAN.


” Failure to perfect the bail conditions, the defendant would be remanded at the prison.”


The court adjourned till May 2, 2024, for hearing of the preliminary objection by the defense.

The federal government says it has resolved the technical problems related to the uploading of the National Identification Number (NIN) for participants in the presidential conditional grant programme, also known as the trade grant scheme.

The presidential conditional grant program is an initiative directed at Nano Businesses under the Presidential Palliative Program.

The scheme offers a grant of N50,000.00 per beneficiary, aiming to support one million nano businesses across the 774 local government areas.

According to the Minister of Trade and Investment, Doris Uzoka-Anite, the scheme scheduled to start on March 9, 2024, faced delays because of technical difficulties in uploading applicants’ NIN to the initiative’s portal.

Given the latest update on the grant programme, Uzoka-Anite said all technical issues have been resolved, thereby thanking the applicants for their patience.

“Attention, applicants of the Presidential Conditional Grant Programme: We’re pleased to announce that the technical issues regarding uploading your NIN have now been resolved. You can now proceed with your application process smoothly. Thank you for your patience,” Uzoka-Anite stated.
Backstory
Earlier, Nairemetrics reported that the federal government stipulated that all participants in the presidential trade grant programme must link their National Identification Numbers (NIN) to their bank accounts to be considered for the grants.

The Minister of Industry, Trade and Investment, Doris Uzoka-Anite, made this disclosure in a statement in Abuja last Sunday.

The Minister stated that this requirement complies with the CBN’s recent directive on account verification with NIN.

“Due to new regulations from the Central Bank of Nigeria, it is now required for all applicants to link their National Identification Numbers (NIN) with their bank accounts. We currently do not have a record of the NINs of those who applied.
“Therefore all applicants will receive an SMS from ‘FGGRANTLOAN’ with instructions to submit this information via a secure link. This step is essential for the continuation of the application process.
“Only verified applicants will receive this notification, and NINs must match the applicant’s name for the process to proceed,” she said.
More Insights
In December 2023, the Federal Government of Nigeria released an application portal for its Presidential Conditional Grant for Nano Businesses under the Presidential Palliative Program.
In selecting participants for this initiative, the Federal government will be working in conjunction with State Governments, Ministers, NASME, Senators, and Members of the House of Representatives.
It also plans to allocate 70% of spots to women and youth, 10% to individuals with disabilities, 5% to senior citizens, and 15% to other groups based on specific selection criteria.

The Rector of the Federal Polytechnic, Ayede Ogbomosho, Oyo State, Dr. (Engr.) Taofeek Adekunle Abdul-hameed has appealed to President Bola Tinubu to replace the Higher National Diploma, HND with a Bachelor of Technology, B.Tech for the sake of indigent students across the country.


Abdul-Hameed during a live radio programme in Ibadan on Saturday, stated that a league of Rectors has resolved and clamoured for the replacement of HND with B.Tech to balance the dichotomy, stressing that both undergraduates and lecturers at the Polytechnics are as good as their counterparts in the universities.

The rector said that acquisition of technical skill and entrepreneurship contribute more to the economic development and growth of the nation than degrees, citing China and the United Arab Emirates as examples of growing economies which depend on the skills and abilities of its citizens for survival.

He mentioned that the Polytechnics inject their undergraduates with technical practicals and emphasise more entrepreneurship. Saying that there is a scarcity of White-collar jobs which is rationale behind acquitting students in one or two skills for them to be self-employed after graduation.

According to him: “Entrepreneurship and employability have been our core focuses due to the fact that jobs aren’t anywhere. Unlike universities, we cannot be giving out A4 paper diplomas without a Skill. Institutions that lay emphasis on entrepreneurship, you will see many of their graduates have skills they rely on rather than looking for white-collar jobs.”

“The way out is for the president to assent the bill and cancel the HND to B.Tech programme or else the disparity will continue. We hope that President Bola Tinubu signs the bill soon since last administration failed to do so.”

Abdul-Hameed, on approved Student Loan, lauded the Federal Government for making education accessible to the indigent students who have a shortfall of funds to support their academics. Noting that scholarship and education loans are something people use to access education at all levels.

He added that the tuition fee should be low and students should also be permitted to take an interest-free loan.

“As long as the students are getting a loan from their various institutions, they should be acquitted with skill acquisitions so that they would be able to pay back after 2 years or graduation.”


“I want to believe that 2yrs is sufficient for students, even if it is not, the government does not make it mandatory. The loan can be renewed or extended,” he said.

The Generalissimo of Yorubaland, Iba Gani Adams, on Friday expressed disappointment that despite President Bola Ahmed Tinubu being an apostle of federalism, the country has not moved forward.

Iba Gani Adams who stated this while speaking with journalists during the 10th World Congress of Oodua Progressive Union, OPU, in Osogbo, Osun state, therefore agitated for restructuring without wasting time.

He remarked, “already we have six zones. Turn those zones into federating units, and let Abuja be a Governing Centre for the country. All the zones should be called regions or provinces. The province will then have state and local government areas. We need four structures of governance.”

