South African President Cyril Ramaphosa has said that an independent inquiry has found no evidence that a Russian ship collected weapons from the country late last year. Ramaphosa in an address to the nation on Sunday said the accusations had a damaging effect on South Africa's economy and its standing in the world, Reuters reports. The US ambassador to South Africa had accused South Africa of supplying weapons to Russia despite its professed neutrality in the war in Ukraine. According to the ambassador, Reuben Brigety, a Russian ship was loaded with ammunition and arms in Cape Town last December. But in his address to the nation, Ramaphosa said, "The panel found that there was no evidence to support the claim that the ship transported weapons from South Africa destined for Russia. "No permit was issued for the export of arms and no arms were exported." He said the ship had docked at the base to deliver equipment that had been ordered for the South African National Defence Force in 2018 by South Africa's arms procurement company Armscor. He said he could not reveal details of the equipment offloaded because that could compromise important military operations and put South African soldiers' lives at risk. "When all matters are considered, none of the allegations made about the supply of weapons to Russia have been proven to be true," Ramaphosa said. "None of the persons who made these allegations could provide any evidence to support the claims that had been levelled against our country." Without France, There’d Be No Mali, Burkina Faso And Probably Niger, President Macron Boasts
French President Emmanuel Macron has boasted that there would be no Mali or Burkina Faso and probably the Niger Republic too if not for France.
Macron boasted that French military operations in the Sahel region ensured the survival of the African countries, adding that “there would probably no longer be a Mali…Burkina Faso, and I’m not sure there would still be Niger.”
Macron was referring to the former colonial power’s interventions in the mid-2000s, Operations Serval and Barkhane in an interview with French publication Le Point, NAN reports.
French troops were moved from Mali to Niger after its military leaders cut ties with the former colonial power.
He said the interventions were done “at the request of African states” and were “successful” as his policy is facing scrutiny in the face of losing the allyship of last remaining ally, Niger, and increasing negative sentiment from Africans.
He further explained that while these operations reflect France’s “honour” and “responsibility”, France could no longer remain involved “when there is a coup d’état, and the priority of the new regimes is not to fight terrorism” even though this is “tragic for the states concerned”.
In the interview, Macron defended his administration’s policy in the Sahel as one of partnership rather than focusing on security.

The Federal Government has disbursed the sum of N2billion to each State of the Federation and the Federal Capital Territory (FCT) as part of the N5billion palliative package that was announced by the federal government to cushion the effects of petrol subsidy removal.
Minister of Finance and coordinating Minister of the Economy, Wale Edun, disclosed this to journalists on Friday at a press briefing to outline some of his headline policy plans for the nation’s economy.
Mr Edun said the facility was a blend of grant and borrowing by the federal government to the 36 States and FCT.
He said the fund was not part of the proposed $800 million World Bank loan to cushion the effect of the subsidy removal.
The minister said the Federal Government had to hold back on the balance of N3billion to avoid a spike in inflation figures if the funds were released at once.
The Minister said while the government cannot rely on borrowing to fund the national budget, it will mobilise revenue from improved oil production to earn more forex and create the enabling environment for local and foreign investors to come in to create jobs and improve the economy.

