PoliticsFG Pays Us Salaries Without Working, Beneficiaries Of Job Racketeering Tel Reps by ManirBK(op): 3:14pm On Aug 15, 2023
Fourteen persons on Monday told the House of Representatives
committee investigating job racketeering at the Federal Character
Commission (FCC) that they had been receiving salaries from the
Federal Government without job placements.
They said the salaries were paid on the platform of the Federal
Government’s Integrated Payroll and Personal Information System
(IPPIS).
They also told the committee that they paid money to Mr Haruna
Kolo, former FCC’s IPPIS Desk Officer and Chief of Protocol to
the FCC Chairman, Mrs Farida Dankaka for the consideration.
One of them, Mr Gbadamosi Jalo, said Kolo took him to the IPPIS
office and registered him on its portal and that he had been
receiving salaries since then.
He said he had not been assigned to any government ministry,
department or agency, though he received an appointment letter
supposedly issued by the National Institute of Oceanography.
He said he paid some money to Kolo to get the consideration and
that Kolo told him that the money he paid was received on behalf
of the FCC chairperson.
Jalo said one Mr Gambo Yisha’u, driver to the Commissioner
representing Taraba at the FCC also confirmed to him that such
money ended up with Mrs Dankaka.
Twelve other witnesses made similar submissions alleging that
they paid money to Kolo, but had not been posted to any ministry,
department or agency of government.
In his testimony, a potential beneficiary of the racket, Mr Musa
Ibrahim, said he paid money to one Mr Abdullahi Azareh, who
acted as the linkman to FCC commissioner representing
Nasarawa State.
He said though the police in Nasarawa State arrested Azareh after
a barrage of complaints and petitions, he was released upon
intervention by FCC commissioners.
“We are victims of circumstances; the guy was arrested and
detained for a few hours, but was released because he was
working with the commissioner representing Nasarawa State at
the FCC,’’ he said.
Chairman of the committee, Rep. Yusuf Gagdi, said earlier that
the witnesses were invited after the committee got to know about
their statements of account and payment to Kolo and after
receiving their petitions.
He noted that while the committee was not a prosecuting agency,
it would get to the root of the matter and recommend appropriate
sanctions.
He berated IPPIS for its porosity.
“If Kolo was finding it easy to go to IPPIS to register payees
without the knowledge of authorising officers, the IPPIS needed
to answer a lot of questions,’’ he said.
Gagdi assured that the committee would scrutinise the bank
accounts of all FCC commissioners and the accounts of those
serving as their go-between. (NAN)

PoliticsNo Plan To Increase Petroleum Pump Prices – NNPCL by ManirBK(op): 8:19am On Aug 15, 2023
The Nigerian National Petroleum Company Limited
(NNPCL) has said it has no intention to increase the
retail price of petroleum.
The oil firm said this in a statement posted via its
official X platform on Monday night.
The NNPCL made this known in reaction to reports in
the media that the company was set to raise
petroleum pump prices from the current N617 per
litre to between N720 and N750 in the coming weeks.
But in its reaction on Monday, the NNPCL said it has
no intention to increase its petrol pump prices as
widely speculated.
“Dear esteemed customers, we at NNPC Retail value
your patronage, and we do not have the intention to
increase our petrol motor spirit (PMS) pump prices as
widely speculated.
“Please buy the best quality products at the most
affordable prices at our NNPC Retail stations
nationwide,” the NNPCL said.
The NNPCL had in May begun adjustment of pump
prices of fuel due to the removal of petroleum
subsidy to allow market forces to determine prices.
President Bola Tinubu had, in his inaugural address
on 29 May, announced the removal of fuel subsidy.
Following the announcement, the NNPCL directed its
outlets nationwide to sell fuel between N480 and
N570 per litre, an almost 200 per cent increase from
the initial price below N200.

