Russian President Vladimir Putin has sent his condolences to family of Yevgeny Prigozhin, the leader of Wagner Group who died on board the plane that crashed on Wednesday. According to CNN, Putin during a meeting on Thursday with the head of the self-proclaimed Donetsk People’s Republic (DPR) Denis Pushilin in the Kremlin made his first public comments on the plane crash believed to have killed Yevgeny Prigozhin, saying the Wagner leader had made “serious mistakes in life.” The crash took place northwest of Moscow and killed all on board, including Prigozhin, said Russia’s aviation agency. Prigozhin's mercenary group had gained prominence for its brutal methods worldwide and its battleground victories in the Ukraine war. Putin said: “First of all, I want to express my sincere condolences to the families of all the victims, this is always a tragedy. Indeed, if they were there, it seems … preliminary information suggests that Wagner Group employees were also on board." Speaking about Prigozhin in the past tense, Putin said he’d known the Wagner chief “for a very long time,” and that he was “a talented man, a talented businessman.” “He was a man of difficult fate, and he made serious mistakes in life, and he achieved the results needed both for himself and when I asked him about it – for a common cause, as in these last months,” the Russian president said. The crash of Prigozhin’s plane happened two months after Prigozhin and Wagner staged their insurrection, the biggest challenge to Putin’s rule in over two decades. Just days after the mutiny, a furious Putin made it clear that he viewed the actions of Wagner as a form of treason. While he did not mention Prigozhin by name, he accused “the organizers of the rebellion” of betraying Russia itself. A witness to the crash told Reuters he saw a wing fly off the plane before it headed toward the ground on Wednesday. “It glided down on one wing. It didn’t nose-dive, it was gliding,” he said. Prigozhin’s apparent death follows a series of incidents in which Kremlin critics have died or had attempts made on their life. No evidence has been presented that points to the involvement of the Kremlin or Russian security services in the crash. The cause of the crash is unknown and Russian authorities have launched a criminal investigation. Putin pledged this investigation would be thorough. “But what is absolutely certain, the head of the Investigative Committee reported to me this morning. They have already launched a preliminary investigation into this incident. And it will be carried out in full and brought to completion,” Putin said. The reported death of the leader of the Russian mercenary group, Wagner, Yevgeny Prigozhin in a plane crash yesterday has raised tension and speculations around the world especially concerning the alleged plot by the militant group to back the military junta in Niger Republic. The Niger junta led by General Abdourahmane Tchiani which toppled President Mohamed Bazoum in July was alleged to be in serious talks with Wagner for military assistance to contain a possible attack by the ECOWAS standby force after the regional bloc threatened to restore Bazoum to power through military intervention. Unconfirmed reports said that Prigozhin was seen in Niger trying to negotiate with the junta towards counter the threat issued by the ECOWAS Heads of State and Government to use force to restore Bazoum to power if diplomacy fails. The death of Prigozhin may have changed the equation in the country, further deepening the crisis in Niger, but experts are looking at the issue with a deep sense of caution due to Russia’s alleged deft moves in complicating issues of this nature. Divine Samuel grows rice on his farm in
Mdiogbuonye Oma Ndi, Aro-Amuro, a rural
community in Okigwe Local Government Area of
Imo State in Nigeria’s south-east region.
But early this year, he was attacked on his way to
the farm by gunmen enforcing the sit-at-home order
of a pro-Biafra secession group. He was beaten and
abandoned by a roadside.
“Since then, I have stopped going to any of my
farms on sit-at-home days,” Mr Samuel told a
PREMIUM TIMES reporter who visited the area in
July.
The farmer said the gunmen often moved about
with AK-47 rifles, sometimes chatting with residents
at drinking joints in the community, before turning
violent during the sit-at-home days.
Like other farmers, Mr Samuel said his reduced
farming activities have affected the yields from his
farms.
“Any day you fail to go, weeds may destroy the
rice. If the weeds grow very well on the farm, the
entire rice may become chaff. But if you are visiting
there regularly and weeding it and guiding it, then it
will do well,” he said.
