Thanks to those that made it clearer to me

Friction has nothing to do with the type of road construction method used, but rather the surface area condition of the finished road. All the contractors have to do is roughen the face of the road, then friction is ensured

It's not a must that all roads must have drains, especially in rural highway with low flood susceptibility. Even in the USA, such roads exists