PoliticsNLC Threatens Nationwide Strike Over Further Increase In Fuel Price by ManirBK(op): 5:24pm On Aug 14, 2023
T he Nigeria Labour Congress (NLC) on Monday said it would
embark on strike if there is a further increase in the pump
price of petroleum without the Federal Government addressing
the consequences of the last two increases.
NLC threatens nationwide
strike over further increase
in fuel price Labour said no notice would be given if its members wake up to a new pump price of petroleum.
President of NLC Joe Ajaero said this during the African alliance of
trade unions executives meeting in Abuja on Monday.
The Nigerian National Petroleum Company Limited(NNPCL) has
increased the pump price of petrol since the removal of petrol
subsidy twice.
Nigerians buy petrol products at N617 per litre, depending on the
parts of the country.
Following the hike, organised labour staged a one-day protest
nationwide to draw the attention of the government to the rising cost of living.
The protest was suspended following a meeting with President Bola
Tinubu by labour.
There had been reports of a further increase in the products by
independent marketers, citing the fall in the value of the Naira to a
dollar at N950 in the parallel market.
Speaking on Monday, Ajaero said: “As we are here they are
contemplating increasing the pump price of petroleum products and
the Federal Ministry of Labour and Employment, for some time now,
will only go to the Federal Ministry of Justice to come up with
injunctions to hold the hands of labour not to respond.
“Let me say this, Nigerian workers will not give any notice if we have
not addressed the consequences of the last two increases; if we
wake up from our sleep to hear that they have tempered with prices
of petroleum products.
“They have started floating ideas of a likely increase in the pump
price of petroleum products.”
Ajaero noted that if the Federal Government was able to tame
inflation and the falling naira, workers would be happy to retain the
N30,000 minimum wage.

PoliticsNAF Airstrikes Hit Oil Thieves In Rivers, IPOB In Anambra, Terrorists In Sambisa by ManirBK(op): 9:28am On Aug 14, 2023
The Nigerian Air Force (NAF) says it has simultaneously decimated several criminal elements in the last few days through airstrikes in various theatres of operation.

This is contained in a statement by the Director of Public Relations and Information, NAF, Air Commodore Edward Gabkwet, on Sunday in Abuja.

In the Niger Delta Region, Gabkwet said that airstrikes were targeted at the nefarious activities of oils thieves which had continued to affect the general environment of the region as well as the oil output of the nation.

He said the NAF aircraft under Operation Delta Safe had on Aug. 11, conducted air interdiction missions at an illegal refining site situated Southwest of Bille, a coastal town in Degema Local Government Area of Rivers.

Gabkwet said that similar airstrikes were also extended to a well-known IPOB Camp in Orsumoghu in Ihiala local government area of Anambra same day.

According to him, intelligence has revealed that the proscribed IPOB elements in makeshift camps were sighted preparatory to an impending attack on innocent citizens when the need to effectively engage them arose.

He said the airstrike was subsequently carried and deemed successful.

NAF spokesman said that similar airstrikes were carried out same day by the Air Component of Operation Hadin Kai at a location about 1.5km East of Arra, a once-deserted terrorists’ hideout near Sambisa Forest.

He said that earlier reconnaissance on the location had revealed terrorists massing up at the location which had hitherto been cleared of terrorists’ activities about six months ago.

There were strong indications that these terrorists had fled from locations around Lake Chad after the areas came under intense bombardment by NAF aircraft.

“The location east of Arra was consequently attacked to decimate the terrorists and deny them settling at the location and using same as a staging point.

“Footage of the aftermath of the strike later revealed it was successful as several terrorists were neutralized and structures destroyed, while the few surviving terrorists were seen scampering away in disarray.

“At the end, their ability to attack friendly forces as well as innocent civilians were degraded,” he said. (NAN)

Nigerien protesters tried to attack the Nigerian
embassy in Niamey but were repelled by the Nigerien
military, an official has said.
The attempted attack happened on Sunday, 30 July,
four days after presidential guards toppled the
democratically elected government of President
Mohamed Bazoum who has since remained in
detention with his family.
Nigeria’s Ambassador to Niger, Mohamed Usman,
stated this in a Friday statement signed by a staff of
the embassy Liti Auwalu, following a video shared on
social media of a building being set ablaze which
many claimed is the Nigerian embassy.
“At the moment, the Embassy is well guarded by the
Nigerien Military and other Security Authorities,” the
statement said, reiterating that the videos are fake
and should be disregarded.
Nigeria has continued to operate its embassy in Niger
despite the coup there and the strong response of
ECOWAS.

Presidential guards led by General Abdourahamane
Tchiani on Wednesday, 26 July, arrested Mr Bazoum,
dissolved the government and assumed leadership of
the country.
In response, ECOWAS imposed sanctions on Niger in a
bid to have them reinstate Mr Bazoum. It also gave a
seven days ultimatum to the putschists which they
ignored.
The bloc held another meeting last Thursday where it
ordered the activation and deployment of its standby
force to restore constitutional order in Niger.

