The suicide bomber, stopped by the security guards from entering the bar crowded with customers, activated the bomb at the entrance of the bar," he said. "We call on the population to be vigilant by all means and to avoid crowded environments during this holiday season. In the city and territory of Beni, it is difficult, in these times, to know who is who. We all need to open our eyes and stay alert," he said in a statement. "The government condemns the explosion on Christmas of a bomb in a bar in Beni, the work of a suicide bomber. Loss of life is reported. The security services are already deployed," Congolese government spokesman Patrick Muyaya tweeted. In a communication on the radio without giving more details about the explosion, the Beni mayor asked the population to stay at home to allow the security and medical team to do their job to evacuate the wounded and secure the area of the attack. The provinces of North Kivu and Ituri, long troubled by insecurity, have been under siege since May 6 due to violence by armed groups, including rebels from the Allied Democratic Forces (ADF). Since Nov. 30, the Uganda People's Defense Forces, in collaboration with the Congolese army, has officially launched air and artillery operations against several ADF rebel positions in northeastern DRC. Sunday Igboho Please tell us about yourself. My name is Dada Ifasooto. I am 29 years old. I am a herbal medical practitioner and a traditionalist based in Ekiti. I inherited divination from my forefathers. I am also a youth volunteer and I do join vigilantes and Amotekun operatives to chase kidnappers from Ikere Ekiti. Who is Sunday Igboho to you? I have not met him before but I have heard a lot about him in news reports of the Yoruba Nation rallies he attended in some South-West states before he was arrested. I have not met him personally. How were you arrested? There is a young man called Tajudeen (Irinloye) whom I have known for some time. He is a commercial motorcycle rider in Ibadan and he had come to me for treatment for an ailment. I called him thereafter to follow up on the treatment plan that I gave to him but unknown to me, he is an aide of Chief Igboho and the DSS had arrested him and some other aides during the widely-reported night raid of July 1, 2021. When I phoned him, his line rang out and he didn’t call back, which was strange to me. I never knew he was in the DSS custody. The next thing I saw was that on July 16, 2021, four fully-armed men in mufti stormed my sitting room in Ikere Ekiti around 6pm. They scattered everywhere, asking me where my android phone was. After I gave them my phone, they told me I called a commercial motorcycle rider in Ibadan. They said he (Tajudeen) had been detained and they had come to arrest me. They searched my apartment asking if I had a gun but I told them I do not own one. I asked them to show me their search and arrest warrants but they could not provide any. Apart from your phone, what else was taken from your apartment? They frisked the whole house and left the whole place in a mess but they didn’t find anything incriminating. They took some of my divination tools. One of the four men said they should start leaving but another fellow shut him up and insisted that they must arrest me. I told them I had not committed any offence to warrant being arrested. They were speaking Yoruba language till that point but the four of them switched to Hausa language immediately and discussed for minutes. I didn’t understand what they discussed afterwards because the language they spoke was Hausa. What happened after the discussion? One of them ordered me to stand up and follow them to Ikere Police State, claiming that they were from the station. I told them that if truly they were from Ikere Police Station, the police officers there would have informed them that I am passionate about community policing in Ikere as I do join vigilantes and Amotekun operatives to chase out kidnappers and criminals. I insisted that I was not going to follow them but they said I only needed to come to the station to sign a document that nothing incriminating was found in my house after the search. Did you follow them? I did but to my surprise, they didn’t take me to the police station but went straight to the DSS office in Ibadan. In Ibadan, I resisted them, saying I would not go in until they tell me my offence because I am an easygoing person. In fact, I have not attended any protest or rally before but they took off my clothes, left me with only boxers and pushed me into a cell. How many DSS operatives came for the operation? They were more than eight but only four of them entered my sitting room. They came with two Hilux vehicles and a motorcycle. Did they shoot during your arrest? They cocked their guns but they didn’t release any bullet. Were there other persons in your house during the arrest and were they also taken away? My wife was preparing dinner in the kitchen when they came that evening but she fled. I was the only one the DSS took away to their Ibadan office and I was the only detainee they drove to their Abuja office. When were you moved from Ibadan to Abuja? On July 18, 2021, which was a Sunday. Very early that morning, the DSS operatives told me to freshen up and I did. They gave me back my clothes and handcuffed me. They told me I would be taken to Abuja and I told them again that I had not committed any offence by phoning someone who is my customer. They