The Federal Capital Territory Administration under the FCT Minister, Nyesom Wike, on Monday demolished a fully completed multimillion naira duplex for building in an alleged unapproved plot of land. The building, located on Plot 226, Cadastral Zone A02 Wuse 1, Wuse, Zone 6 District, is said to belong to Oba Oyebade Lipede, the Alake of Egba land, but was allegedly taken over by one Alhaji Ibrahim Mohammed Kamba and Alhaji Ademu Teku, who illegally constructed the duplex against all warnings. He said the FCTA would not consider the status of any defaulting developer once development rules and regulations were violated. He said, “We demolished the duplex because somebody built without valid title and building plan approval on someone else’s land. ‘Investigation revealed that the developer is not the owner of plot, that is why we had to remove the building. “We allowed the building to this stage before demolishing it,= because we had to follow all the processes. He was served all the notices to stop work, but being a recalcitrant developer, he continued without heeding to the notices we served. “After our investigation we ascertained the original allottee, so we have to remove it. We are going to consult the legal department to know the next action against the developer.” SaharaReporters had on Monday reported that the FCDA also directed its officials to compile a list of serviced and vacant plots of land as well as abandoned buildings within their districts. The FCDA had given the order to “all the sector monitors” asking them to submit the list of serviced and vacant plots of land within their districts, according to a memo seen by SaharaReporters. The sector monitors – according to the circular by the FCDA which is under the Minister of the Federal Capital Territory (FCT) and former Rivers State governor, Nyesom Wike – are to submit the list of the serviced and vacant plots with photograph clips. Perform or be fired, Presidency warns ministers
An economic revival plan aimed at ensuring a new lease of life for Nigerians was released yesterday by the Federal Government. The plan includes bold economic reform, borrowing avoidable, foreign and domestic investment drive, restoration of national security, food security, job creation and promotion of ccountability.
President Bola Tinubu who reiterated his commitment to economic revatalisation said he will not permit indolence or any act capable of derailing his ‘Renewed Hope Agenda’ by any of his ministers.
He gave a marching order to the 45-member of the Federal Executive Council (FEC) to perform or be ready to be fired for incompetence.
The president, who presided over his administration’s maiden FEC meeting at the Council Chambers of the Presidential Villa, Abuja, advised the ministers to brace up for the challenges of governance.
Five ministers-Olawale Edun (Finance and Economy), Mohammed Idris (Information and National Orientation), Dr. Ali Pate (Health and Social Welfare), Abubakar Kyari (Agriculture and Food Security), and Doris Anite (Industry, Trade and Investment) and Special Adviser to the President on Media and Publicity, Ajuri Ngelale-shed light on how they will achieve the president’s eight-point agenda.
Anite said President Tinubu was targeting 50 million jobs or Nigerians in fulfilment of his campaign promises during the electioneering.
Edun said although President Tinubu inherited a bad economy, concerted efforts will be made to change the tide.
The president, who highlighted the challenges before the ministers, charged them to gird their loins.
He alluded to the priority areas, which were emphasised in his economic programmes, urging them to embrace activities that will enhance service delivery and prevent failure.
President Tinubu said the country relied on the minister’s skill, intellect, and networking, adding that they were appointed to make a difference.
He said: “As I said during the inauguration, I am the bus driver and you are the conductors. We have to make sure this country stays on the right path to succeed on behalf of over 200 million Nigerians. We willingly accepted the appointment and I accepted the mandate of Nigerians.
“I have delegated some of these powers to you to serve the country. You are a very lucky person to be selected among millions of Nigerians and we will use the opportunity to show that Nigeria has what it takes to dig ourselves out of our problems.
“We must find a home-grown re-engineering of our finances, manage our resources and let the economy work for the people of this country.
“There are so many things some cynics will say is impossible, but in your dictionary of service, everything is possible and must be possible. We have the talents; we have the level of intellectual capacity to turn this country around.
“You and I know that the expectation is high and it’s a tough time right now. We must work hard, commit ourselves and create a buoyant economy that will serve every Nigerian. We have an employment level that is unacceptable. We are threatened by climate change. We still have underemployment.
“But to turn things around, you have been selected to perform your utmost best. The policy agenda will be set out to reform the economy to deliver sustainable and inclusive growth, and strengthen national security for peace and prosperity. Without security there can be no investment. That is true. You have to convince them and the time is now to do that.
“When you look around the world, every leader is clamouring for what they believe on what should be there policy on food security. We have declared a state of emergency. What is your goal?
“Every one of you is a member of this team, every one of you, no partitioning. We can do whatever we want from the assignment of responsibility, but all depends on you, if you stay focused, we will all arrive at a better destination and the country will be better off for it.”
He added: “We must unlock the energy and natural resources of this country. We must start producing for ourselves, and dig ourselves out of the hole. We must focus on education, healthcare and social investment that is essential for the development of our people.
