Did you say CBN stopped all banks from receiving dollars? Buying and selling and receiving dollar notes without a mobile app should be an illegal transaction. The high unstable conversion rate are caused by people who buy the dollar notes.

Apart from selling currency, which other commodity market do you need dollar to operate?. And about people's money getting lost in their account, that's a cyber security breach that should be reported to your bank immediately besides the hacker will need your pin and password to access your bank. My question is why do people need to buy and hoard the dollar notes when they are not buying any goods if it is not another fraudulent scheme to carry out fraudulent activities. Buying bank notes should have long been abolished to avoid inflation besides it adds no economic advantage or payment of tax other than devaluing the naira currency.
i didn't lose money to any hacker, CBN stop receiving cash or paying put cash in $ to anyone, you have to do all transactions by electronic transfers, that led to spike in rate, and I lost money buying $ and selling $ because of their policy that time.. Alot of people went out of business, people couldn't pay school fees abroad until govt CBN revised it self like 6 months later. As to your question.. It's just to make profit that's all.. Same way you see fuel black marketers making their margins, that's d same way people hoarding $ also operate.

CBN needs to print more currency, stop direct dollar transaction within Nigeria every transaction must be in naira unless electronic transaction and improve export, that way there is no demand for dollar, the naira becomes stable and a high inflow of forex.
they tried that in 2015 I lost my business because of that policy, it failed woefully, no way you can stop cash dollars from coming into the Nigerian economy, that time the loop hole was that some smart people open various accounts, collect so many people atm cards, travel to Dubai and every day dey withdraw $100, after the have bought the $ at official rates "electronically" they now transfer to other peoples account as much as 50 to 100,thats least $5000 daily, after a week or two they jump into the plan and head back to Nigeria, sell at the black market rate.. They made a killing.. While I lost over 7 million naira business that time has $ went from 157 to 210 I think that time.
My brother in short that your method won't work.. Until they just abolish the I & E windows and buy and sell at parallel market rate.. All this they are doing is just to post pone the evil day

No1 you said Nigeria must quit Opec so that we can sell our crude oil cheaper and increase our level of production. Well Dr Okupke, currently Nigeria cannot even achieve it's allocated quota from Opec which is 1.8 million barrels a day, currently we are hardly doing 1.3m bpd.. We are even struggling to achieve 1.1bpd currently, Opec is not the problem of Nigeria when it comes to production, the problem is cost of production on shore, that's why most foreign IOCs are selling off their on shore assets and focusing on offshore assets, host community problems are not making their oil mining easy at all.. It's too costly hence the dip in oil production plus also oil theft, Opec has nothing to do with that if we leave and a County like Saudi or Iran increase their production, the fall will fall and we will bear the consequences like in the early 80s,therefore leaving Opec is not a solution.
No2 your example or Aramco drilling it's own oil 100% and comparing it to Nnpc is very wrong, he is why, Nnpc currently does not drill oil anywhere in the country alone it's in JV with other oil companies, not only that Aramco is a quoted company no more a government owned company and it's not in a JV with any other oil firm, Until NNPLc or whatever it's name is right now is truly privatize or quoted.. It's still a government company without technical know how to drill oil.. Don't get me wrong am not saying Nigerian can't..yes we can drill oil ourselves, but NNPLc has it stands now can't. No oil company in the world would agree even a 50/50 on the kind of JV agreement Nigeria is running now..
Solution sell off Nnpc let it operate like other oil companies, collect your royalties and taxes.. All sum together can be even much more than the 40% we are currently getting.
No 3 I think the PIB acts has already taken care of that.. Only problem now is full implementation.

No 4, how many time will the refurbish, turnaround, maintain.. All the grammar that can be used for our refinery will be used and money wasted. How many times, and still no result, the problem is Govt has no business doing business, floating of naira is not what brought in the money you spoke about, but removal of subsidy.
Solution, sell off the refineries to the general public, let Nigerian buy atleast 70% of the shares.. No Nigerian should hold more than 2% of its share, the rest can be sold to an IOC that will mange and maintain the refinery to compete with Dangote refinery.

No 5, Gej government had already given license to people interested in modular refineries, their complain was fuel subsidy, now that it's gone.. No one is stopping anyone from applying for license.

No6, and 7,you really don't want to have crude refiners refining crude oil in your locality ask people living in portharcourt metropolis what soot did to them.
Oil theft.. Well I Yoruba they say the best guard against thieves is thieves their self's.. So I think the government is already working on that direction.

No 9.i totally disagree that government should bring back fuel subsidy in any from, sir you still seem to no know that it's not the floating of naira that brought in 1.5m to Nnpc coffers, it's removal of fuel subsidy and the fall of Naira to the $, if you convert that 1.5 trillion naira to dollars in January and in June you wll understand and see the difference in the figures. It's nothing to celebrate on.