“For instance, sometimes, we are unable to harvest
our yams at the due time and some of them will
decay. It is the same thing for cassava. Fear does
not allow anybody to go and harvest their crops in
due time,” he stated. “What I harvest now is far less compared to what I usually harvested before the sit-at-home started.” Scary Statistics About 25.3 million people would face food insecurity in Nigeria between June and August 2023, according to the United Nations’ Food and Agriculture Organisation . Data from the National Bureau of Statistics (NBS) shows that Imo State, in February 2023, emerged as the second worst-hit state in the country by food inflation on a year-on-year basis. “When farmers can’t work in their farms, issues of adequate food availability, issues of adequate consumption and nutritional values will all be affected and these are the pillars of food security,” Agwu Ekwe, a professor of agricultural extension at the University of Nigeria Nsukka, told PREMIUM TIMES. Insecurity and unrest in Imo The outlawed Indigenous People of Biafra (IPOB), in August 2021, ordered residents of the South-east to sit at home every Monday towards pressuring the Nigerian government to release its detained leader, Nnamdi Kanu, who is standing trial for treason at the Federal High Court, Abuja. The separatist group later amended the order to be implemented only on days when Mr Kanu appears in court. But despite the amendment, residents of the five South-east states, including Imo, always stayed indoors on Mondays, mostly out of fear. The gunmen also, sometimes, randomly announce days for sit-at-homes. To ensure compliance, they randomly attack those who dared step out. Aside from the toll that the siege has had on businesses and livelihoods, hundreds of people have been killed or injured in the region by enforcers of the order. Several residents told this newspaper that the situation usually worsens during clashes between suspected agents of the pro-Biafran group and Nigeria’s security agencies, as farmers are sometimes caught in the crossfire. And the issue appears to have split IPOB as Mr Kanu has declared those still enforcing the order as criminals blackmailing the separatist group. Mr Kanu, through a letter made public in July by Aloy Ejimakor, his counsel, ordered Simon Ekpa, a Finland-based member of IPOB who calls himself the group’s deputy leader, to stop issuing sit-at- home orders in the region. But Mr Ekpa described the letter as “fake,” claiming it was written by the State Security Service (SSS). He maintained that the order would continue to be enforced until Mr Kanu speaks to him directly. Governor Hope Uzodinma, in an effort to check violence linked to the agitation in Imo State, floated the Ebubeagu Security Network, a community vigilante group. But the activities of the outfit appeared to have instead worsened the unrest in the state. For instance, Amnesty International Nigeria, like many other rights groups, has repeatedly accused Ebubeagu of extra-judicial killings under the pretext of attacking IPOB members in the state and region. Violence in Imo Imo State recorded the highest number of deadly attacks in the South-east and South-south regions in the first quarter of 2022, according to a recent report by Foundation for Partnership Initiatives in the Niger Delta (PIND). The report said violence related to the separatist agitation caused more than 25 fatalities in the state within the period. Over 400 deaths as a result of the violence were recorded in the state between January 2019 and December 2021, according to another report by PIND. Such attacks, especially in rural areas, are scaring people away from their farms. Survival strategy Charity Otti, who cultivates a variety of crops including cassava and vegetables in Mdiogbuonye Oma Ndi community, said she no longer goes to her farms. “Our farms are far from here and we usually trek to the place. But when there is a sit-at-home, nobody goes anywhere,” the mother of four said. Charity Otti, a farmer Iweka Nwokolo, a farmer and indigene of Ofeinyi Amuro, another community in the council area, spoke in the same vein. “Nobody goes out on sit-at-home days,” he said. Iweka Nwokolo Ikechukwu Onyiro, a leader in the community, told PREMIUM TIMES that most farmers only go to farms that they have within their compounds on such days. Ikechukwu Onyiro, a community leader and farmer “Whenever there is a sit-at-home and I need to get to my farmland, I will hide by following bush paths to avoid coming face to face with them (gunmen) along major roads where they move about,” the community leader said. ‘Rain of gunshots, killings scare us’ The story is the same at Umuaguma, a community in Mgbidi, Oru West Local Government Area of the state. Ugochi Udemadu was clearing her farmland to plant cassava when a PREMIUM TIMES reporter visited her in late July. Ugochi Udemadu “We avoid stepping out during those sit-at-home days. We often hear heavy gunshots here and get really scared,” she said. Creating New states means ignition time bomb in Nigeria ![]() |
Expectedly, the deputy President of the Senate, Barau Jibrin and
the deputy Speaker of the House of Representatives, Benjamin
Okezie Kalu (52), are to be appointed Chairmen of Committees for
the amendment of the Constitution whose objectives among
others, include creation of more states. That is another financial
jamboree in the making.
