After successfully concessioning the Onitsha River Ports, the
National Inland Waterways Authority (NIWA), said it has received
several proposals for the concessioning of the N9.4billion Oguta,
Baro and Lokoja River Ports.
While Baro river ports has been successfully completed and
concessioned by President Muhammadu Buhari, the Oguta and
Lokoja River ports are still undergoing construction.
LEADERSHIP reports that while the Baro port was built for
N2.6billion, Oguta and Lokoja were built for N2.7billon and
N4.1billion respectively.
However, speaking to LEADERSHIP on the current state of the river
ports across the country, the managing director, NIWA, Dr George
Moghalu, said the proposal for concessioning are being given
consideration.
According to him, while private sector operators manage business
better, they also have enough funds to complete the construction
of the river ports.
He said, “We have received proposals for those who want us to
concession Oguta and Lokoja river ports as it is undergoing
construction and we are giving them serious consideration because
the private sector manages business better. If we are able to
concession Oguta, Lokoja river ports, we may not have resources
to complete the ports but if we have private sector partners who
are ready to work with us, complete the construction, take them
over, run them successful, we will be happy.”
“We encourage concessioning and that’s why we have Onitsha River
Port as our poster boy because we have successfully concessioned
Onitsha and what that means is that we can concession others and
the private sector are in charge of activities their.”
The MD, however, stated that the challenge of access road that
has made the Baro river ports non-functional since it was
commissioned by the President in 2019 is receiving government
attention.
According to him, the federal government has approved
rehabilitation of the rail line while the state government approved
the construction of the dilapidated road leasing to the port.
He said, “Baro is a world class port and it has been completed. The
challenge we have is not about the port but access road to the
port. Am happy to tell you that the federal government is starting a
road project and I engaged the Niger state government where they
assured that they will fix the road.
“Also, FG has approved rail project from Baro to Kano and work is
about to start on it. It’s a major milestone for the port because
Baro in the precolonial days has a port and when one go their, we
will see relics of offices of GB Oliver. At the port, there was a rail
line, so what is needed is to rehabilitate the rail line because we
need multi modal means of transportation to be able to use the
port effectively.
“If cargoes comes to the port, they should be able to be discharged
and will either move by rail or water depending on where the
cargoes are going. Am sure that the project is on course and as
regards to rail and road, in no distant future, the access to Baro
river ports will be sorted and resolved,” he assured.
He stated that if the river ports are successfully concessioned, the
current pressure on the roads will be reduced, thereby, increasing
the roads lifespan.

The Nigerian Security and Civil Defense Corps,(NSCDC) in Sokoto
State at the weekend paraded two bandit kingpins who were
terrorising Silame, Binji, Gudu, Tureta and Dange/Shuni local
government areas of the state.
Addressing newsmen at the command headquarters in Sokoto, the
state commandant, Muhammad Dada, said Alhaji Koire and Alhaji
Buba are dangerous bandits with over 300 men in their camps.
Muhammad said, “The duo have been terrorising some
communities in Silame, Binji, Gudu, Tureta and Dange/Shuni local
government areas of the state.
“They are high profile bandits as they operate in Niger Republic and
Nigeria. Koire to be specific, severally escaped arrest using magical
powers.
“When I got the tip-off of their whereabouts in Silame local
government, I personally led my men and after spending two days
in the bush, we succeeded in arresting them.
“After their arrest their gangs attempted to bribe us with N10m to
secure their freedom.”
Alhaji Buba, in his confession said he was involved in kidnapping at
Dabegi in Dange/ Shuni local government where they collected N4
million ransom and at Kudula, in Gudu local government where they
collected N1 million ransom.
He stated that they have a leader in Niger Republic called Danbuzu
who supplied them AK-47 rifles and ammunition.