told me to cooperate, saying they were the ones that arrested my boss. I asked them which boss? They didn’t respond till we got to Abuja that same day. Who did they say your boss was? A DSS official interrogated me when I arrived in Abuja. He asked whether any herbalist followed those who came for my arrest and I told him I don’t know. The official then informed me that the same people who arrested my boss, Chief Sunday Igboho, who turned to cats, were the ones who also came for me. I told him Chief Sunday Igboho was not my boss and I had never met him before. He mockingly told me to disappear then that I had been handcuffed and I told him I don’t know what he was talking about. I told him I can’t vanish because I am not a criminal. He shut me up and locked me up. I was locked up for the first three months and nearly forgotten there. I was pained because I did not commit any offence and did not deserve the treatment. I developed ulcer and high blood pressure in DSS custody after three months. On October 10, 2021, I was taken to a hospital and I wasn’t taken back there. On November 10, 2021, I was taken out of the cell to write down a statement and was immediately returned to the cell. Were you detained alone in a cell or with others? I was locked up with some Hausa/Fulani detainees accused of being Boko Haram members. We were 13 in the room. What was feeding like in detention? I was fed with a small loaf of bread and a tiny sachet of Cowbell as breakfast. They brought some colourless rice for lunch and so on. Were you beaten in detention? No, I was not beaten but the conditions I was subjected to were dehumanising. I couldn’t sleep in detention, and I developed so many ailments. While you were in detention, did you see any of the 12 Igboho’s aides who were arrested during the raid of his house in Ibadan? Yes, I met Tajudeen, the same person I telephoned that made the DSS to track my phone number. I met him in DSS custody even though we were not held in the same cell. He was shocked after I told him the whole story. He asked whether my people knew my whereabouts and I said none of my family members knew whether I was alive or dead because the security operatives told me that I was being taken to Ikere Police Station only for them to take me to the DSS office. All through your six-month detention, what offence did the DSS say you committed? The DSS said I phoned Tajudeen and I explained to them that he is my customer. They asked for the meaning of my name and I told them that it was given to me by my grandfather who was also a diviner. They asked whether I am also a diviner and if I learnt it somewhere. I told them I am a diviner but inherited it from my grandfather. I told them I had no interest in it but the elders said the oracle chose me upon the demise of my grandfather, so I had no other choice than to walk the path.

Following the decline in compliance with the safety measures against the COVID-19 pandemic, the Nigeria Centre for Disease Control has called on security agencies to work alongside religious bodies to enforce the safety protocols during the festive season. The call by the NCDC was contained in a directive obtained by Saturday PUNCH in Abuja on Friday. This was as the centre disclosed during a virtual interactive session with journalists in Abuja on Friday that 45 cases of the omicron variant of the COVID-19 virus had so far been detected in the country. It added that the first Omicron case was detected in a sample on November 9, 2021. The variant, which was first detected in South Africa and Botswana, has spread to other countries. The NCDC, in a fresh directive signed by its Director-General, Dr Ifedayo Adetifa, said, “The Federal Government of Nigeria, through the Presidential Steering Committee on COVID-19, the Federal Ministry of Health as well as the NCDC and its partners are intensifying communication efforts to remind Nigerians of the risk we face and the need to take collective responsibility to reduce the transmission of the virus. Security agencies are also encouraged to ensure consistency of the messages to the community, as generated by relevant authorities as well as identify the right channels of communication. These include the Federal Ministry of Health, state Ministries of Health and the NCDC. “Information and feedback should also be shared with relevant authorities to influence decision-making and strategies. We urge security personnel to be aware of the high risk of spread of COVID-19 and the great risk of exposure occasioned by their jobs and to ensure that they are fully vaccinated, including booster doses.” The NCDC, a few days ago, declared that Nigeria had slipped into a fourth wave of the pandemic following a 500 per cent increase in cases in the past two weeks. “The first known case of the B.1.1.529 infection was from a specimen collected on November 9, 2021. As of December 20, 2021, a total of 13,758 sequencings have been uploaded on GISAID. In Africa, countries reporting the Omicron are South Africa, 1,296; Botswana, 291; Nigeria, 45; Ghana, 40; Malawi, three; Rwanda, two; and Senegal, one,” it said. The PUNCH had reported that the Boss Mustapha-led Presidential Steering Committee announced a limit on religious gatherings and threatened to introduce more restrictions following an increase in cases. The directive partly read, “Since the onset of the pandemic, security agencies have played a critical role in the national