Borno State Governor, Babagana Zulum, on Saturday visited the National Youth Service Corps orientation camp in Maiduguri.

During his visit, as the camp reopened after 13 years, he announced the donation of N36.4 million as palliatives to the 1,215 youth corps members deployed to the state for their national service.

Zulum also allocated 100 bags of rice, 10 cows, 10 bags of 100 kg of beans, and 10 gallons of cooking oil for special meal to be prepared for the corps members during their ongoing three weeks orientation camping.

We want to extend palliatives to members of the National Youth Service Corps. Each one of you will receive the sum of N30,000, that amount will be credited to your accounts as soon as your bank details are provided to me”, Zulum said.

He added: “In addition to that, we have provided you with 100 bags of rice, 10 bags of 100kg beans, 10 gallons of cooking oil and 10 bulls.”

The governor charged the corp members to adhere to camp rules by living peacefully among themselves and engaging in acts that will foster peace in the country.

“I want you to be dedicated and loyal to constituted authorities. Make friends in this part of the country so that together we can build a prosperous Nigeria with sustainable economic growth and development”, Governor Zulum urged.

The governor expressed gratitude to the Federal Government for improving the security situation in Borno State which enabled the return of NYSC orientation camp in Maiduguri.

For years, the FG suspended the hosting of NYSC orientation camp in Maiduguri due to activities of insurgents. Batches of corps members to Borno State were hosted in Bauchi and Katsina States for their three weeks orientation camping activities after which they were sent to Borno State for primary assignments.

Importation of cattle, camel, sheep, dates (Dabino) and other food items from Niger Republic has been grounded following the closure of borders by Nigerian authorities as part of efforts to restore civil authority to the neighbouring country, Daily Trust reports.

Traders, transporters and middlemen said they are losing their means of livelihood and called for a re-think by all contending parties. And within Nigeria, retailers and consumers of the items said they are becoming scarce amid rising prices.

President Mohamed Bazoum was toppled in a palace coup by the Nigerien military led by Abdourahamane Tchiani on July 26 and few days after, the Economic Community of West African States (ECOWAS) vowed to invade Niger if the junta failed to restore democratic order.

The regional bloc led by President Bola Tinubu also slammed various sanctions including border closure, cutting of electricity supply, among others. The African Union (AU) also followed suit with other sanctions.

But findings revealed that while millions of Nigeriens are passing through difficulties following the blockade, Nigerians have also started feeling the brunt of the sanctions, especially in the area of supply of proteins.

According to Statista, live cattle in Nigeria amounted to around 21.16 million heads as of 2021.

But a large chunk of the cattle and sheep being consumed in all parts of Nigeria comes from Niger, according to findings and interviews with those doing the business.

At least six states in Nigeria share a border with Niger. These include Sokoto, Kebbi, Katsina, Jigawa, Yobe and Borno.

Sequel to the continued border closure, businesses connecting the two countries through the land borders are suffering, Daily Trust gathered.

Our correspondents in the border communities report that supplies to other states across North and South have reduced.

Supply reduced by 50% in Borno

In Maiduguri, the Borno State capital, Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and butchers at the abattoir said flow of cows and other livestock into the state has reduced to less than fifty per cent.

MACBAN chairman, Alhaji Muhammad Karube, said the recent border closure aggravated their travails because since the beginning of Boko Haram insurgency, the herders could only use land border access into Nigeria to avoid incessant killings of their members by the insurgents.

“Now that the border has been closed, and our members could not use the bush path to bring in the cows, supply has gone down.”

When our correspondent visited the Maiduguri Abattoir at Gamboru Market, meat sellers said there was a massive reduction in the number of cows being slaughtered. One of them, Malam Ali Buba, said the number of cows that came into the abattoir kept reducing by the day.

“Before the Boko Haram insurgency, we used to slaughter 200 cows, but were reduced to a bit above 100 due to the activities of the insurgents.

“And now that the ECOWAS sanctioned Niger and closed its borders, we hardly slaughter 50 cows in a day because the supply stopped.

“A cow that we used to buy for N250, 000 is now between N300, 000 and N350, 000; that is why a kilo of meat is sold for N3,000 as against the N2, 500 being sold before,” he said.

My dates in four trucks grounded

Chairman of Dates Sellers in Maiduguri, Alhaji Hussaini Mai Dabino lamented how the closure of Niger borders with Nigeria pushed thousands of his members out of business.