The Ebonyi State government has confirmed the outbreak of
Monkeypox in the State.
The State Commissioner for Health, Dr. Daniel Umezurike, who
made the confirmation on Monday, said one case has been
confirmed with 32 other suspected cases.
Dr. Umezurike said that the patient travelled from Rivers State to
Ebonyi on July 7, 2022.
Briefing journalists in his office, Commissioner said that the patient,
a 32-year-old male farmer hails from Ugwulangwuin Ohaozara local
government area of the State.
He stated that the patient was detected following a notification of
a suspected case of Monkeypox on August 10, 2022 at the Alex
Ekwueme Federal University Teaching Hospital, Abakaliki.
He said, “there was a notification of a suspected case of
Monkeypox on the 10th of August, 2022 at Alex Ekwueme Federal
University Teaching Hospital, Abakaliki.

“The patient, A 32 year-old male farmer who hails from
Ugwulangwu in Ohaozara LGA resides in Abakaliki. He was said to
have travelled to Rivers State, returned to Ebonyi on 7th of July
2022 and presented with history of fever, masculopapular rash, sore
throat, headache and generalized weakness of the body.”
Dr. Umezurike said that a presumptive diagnosis of Monkeypox was
made to rule out Smallpox.
“Sample was collected and sent to the NCDC National Reference
Laboratory and the result came out positive for Monkeypox Virus.
“The patient was admitted in Ebonyi State isolation center and is
currently been managed for monkeypox and he is responding to
treatment,” he added.
The Commissioner for Health further said that seven contacts have
been identified and contact line listing, which is currently being
followed up.
“Active case search has been heightened across all the LGAs in the
State to strengthen case finding,” he said.
He noted that since the onset of the outbreak, Ebonyi has recorded
a total of 32 suspected cases with only one confirmed case so far.
“Case fatality rate is still 0 (as there have been no record of any
death both in suspected and confirmed cases) in the state,” he
further said.
Dr. Umezurike noted that EOC has been activated to coordinate the
outbreak investigation and response across the 13 LGAs in the
State, adding that the center is currently supporting response
activities to contain the monkeypox outbreak via active case
search, epidemiological investigation, contact line listing and
monitoring of all exposed contacts.

Chelsea fans complaining about the refereeing performance during
their highly entertaining but ultimately frustrating 2-2 draw with
Tottenham have been told their annoyance is rightly justified.
Blues supporters were unhappy, alongside Thomas Tuchel who took
a strong public line against Anthony Taylor, with the referee's
decisions in the final half an hour of the game in particular. Along
with Mike Dean on VAR, fans had vented their anger at Taylor's
appointment for such a big game after the 43-year-old's previous
matches involving Chelsea.
Taylor missed a foul on Kai Havertz in the build-up to Pierre-Emile
Højbjerg's equaliser at 1-1 before VAR then allowed the goal to
stand despite Richarlison seemingly stood in the path of the ball and
in an offside position. The breaking point came when Cristian
Romero pulled Marc Cucurella's hair during the corner before Harry
Kane's headed equaliser . Despite Dean looking at the incident on
VAR, no decision was given and Spurs would equalise with the
resulting set-piece.

Largely, Chelsea's moans have been backed up, though Graeme
Souness took a differing line , and now former-Premier League
referee Mark Halsey has come to Tuchel and Chelsea's defence.
He took to Twitter to voice his opinions on the hair, pull, saying, "a
red card should have been shown for violent conduct."
Halsey has been vocal about the quality of refereeing in England, a
subject that always rustles a lot of feathers. Before the season he
admitted that this was going to be one of the worst pools of officials
ever seen. He wrote, "they are all still learning their trade at the
highest level so why were they not trusted in more games last
season to prepare? For new refs, it's like a Championship club being
promoted into the Prem, you face a sink or swim scenario.
"I believe the succession planning from [Mike] Riley has been poor
and I hope that will improve when [Howard] Webb arrives because it
is staggering to lose the experience of 1,570 Prem games from
Dean, Atkinson, Moss and Friend in one summer.
"The Prem has gone from 22 refs to 19 and, of the remaining
number, only 12 have taken charge of 100 or more matches. As a
result the pressure on the rookies to step up and deliver will increase
and leaves the league with the poorest set of officials in many a
year."
Halsey, who stopped refereeing in 2012/13 due to illness, has been
outspoken on the topic since his retirement, but paints a vivid picture
of the current officiating scene. Even with his countenance Chelsea
and their fans aren't likely to be much happier with the outcome of
the game and had a petition to stop him refereeing future games
with over 10,000 signatures in less than one hour.

