Fourteen persons on Monday told the House of Representatives committee investigating job racketeering at the Federal Character Commission (FCC) that they had been receiving salaries from the Federal Government without job placements. They said the salaries were paid on the platform of the Federal Government’s Integrated Payroll and Personal Information System (IPPIS). They also told the committee that they paid money to Mr Haruna Kolo, former FCC’s IPPIS Desk Officer and Chief of Protocol to the FCC Chairman, Mrs Farida Dankaka for the consideration. One of them, Mr Gbadamosi Jalo, said Kolo took him to the IPPIS office and registered him on its portal and that he had been receiving salaries since then. He said he had not been assigned to any government ministry, department or agency, though he received an appointment letter supposedly issued by the National Institute of Oceanography. He said he paid some money to Kolo to get the consideration and that Kolo told him that the money he paid was received on behalf of the FCC chairperson. Jalo said one Mr Gambo Yisha’u, driver to the Commissioner representing Taraba at the FCC also confirmed to him that such money ended up with Mrs Dankaka. Twelve other witnesses made similar submissions alleging that they paid money to Kolo, but had not been posted to any ministry, department or agency of government. In his testimony, a potential beneficiary of the racket, Mr Musa Ibrahim, said he paid money to one Mr Abdullahi Azareh, who acted as the linkman to FCC commissioner representing Nasarawa State. He said though the police in Nasarawa State arrested Azareh after a barrage of complaints and petitions, he was released upon intervention by FCC commissioners. “We are victims of circumstances; the guy was arrested and detained for a few hours, but was released because he was working with the commissioner representing Nasarawa State at the FCC,’’ he said. Chairman of the committee, Rep. Yusuf Gagdi, said earlier that the witnesses were invited after the committee got to know about their statements of account and payment to Kolo and after receiving their petitions. He noted that while the committee was not a prosecuting agency, it would get to the root of the matter and recommend appropriate sanctions. He berated IPPIS for its porosity. “If Kolo was finding it easy to go to IPPIS to register payees without the knowledge of authorising officers, the IPPIS needed to answer a lot of questions,’’ he said. Gagdi assured that the committee would scrutinise the bank accounts of all FCC commissioners and the accounts of those serving as their go-between. The Nigerian National Petroleum Company Limited (NNPCL) has said it has no intention to increase the retail price of petroleum. The oil firm said this in a statement posted via its official X platform on Monday night. The NNPCL made this known in reaction to reports in the media that the company was set to raise petroleum pump prices from the current N617 per litre to between N720 and N750 in the coming weeks. But in its reaction on Monday, the NNPCL said it has no intention to increase its petrol pump prices as widely speculated. “Dear esteemed customers, we at NNPC Retail value your patronage, and we do not have the intention to increase our petrol motor spirit (PMS) pump prices as widely speculated. “Please buy the best quality products at the most affordable prices at our NNPC Retail stations nationwide,” the NNPCL said. The NNPCL had in May begun adjustment of pump prices of fuel due to the removal of petroleum subsidy to allow market forces to determine prices. President Bola Tinubu had, in his inaugural address on 29 May, announced the removal of fuel subsidy. T he Nigeria Labour Congress (NLC) on Monday said it would embark on strike if there is a further increase in the pump price of petroleum without the Federal Government addressing the consequences of the last two increases. Nigerians buy petrol products at N617 per litre, depending on the parts of the country. Following the hike, organised labour staged a one-day protest nationwide to draw the attention of the government to the rising cost of living. The protest was suspended following a meeting with President Bola Tinubu by labour. There had been reports of a further increase in the products by independent marketers, citing the fall in the value of the Naira to a dollar at N950 in the parallel market. Speaking on Monday, Ajaero said: “As we are here they are contemplating increasing the pump price of petroleum products and the Federal Ministry of Labour and Employment, for some time now, will only go to the Federal Ministry of Justice to come up with injunctions to hold the hands of labour not to respond. Nigerien protesters tried to attack the Nigerian embassy in Niamey but were repelled by the Nigerien military, an official has said. The attempted attack happened on Sunday, 30 July, four days after presidential guards toppled the democratically elected government of President Mohamed Bazoum who has since remained in detention with his family. Nigeria’s Ambassador to Niger, Mohamed Usman, stated this in a Friday statement signed by a staff of the embassy Liti Auwalu, following a video shared on social media of a building being set ablaze which many claimed is the Nigerian embassy. “At the moment, the Embassy is well guarded by the Nigerien Military and other Security Authorities,” the statement said, reiterating that the videos are fake and should be disregarded. Nigeria has continued to operate its embassy in Niger despite the coup there and the strong response of ECOWAS. Presidential guards led by General Abdourahamane Tchiani on Wednesday, 26 July, arrested Mr Bazoum, dissolved the government and assumed leadership of the country. In response, ECOWAS imposed sanctions on Niger in a bid to have them reinstate Mr Bazoum. It also gave a seven days ultimatum to the putschists which they ignored. Niger’s military junta has said they would kill deposed