He recounted that he had four trucks loaded with dates due for arrival last month but he could not take delivery as a result of the coup that obstructed everything.

Date is a popular delicacy in the North as people eat it as fruit and also for naming and marriage ceremonies. Its demand goes higher during Ramadan as Muslims eat it during Iftar for spiritual upliftment.

“I don’t know what would happen to these goods. Imagine having trucks of goods worth hundreds of millions of naira in Niger in this present situation,” Mai Dabino said.

“It is sad, we are in between the two devils; more thousands of my members are jobless now. We don’t get supply and they don’t have goods to sell.

“Our leaders should put themselves in our shoes, we are losing millions every day. We don’t know when they will reopen borders and it is tough taking care of our families.”

Another marketer, Salisu Yusuf, said, “We are in a serious problem. A bag of dabino, which was being sold at between N65, 000 and N70, 000 is now N115, 000 per bag. A mudu is now N4,500 instead of N2,500. It is very scarce in the market. I have less than a bag now.”

Largest cattle market in Jigawa desolate

In Maigatari Local Government Area, the livestock market is the largest in Jigawa State, which is also located just by the border station that has been sealed off by the Nigeria Customs Service (NCS), the Nigeria Immigration Service (NIS), National Drug Law Enforcement Agency (NDLEA), the Department of Security Services (DSS), among others.

Speaking to Daily Trust, the representative of the District Head of Maigatari, Yakubu Aminu said while the security have intensified efforts in ensuring non movement across the border, others still find their way in because there is high demand for livestock.

“You know apart from the official border, there are enough bush paths for illegal movement without the security operatives seeing them coming in with the animals.

“But all these are done with foot without using any vehicle. In that regard, when you are used to bringing in truck loads of anything before you will have to bring maybe a hundred now.

“It is affecting businesses of course but we are still praying. Honestly, because of their steadfastness, even our people are complaining but they have to do their job.”

Bashir Adamu, a business man at the border market said most of the commodities that are being supplied from Niger dropped by 60-75 per cent.

Likewise in the Shuwarin dates market, most of the marketers have reportedly left the business as a result of the shortage of supply.

Most of the stalls of the dates cited by the Daily Trust have been closed.

Najib Suleiman said the business was grounded because the prices of dates have skyrocketed since the closure of the border.

He said about 20 of his colleagues have left the business.

Ado Yusuf Shuwarin said the reason why some of them are still in the market is because of their old stocks.

“If our dates finished, we would leave the market because the dates are no longer being supplied to us,” he said.

Low key in Kano

Kano State is a destination and haven for businessmen and women who trade between Niger Republic and Nigeria.

The Public Relations Officer of Yan Awaki Livestock market said that recently, the trade in animals between the two countries has drastically declined, which is affecting business a lot.

Yan Awaki, which is located at Unguwa Uku area of Tarauni Local Government Area, is one of the largest and most active livestock markets in the state that also serves as the animals’ dispatch point to other states, especially southern and eastern parts of the country.

He said, “Things are not moving but as you know, with the power of prayers, we are managing. For us here, as a market that used to witness truckloads of animals in thousands every day, we are now receiving them in hundreds instead and it is affecting protein supply to all parts of the country,” he said.

“The animals you are seeing now are being brought through illegal ways, through the bush due to the nature of the borders.”

Our correspondent reports that Kantin Kwari in particular is one place that benefits more from the Niger-Nigeria relationship but businessmen there are now lamenting.

Abdulmalik Hamza sells textile materials, bed sheets and mosquito nets there.

“At the beginning when the coup d’état took place, everything stopped but thanks be to God, we have found drivers who take our goods through,” he said.

Ismail Musa said it is a loss-loss situation for all. “The prices of all the things we used to bring from Niger like livestock and spaghetti have increased and from here, costs of textile being taken to Niger have jumped up. The blockade is not doing anyone any good.”

Over 500 trucks stranded in Katsina border

A resident of Dankama, one of the major markets close to the Niger border in Katsina State, said the animal population in the market was down by at least 70 per cent, while the prices have doubled in most cases.

“In the past, you could see a single trader bringing in about 50 animals, but some of them have completely stopped while those who could not remain at home, they strive to bring like 10.

