The nine pilot states were chosen because they have an existing Social Register that successfully identified the most vulnerable and poorest Nigerians through a tried and tested community based targeting (CBT) method working with the World Bank. However other states have already begun developing their Social Registers and would be included in subsequent phases of the CCT implementation.”
It doesn't list the criteria.
Over to you. OMG!!!!! Ok....There is no set criteria, they just put their "family members" and the world bank endorsed it......... Satisfied? |

As to the free money that this government is handing out the article claims that there is 'Community Based Testing' - those aren't a list of criteria, I'm asking you since you speak with such certainty about this matter. Is this a demonstration of evasiveness or a demonstration of lack of comprehension. You will do better to go back and read with a view to understand rather than ask needless question |

And why did you duck my question on criteria? How are they identifying the qualifying parties? 1. The govt voted more to capital expenditure than her predecessors, is that false? You should be in better position to refute if they are not spending on capital expenditure, as 2016 performance window closes in March 2. Are you still asking a question on criteria? Are you telling me that you go into argument without reading? The reports stated exactly the modalities of how these people are selected yet you still bother to ask a question that the answer is obvious |

Many people did not understand how the intervention worked. I remember a PDP senator, less than 3months into the regime, stood up in the senate and requested that the senate to mandate PMB to pay Nigerian 5k, "promised". That was part of the confusion and done in bad faith |

mmsen: If you want to help these people who claim to be in need of 5k then provide them with basic education - everything from literacy, to civics, to sexual health education.
This is just a way for the same idiots who have been short changing these people to continue to do so.
And what sense does it make to hand out a depreciating asset in the form of hard currency when this government has done such a woeful job of maintaining the value of the naira?
Again, save this money and use it towards something more constructive than handouts. 1. You still don't get it. Nobody claimed to need 5k. The government is giving the 5k as a safety net. In order words, the government is giving cash incentives to alleviate their conditions, while getting them to buy into government interventions in health (immunization) and education (school enrollment). How do you want to teach your suggested "basic education" when in the first place these people are "disincentivised" and "disempowered" to make it to schools or primary health centres. How do you want to give "basic education" when it makes "immediate sense" to some to send their children out to hawk on the streets rather than go to schools. How do you want to give "basic education" when some families has to go out each day to hustle for daily meal? 2. On the value of Naira, you lot are just looking at the wrong paradigm. To these people in question, the Naira/dollar exchange means squat. But if you sat down to understand the interconnection and basic economics, then you will see that the cash to be given to these people cannot be deemed "assets", rather they are stimulants to reflate the economy and get cash to move in the system. Who told you government "hoarding" the cash will automatically translate to improvement in exchange rate? If government cannot not increase the spending power of people at this critical times, how do you want to help commerce? |

2. I supposed, the money will be paid in the bank: how did they get the account details?
3. This government does everything on media: I bet you this will circulate for a while and die off. remember Saraki case and others, Saraki is still Senate President.
4. Do you not think this is the most foolish idea? What do an average youth spend in a day? how much do you spend in a week?

Dont be surprise some of those dudes are well comfortable "financially" but they prefer begging as a source of income, while they have stores and co managed by either their kids or spouse. There are also some group of mallams who are being paid % of what they earned by the people who shipped them from the north to various locations to beg and earn Essentially the scheme is not for beggars. The Lagos State government has for example discouraged people from giving beggars money, especially the "perpetual beggars". The Lagos state government estimated that an average street beggar goes home with nothing less than N3,500 a day........ |

greenpasture: Nigeria's inflation is rather curious as it is imported. Price increases are uneven - on some staples year on year price increases are quite low. The government seems to be trying to domesticate the economy. The 5000 per person will most likely go towards the purchase of local food items and also to local artisans.
Whether it will work is quite another thing but the idea of lifting the domestic economy from the base while favouring large strategic infrastructural investments at the top is interesting. We haven't seen that before. What we've had since 1960 is basically top heavy trickle down economics in which money has flowed outwards in consumptive spending.
This is, it seems to me not just economic management but also large dosage social engineering.
On tax, government is gradually increasing tax. this morning stamp duty was extended to savings accounts. Corporate tax compliance is also hardening amount large non multinationals.
It's an interesting ride. Believe me, one that is presenting opportunities if you know where to look. I've run as part of my business an incubator and an accelerator in Lagos for the last three years and foreign investment is coming in looking for scale.
Wishing you a prosperous New Year Thank you sir, you've definitely update my knowledge on this |

Why is it so easy to fool us? You need to purge yourself of patent hatred and see the bright side of the intervention. So far the "almajiri beggars" access a relatively better lease of life, then we see a government meeting up to their promises. What I see here is either a total lack of understanding of (and ability to process) the programs. The CCT has conditions which are important. Few of which are 1. Parents will allow their children to be immunized 2. Parent will send their children to school Is that not a humane thing to do? |

mmsen: Without a proper census or identification system this is designed to fail.
Deal with the structural flaws before doling out money. I disagree with your position. You do not need to wait for your "proper census" before this intervention can start. What you call proper census is probably 10yrs away, are you now going to wait that long before you introduce necessary social interventions? Do you wait to have "proper census" before you start intervention programs like immunization, family planning schemes, community development aids etc? What has been done is to adopt an ingenious approach to data collection, verify the same data collection approach with international standards as verified by world bank and commence intervention with such, while you improve on data collection with time |

Some of our assertive statements are false. Thank God you said it is what you feel....... alexiej: Here are what I feel;
1. Nigeria has no database, so the govt can't know (and reach out to) the real people in need. - Who told you Nigeria has no database? Do we have a holistic database in the sense of it, may be no; but do we have data to start work with...absolutely yes!. States had had some forms of data collection in the past. Donor agencies and World bank had worked with state government to collect data in areas of health and community engagement for example. This is done in many sub-saharan African countries
2. This reminds us that while some idiots are buying new cars and getting furniture allowance and refusing to pay salaries, so many pple are so poor, 5k is a big thing to them. True dat.
3. The older generation used to talk about how that u could buy a car with less than 5k in their days. How has the naira falling so hard!
4. I believe investing into education would bring much better (long term) benefits. True! But we are in a special situation where a single approach (investing in education) is insufficient. You have to "incentivise" the "poor" to be able to consider sending their children to school and not on street trading or traded off as house-boys/house-girls. You have to make sure kids in school are fed, so as to boost their growth and learning capability
Summary? I'm not being pessimistic, but I don't see this working at all. Well your opinion. But is it not at least a bold step in the right direction? If we fail along the way, we simply step back, reassess it and readjust. Not taking action at all is unpardonable. |

asuustrike2009: What is the criteria for vulnerable poor citizens? How did the government got their data? How are we sure that the so called vulnerable poor citizens are what they imply? How are we sure the scheme wouldn't fail like SURE-P Well from the report, it stated that the states had a social register of the poor, which met the set criteria of the social safety net scheme and vetted by World bank. In other words, it is left to the states to fulfil the first criteria, before qualifying. I'm persuaded to believe that this scheme is sustainable and will not go the way of SURE-P. First off, it was painstakingly planned and now being executed. IF it were just for face-saving and political campaign schemes, cash would have been dolled out and the programme would have hit the rock |