Foreign AffairsRe: Coup Threatens $180m Nigeria, Niger Republic Cross-border Trade by ManirBK(op):
interesting but Dialogue is the best answer and Let peace lead
Foreign AffairsCoup Threatens $180m Nigeria, Niger Republic Cross-border Trade by ManirBK(op): 3:28pm On Aug 13, 2023
Export and transit cargoes between Nigeria and its West African neighbour, Republic of Niger, worth $180million are lurching towards a decline due to the sanctions placed on Niger by the Economic Community of West African States (ECOWAS), LEADERSHIP Sunday findings have revealed.

ECOWAS had sanctioned Niger Republic after its presidential guards toppled the government of President Mohamed Bazoum and announced Abdrahmane Tchiani as the new president.

Part of the sanctions slammed on that country by the regional body include border closure against Niger Republic and the Nigeria Customs Service (NCS), with security forces already ensuring strict enforcement of the directive by shutting the Nigerian-Niger Republic borders at the seven Nigeria’s northern states of Kebbi, Sokoto, Zamfara, Katsina Jigawa, Yobe and Borno.

Following the closure of the borders, cargoes bound for Niger Republic as well as those bound for Nigeria are currently trapped at the borders of the two countries.

The acting comptroller general of Customs, Bashir Adewale Adeniyi, also ordered officers of the Service to stop all transit cargoes heading to Niger Republic through all land borders and seaports across the country.

According to him, following the closure of the Nigerian- Nigerien borders, transit cargoes may be smuggled through other Land border posts in the country.

According to him, all transit cargoes headed for Niger Republic through the other land borders, including Idiroko, must be stopped.

He said, “We are monitoring what is happening in Niger Republic and I can assure you that implementation of that directive given by the ECOWAS head of states is 100 per cent and when that is happening smugglers will want to explore openings in other borders, and may want to use other routes. All transit goods heading for Niger Republic should be stopped.”

LEADERSHIP Sunday investigation has shown that transit cargoes headed for Niger Republic no longer come into Nigerian seaports.

Checks by our correspondent from container terminals during the week showed that Nigeria has no record of handling transit cargoes for the landlocked West Africa country.

Maritime experts, however, argued that Nigeria has been removed from the transit nations by Niger Republic.

But at the leading terminal operator, APM Terminals, Apapa, there is no cargo destined for Niger Republic brought into the terminal.

A source who craved anonymity said cargoes destined for Niger Republic are not in the terminal but it is possible they come and offload the cargoes on trucks at various warehouses and take them to the West African country by road.

Also, Port & Cargo terminal, Tin Can Island, said they have never received Niger Republic-bound cargoes.

The newly commissioned Lekki port also stated that Niger Republic-bound cargoes are not part of transit cargoes received in the port in July.

According to the https://oec.world/en, in 2021, Nigeria exported $180 million to Niger Republic. The main products exported from Nigeria to Niger were Electricity ($54.2 million), Rolled Tobacco ($45.1 million) and Cement ($38.3 mliion).

During the last 26 years Nigeria’s exports to Niger have increased at an annualised rate of 6.05 per cent, from $39 million in 1995 to $180 million in 2021.

Also, Nigeria’s trade through Niger in 2020 was $1.3 billion, while trucks from Nigeria account for 40 per cent of the total daily traffic of 104,179 trucks per day along the trans-Saharan road corridor, data compiled by United Nations Conference on Trade and Development showed.

The trans-Saharan road corridor borders seven northern Nigerian states – Sokoto, Kebbi, Katsina, Zamfara, Jigawa, Yobe, and Borno. This is a vital trade route for Nigeria, connecting the country to its landlocked neighbours in the Sahel region.

However, the Zamfara/Sokoto command of the Nigeria Customs Service (NCS) said over 2.5million metric tonnes of export cargoes have passed through the Illela border, Sokoto State, into Niger Republic in the last six months.

According to data obtained by LEADERSHIP, commodities that are mostly transited through the corridor are Cement, Tobacco and Coal, with each truck usually carrying 1000 tonnes.

Speaking exclusively with LEADERSHIP Sunday, former executive secretary, Nigerian Shippers’ Council (NSC), Barr Hassan Bello, said 30 percent of Nigerien transit cargoes pass through Nigeria borders to Niger Republic.

According to him, the leadership crisis in the landlocked country will bring a setback to gains recorded by Nigerians to make use of its ports and trade corridors to deliver their cargoes.