“Let me start with the small ruminant animals- goats and sheep. For instance, a small goat we used to purchase at the rate of N15, 000 before this impasse is now sold between N25, 000 and NN30,000, which means the price has almost doubled.”

Similarly, at Mai’ adua, another major market, a businessman described the situation as pathetic, saying both sides of the border have been badly affected by the closure.

“A lot of people are out of business while others have chosen to go the illegal way to import the commodities from Niger, following very difficult processes, which will definitely reflect in the prices of the goods.

He said the scarcity of the animals also affected their prices, adding that livestock trading is the backbone of the Mai’adua market because other activities depend on it.

At the Jibia border in Katsina State, it was gathered that there were at least 500 trucks loaded with goods stuck on the Niger side of the border, a situation that caused the scarcity of the commodities in the Nigerian markets.

A driver of one of the trucks, Yusuf Musa, said most of the goods in the trucks, which include tiger nut, dates and potash could be spoilt by the rain, saying some of them have spent weeks at the border.

A trader at the Jibia market said due to the scarcity of the goods, the prices have increased by 50 to 75 per cent, and expressed fear that if the impasse prolonged, the items will completely cease to be available in the markets.

Same in Sokoto

Marketers and buyers at the Illela international market have been lamenting over low patronage and shortage of commodities due to border closure.

One of the traders, Yahya Amarawa said they were only attending the market as a symbolic gesture but not for trading to make profit.

“Even those that usually come in on donkeys and motorcycles through the bush paths have stopped,” he said. It was the same lamentation at the animal section of the market as soaring prices due to scarcity scares people away from the market.

Musa Gwabna (donkey seller), noted that the business has not been flourishing for long because of the naira depreciation.

“The situation is further compounded by the recent border closure. Before, we were buying a donkey in Niger Republic at the cost of 40,000 CFA, which was roughly N30, 000 but 40,000 CFA is equivalent to N50, 000 now.

“We used to get donkeys from Niger, Mali and Algeria until they stopped coming in,” he said.

Russian President Vladimir Putin has sent his
condolences to family of Yevgeny Prigozhin, the
leader of Wagner Group who died on board the
plane that crashed on Wednesday.
According to CNN, Putin during a meeting on
Thursday with the head of the self-proclaimed
Donetsk People’s Republic (DPR) Denis Pushilin in
the Kremlin made his first public comments on the
plane crash believed to have killed Yevgeny
Prigozhin, saying the Wagner leader had made
“serious mistakes in life.”
The crash took place northwest of Moscow and
killed all on board, including Prigozhin, said
Russia’s aviation agency.
Prigozhin's mercenary group had gained
prominence for its brutal methods worldwide and
its battleground victories in the Ukraine war.
Putin said: “First of all, I want to express my
sincere condolences to the families of all the
victims, this is always a tragedy. Indeed, if they
were there, it seems … preliminary information
suggests that Wagner Group employees were also
on board."
Speaking about Prigozhin in the past tense, Putin
said he’d known the Wagner chief “for a very long
time,” and that he was “a talented man, a talented
businessman.”
“He was a man of difficult fate, and he made
serious mistakes in life, and he achieved the
results needed both for himself and when I asked
him about it – for a common cause, as in these last
months,” the Russian president said.
The crash of Prigozhin’s plane happened two
months after Prigozhin and Wagner staged their
insurrection, the biggest challenge to Putin’s rule
in over two decades.
Just days after the mutiny, a furious Putin made it
clear that he viewed the actions of Wagner as a
form of treason. While he did not mention
Prigozhin by name, he accused “the organizers of
the rebellion” of betraying Russia itself.
A witness to the crash told Reuters he saw a wing
fly off the plane before it headed toward the
ground on Wednesday. “It glided down on one
wing. It didn’t nose-dive, it was gliding,” he said.
Prigozhin’s apparent death follows a series of
incidents in which Kremlin critics have died or
had attempts made on their life.
No evidence has been presented that points to the
involvement of the Kremlin or Russian security
services in the crash. The cause of the crash is
unknown and Russian authorities have launched a
criminal investigation.
Putin pledged this investigation would be
thorough. “But what is absolutely certain, the
head of the Investigative Committee reported to
me this morning. They have already launched a
preliminary investigation into this incident. And it
will be carried out in full and brought to
completion,” Putin said.
US President Joe Biden, prominent Russia critic Bill
Browder and Ukrainian presidential aide Mykhailo
Podolyak have all suggested they believe Putin
was behind the crash.