and sub-national response, most critically in supporting the implementation of public health policies as instituted by the Federal Government of Nigeria. This includes the COVID-19 Health Protection Regulations 2021 which makes provision for the enforcement of the implementation of existing guidelines on mass gathering and adherence to non-pharmaceutical interventions across the 36 states and the Federal Capital Territory to mitigate the impact of COVID-19 in the country. “There is generally poor compliance with the NPIs across the country and this has continued even into this Yuletide, which, in combination with low coverage of COVID-19 vaccination, is a recipe for a big surge in cases and admission to treatment centres. “As celebrations for Christmas and the New Year commence, the NCDC urges security personnel to work with heads of communities, associations, institutions, religious bodies and other key stakeholders to ensure effective implementation of existing public health policies and regulations. The virus that causes COVID-19 including the Omicron variant, which is rapidly spreading across the globe and within Nigeria, is more likely to spread when people gather and do not adhere to COVID-19 preventive measures.” The NCDC Director-General said the Omicron and Delta variants were responsible for the recent surge in cases.

The backlog of unpaid salary of staff members of CCB has yet to be cleared less than 24 hours to Christmas as of Friday. Members of staff of the Code of Conduct Bureau (CCB) have decried the non-payment of their salaries, which they said has brought misery upon them. The CCB is of one Nigeria’s anti-corruption agencies with the sole mandate of assets verification of public officers in the country. In spite of its crucial responsibility in tackling widespread heist in Nigeria’s public sector, the agency has grappled with poor funding, a development CCB workers say “exposes assets verification officers to kickbacks from politicians who want to beat the system.” A staff member at the CCB’s headquarters in Abuja, who spoke with our reporter on the condition of anonymity out of fear of possible victimisation, said workers are being owed two months salaries. “We are being owed November and December salaries, and the situation is getting out of hand. For instance, I can no longer provide food for my wife and children,” the staff said. Another staff member at the agency’s annex office at Asokoro area of Abuja, told PREMIUM TIMES that “most personnel of the CCB have become beggars; from fare to food, we ask relatives and friends to get by. We are dying of hunger.” When this reporter visited the CCB’s headquarters on Thursday, barely 48 hours to Christmas, most of the offices were deserted as a clerical officer of agency who did not want his name mentioned, attributed the situation to the non-payment of salaries. The situation has been very tough since November, but this Christmas will be bleak for us all,” the distraught staffer said. For a worker at the annex office in Asokoro, the Christmas celebrations were least of his problems. “My headache is my children’s school fees in January,” he said. It’s a private school, so you have to pay the school fees before resumption,” the staffer explained. We’re working hard to clear salaries – CCB Meanwhile, Babs Ogunjimi, CCB’s Director of Finance and Accounts, said efforts were being made to clear the backlog of salaries. In a telephone interview with this reporter on Friday, Mr Ogunjimi, said “They (workers) will get their salaries if not today, then tomorrow.” He explained that federal government had ”worked on it”, adding, “That was why the National Assembly passed the virement request of the President along with the national budget.” Mr Ogunjimi assured that “November and December salaries will be paid together.” The bureau’s many woes Addressing journalists at a press conference in Abuja last month, the Chairman of the CCB, Mohammed Isah, said “Our staff are poorly paid.” Mr Isah, a professor of law, ventilated his agency’s operational encumbrances. Top on the list was poor manpower for an intractable problem of corruption in Nigeria’s public service. “We have less than 800 personnel across the country for 10 million public officers whom we are investigating their assets,” Mr Isah lamented, warning of the “danger ahead if new persons are not recruited to replace the deceased and retired.” On budgetary allocations, Mr Isah said some persons were out to “strangulate” the bureau by starving it of funding. “We get N36 million as overhead per release, and this year, we have received nine releases of N297 million (in total, instead of N324 million),” he had explained. “Monitoring more than 10 million public officers is not easy,” Mr Isah revealed of the manpower shortage. “Of all its mandate, verification is one of the most, if not the most tedious exercise. It is capital intensive. Despite the above, and the fact that the bureau is poorly funded considering our budgetary allocation, we are determined to go ahead with the process to ensure the success of the fight against corruption,” he had assured. CCB 2022 budget PREMIUM TIMES’ analysis shows that, among the country’s anti-graft agencies, only the CCB, a perennially underfunded body set up to handle asset declarations of public officers across all levels of government, is billed to take a cut – up to nine per cent from its 2021 budget – in the coming year.