Bello further noted that Nigeria is closer to Niger Republic than other African countries, saying Nigerien Shippers’ do incur additional cost by routing their cargoes through other neighbouring country than Nigeria.

He said, “It’s been our hope to have bulk of Niger Republic cargoes and the Nigerien Shippers’ have started believing in Nigeria’s ability to make the process seamless. Niger has its cargoes ship to Cote D’Ivoire, Benin Republic and some other neighbouring ports, and it doesn’t make economic sense because of the proximity and the affinity between Niger Republic and Nigeria.

“As a matter of fact, the Kano-Maradi rail line and the Dala inland dry port were all efforts by Nigeria to capture that transit cargoes, and the Customs are our partners as they have made some trade facilitation concession so that Niger Republic will transport cargoes. But the unfortunate incident may temporarily disrupt that plan. I think in the long run, there will be peace and there will be normal relationship. That is why war is destructive of international trade.”

Speaking on the tonnage, he said, “I know the tonnage is substantial and we ought to have captured all of it but maybe about 30 percent of transit cargoes move from Nigeria to Niger Republic currently”.

Also speaking, president of National Council of Managing Directors of Licenced Customs Agents (NCMDLCA), Lucky Amiwero, said that the closure of the border has security implications, which he cannot comment on.

“For some time, Nigeria has been removed from the transit nations. We don’t even know if that transit has started. Negotiating transit is not an easy thing because we still have encumbrances when it comes to factors that limit our countries to these landlocked countries. I don’t know if those areas have been rectified,” he added.

He said it is an economic issue because Nigeria has been delisted from the list of transit nations, adding that negotiating for transit status would be an economic avenue to pursue.

“In a real sense of it, if it is done, it is going to affect Nigeria’s place in the transit nation. Transit module is not in persistence yet in the country. Ghana has its transit that is satellite driven while Nigeria’s own is still manual. Ghana and Côte d’Ivoire have an edge over Nigeria. Becoming a transit hub is more than making noise about it,” he said.

Niger’s military junta has said they would kill deposed President Mohamed Bazoum if neighboring countries attempt any military intervention to restore his rule. Daily Mail quoted two Western officials as disclosing this to a top U.S. diplomat. Earlier on Thursday, the Economic Community of West African States (ECOWAS) ordered the chief of defense staff committee to immediately activate its standby force. President of ECOWAS, Omar Alieu Touray, gave the order while reading the resolution taken at the Extraordinary meeting on the Niger coup in Abuja on Thursday.
Daily Trust had reported how the leaders converged on Abuja to discuss its next line of action after the seven day ultimatum for the reinstatement of President Bazoum elapsed without compliance from the junta. At its meeting, the regional bloc said all efforts to dialogue with the Niger junta have been rejected by coup leaders. The ECOWAS leaders also condemned the continuous detention of President Mohamed Bazoum and his family members. According to Daily Mail, a Western military official said representatives of the junta told U.S. Under Secretary of State, Victoria Nuland, of the threat to Bazoum during her visit to the country this week. The Associated Press reported that a U.S. official confirmed that account, also speaking on condition of anonymity, because they were not authorised to speak to the media. Bazoum was ousted on July 26. On Tuesday, the military junta appointed Ali Mahaman Lamine Zeine, Niger’s foremost economist and official of the African Development Bank as the prime minister to head the government. https://dailytrust.com/niger-junta-well-kill-bazoum-if-military-intervenes/