US 'Believes Missile Inside Russia Likely Shot Down Plane With Wagner Boss, Prigozhin' As Ukraine Denies Involvement

The United States government has claimed that a surface-to-air missile inside Russia likely shot down the plane believed to be carrying the leader of mercenary group Wagner, Yevgeny Prigozhin and nine other passengers on Wednesday.

This was confirmed to Reuters by US authorities, who spoke anonymously, adding that the information was still preliminary and under review.

SaharaReporters had reported how 10 people were killed in the private jet crash north of Moscow - with the Russian Civil Aviation Authority saying Yevgeny Prigozhin was on the passenger list.

Seven passengers and three crew were on board the Embraer aircraft, which was en route from Moscow to St Petersburg, TASS news agency also reported.

The jet was said to have crashed in the Tver region, north of Moscow.

Prigozhin shared his first video address since his aborted June mutiny just a few days ago.

Meanwhile, Ukrainian President Volodymyr Zelensky, while reacting to Prigozhin’s death on Thursday, denied the involvement of his country.

"We have nothing to do with this situation, that's for sure. I think everyone knows who this concerns," he told reporters a day after a private jet on which Prigozhin was registered as a passenger crashed between Moscow and Saint Petersburg.

The reported death of the leader of the Russian mercenary group,
Wagner, Yevgeny Prigozhin in a plane crash yesterday has raised
tension and speculations around the world especially concerning
the alleged plot by the militant group to back the military junta in
Niger Republic.
The Niger junta led by General Abdourahmane Tchiani which
toppled President Mohamed Bazoum in July was alleged to be in
serious talks with Wagner for military assistance to contain a
possible attack by the ECOWAS standby force after the regional
bloc threatened to restore Bazoum to power through military
intervention.
Unconfirmed reports said that Prigozhin was seen in Niger trying
to negotiate with the junta towards counter the threat issued by
the ECOWAS Heads of State and Government to use force to
restore Bazoum to power if diplomacy fails.
The death of Prigozhin may have changed the equation in the
country, further deepening the crisis in Niger, but experts are
looking at the issue with a deep sense of caution due to Russia’s
alleged deft moves in complicating issues of this nature.
Prigozhin was reported to be on the list of passengers on the
aircraft that crashed in the Tver Region, Russian authorities said.

The governor made the disclosure on
Friday at an event to discuss areas of
cooperation, trade and assistance to the
state with the Embassy of the United
States in Abuja.
Kefas explained the focus of his
administration and steps already taken to
reposition the state, especially, in key
sectors like agriculture, health services,
and mining and solid minerals, which will
require the expertise of the American
Government and private sector
involvement to harness the potential for
growth and development of the state.
According to him, the rationale behind
the compulsory free education policy at
basic and secondary education levels is to
lift the burden on parents and as a radical
approach to the problem of insecurity by
attacking it at the base.

He insisted that poverty has also been at
the root of many conflicts which the free
education programme that encompasses
books, uniforms, teachers’ welfare, and
infrastructure aims to address.
Kefas also sought the cooperation of the
embassy in areas of cultural exchanges,
environment and climate change, as well
as securing grants and capacity building
on clean energy, insecurity, economic
development and gender issues.
The embassy officials promised to foster
closer cooperation and facilitate linkages
with the American government and US
companies in the areas mentioned in a
mutually beneficial manner.
They suggested regional cooperation
amongst states so that American support
through USAID and similar agencies can
reach a wider audience.

