What is legal the selling or the consuming?.
In Germany many things are legal all depends if you are the supplier or demander.
And many of the so called legal things are not legal but Tolerated.
It is not legal to sell ciger to a child , but no law forbidds him smoking. that means a 12 year old can smoke in front of the police station more than ask him to off the ciger they cannot do.