Thomas Tuchel has suggested referee Anthony Taylor should not be allowed to officiate Chelsea matches after claiming his players are worried when they learn he is taking charge of their games.

The Blues boss launched a withering attack on Taylor and VAR official Mike Dean as he argued both of Tottenham's goals in Sunday's 2-2 draw at Stamford Bridge should not have stood.

During a fiery encounter, Kalidou Koulibaly opened the scoring with a superb 19th-minute volley before Pierre-Emile Hojbjerg equalised with 22 minutes left.

Reece James restored Chelsea's advantage with 13 minutes remaining before Harry Kane's 96th-minute equaliser, glancing in substitute Ivan Perisic's corner.

However, Rodrigo Bentancur appeared to foul Kai Havertz in the build-up to Pierre-Emile Hojbjerg's equaliser and Cristian Romero then appeared to pull Marc Cucurella back by the hair as they contested a corner moments before Kane struck.

Chelsea fans previously set up an online petition calling for Taylor to be banned from officiating their matches citing a series of past incidents and supported by more than 80,000 signatures.

A new petition set up moments after the final whistle on Sunday garnered almost 10,000 signatures in its first hour.

Asked about the supporters' view that Taylor has a history of making decisions against Chelsea, Tuchel said: "I don't think just some of the fans think that. I can assure you the whole dressing room of us, every single person, thinks that.

"I can't understand how the first goal is not offside and I can't understand when a player is pulled by their hair, the other player stays on the pitch.

"Pull someone else's hair, stay on the pitch and attack the last corner. This is for me without any explanation and I don't want to accept it. Both goals should not stand and it's a fair result because we were brilliant, deserved to win. This is my point of view."

Pushed on whether the players were worried about Taylor being in charge of their games, Tuchel said "yeah, of course" before responding to a suggestion he should not officiate their matches.

"Maybe it would be better," continued Tuchel. "Maybe it would be better. But honestly, we also have VAR to help make the right decision. Since when can players be pulled by hair? Since when is that [not a foul]? If he does not see it, I do not blame him. I didn't see it.

"But we have people at VAR who check this. Then you see it and how can this not be a free-kick and a red card? This doesn't even had to do with the referee in this case. If he does not see something, that's why we have people to check if there is a decisive error going on.

"When Reece James did a tactical foul it was a yellow card, how many tactical fouls did [Pierre-Emile] Hojbjerg do today? He hit Reece James in his neck in front of both benches and the fourth official told me they'd go back to it because it was advantage. Did he go back to it? No he did not.

"Bentancur did three, four, five, six tactical fouls [and didn't get a yellow card]. It's a clear foul on Kai Havertz who goes towards goal. It stands and goes and it's the build to the 1-1.

"Huge, huge misinterpretation of situations. I'm happy to let the game go, but let it go in every direction please and not like this. This is, yeah, it's what it is today and it will not go away. I don't even know if I will get punished for my sentences now."

The Football Association are likely to contact Tuchel over his comments in the coming days and Tuchel will already have to serve a touchline ban for Chelsea's next match at Leeds on Sunday after being dismissed after the final whistle against Tottenham.

"So...good," he added in response. "I cannot coach but the referee can whistle the next game."

Conte, who sought to play down his touchline fracas with the Chelsea boss which saw both managers sent off, said: "You know very well I never, never spoke about the referee decision.

"Never, never and I continue to do this. When I see the others have this type of behaviour, it makes me a bit angry but at the same time everyone tries to do what they want, you understand? I don't want to comment on the referee but I never make a comment about the referee in England."