Daily Trust had reported how the leaders converged on Abuja to discuss its next line of action after the seven day ultimatum for the reinstatement of President Bazoum elapsed without compliance from the junta. At its meeting, the regional bloc said all efforts to dialogue with the Niger junta have been rejected by coup leaders. The ECOWAS leaders also condemned the continuous detention of President Mohamed Bazoum and his family members. According to Daily Mail, a Western military official said representatives of the junta told U.S. Under Secretary of State, Victoria Nuland, of the threat to Bazoum during her visit to the country this week. The Associated Press reported that a U.S. official confirmed that account, also speaking on condition of anonymity, because they were not authorised to speak to the media. Bazoum was ousted on July 26. Each serving senator received not less than N2 million as allowance before proceeding on seven weeks of vacation, PREMIUM TIMES can report. A senator who requested not to be named because he was not authorised by the upper house to speak on the matter confirmed to PREMIUM TIMES that all the 109 senators were paid the allowance for the holidays, which commenced on Monday and ends on 26 September. A calculation done by PREMIUM TIMES showed that the senators were paid a total of N218 million, having received N2 million each to enjoy the vacation. The bank alerts were received by the senators on 8 August, just before the Senate President, Godswill Akpabio, announced it. Announcing the largesse Mr Akpabio, on Monday, told the senators that some money had been credited to their accounts to enjoy their holidays. “In order to enable all of us to enjoy our holidays, a token has been sent to our various accounts by the Clerk of the National Assembly,” he said shortly after screening and confirming the ministerial nominees. The senate president was immediately informed by his colleagues that he was speaking on live television. Upon realising the seriousness of his remarks, he quickly announced its withdrawal and rephrased his statement, saying that the senate president sent prayers to the mailboxes of the senators. “I withdraw that statement. In order to allow you to enjoy your holiday, the senate president has sent prayers to your mailboxes to assist you to go on a safe journey and return.” More for presiding officers? It is not clear if the presiding officers, namely the senate president and the deputy senate president, also got N2 million each going by the difference in salaries and allowances they earn and those of the other senators in the remuneration package approved by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC). Also, it is expected that the principal officers would earn higher allowances than their colleagues. There are eight principal officers, with the majority party, APC, having four and the minority, comprising the six opposition parties, also having four. The principal officers are the senate leader, deputy senate leader, chief whip and deputy chief whip. There are also minority leader, deputy minority leader, minority whip and deputy minority whip. Illegal “token” for senators The N2 million allowance given to the senators is illegal as no such provision is made in the remuneration package approved by RMAFC, the body authorised by law to prepare salaries and allowances for public servants. There is also no provision for “token” in the commission’s document, as stated by Mr Akpabio while announcing the largesse to the senators. The lawmakers are, however, entitled to “recess” allowance under the law, which is 10 per cent of the annual basic salary of each legislator, and is paid once a year. According to the package prepared by RMAFC, a senator earns N2,026,400 and therefore gets N202,240 as a recess allowance per annum. The basic salary of the senate president per annum is N2,483,242, and therefore receives N248,424 as recess allowance. On his part, the deputy senate president earns N2,309,166, and his recess allowance is N230,916. N70bn “support ” for lawmakers’ working conditions There are speculations the N2 million each of the senators got was drawn from the N70 billion allocated to the National Assembly in the amended 2022 supplementary budget. President Bola Tinubu had in June proposed the allocation in the Supplementary budget “to support the working conditions of new members.” It was immediately approved by the lawmakers. The fresh allocation came despite the huge allocation of N228.1 billion to the National Assembly in the 2023 budget. The figure was an increase of about N59.1 billion from N169 billion proposed by former President Muhammadu Buhari in the budget. Akpabio’s gaffes and public outrage on Senators The announcement by Mr Akpabio that senators had been paid “a token” stirred anger and outrage from Nigerians, considering the hardship many are going through as a result of the removal of petroleum subsidy. Many Nigeriàns have also questioned the ability of the Akpabio-led senate to fight corruption and assist in developing the country’s economy. But it was not the first time the senate president will make such a gaffe. Last month, he was filmed on live trivialising “Let The Poor Breathe,” a phrase commonly used to criticise the hardship Nigerians are currently going through. But in a statement, Mr Akpabio explained it was not intentional to insult the people, adding that he was not unaware of the hardship Nigerians were facing.