PoliticsRe: Nigerian Senators Illegally Share N218 Million As “holidays” Allowance by ManirBK(op): 9:54am On Aug 12, 2023
E pass this amount oooohuh
PoliticsNigerian Senators Illegally Share N218 Million As “holidays” Allowance by ManirBK(op): 9:54am On Aug 12, 2023
Each serving senator received not less than N2
million as allowance before proceeding on seven
weeks of vacation, PREMIUM TIMES can report.
A senator who requested not to be named because he
was not authorised by the upper house to speak on
the matter confirmed to PREMIUM TIMES that all the
109 senators were paid the allowance for the
holidays, which commenced on Monday and ends on
26 September.
A calculation done by PREMIUM TIMES showed that
the senators were paid a total of N218 million, having
received N2 million each to enjoy the vacation.
The bank alerts were received by the senators on 8
August, just before the Senate President, Godswill
Akpabio, announced it.
Announcing the largesse
Mr Akpabio, on Monday, told the senators that some
money had been credited to their accounts to enjoy
their holidays.
“In order to enable all of us to enjoy our holidays, a
token has been sent to our various accounts by the
Clerk of the National Assembly,” he said shortly after
screening and confirming the ministerial nominees.
The senate president was immediately informed by
his colleagues that he was speaking on live television.
Upon realising the seriousness of his remarks, he
quickly announced its withdrawal and rephrased his
statement, saying that the senate president sent
prayers to the mailboxes of the senators.
“I withdraw that statement. In order to allow you to
enjoy your holiday, the senate president has sent
prayers to your mailboxes to assist you to go on a
safe journey and return.”
More for presiding officers?
It is not clear if the presiding officers, namely the
senate president and the deputy senate president,
also got N2 million each going by the difference in
salaries and allowances they earn and those of the
other senators in the remuneration package approved
by the Revenue Mobilisation, Allocation and Fiscal
Commission (RMAFC).
Also, it is expected that the principal officers would
earn higher allowances than their colleagues.
There are eight principal officers, with the majority
party, APC, having four and the minority, comprising
the six opposition parties, also having four.
The principal officers are the senate leader, deputy
senate leader, chief whip and deputy chief whip.
There are also minority leader, deputy minority
leader, minority whip and deputy minority whip.
Illegal “token” for senators
The N2 million allowance given to the senators is
illegal as no such provision is made in the
remuneration package approved by RMAFC, the body
authorised by law to prepare salaries and allowances
for public servants.
There is also no provision for “token” in the
commission’s document, as stated by Mr Akpabio
while announcing the largesse to the senators.
The lawmakers are, however, entitled to “recess”
allowance under the law, which is 10 per cent of the
annual basic salary of each legislator, and is paid
once a year.
According to the package prepared by RMAFC, a
senator earns N2,026,400 and therefore gets
N202,240 as a recess allowance per annum.
The basic salary of the senate president per annum is
N2,483,242, and therefore receives N248,424 as
recess allowance.
On his part, the deputy senate president earns
N2,309,166, and his recess allowance is N230,916.
N70bn “support ” for lawmakers’ working
conditions
There are speculations the N2 million each of the
senators got was drawn from the N70 billion
allocated to the National Assembly in the amended
2022 supplementary budget.
President Bola Tinubu had in June proposed the
allocation in the Supplementary budget “to support
the working conditions of new members.” It was
immediately approved by the lawmakers.
The fresh allocation came despite the huge allocation
of N228.1 billion to the National Assembly in the
2023 budget. The figure was an increase of about
N59.1 billion from N169 billion proposed by former
President Muhammadu Buhari in the budget.
Akpabio’s gaffes and public outrage on
Senators
The announcement by Mr Akpabio that senators had
been paid “a token” stirred anger and outrage from
Nigerians, considering the hardship many are going
through as a result of the removal of petroleum
subsidy.
Many Nigeriàns have also questioned the ability of
the Akpabio-led senate to fight corruption and assist
in developing the country’s economy.
But it was not the first time the senate president will
make such a gaffe.
Last month, he was filmed on live trivialising “Let
The Poor Breathe,” a phrase commonly used to
criticise the hardship Nigerians are currently going
through.
But in a statement, Mr Akpabio explained it was not
intentional to insult the people, adding that he was
not unaware of the hardship Nigerians were facing.
He said the motive behind “Let The Poor Breathe”
“was to firmly reject any plan of increasing electricity
tariffs for Nigerians, considering the ongoing
economic challenges that Nigerians are faced with.”
“We are deeply concerned about the negative tilting
of a very harmless statement by President of the
Senate, Godswill Akpabio, about his deep concern
and that of the Senate on the plight of the ordinary
Nigerians as a result of the prevailing economic
situation in the country,” the statement by the media
unit of the office of the Senate president

The Nigeria Labour Congress (NLC) has confirmed the suspension of its ongoing strike following the intervention of President Bola Tinubu and the Senate.

The Nation reports that during the protest in Abuja on Wednesday, angry protesters pulled down the gates of the National Assembly and gained access to the premises in a bid to meet with the lawmakers.

This prompted an emergency meeting between the President and the labour leaders.

The resolution followed the National Executive Council meeting of the Congress.

The national treasurer, Hakeem Ambali, in a message on Thursday said, “ Protest suspended due to the Senate intervention and meeting with President Tinubu yesternight.”

The labour centre is expected to brief the public shortly.