the Embassy head of Political Affairs;
David Frost, that of Economic Affairs

track economic and social development,
had earlier visited the Embassies of

Divine Samuel grows rice on his farm in Mdiogbuonye Oma Ndi, Aro-Amuro, a rural community in Okigwe Local Government Area of Imo State in Nigeria’s south-east region. But early this year, he was attacked on his way to the farm by gunmen enforcing the sit-at-home order of a pro-Biafra secession group. He was beaten and abandoned by a roadside. “Since then, I have stopped going to any of my farms on sit-at-home days,” Mr Samuel told a PREMIUM TIMES reporter who visited the area in July. The farmer said the gunmen often moved about with AK-47 rifles, sometimes chatting with residents at drinking joints in the community, before turning violent during the sit-at-home days. Like other farmers, Mr Samuel said his reduced farming activities have affected the yields from his farms. “Any day you fail to go, weeds may destroy the rice. If the weeds grow very well on the farm, the entire rice may become chaff. But if you are visiting there regularly and weeding it and guiding it, then it will do well,” he said. “For instance, sometimes, we are unable to harvest our yams at the due time and some of them will decay. It is the same thing for cassava. Fear does not allow anybody to go and harvest their crops in due time,” he stated.
“What I harvest now is far less compared to what I usually harvested before the sit-at-home started.” Scary Statistics About 25.3 million people would face food insecurity in Nigeria between June and August 2023, according to the United Nations’ Food and Agriculture Organisation . Data from the National Bureau of Statistics (NBS) shows that Imo State, in February 2023, emerged as the second worst-hit state in the country by food inflation on a year-on-year basis. “When farmers can’t work in their farms, issues of adequate food availability, issues of adequate consumption and nutritional values will all be affected and these are the pillars of food security,” Agwu Ekwe, a professor of agricultural extension at the University of Nigeria Nsukka, told PREMIUM TIMES. Insecurity and unrest in Imo The outlawed Indigenous People of Biafra (IPOB), in August 2021, ordered residents of the South-east to sit at home every Monday towards pressuring the Nigerian government to release its detained leader, Nnamdi Kanu, who is standing trial for treason at the Federal High Court, Abuja. The separatist group later amended the order to be implemented only on days when Mr Kanu appears in court. But despite the amendment, residents of the five South-east states, including Imo, always stayed indoors on Mondays, mostly out of fear. The gunmen also, sometimes, randomly announce days for sit-at-homes. To ensure compliance, they randomly attack those who dared step out. Aside from the toll that the siege has had on businesses and livelihoods, hundreds of people have been killed or injured in the region by enforcers of the order. Several residents told this newspaper that the situation usually worsens during clashes between suspected agents of the pro-Biafran group and Nigeria’s security agencies, as farmers are sometimes caught in the crossfire. And the issue appears to have split IPOB as Mr Kanu has declared those still enforcing the order as criminals blackmailing the separatist group. Mr Kanu, through a letter made public in July by Aloy Ejimakor, his counsel, ordered Simon Ekpa, a Finland-based member of IPOB who calls himself the group’s deputy leader, to stop issuing sit-at- home orders in the region. But Mr Ekpa described the letter as “fake,” claiming it was written by the State Security Service (SSS). He maintained that the order would continue to be enforced until Mr Kanu speaks to him directly. Governor Hope Uzodinma, in an effort to check violence linked to the agitation in Imo State, floated the Ebubeagu Security Network, a community vigilante group. But the activities of the outfit appeared to have instead worsened the unrest in the state. For instance, Amnesty International Nigeria, like many other rights groups, has repeatedly accused Ebubeagu of extra-judicial killings under the pretext of attacking IPOB members in the state and region. Violence in Imo Imo State recorded the highest number of deadly attacks in the South-east and South-south regions in the first quarter of 2022, according to a recent report by Foundation for Partnership Initiatives in the Niger Delta (PIND). The report said violence related to the separatist agitation caused more than 25 fatalities in the state within the period. Over 400 deaths as a result of the violence were recorded in the state between January 2019 and December 2021, according to another report by PIND. Such attacks, especially in rural areas, are scaring people away from their farms. Survival strategy Charity Otti, who cultivates a variety of crops including cassava and vegetables in Mdiogbuonye Oma Ndi community, said she no longer goes to her farms. “Our farms are far from here and we usually trek to the place. But when there is a sit-at-home, nobody goes anywhere,” the mother of four said. Charity Otti, a farmer Iweka Nwokolo, a farmer and indigene of Ofeinyi Amuro, another community in the council area, spoke in the same vein. “Nobody goes out on sit-at-home days,” he said. Iweka Nwokolo Ikechukwu Onyiro, a leader in the community, told PREMIUM TIMES that most farmers only go to farms that they have within their compounds on such days. Ikechukwu Onyiro, a community leader and farmer “Whenever there is a sit-at-home and I need to get to my farmland, I will hide by following bush paths to avoid coming face to face with them (gunmen) along major roads where they move about,” the community leader said. ‘Rain of gunshots, killings scare us’ The story is the same at Umuaguma, a community in Mgbidi, Oru West Local Government Area of the state. Ugochi Udemadu was clearing her farmland to plant cassava when a PREMIUM TIMES reporter visited her in late July. Ugochi Udemadu “We avoid stepping out during those sit-at-home days. We often hear heavy gunshots here and get really scared,” she said. The farmer said many people in the community had been attacked on their farms. “They flogged and chased us out of our farms,” she said, adding that the gunmen would have done worse if they (the farmers) were men. “This place is their checking point,” Mrs Udemadu said, pointing at a major road near her farm.