Nigeria Police Force is said to have the capacity to compete with its counterpart globally if given the necessary support. Vice President, the Nigerian-American Chambers of Commerce, ESV Ibukun Efuntayo disclosed this at an event organised by Osun state police command to honour distinguished Nigerians that supported it. Efuntayo, who was honoured alongside Ooni of Ife, Oba Adeyeye Ogunwusi, CEO Sujimoto Group, Sijibomi Ogundele and Hon. Dayo Fasola as Police Ambassador of Peace commended the Police force for its contributions to securing the country despite the daunting challenges. “With necessary support from major stakeholders across the country, the Nigeria Police would compete favourably with their counterparts anywhere in the world. Speaking, on behalf of Sijibomi, Fasola, a Senior Special Assistant to Osun Governor disclosed that given the right environment, equipment and support Nigeria Police would be the best in the world. She noted the administration of President Muhammadu Buhari has done a lot to uplift the service through approval of higher wages and remuneration. She pledged to continue to support the Force using her office and influence. Speaking, CP Olokode said the Osun Police Command bestowed the award of peace ambassadors on the Awardees in recognition of their various contributions to peace and stability in Osun State. He noted that the awards ceremony was organised to celebrate and reward some critical stakeholders who have distinguished themselves in collaborating with the police to ensure the relative peace being enjoyed in the State. Ohanaeze Ndigbo Worldwide has issued a strong warning to the security agents allegedly intimidating motorists and passengers travelling from different parts of the country to their various hometowns in the southern part of the country. Ohanaeze said that there are attempts by a particular tribe among the security agents to deliberately swindle, molest, and delay motorists of Igbo origin with intent by either falsely accusing them of being members of Indigenous People of Biafra, IPOB, and Eastern Security Network, ESN, or labelling them sponsors of ESN. The group said by doing this the security agents want to maimed or get the innocent citizens slaughtered in the process. “We oblige all security agents to put human face while carrying out their operations in the southeast, as there are mechanisms put in place to checkmate all manner of recklessness and unprofessional conduct from any erring security agents, as those caught will be made to face the consequences of their actions,” Ohameze said in a statement signed by Mazi Okechukwu Isiguzoro, its Secretary-General. Ndigbo returning home for the Christmas and New Year holidays should be aware of the perilous time and insecurity challenges facing Igbos in the South East. “With the situation on the ground, it’s advisable for all Igbos to desist from flamboyant and opulent lifestyles that might attract unnecessary attention from criminals and security agents, any Biafra insignias, flags, and uniforms are highly prohibited and forbidden right now in the southeast, we wish to remind Ndigbo that Military Operation Golden Dawn is still on to quell the rebellion against criminals and agitators, all must carry identity cards for means of identification and should be calm whenever being confronted by security agents,” it said. Ohanaeze Ndigbo further called on the Imo State Government to ensure that peace returns to the state, adding, “We are still taking stock of how deteriorated the insecurity challenges have worsened under the watchful eyes of Imo State Governor, Senator Hope Uzodinma. “The government of Imo had failed to improve the security situation in the state, we hope that history will be fair to him to pronounce him the worst Governor that superintendent the carnage of Igbos?”