“Our priority areas are defined in our economic programmes. Every area is our priority and you belong in the driver’s position to realize and make that priority a fulfilling promise to the entire nation and the continent of Africa.
“You must achieve the economic growth that is expected of us. We must feed our people. We must leverage on what we have and grow more to satisfy Nigerians. It is all in your hands now.”
President Tinubu said he was prepared to listen to the ministers whenever they have concerns.
He stressed: “I am ready to listen. Like I said to NBA yesterday, I am ready even for corrections; only God is perfect. Don’t be afraid to take decisions. That’s the burden of leadership. I know some of you are still looking for offices. I believe the SGF, COS, HOSOF will work as a team to settle you down quickly.”
Drawing a pictorial analogy of the task before the government, Tinubu said: “Imagine yourselves that in this situation you have been called upon to fetch water from a dry well. The challenges are there, but we will deliver for Nigerians”.
Edun told reporters that he presented a “Roadmap for the Economy,” noting that the FEC agreed that the economy is not where it ought to be.
He also said that FEC examined eight priority areas and identified targets to deliver in the next three years, adding that the President had charged the ministers to roll out policies and programmes to turn the economy around.
Edun stressed: “First, he congratulated everybody and emphasised the high expectations of Nigerians and he encouraged us to be bold and courageous and innovative and to act with urgency in delivering a better life to all Nigerians.
“Essentially, we went through an exercise of looking at where things stood, regarding the economy, the growth rate, the exchange rate, inflation, unemployment and so on.
“The overriding conclusion is that we’re not where we should be and we also examined the President’s eight-point agenda, that is, the eight priority areas for moving the Nigerian economy forward and for delivering to Nigerians and those are basically food security; ending poverty, economic growth and job creation, access to capital, particularly consumer credit, inclusivity in all its dimensions, particularly as regards youths and women, improving security, improving the playing field on which people and particularly companies operate, rule of law, and of course, fighting corruption.
“It is around those matrix that the plans and the targets of what will be delivered in the next three years or so were identified, discussed and imputs were given by various ministers and we’ll now go away with the marching order to refine further the targets in particular and within weeks to start rolling out policies and programmes to turn around the economy and make things better for all Nigerians. That really is the substance of what the discussion was all about.”
Edun said the Tinubu administration inherited a bad economy with an unacceptable high rate of unemployment, and with inflation standing at 24%.
He said:“Per capital has fallen steadily, inflation is at 24 percent, unemployment is high, you know m are rebasing the way in which it’s calculated. Either way, it is high and youth unemployment is even unacceptably high, these are the key metrics that we have met.”
Asked to be specific on the kind of economy the Tinubu administration met on ground, the inister said: “We met a bad economy and the promise of Mr. President is to make it better”.
The Minister said the Federal Government would in not borrow money at this time, adding the emphasis is on how to create a macroeconomic environment where both local and foreign investors will invest and increase production.
Edun said: “Clearly, the Federal Government is not in a position to borrow at this time. Rather, the emphasis has to be on creating a stable, macroeconomic environment. Stable inflation, stable exchange rate, an environment within which people can come and invest and thereby increase production and further grow the economy; Improve and create jobs and reduce poverty.
“So, the aim of all reforms at this time is to focus on what we call equity to focus on investment to attract investment investment by Nigerians. Investment by foreign direct investors and even investment by portfolio investors that want to invest in the financial aspects of the Nigerian economy, such as the stock market, such as the bond market.
“So, that is the plan. That is the expectation and it is that there will not be a reliance on borrowing. Rather, as revenues increase, as the benefit of removing fuel subsidy and the subsidy on the exchange rate, those mean more money for government at all levels.
“Because, of course, through oil revenue, the federation earns dollars and if those dollars are feeding through, at let’s say, 700/750 or so naira to one dollar as opposed to 460 where it was before; clearly, that is repairing the finances of government are federal state and local government levels.”
Anite said President Tinubu was planning to create 50 million jobs.