Qatar has commenced the construction of 500,000 housing units for less privileged residents of Kaduna State, North-west Nigeria.

The Mega Economic City project was officially inaugurated by Qatar’s Ambassador to Nigeria, Ali Bin Ghanem Al-Hajri on Wednesday in Kaduna.

Mr Al-Hajri said the projects aim to improve the living conditions for underprivileged families in the state.

Mr Al-Hajiri commended the state’s governor Uba Sani for his support for the successful launch of the project – Qatar Sanabil Project.

Aside from the construction of the housing units, Qatar Charity has also pledged an array of interventions and empowerment programmes for the less privileged across Kaduna, the official said.

“These include scholarships for orphans and children of the poor, distribution of sewing machines, welding machines, irrigation pumping machines, salon kits, and drilling of hundreds of boreholes across the 23 local government areas of Kaduna State,” Mr Al-Hajri said.

In his remarks the governor, Mr Sani commended the Embassy of Qatar in Nigeria and the Qatari-owned Sanabil Project for aligning with Kaduna’s “business-friendly environment.”

“The Economic City will provide world-class infrastructure and make Kaduna a reference point in modern and affordable accommodation with adequate security and a conducive atmosphere for business activities,” he said.

“It will facilitate international trade while serving as a platform for local entrepreneurs and traders. It will also harness product value chain opportunities and improve economic growth,” the governor said.

The governor said the project extends beyond housing, it also provides clinics, shops, poultry farms, and farmlands for the rainy season and irrigation farming.