The Central Bank of Nigeria joined a growing
list of emerging markets betting on digital
money to cut transaction costs and boost
participation in the formal financial system.
“Nigeria has become the first country in Africa,
and one of the first in the world to introduce a
digital currency to her citizens,” President
Muhammadu Buhari said in televised speech at
the launch in Abuja, the capital. “The adoption
of the central bank digital currency and its
underlying technology, called blockchain, can
increase Nigeria’s gross domestic product by
$29 billion over the next 10 years.”
The International Monetary Fund projects GDP
for Africa’s largest economy to be $480 billion
in 2021.
The issuance of the digital currency, called the
eNaira, comes after the central bank earlier in
February outlawed banks and financial
institutions from transacting or operating in
cryptocurrencies as they posed a threat to the
financial system.
Since the launch of the eNaira platform, it’s
received more than 2.5 million daily visits, with
33 banks integrated on the platform, 500
million c ($1.2 million) successfully minted and
more than 2,000 customers onboarded, central
bank Governor Godwin Emefiele said at the
launch.
Central bank digital currencies, or CBDCs, are
national currency — unlike their crypto
counterparts, such as Bitcoin and Ethereum,
which are prized, in part, because they are not
tied to fiat currency. The eNaira will
complement the physical naira, which has
weakened 5.6% this year despite the central
bank’s efforts to stabilize the currency.
“The eNaira and the physical naira will have
the same value and will always exchange at
one naira to one eNaira,” Emefiele said.
The digital currency is expected to boost cross-
border trade and financial inclusion, make
transactions more efficient as well as improve
monetary policy, according to the central bank.
“Alongside digital innovations, CBDCs can
foster economic growth through better
economic activities, increase remittances,
improve financial inclusion and make
monetary policy more effective,” Buhari said.
Digital money can also “help move many more
people and businesses from the informal into
the formal sector, thereby increasing the tax
base of the country,” he said.
The Central Bank of Nigeria in August selected
Bitt Inc. as a technical partner to help create
the currency that was initially due to be
introduced on Oct. 1.
Nigeria joins the Bahamas and the Eastern
Caribbean Central Bank in being among the
first jurisdictions in the world to roll out
national digital currencies. China launched a
pilot version of its “digital renminbi” earlier
this year. In Africa, nations
from Ghana to South Africa are testing digital
forms of their legal tender to allow for faster
and cheaper money transactions, without
losing control over their monetary systems.

Governor Ahmadu Fintiri of Adamawa State was upbeat
when he returned to the State capital of Yola on Saturday
after a visit to his Rivers State counterpart Nyesom Wike.
He was in Rivers State over the crisis rocking the Peoples
Democratic Party (PDP) in which Wike and the party’s
presidential candidate Atiku Abubakar are the principal
actors.
Fintiri, who spoke to newsmen as he arrived at the Yola
International Airport just before noon Saturday, said
efforts to reconcile Wike with Atiku were progressing
well.
Fintiri, who is the home governor of Atiku and a friend of
Wike but who said he is the chairman of the Atiku-Wike
reconciliation committee, reiterated that earnest
reconciliation process had started and was going on well.
He said, “We are focused and the reconciliation is up and
progressing. I am the chairman of the reconciliation
committee between Atiku and Wike on Atiku’s side, and I
assure you that we will get over it.
“The reconciliation process is ongoing and very
successful. We will continue to talk. Politics is about
discussions. It is about understanding. Very soon we will
be crossing the t’s and dotting the i’s to signify that the
reconciliation is over and PDP is up and ready for
success.”
According to Fintiri, the PDP views victory in the 2023
presidential election as a duty to Nigerians and is
therefore going all out for it.
He said, “We are alive to expectations and we know that
Nigeria will not forgive us if we fail. Nigerians are in
confusion. Everything is shattered. Nigerians don’t know
where they are. We wake up every morning (trusting only
in God).
“As a party, we are putting everything into this
reconciliation to ensure that Atiku and Wike’s camps are
back together as one united family for the success of the
PDP.”