The Zamfara State Commissioner for Women and Children Affairs, Rabi Shinkafi, has resigned her appointment to take up another commissioner's appointment in Imo State. In an interview with the News Agency of Nigeria (NAN) in Gusau, capital of Zamfara, on Thursday, she confirmed that she was joining the government of Governor Hope Uzodinma of Imo State. "I resigned my appointment as commissioner in Zamfara to enable me to pick another appointment as commissioner in Imo, I am immensely grateful to Gov. Bello Matawalle and his Wife, Hajiya Aisha Matawalle, for their kindness to me and for giving me the opportunity to serve Zamfara in different capacities,” she said. “All the speculations in the social media about my resignation are completely false; it was just work of mischief-makers. Leader of the Pan Niger Delta Forum and Chairman of the Board of Trustees, Ijaw National Congress, Chief Edwin Clark, on Wednesday slammed former President Olusegun Obasanjo over what he called a disappointing display of hatred against the people of the oil-producing states in Nigeria. The elder statesman was reacting to a recent outburst by the former President in Abuja, where he attacked the National Secretary of the INC, Ebipamowei Wodu, at a peace and security parley convened by the Global Peace Foundation and Vision Africa. From the forum themed ‘Inclusive security dialogue: Unbundling barriers, a strategic meeting for key influencers’, emerged a viral video in which Obasanjo was tackling Wodu for saying the Ijaw were being treated like second class citizens in Nigeria despite producing the oil and gas resources that had sustained the country. In an open letter to Obasanjo on Wednesday titled, ‘My disappointment over your unprovoked outburst against the people of the Niger Delta region’, Clark accused the former President of double standards over resource control in the country. He said while Obasanjo talks tough and insists that resources found in any state belong to the entire country, he had kept mum over the gold reserve in Zamfara State. Clark also noted that it was the practice of the principle of derivation in the 1960 Constitution, which allowed states ample opportunity to benefit from their local natural resources, that enabled the old Western Region under Chief Obafemi Awolowo to make the money that enabled it to “develop far ahead of the then Eastern Region.” He said, “With all due respect, Your Excellency, your outburst towards your fellow participant in a summit to which everyone present was invited, is, to say the least, disappointing, when you displayed a hate attitude against the people of the oil-producing states in Nigeria. You openly interjected both Wodu and Mr O’Mac Emakpore each time they tried to speak. An official of the Federal Road Safety Corps (FRSC) has been crushed to death by a truck at Sagamu-Ijebu Ode Road in Ogun, the News Agency of Nigeria (NAN) reports. Mr Ahmed Umar, the Sector Commander, confirmed the incident to NAN in Abeokuta on Wednesday, saying that the accident occurred on Monday. Umar added that it was caused by the carelessness and excessive speeding by the truck driver. “It was carelessness on the part of the driver, he was on high speed, he lost control and hit the officer. As officers were standing by our patrol vehicle, a flat-body trailer hit the officer and brush him in between the truck and the patrol vehicle. The officer died while another marshal got injured,” he said. The sector commander explained that the truck driver did not stop after hitting the officers but was chased by motorists and motorcycle riders who witnessed the incident. “They pursued him, he stopped, left the vehicle and ran away but was arrested and we have handed him over to the police,” he said. He noted that the injured marshal is in the hospital receiving treatment. (NAN)

The baby lost her leg during an attack on her mother while some hoodlums were trying to attack the ward chairman of the party. A woman Aminat Jimoh, and her 45-day-old baby, Barakat, were on Tuesday severely injured when they were caught in a clash at the ward meeting of the Peoples Democratic Party at Igboora, Ibarapa Central Local Government area of Oyo State. SaharaReporters learnt that the baby, Barakat, lost her leg during an attack on her mother while some hoodlums were trying to attack the ward chairman of the party, Akindele Rufus. It was gathered that the crisis started when a newly appointed Chief of Staff to the Ibarapa central Local Government Chairman, Segun Okesola, along with his aides from ward 10 invaded the meeting of ward 4. The meeting of the ward 4 of the party was holding in two different places when one of the Okesola's aides was trying to shoot the video of the other faction, hence creating an impression that the groups were having their meeting at the same venue. The chairman of the ward 4, Ibarapa Central Local Government, Akindele Rufus, who confirmed the incident in Ibadan, said the woman whose baby was injured was trying to separate the fighting factions when they pushed her with her baby. He said, "We were doing our meeting when thugs invaded our meeting. After Okesola attended a factional meeting, he was coming towards our meeting with his aides shooting video. I asked him to stop shooting the video. That was when one of his thugs attacked me. Before I knew it, they started beating me. “When the woman tried to separate us, the thugs pushed her and the baby was injured. We have taken the baby to a hospital and we have done x-ray for the leg and operation has been carried out on her. This is how those people intimidate us in the council. We have reported the case at Onimangoro Police Station, Igboora, Ibarapa central LGA.” When contacted, the factional chairman of the party, Michael Okunlade, confirmed the attack on his members, saying; “The crisis is not limited to Igboora alone. We are using this medium to warn the governor and his stooges to stop attacking our members. We belong to the same party despite our disagreement; hence there is need to maintain peace with other people. Election cannot be won with violence.” Citing their experience during the state Congress at Jogor centre, Ibadan, where hundreds of vehicles were destroyed by agents of the state government, the factional chairman said, “We want the people to take note of the body language of the governor in encouraging violence in the state. We have talked to our people not to engage in violence but nobody should think he has monopoly of violence. Further attacks on our people will not be tolerated.”