Expectedly, the deputy President of the Senate, Barau Jibrin and the deputy Speaker of the House of Representatives, Benjamin Okezie Kalu (52), are to be appointed Chairmen of Committees for the amendment of the Constitution whose objectives among others, include creation of more states. That is another financial jamboree in the making. Between 1979 and 1983, and since 1999, the legitimate procedure by the National Assembly, to take money out of the treasury has been under the pretext that new states will be created. And we have watched in our docility the actions of the members of the National Assembly on this issue. If we are to calculate the money spent by the National Assembly since 1999 to date on Amending the Constitution especially on the issue of creation of more states, the money is enough to tar the dilapidated roads in Nigeria. And yet we keep spending this money inspite of our lean resources. I am not against the amendment of the Constitution but I am advocating for the reduction in the cost of governance. There is no alternative to the amendment of the Constitution if we are to have good governance in Nigeria. Since the present Constitution we have is defective, we have to amend it often and often. Our 1999 Constitution must be one of the few constitutions in the world that did not pass through a referendum or plebiscite. If I may ask what has happened to the reports prepared by the former deputy Senate President, Senator Ibrahim Mantu(1947-2021) or Senator Ike Ekweremadu, who served as deputy Senate President between 5 June 2007 to 9 June 2019 or Senator Obarisi Ovie Omo-Agege(60), who served between 11 June 2019 to June 11 this year, on the amendment of the Constitution. If I may also ask, what of the reports on the amendments of the constitution prepared by Prince Chibudum Nwuche (61), who served between 1999-2003 as deputy speaker of the House of Representatives or Chief Austin Adiele Opara, who served between 2003 to 2007, Babangida Saidu Nguroje(2007-2011), Chukwuemeka Ikem Ihedioha(6 June 2011 – 6 June 2015), Alhaji Usman Bayero Nafada, Yusuf Sulaimon Lasun (9 June 2015-9 June 2019) and Ahmed Idris Wase, from 2019 to this year. There is nothing stopping Chief Benjamin Okezie Kalu and Senator Barau Jibrin from adopting some of the recommendations of their predecessors, especially the ones that are useful instead of wasting money touring the whole country or hiring consultants with a view to amending the Constitution. As for the creation of states as contained in the Constitution, the truth is that the ARMY, that handed to us the 1979 and 1999 Constitutions, do not want new states to be created and that is why except the Mid Western region which was created by civilians in 1963, no new state has so far being created by the civilian government. If you look at section 8 of the 1979 Constitution and Section 8 of the 1999 Constitution, they are the same. The two sections were smuggled into the Constitution by the military. The Constituent Assembly that served between 1977 and 1978 did not discuss section 8 of the 1979 Constitution. In short it was a military decree. Section 8 of the 1979 Constitution states that “An act of the National Assembly for the purpose of creating a new State shall only be passed if — (a) a request, supported by at least two-thirds majority of members (representing the area demanding the creation of the new State) in each of the following, namely—(i) the Senate and the House of Representatives, (ii) the House of Assembly in respect of the area, and (iii) the local government councils in respect of the area, is received by the National Assembly; (b) a proposal for the creation of the State is thereafter approved in a referendum by at least two-thirds majority of the people of the area where the demand for creation of the State originated; (c) the result of the referendum is then approved by a simple majority of all the States of the Federation supported by a simple majority of members of the Houses of Assembly; and (d) the proposal is approved by a resolution passed by two-thirds majority of members of each House of Assembly. (2) An Act of the National Assembly for the purpose of boundary adjustment of any existing State shall only passed if— (a) a request for the boundary adjustment, supported by two-thirds majority of members (representing the area demanding the boundary adjustment) in each of the following, namely— (i) the Senate and the House of Representatives, (ii) the House of Assembly in respect of the area, and (iii) the local government councils in respect of the area, is received by the National Assembly; and (b) a proposed for the boundary adjustment is approved by—(i) a simple majority of members of each House of the National Assembly, and (ii) a simple majority of members of the House of Assembly in respect of the area concerned”. Section 8 of the 1999 Constitution states that (1) “An Act of the National Assembly for the purpose of creating a new State shall only be passed if-(a) a request, supported by at least two-thirds majority of members (representing the area demanding the creation of the new State) in each of the following, namely -(i) the Senate and the House of Representatives, (ii) the House of Assembly in respect of the area, and (iii) the local government councils in respect of the area, is received by the National Assembly; (b) a proposal for the creation of the State is thereafter approved in a referendum by at least two-thirds majority of the people of the area where the demand for creation of the State originated; (c) the result of the referendum is then approved by a simple majority of all the States of the Federation supported by a simple majority of members of the Houses of Assembly; and (d) the proposal is approved by a resolution passed by two-thirds majority of members of each House of the National Assembly. (3) A bill for a Law of a House of Assembly for the purpose of creating a new local government area shall only be passed if – (a) a request supported by at least two-thirds majority of members (representing the area demanding the creation of the new local government area) in each of the following, namely -(i) the House of Assembly in respect of the area, and (ii) the local government councils in respect of the area, is received by the House of Assembly; (b) a proposal for the creation of the local government area is thereafter approved in a referendum by at least two-thirds majority of the people of the local government area where the demand for the proposed local government area originated; (c) the result of the referendum is then approved by a simple majority of the members in each local government council in a majority of all the local government councils in the State; and (d) the result of the referendum is approved by a resolution passed by two-thirds majority of members of the House of Assembly. 