More than two months after the Presidential primaries of the Peoples Democratic Party, the controversies that followed the exercise are yet to die down.

At the center of the controversies is the Rivers State Governor, Nyesom Wike who was defeated at the primaries by the former Vice President, Atiku Abubakar.

Wike, a first time contender at presidential elections polled 237 votes which were, however, not enough to secure him the ticket against Atiku Abubakar who scored 371 out of the 746 valid votes.

A dramatic withdrawal of former ally to Wike, Aminu Tambuwal for Atiku Abubakar was believed to have whittled down the chances of the Rivers State governor at the convention.

Addressing delegates at the convention, Gov. Wike had pledged to support anyone who emerged as winner at the primaries.

In his words, “today, anybody who emerges here I will support the person to the fullest because I’m a committed party person, because I love this party, because since 1998 I have been in this party.

“I will work for this party, I will not go anywhere, this is my party”.


With the latest crisis within the PDP, Wike appears to have reneged on the promise he made at the convention.

The matter worsened after the presidential candidate of the PDP overlooked Wike and chose Delta State governor, Ifeanyi Okowa as his running mate.

During his interview on Arise TV, Atiku explained his reasons for his choice of Okowa as running mate.

He noted that he chose whom he believes he can “work with amicably” and somebody that can “deliver”.


The comments of Atiku seemed to have caused more harm than good which led to Gov. Wike’s outburst on his arrival from Spain at the Port Harcourt International Airport where he accused Atiku of telling “lies” during the interview.

Since he lost out in securing the PDP’s presidential ticket and vice presidential candidacy, Gov. Wike had received a large number of visitors at his home in Port Harcourt, including Governors from the ruling All Progressives Congress.

This has fueled speculations that he may be on his way out of the PDP.

Again, his perceived closeness to the presidential candidate of the APC, Bola Tinubu has also given rise to rumours that he may eventually work for the victory of Tinubu against his party’s presidential candidate.

In a recent outburst, a former Wike’s ally and former Rivers South East Senator, Lee Meaba criticized Gov. Wike for lining up a majority of “Tinubu men” for project commissioning in the middle of campaigns.

Meaba said, “In the middle of our campaign, you line up Tinubu’s men, why do you line up Tinubu’s men? In the middle of our campaign, you are highlighting APC and Tinubu above our own candidate”.

At the commissioning of legislative quarters in Port Harcourt on Friday, Gov. Wike boasted that he will perform very well in any political party he finds himself in.

“Take me to the Labour Party, YPP anywhere I will perform,” he said.

Speaking at the event, the Speaker of the House of Representatives, Femi Gbajabiamila, who was the special Guest of Honour made overtures to the Governor to join the APC with certain words that many could interpret as “pregnant”.

In the words of the Speaker, “in politics, there is no permanent friend, there’s no permanent enemy but only permanent interest.

“And this journey that you have started, that you and I know; shall be permanent.”

At the tail end of his speech, the Speaker reiterated his earlier calls by even persuading members of the Rivers State House of Assembly to join Gov. Wike when he makes the move.

He said, “I congratulate the Speaker, Right Honourable Ibani and all the members of the Rivers State House of Assembly.

“I believe that when the governor finally chokes them, the members of the State Assembly will be coming with him to where he is destined to be.

“We await you, your Excellency and very eagerly too. Do not let anybody intimidate you, at the appropriate time you will tell them”.


On Wednesday, at the flag-off of the Illoabuchi-Azikiwe road construction, a former Governor of Ondo State, Olusegun Mimiko appeared to be begging Governor Wike not to leave the party.

He said, “all well-meaning Nigerians therefore know that we badly need to unite our nation to be able to effectively confront our security and economic challenges.

“Your Excellency, our party, the PDP, a party that you have laboured so much since, saddled with the historical duty of forging this unity, a unity premised on truth, equality and justice, a unity upon which rescuing Nigeria from the unsatisfactory performance of the seven years of the APC will be built. It is a mission that must be accomplished. A mission where you have been specially positioned and favoured to play a major role.