Between 1979 and 1983, and since 1999, the legitimate procedure
by the National Assembly, to take money out of the treasury has
been under the pretext that new states will be created. And we
have watched in our docility the actions of the members of the
National Assembly on this issue.
If we are to calculate the money spent by the National Assembly
since 1999 to date on Amending the Constitution especially on the
issue of creation of more states, the money is enough to tar the
dilapidated roads in Nigeria. And yet we keep spending this money
inspite of our lean resources. I am not against the amendment of
the Constitution but I am advocating for the reduction in the cost
of governance. There is no alternative to the amendment of the
Constitution if we are to have good governance in Nigeria. Since
the present Constitution we have is defective, we have to amend it
often and often. Our 1999 Constitution must be one of the few
constitutions in the world that did not pass through a referendum
or plebiscite.
If I may ask what has happened to the reports prepared by the
former deputy Senate President, Senator Ibrahim Mantu(1947-2021)
or Senator Ike Ekweremadu, who served as deputy Senate
President between 5 June 2007 to 9 June 2019 or Senator Obarisi
Ovie Omo-Agege(60), who served between 11 June 2019 to June
11 this year, on the amendment of the Constitution.
If I may also ask, what of the reports on the amendments of the
constitution prepared by Prince Chibudum Nwuche (61), who served
between 1999-2003 as deputy speaker of the House of
Representatives or Chief Austin Adiele Opara, who served between
2003 to 2007, Babangida Saidu Nguroje(2007-2011), Chukwuemeka
Ikem Ihedioha(6 June 2011 – 6 June 2015), Alhaji Usman Bayero
Nafada, Yusuf Sulaimon Lasun (9 June 2015-9 June 2019) and
Ahmed Idris Wase, from 2019 to this year.
There is nothing stopping Chief Benjamin Okezie Kalu and Senator
Barau Jibrin from adopting some of the recommendations of their
predecessors, especially the ones that are useful instead of wasting
money touring the whole country or hiring consultants with a view
to amending the Constitution.
As for the creation of states as contained in the Constitution, the
truth is that the ARMY, that handed to us the 1979 and 1999
Constitutions, do not want new states to be created and that is why
except the Mid Western region which was created by civilians in
1963, no new state has so far being created by the civilian
government. If you look at section 8 of the 1979 Constitution and
Section 8 of the 1999 Constitution, they are the same. The two
sections were smuggled into the Constitution by the military. The
Constituent Assembly that served between 1977 and 1978 did not
discuss section 8 of the 1979 Constitution. In short it was a military
decree.