4) A bill for a Law of House of Assembly for the purpose of boundary adjustment of any existing local government area shall only be passed if- (a) a request for the boundary adjustment is supported by two-thirds majority of members (representing the area demanding and the area affected by the boundary adjustment) in each of the following, namely – (i) the House of Assembly in respect of the area, and (ii) the local government council in respect of the area, is received by the House of Assembly; and (b) a proposal for the boundary adjustment is approved by a simple majority of members of the House of Assembly in respect of the area concerned. (5) An Act of the National Assembly passed in accordance with this section shall make consequential provisions with respect to the names and headquarters of State or Local government areas as provided in section 3 of this Constitution and in Parts I and II of the First Schedule to this Constitution. (6) For the purpose of enabling the National Assembly to exercise the powers conferred upon it by subsection (5) of this section, each House of Assembly shall, after the creation of more local government areas pursuant to subsection (3) of this section, make adequate returns to each House of the National Assembly”. You will discover the similarities between Section 8 of the 1979 and 1999 Constitutions. So far, these are the two Constitutions we have operated in our Presidential System between 1979 to 1983 and since 1999 to date. I covered the Constitution Drafting Committee proceedings and also the proceeding of the Constituent Assembly, the issue of creation of more states was never discussed at the Constitution Drafting Committee. Of the fifty members of the Constitution Drafting Committee, I think only four of them are still alive. They are Alhaji Lateef Olufemi Okunnu(90), Professor Benjamin Obi Nwabueze (91), Alhaji Mamman Daura(83) and Professor Godwin Anibeze Odenigwe(97). They are my living witnesses. While inaugurating the Constituent Assembly on October 6, 1977, the then Head of State, General Olusegun Obasanjo GCFR, warned that the no go areas which the Assembly must not discuss include the composition of the Supreme Military Council and the creation of states. He declared on that day “I believe also that valuable time will be saved by sticking to your “Term of Reference” as closely as possible. May I emphasise that the purpose of your being here is to discuss the draft Constitution already produced by the Constitution Drafting Committee and to come out with your recommendations. These will then be taken to the Supreme Military Council. Thereafter, a Decree on the subject of Constitution for the Federal Republic of Nigeria will be considered and promulgated to usher in the new Constitution. Your time here is therefore precious and should be described to this all important subject. All diversion from it of the consideration of extraneous matters which are not the subject for discussion by the Constituent Assembly should be avoided. The Electoral Regulations Decree which will govern the conduct of the first elections before the departure of the Military Administrations will be promulgated by the Supreme Military Council and will be placed before the Constituent Assembly for consideration as a schedule to the Constitution for use in post Military Administration elections”. On November 1, 1977, while presenting the bill for the new Constitution, the Chairman of the Constitution Drafting Committee, Chief Frederick Rotimi Alade Williams SAN (16 December 1920 – 26 March 2005) spoke on the promulgation of the new Constitution, foundation of the Constitution, the Federal Sharia Court of Appeal and many other issues. He did not touch the issue of creation of states. Same with the chairman of the Constituent Assembly, Mr. Justice Egbat Udo Udoma (21 June 1917 – 2 February 1998). Yet by curiosity, Section 8 was smuggled into the 1979 Constitution by the ARMY. What happened on the last two days of the sitting of Constituent Assembly, that is on June 1, 1978 and on Monday, June 5, 1978, was that some members of the Assembly, wanted their states to be created so that it could form part of the bill which was mandatory for the Supreme Council to approve. The Chairman of the Assembly, Mr. Justice Egbert Udo Udoma objected to the procedure along with some members including Mr G.A. Graham Douglas. The members who wanted the states were Chief G. Ajeigbe, who wanted Ibadan state, Chief Bisi Onabanjo, who wanted Ijebu state with Remo inclusive, Dr. Joseph Wayas, who wanted Ogoja state, in the present Cross River state, Chief S.O. Apetuje, Chief S.F. Fajobi and G.A. Falaye, who wanted Ekiti state, Alhaji S. Z. Daura who wanted Katsina state among others, Chief C.C. Onoh who wanted Wawa state which is the present Enugu state. In his ruling on June 1, 1978, the chairman of the Assembly, Justice Udo Udoma ruled that “all the Amendments to Section 3 of the Bill, crystallising as they do and falling in reality into the category of proposals for the creation of new states, must be considered in my view, in their widest perspective. For the purpose of the ruling, consideration must rest on two main prongs.

Borno State Governor, Babagana Umara Zulum, has distributed food
and other palliatives to 2,000 residents of Feezan ward in
Maiduguri Metropolitan Council (MMC).
The distribution which took place on Wednesday at the Mohammed
Goni College of Legal and Islamic Studies is part of ongoing efforts
to reduce hardship caused by rising cost of living as a result of the
withdrawal of fuel subsidy by the Federal Government.
Zulum in July launched the distribution of palliatives which targeted
over 300,000 households with about six persons per household to
reach 1.8 million persons in need.
Under the programme, each eligible resident in Feezan received a
palliative voucher that entitled them to get food items in order to
reduce the hardship due to the rising prices of commodities.
At the latest distribution in Feezan, the 2,000 households
comprising 1,000 heads of male households and 1,000 heads of
female households each received one bag of rice and a bag of
beans.
To ensure transparency and accountability in the selection process,
Borno State Government engaged the civil society to be part of the
palliative distribution committee.
Speaking at the event, Governor Zulum represented by the
Commissioner for Local Government and Emirates Affairs, Hon.
Sugun Mai Mele, said 15 wards in Maiduguri Metropolis will benefit
with each ward receiving 2,000 bags of rice and 2,000 bags of
beans.