According to him, the best way to deal with the bandits and other terrorists causing insecurity in the country is to kill them. Governor Nasir El-Rufai of Kaduna State has again said he does not believe in rehabilitating terrorists. The governor made his position known on Tuesday while briefing state house correspondents after meeting with President Muhammadu Buhari. He was in the State House to brief the President on the recent attack which led to the death of 40 persons in Kaduna State. The governor was accompanied by Samuel Aruwan, his commissioner for internal security and home affairs. He said: “There is nothing like repentant terrorists. The only repentant bandit is the one that is dead. Our intention in the state is to kill them (terrorists), let them go and see God.” El-Rufai said the whereabouts of the bandits are known to the military but it wary of the collateral damage attacking such places could cause civilians. The governor said there are three types of terrorists; Boko Haram insurgents, bandits, and members of the Indigenous People of Biafra (IPOB). He said the recent declaration of bandits as terrorists has given the military more power to wage war against them. El-Rufai asked for the intervention of the President for more deployment of security forces to enable a comprehensive operation. He called on the security agencies to carry out aggressive operations against the terrorists.

The Kaduna State Governor, Nasir el-Rufai, has said that the term “repentant bandits” is a misnomer and does not exist. This is as he said that the goal of the Kaduna State Government is to kill bandits wherever they are found. The governor disclosed this to State House Correspondents on Tuesday shortly after meeting with the President, Major General Muhammadu Buhari (retd.), at the Presidential Villa in Abuja. El-Rufai, who was in the Villa to brief the President on Sunday’s attack on Kauran Fawa, Marke and Ruhiya of Idasu Ward of Giwa Local Government Area, Kaduna State, which left at least 40 people dead, was accompanied by the State’s Commissioner for Internal Security and Home Affairs, Samuel Aruwan. He said, “There is nothing like repentant terrorists. The only repentant bandit is the one that is dead. Our intention in the state is to kill them (terrorists), let them go and see God. “If you want to call them terrorists, you can call them terrorists. But we don’t want them to be confused with the terrorists that we know: the Boko Haram and IPOB which have been declared terrorists. “We don’t call them terrorists, we call them IPOB. Okay, so this is it. The nomenclature doesn’t matter. What matters is they is now a fair game for the armed forces. "What I’m saying is, we call them bandits to differentiate them from the rest but they are terrorists. You can choose any name you want to give them but as a government, I have to call them by a name that everyone understands. They have been declared terrorists, but they have to have a name that everyone can understand and not confuse them with Boko Haram.” He added that the locations of the bandits is not a mystery but that the military is only toeing the line of caution because of potential collateral damage an all-out raid could pose to innocent civilians. According to him, terrorists are of three types; Boko Haram insurgents, bandits, and members of the Indigenous People of Biafra. He said the recent declaration of bandits as terrorists has given the military more impetus to engage them in real warfare. While calling on security agencies to be more aggressive towards terrorists, the former FCT minister also sought the intervention of the president for the deployment of more security personnel to the troubled region.