Section 8 of the 1979 Constitution states that “An act of the
National Assembly for the purpose of creating a new State shall
only be passed if — (a) a request, supported by at least two-thirds
majority of members (representing the area demanding the creation
of the new State) in each of the following, namely—(i) the Senate
and the House of Representatives, (ii) the House of Assembly in
respect of the area, and (iii) the local government councils in
respect of the area, is received by the National Assembly; (b) a
proposal for the creation of the State is thereafter approved in a
referendum by at least two-thirds majority of the people of the area
where the demand for creation of the State originated; (c) the result
of the referendum is then approved by a simple majority of all the
States of the Federation supported by a simple majority of
members of the Houses of Assembly; and (d) the proposal is
approved by a resolution passed by two-thirds majority of members
of each House of Assembly. (2) An Act of the National Assembly
for the purpose of boundary adjustment of any existing State shall
only passed if— (a) a request for the boundary adjustment,
supported by two-thirds majority of members (representing the
area demanding the boundary adjustment) in each of the following,
namely— (i) the Senate and the House of Representatives, (ii) the
House of Assembly in respect of the area, and (iii) the local
government councils in respect of the area, is received by the
National Assembly; and (b) a proposed for the boundary
adjustment is approved by—(i) a simple majority of members of
each House of the National Assembly, and (ii) a simple majority of
members of the House of Assembly in respect of the area
concerned”.
Section 8 of the 1999 Constitution states that (1) “An Act of the
National Assembly for the purpose of creating a new State shall
only be passed if-(a) a request, supported by at least two-thirds
majority of members (representing the area demanding the creation
of the new State) in each of the following, namely -(i) the Senate
and the House of Representatives, (ii) the House of Assembly in
respect of the area, and (iii) the local government councils in
respect of the area, is received by the National Assembly; (b) a
proposal for the creation of the State is thereafter approved in a
referendum by at least two-thirds majority of the people of the area
where the demand for creation of the State originated; (c) the result
of the referendum is then approved by a simple majority of all the
States of the Federation supported by a simple majority of
members of the Houses of Assembly; and (d) the proposal is
approved by a resolution passed by two-thirds majority of members
of each House of the National Assembly. (2) An Act of the National
Assembly for the purpose of boundary adjustment of any existing
State shall only be passed if-(a) a request for the boundary
adjustment, supported by two-thirds majority of members
(representing the area demanding and the area affected by the
boundary adjustment) in each of the following, namely- (i) the
Senate and the House of Representatives, (ii) the House of
Assembly in respect of the area, and (iii) the local government
councils in respect of the area is received by the National
Assembly; and (b) a proposal for the boundary adjustment is

Law of a House of Assembly for the purpose of creating a new local

by at least two-thirds majority of members (representing the area
demanding the creation of the new local government area) in each
of the following, namely -(i) the House of Assembly in respect of
the area, and (ii) the local government councils in respect of the
area, is received by the House of Assembly; (b) a proposal for the
creation of the local government area is thereafter approved in a
referendum by at least two-thirds majority of the people of the
local government area where the demand for the proposed local
government area originated; (c) the result of the referendum is then
approved by a simple majority of the members in each local
government council in a majority of all the local government
councils in the State; and (d) the result of the referendum is
approved by a resolution passed by two-thirds majority of members
of the House of Assembly.
4) A bill for a Law of House of Assembly for the purpose of
boundary adjustment of any existing local government area shall
only be passed if- (a) a request for the boundary adjustment is
supported by two-thirds majority of members (representing the
area demanding and the area affected by the boundary adjustment)
in each of the following, namely – (i) the House of Assembly in
respect of the area, and (ii) the local government council in respect
of the area, is received by the House of Assembly; and (b) a
proposal for the boundary adjustment is approved by a simple
majority of members of the House of Assembly in respect of the
area concerned. (5) An Act of the National Assembly passed in
accordance with this section shall make consequential provisions
with respect to the names and headquarters of State or Local
government areas as provided in section 3 of this Constitution and
in Parts I and II of the First Schedule to this Constitution. (6) For
the purpose of enabling the National Assembly to exercise the
powers conferred upon it by subsection (5) of this section, each
House of Assembly shall, after the creation of more local
government areas pursuant to subsection (3) of this section, make
adequate returns to each House of the National Assembly”.
You will discover the similarities between Section 8 of the 1979 and
1999 Constitutions.
So far, these are the two Constitutions we have operated in our
Presidential System between 1979 to 1983 and since 1999 to date. I
covered the Constitution Drafting Committee proceedings and also
the proceeding of the Constituent Assembly, the issue of creation
of more states was never discussed at the Constitution Drafting
Committee.