“You have undoubtedly done well for the PDP and I can assure you that the preponderance of PDP leadership and members know your worth.”


After Gov. Wike’s comments on arrival from Spain, the leadership of the PDP set up a meeting between him and Atiku in Abuja.

Subsequently, a reconciliation committee was set between the two parties to find ways of resolving the issues.

DAILY POST also gathered that one of the conditions given by Governor Wike’s camp for peace to reign is the removal of Iyorcha Ayu as the National Chairman of the party, which, however, a chieftain of the PDP, Bouch Nsirim loyal to Gov. Wike dismissed as an insinuation.

Speaking with DAILYPOST Nsirim said, “It is very important to state clearly that Governor Nyesom Wike has not told anybody that he wants the National Chairman of the party to resign, these are insinuations from different quarters”.


Few days after the meeting between Atiku and Wike, it appeared the peace talk may have suffered a setback after Senator Lee Meaba, an ally to the former Vice president, accused Governor Wike of “stopping them from campaigning for Atiku” in Rivers State.

Similarly there have also been feelers that the Atiku camp’s body language is such that it can do without the Rivers State governor for the election.

Bouch Nsirim, however, believes that the PDP cannot do without Governor Wike.

He said, ”anybody that is in the political scene, will know that the governor is an integral part of the PDP.


“It is clearly evident; the effort that he has made to ensure that the party survives.

“He is a major player and a major factor in the politics of Nigeria today.

“Like I have told anyone that cares to know, if you play with Governor Nyesom Wike, you are playing with the vote of Rivers people”.

Answering a question on what Governor Nyesom Wike wants for peace to reign in the party, Nsirim said, “what the Governor wants is mutual respect.

“You know that beyond being the governor of this State and being a participant in the just concluded primaries, the efforts he made in ensuring that the party survived is one that no one can jettison and so for me, I think what is ideal is for the presidential candidate to meet with him and sort out whatever issues”.

With the tone of Governor Wike during the commissioning of the legislative quarters in Port Harcourt on Friday, it appears the peace talks may have broken down.

The latest developments have left more room for assumptions that Gov. Wike may be working for the victory of the APC flagbearer, Bola Tinubu, especially with the very short comments he perhaps unintentionally made during his speech on Friday.

He said, “even the electorates, they are being deceived, “Muslim-Muslim, Christian-Muslim, native doctor-native doctor, is that our problem now?”

Perhaps, the governor quickly caught himself and added, “at the appropriate time, we will talk politics.”

No fewer than 616 members of the Peoples Democratic Party (PDP), in Dukku Local Government Area of Gombe State on Saturday defected to the All Progressives Congress (APC).

An ex-chieftain of PDP, Alhaji Kwairanga Dukku, led the new entrants, including women and youths leaders from different wards within the local government area into the APC.

Dukku attributed their decision to the good and purpose-driven leadership style of Gov. Inuwa Yahaya.

Also speaking, Alhaji Bappah Maru, a former member of the PDP Elders’ Forum said the efforts of the present administration in the state in the provision of potable water in the area convinced him to join the APC.

Umaru said their decision to join the APC was to appreciate the governor’s people-oriented policies towards improving the well being of the people.

Welcoming the new members, Gov. Inuwa Yahaya said the APC-led state government had entrenched good governance.

Represented by the Commissioner for Finance and Economic Development, Alhaji Muhammad Magaji, Yahaya said the large number of people joining APC showed there was no hope for the opposition parties in the state in 2023, NAN reports.

”With the calibre of defectors received in Dukku LGA, the APC in Gombe has been further fortified and this means that our chances in 2023 are getting brighter,” the governor added.


The Vice Chairman of APC in Dukku LGA, Alhaji Yahya Kole, lauded Yahaya for delivering on his mandate to transform the state.

He said: ”This is why APC has become a party that everyone wants to join and we will keep receiving new members.”