She stressed: “In Mr. President’s manifesto during his campaigns, he promised 50 million jobs and that’s our target. We will take it in phases; we are looking at different sectors of the economy that will contribute to this job creation chief among them is the creative industry and the digital economy, and then the agric sector, agro-processing zones, and mining, oil and gas. The Federal Government says it has no intention to borrow from any local or foreign organisation with its removal of subsidy on petrol and exchange rate harmonisation.
The Minister of Finance and Coordinating Minister for the Economy, Chief Wale Edun, revealed this at the end of the inaugural Federal Executive Council meeting on Monday in Abuja.
He said that the benefit of the subsidy removal would be ploughed back into various sectors aimed at boosting government revenue and improving the business environment for local and foreign investment.
Edun said that with the increased revenue from subsidy removal, various palliatives have been made available to cushion its effect on a short, medium and long-term basis.
He reiterated the President Bola Tinubu-led administration’s desire to bring back the economy from the wood it has found itself over time.
Similarly, the Minister of Industry, Trade and Investment, Doris Uzoka-Anite, said investment offers were already coming up in different sectors of the economy, including oil and gas, health, solid minerals and agriculture.
She said that her ministry would collaborate with relevant Ministries, Departments and Agencies of government to achieve the president’s commitment to creation of jobs for the teeming youthful population of Nigeria.
On his part, the Minister of Health, Dr Ali Pate, said that critical sections of the health value chain would be exploited to improve the economy and create jobs for Nigerians.
He said that the president had directed them to be courageous and innovative in taking decisions that would benefit the country, adding that the president has already taken such moves.
Pate said that the president was responsive to the need to set the economy on the path of progress with his move to remove subsidy on petrol from the first day on his inauguration.
The Minister of Information and National Orientation, Alhaji Mohammed Idris, said that the president charged the cabinet members to be transparent in their dealings, especially in disseminating necessary information.

Uncertainty has pervaded the 36 states of the federation and the
federal capital territory (FCT) over the distribution of the N180
billion federal government palliatives to cushion the effects of
removal of subsidy on Premium Motor Spirit (PMS), LEADERSHIP
checks across the states has revealed.
It was learnt that the distribution process is going as smoothly as
expected, with a number of state governments setting up
committees to decide how to share the limited food stuffs to a
large and expecting population.
The committees are however said to be slow in getting the
palliatives across to the people, while states like Bauchi, Zamfara,
Adamawa, Ebonyi, Imo and Bayelsa are yet to distribute a single
grain of food items to the people.
The National Economic Council (NEC) had on August 17, 2023 said
that federal government had approved N5 billion as subsidy
removal palliatives to each of the 36 states of the federation for
the procurement of grains as well as five trucks of rice and 40,000
bags of maize for each of the states.
So far, a majority of the states have acknowledged the receipt of
N2 billion from the federal government, with some receiving all of
the five trucks of rice, while others say they have only received two
or three trucks.
A representative of the Civil Society Organisations (CSO) in the 18-
member committee set up by Governor Umo Eno of Akwa Ibom,
said members of the committee “are still working to get a
transparent and fair strategy of disbursing the relief materials
equitably to reach the rural and the urban poor.
“That is one of the causes of the delay in submitting the report to
the state government,” the source added.
And while all the states have no shortage of a poor and vulnerable
population, some governors are targeting disabled and displaced
persons. In other states, it is precisely the disabled that are
complaining of being overlooked.
In Kaduna, the state government said the palliative funds will be
utilised in three phases, as the first phase will be devoted to
distribution of food items to households.
Governor Uba Sani who disclosed this during a media briefing said
the second phase will take care of transportation and assistance to
small holder farmers, Micro, Small and Medium Scale enterprises.
Sani said the third phase will be devoted to the resuscitation of the
locomotive train from Zaria to Kaduna, and Sabon Tasha to
Kafanchan, all in a bid to ease transportation for citizens.