Of the fifty members of the Constitution Drafting Committee, I think
only four of them are still alive. They are Alhaji Lateef Olufemi
Okunnu(90), Professor Benjamin Obi Nwabueze (91), Alhaji
Mamman Daura(83) and Professor Godwin Anibeze Odenigwe(97).
They are my living witnesses.
While inaugurating the Constituent Assembly on October 6, 1977,
the then Head of State, General Olusegun Obasanjo GCFR, warned
that the no go areas which the Assembly must not discuss include
the composition of the Supreme Military Council and the creation
of states.
He declared on that day “I believe also that valuable time will be
saved by sticking to your “Term of Reference” as closely as
possible. May I emphasise that the purpose of your being here is to
discuss the draft Constitution already produced by the Constitution
Drafting Committee and to come out with your recommendations.
These will then be taken to the Supreme Military Council.
Thereafter, a Decree on the subject of Constitution for the Federal
Republic of Nigeria will be considered and promulgated to usher in
the new Constitution.
Your time here is therefore precious and should be described to
this all important subject. All diversion from it of the consideration
of extraneous matters which are not the subject for discussion by
the Constituent Assembly should be avoided. The Electoral
Regulations Decree which will govern the conduct of the first
elections before the departure of the Military Administrations will
be promulgated by the Supreme Military Council and will be placed
before the Constituent Assembly for consideration as a schedule to
the Constitution for use in post Military Administration elections”.
On November 1, 1977, while presenting the bill for the new
Constitution, the Chairman of the Constitution Drafting Committee,
Chief Frederick Rotimi Alade Williams SAN (16 December 1920 –
26 March 2005) spoke on the promulgation of the new Constitution,
foundation of the Constitution, the Federal Sharia Court of Appeal
and many other issues. He did not touch the issue of creation of
states. Same with the chairman of the Constituent Assembly, Mr.
Justice Egbat Udo Udoma (21 June 1917 – 2 February 1998). Yet by
curiosity, Section 8 was smuggled into the 1979 Constitution by the
ARMY.
What happened on the last two days of the sitting of Constituent
Assembly, that is on June 1, 1978 and on Monday, June 5, 1978,
was that some members of the Assembly, wanted their states to be

Ijebu state with Remo inclusive, Dr. Joseph Wayas, who wanted
Ogoja state, in the present Cross River state, Chief S.O. Apetuje,
Chief S.F. Fajobi and G.A. Falaye, who wanted Ekiti state, Alhaji S.
Z. Daura who wanted Katsina state among others, Chief C.C. Onoh
who wanted Wawa state which is the present Enugu state.
In his ruling on June 1, 1978, the chairman of the Assembly, Justice
Udo Udoma ruled that “all the Amendments to Section 3 of the Bill,
crystallising as they do and falling in reality into the category of
proposals for the creation of new states, must be considered in my

Borno State Governor, Babagana Umara Zulum, has distributed food and other palliatives to 2,000 residents of Feezan ward in Maiduguri Metropolitan Council (MMC). The distribution which took place on Wednesday at the Mohammed Goni College of Legal and Islamic Studies is part of ongoing efforts to reduce hardship caused by rising cost of living as a result of the withdrawal of fuel subsidy by the Federal Government. Zulum in July launched the distribution of palliatives which targeted over 300,000 households with about six persons per household to reach 1.8 million persons in need. Under the programme, each eligible resident in Feezan received a palliative voucher that entitled them to get food items in order to reduce the hardship due to the rising prices of commodities. At the latest distribution in Feezan, the 2,000 households comprising 1,000 heads of male households and 1,000 heads of female households each received one bag of rice and a bag of beans. To ensure transparency and accountability in the selection process, Borno State Government engaged the civil society to be part of the palliative distribution committee. Speaking at the event, Governor Zulum represented by the Commissioner for Local Government and Emirates Affairs, Hon.