All the four structures will have their policing structures. With that, Nigeria will move forward. That is our suggestion in the Oodua Progressive Union and Oodua People’s Congress. When we continue to keep quiet, the President may not know what is going on.

“And those regular politicians may not tell him the truth. But we, as opinion leaders, will tell him the truth. He is our brother. This was what we said when President Goodluck Jonathan was in office, we said it when President Umaru Ya’ardua was in office.”

He however maintained that the only way to resolve insecurity issues in Nigeria is for the federal government to embrace true federalism, affirming that no genuine economic development could be achieved if the federal government fails to restructure the imbalance in the country.

“We know President Bola Tinubu as an apostle of federalism, hence, should not jettison the idea now that he is leading the country.

“As one of the country’s opinion leaders, we must remind President Bola Tinubu about the need to restructure. He should remember when he was a Governor of Lagos State, he was an apostle of federalism.

“We learn a lot from him about the benefits of true federalism as a governor. Since then, the issues remain, and Nigeria has not moved forward.

“We have used a lot of economic policies that do not work in Nigeria. We have used a lot of security strategies in Nigeria that have failed. We brought Okonjo-Iweala, but we couldn’t move forward. We brought a sound-minded Sanusi Lamido to run CBN, but he could not resolve the problem.

“We have brought a lot of Nigerians from abroad to solve our problem but all efforts so far failed. We have had a lot of Inspector General of Police, yet we do not have a good security network.

“In terms of infrastructure, we have had several good Ministers of Works and Housing, yet we could not get good policies to solve the challenges. How can we move forward? As a citizen, we have to proffer solutions and remind those in government that they are there to solve problems. How do they solve the problem? They have to restructure Nigeria,”he added.

‘No gree for anybody’ slogan can plunge Nigeria into crisis, police warn

The Nigeria Police Force (NPF) have warned that the ‘no gree for anybody’ slogan being used by youths can lead to crises in the country.

The ‘no gree for anybody’ catchphrase has attained virality status in the Nigerian social media space and on the streets.

It has also been jocularly adopted by the zeitgeist as the nationwide motto for 2024.

The catchphrase loosely means ‘do not tolerate any form of nonsense from anybody’ or ‘do not allow yourself to be bullied by anyone’.

During a press briefing on Tuesday in Abuja, Muyiwa Adejobi, force spokesperson, said intelligence reports show that the catchphrase is capable of plunging Nigeria into a crisis of monumental proportions.

Adejobi said although the catchphrase is being seen as “normal talk”, those in the security community view it as a “dangerous” slogan.

The new slogan for 2024 for young people is ‘no dey gree for anybody,” Adejobi said.

“We have been informed from our intelligence that this is coming from the retributionary sector that might likely cause problems across the country.

The Ooni of Ife, Oba Adeyeye Enitan Ogunwusi Ojaja II, on Tuesday visited the embattled former governor of the Central Bank of Nigeria (CBN) in Kuje Prison, Abuja.

The monarch joined the list of influential Nigerians seeking the release of the former apex bank chief, who is behind bars for his inability to meet his N300 million bail condition.

The Ooni was at the prison twice to visit Emefiele, Politics Nigeria gathered. The first time was in the early afternoon. He left after and returned four hours later to continue with his discussions with him. The monarch had very lengthy meetings with Emefiele.

Emefiele was last month arraigned on a six-count charge bordering on procurement fraud by the Economic and Financial Crimes Commission (EFCC). He was accused of using his position to confer a corrupt advantage on Sa’adatu Yaro, a staff of CBN, by awarding a contract for the procurement of 43 vehicles worth N1.2 billion between 2018 and 2020.

Prior to his arrest and arraignment by the EFCC, Emefiele had been in the custody of the Department of State Security (DSS) for over four months. However, when the DSS released him, he got rearrested by the EFCC.

Emefiele had pleaded not guilty to the amended charges and was later granted bail in the sum of N300 million as well as two sureties in like sum, both of which must have certificates of occupancy and titles of properties within the Maitama district in Abuja.

He was also mandated to deposit all his travel documents with the Registrar of the Court with a warning to remain within the Abuja Municipal Council.

The former CBN governor was unable to meet the bail conditions and is remanded in Kuje Correctional Facility until 2024.

Na wa for this people. They tried taking over Lagos with the slogan" Lagos is no man's land" but they failed . Now their last resort is to destroy Lagos but they will surely fail woefully, why destroy what you never built.

A spokesman for FHA, Kenneth Chigelu, said *there is an agreement that allows the local government to collect revenue from the community and use the same for the maintenance of infrastructure*.  

He said:  *“Fixing the roads in FESTAC and Satellite Town isn’t the responsibility of Federal Housing Authority, FHA. It is the duty of the Local Government Authority based on the agreement we had. That was the reason they were allowed to collect revenue in FESTAC*.

*The local government collects revenue in FESTAC and not FHA. The agreement is that they will maintain the infrastructure with the revenue generated from the place. It is not FHA’s job*...