The governor explained that the first phase of implementation, the
distribution of palliatives in Kaduna Kaduna State will target
1,050,000 individuals (equivalent to about 210,000 Households).
He noted: “The families headed by People with Disabilities,
Widows, and the Elderly will be considered first. Other Poor and
Vulnerable Households, Orphanages and Internally Displaced
Persons Camps (where applicable) will also be given special
attention. 43, 000 bags of 50kg rice will be procured for distribution.
“We are committed to the effective implementation of measures
lined up in the three phases. For the first Phase, the State
Government has put all necessary machinery in place to ensure that
the purchase and distribution of the palliatives is hitchfree. We shall
also closely monitor the implementation.
“We call on our citizens to give maximum support and cooperation
to the Implementation Committee to ensure a seamless exercise.
The full weight of the law will be visited on anyone who attempts to
divert the palliatives meant for the people or tries to disrupt the
exercise.”
In Jigawa, the state government has already commenced the
distribution of palliatives across all the 27 local government areas
of the state.
After receiving five trucks of rice from the federal government, the
state government bought additional five trucks and distributed it,
with each local government getting 200 bags of 50kg which
translated to less than one bag per community.
However the state government had in its executive council meeting
approved the selection of 5,000 women for empowerment and
1,000 youth for special grant.
The distribution of the palliatives has generated a lot of rancour
and skirmishes, as the palliatives items were very little for a state
where the poverty rate is extreme among citizens.
Chairman of Joint Association of People With Disability, Jigawa
State chapter, Hon Adamu Shuaibu Jigawar Tsada, had decried
marginalisation of his members in the distribution of the palliatives.
He said the state government directed local government chairmen
to give consideration to disabled persons but only two of the 27
local governments complied.
In Adamawa, as residents await the arrival of palliative support
intervention from the federal government, acting governor of the
state, Prof Kaletapwa Farauta, has inaugurated a 20-member
committee to ensure a hitch free distribution of food and non-food
items.
Also, the state government had approved procurement of more
grain for distribution to the people.
Farauta urged the committee to work out modalities for the
transportation of the palliatives from the source to the distribution
points
She said the committee is to monitor and liaise with relevant
stakeholders and community agents in ensuring equity distribution
to the intended beneficiaries across the 21 local government areas.
Chairman of the committee, Awwal Tukur, said 3,200 metric tonnes
of maize palliative from the federal government would be sold at 50
per cent subsidised rate to the people.
Tukur said 5 trucks of rice could be distributed free as Red Cross
and UN agencies are incorporated as observers.
Executive secretary of the State Emergency Management Agency
(ADSEMA), Dr Mohammed Sulaiman, will serve as the secretary of
the committee.
The committee has heads of various security agencies in the state
as members.
Also, LEADERSHIP Sunday inquiries indicated that Abia State has
received N2billion and 3,000 bags of rice of 50 kilogrammes as its
allocation of the palliatives.
At the kick-off of allocation of the rice in the capital, Umuahia, the
chairman of the distribution committee, the Rev Fr Christian
Anokwuru, said the target is the poor and vulnerable.
The special adviser to the governor on policies and intervention,
therefore, directed that each of the 184 wards in the state be
allocated 14 bags each.
In his reaction, a representative of the state chapter of the Nigeria
Labour Congress, Okoro Ogbonnaya, expressed displeasure with
the number of bags, adding that there were not enough.
However, his counterpart in the Nigeria Union of Pensioners, Uma
Kalu, appealing for additional supply, noted with satisfaction the
mode of the distribution.
On its part, the Katsina State government said it purchased 40,000
bags of rice with the N2 billion soft loan received from the federal
government and distributed to its residents across the 34 local
government areas of the state.
The State commissioner for Information and Culture, Bala Salisu
Zango, explained how the state government utilised the palliative
fund for beneficiaries, stating that the committee set up by the
government had been the one in charge of all the distribution.
He added that the committee is made up of traditional and
religious leaders, local government chairmen, community leaders
and the lawmaker representing a local government council.
“The federal government of Nigeria directed the Central Bank to
release the funds to States as a soft loan, which the federal
government will repay 52 percent and states 48 percent over 12
months.
“Katsina State government under the leadership of Malam Dikko
Umaru Radda has already utilised the N2 billion received and
purchased 40,000 bags of rice to be distributed to each polling unit
in the state”, he said
He added that the state government has also directed all the 34
local government councils in the state to procure and distribute
maize to its citizens free of charge to cushion the effects of fuel
subsidy removal.
He urged the people to be calm and rest assured that once the
next tranche of funds is received by the federal government, the
state government will also provide the maize and distribute it
accordingly.
However, there is controversy surrounding the distribution of maize
in the state by some beneficiaries who complained that the maize
and grains distributed were rotten and inadequate to serve the
purpose.
But the chairman of the Association of Local Government of
Nigeria (ALGON), Bello Lawal, has since denied that the maize was
not part of the one they shared, adding that what they gave out to
the people was of good quality.

The Borno State Coordinator, National Youth Service Corps (NYSC), Comrade Mohammed Adamu Jiya, has revealed that most of the corp members posted to the state who had earlier applied for relocation of their services are battling to withdraw the applications following several favourable gifts coming to the camp, as well as presence of basic amenities.
Comrade Adamu stated this while speaking with journalists on Saturday at the Orientation Camp in Maiduguri, which was recently reopened after its closure in 2011 due to the Boko Haram insurgency.
He said initially, when the corps members arrived the camp, having been discouraged about the state, they came with all manners of medical reports seeking for relocation.
The camp coordinator said he used to tell the corps members who brought the applications that their reports were written by carpenters or themselves, adding that a corps member brought a report that his heart and liver were failing, while the same person with such medical report is a football captain in the camp.
“So, initially, almost all of them were putting up relocation letters, but eventually, what we are witnessing now is battle for withdrawal of the applications for relocation the corps members earlier submitted.
“And the reason for the battle for the withdrawals of the relocation applications could be attributed to the parents and guardians of the corps members, as well as news getting out from the mainstream media because, you can see fake news from the social media, but the mainstream media was able to disseminate the right information to parents through pictures and stories.
“One of them said that three of them were given posting letters, but when he came and saw that the camp was good, he invited his friends. Parents and guardians should disregard a lot of fake news from the social media.
“Feeding of corps members which is the sole responsibility of the federal government through the NYSC has been going on and very adequate, but just this afternoon, the Executive Governor of Borno State, Babagana Umara Zulum came and said he has decided to extend the palliative of the government to the camp.
“The Governor gave 10 cows, 100 bags of rice, 20 jerricans of groundnut oil, 20 bags of beans and N30,000 each to over 1,215 corps members. The theatre Commander Operation Hadin Kai, Maj Gen. Gold Chibuisi came with all his Commanders and donated two cows to the camp. So at the moment, the camp is blessed with 12 cows.
Reacting to the good condition of the camp and the welfare coming from the Borno State government, George Egon, a native of Cross River and a graduate of Biology Education from the University of Calabar, said what they are witnessing in the camp is contrary to what they were told back in the south before the Orientation.
“We were made to believe that there are no human beings and when I saw in my call up letter that I was posted to Borno State, it was all strange. I was like what am I going there to do? But being a person of faith, after processing the thumb print after its failure in the previous batch, I did not waste time, and it was a beautiful ride to Maiduguri.
“We have received great hospitality in different forms. On our arrival we recieved great alert from the Governor, and today he has done much another great thing to us. I want to say that I have accepted the people. I love them and I am here to contribute my quota to the society,” Egon said.
For Jimoh Latifat Olawumi , who came from Kwara State, notwithstanding that she cried when she saw her posting to Borno State and made every possible move with her parents for another posting, after meeting with friends who were equally posted to the State, she summoned courage and followed the friends.
“When we entered the camp, we saw that the camp was good. So the experience in the camp is very good. We have very nice hostels. We were surprised that there was light , water and access to other basic amenities in the camp. Everywhere is okay.