Let me just summerize, there is nothing you will tell anyone in diaspora to send money home and receive less.. The only solution is we all buy and sell at the same market.. CBN or banks which is privately owned because I see no difference between the owner of a bank and aboki on the streets they are both hustlers trying to make money, if you can't beat them, join them and use your volume to chase them out of business, let the CBN buy and sell at aboki rate they will go out of business less than two weeks, then the CBN can have full control of the $ regime.. Let everyone buy from just one window and one market.

That's because 'diversity' in the context of section 14 (4) is not restricted to religion. In a court, non Yorubas in Lagos are more likely to succeed in an action to enforce section 14 (4) than those clamouring on religious grounds.

Be that as it may I don't think it's fair to have 30 xtians and just 8 muss in his cabinet, definitely there are more xtians in Lagos state than Muslims but the lagosian Muslims are much more active politically than the xtians in the states.. Hence why most house of assembly members and LCDA with senators and house of reps members are Muslims in the state.

Even if you filled it correctly will it be sold to you? The answer is no.. But some people are buying it even $100000,they are in the same country so of what purpose is the I&E window to you.. None

Infact it's hurting your bank account because it's making the value of your account balance lower than it was last week, same amount lesser value.. Bread of 150 naira day before yesterday is now 200 naira. What's the point of your I&E window?
This is the same method Nnpc used under Buhari, claiming petrol has been deregulated.. Meanwhile they were still fixing prices and paying subsidy, who is deceiving who? If you want to truly float the naira close the I&E window and sell at the parallel market price.. Buy at parallel market price, since the CBN is the highest holder of $ or NNPLC or the IOCs, those are the ones that will control the flow and the price of the $ against the naira.. Not the aboki on the street.. I net you under one week most of them will even close shop and find other source of income.

Why give MR A money to purchase a car when cars are assembled by more than 4 different companies within the country ? Such a person will have to proceed to parallel market to get dollars and send to his friend in Germany. Cars will by then be off the list of items Gov dollars can be used for. People requesting for dollars for medical tourism and education will have to proceed to parallel market as their degrees probably are available within the country in both public and private institutions. Don't forget this policy is for people who don't generate dollars but want dollars for reasons. For people who generate dollars a different set of rules can apply to them . This will further make citizens engage in export or service based businesses that generates dollars to repatriate to the parallel market for huge gains. Summary " people demanding dollars will be discouraged while people generating dollars will be encouraged"
i like your believe in "rules" and "laws" but you forgot it's Nigeria.. No matter the system you try to put on place that has two set of rules for same things different purpose, it will be abused in Nigeria.. One or if not one of the fundamental problem of Nigeria is the enforcement of laws.. Law enforcement.. It's almost non existent or extremely weak.. Even the law enforcer will be the law enabler or breaker, in your post you said there will be economy intelligent unit, my brother we already have efcc and SFU, that's their job, but is it working? My point is very simple, you know the kind of environment you are dealing in, if you want to encourage manufacturing, there are other ways to encourage it not by creating an exchange rate privilege platform that can be easily abused by others who are not manufacturing, the CDK example you are posting am very close to Auto dealers and I know personally an assembler.. I my self imported parts to be used on cars in 2013 2015,i know the rules and I know how people by pass it.
Instead of selling $ to manufacturers at & 80, you can give them tax breaks, custom duty waivers or even subsidies their production, in that way you keep the $ rate exchange single and stable and not open to arbitrary abuse in any way. Rather than your complex method that will require a lot of man power to monitor who is abusing the system or not.. Am not saying your point is not good.. But it can only work in a law enforcing environment like China, USA or even morroco.

Followed your posts. Kudos for your intelligent list of submissions. However, I have a question. Your proposal/theory seems to have a weakness. Just like the subsidy removal has led to sustained inflation and hike in fuel price, the abolishing of I & E window and uniform price of dollar will like likely cause increase in its price. This is because people with the dollars will hoard it and manage to still control the price. And Nigerians, being who we are, will scramble for the $ currency, ensuring even more scarcity, thus driving up more inflation per se. It may even reach 1k quicker.

Now to your question, one of the best way has scientist is to try out different type of experiment till you get it right, dollars is not a legal tender in the country, just like we had hoarders and black marketers with smugglers in petrol.. People who had no business holding on to the dollars won't hold on to it because by then it will be of no profit holding on to it for them.
The I & E window currently has it is will be subject to abuse, they is no way of stopping that. The subsidy removal didn't cause inflation on its own. Our people in Government or in CBN refused to learn from history, what was the cause of subsidy in the first place?àb initio.. It was the fall of naira to the dollars and lack of working refinery, now we have the Dangote refinery coming up, why is our refinery not working.. It's simple Govt has no business doing business, it's better the 3 refinery is sold off and let the IOCs manage them, Govt can only regulate and make sure there is no monopoly.. Just like in the telecom industry, also subsidy was implemented to have a uniform price of fuel all over the country, but now we have realized that it's not possible to do that, the cost of transportation will be bear by how far from the location of production.
If the CBN or IOCs, Banks buys $ at the rate aboki also buys do you think anyone will waste his or her time to patronize an aboki on the road? No.. They will go out of business it's as simple as that, they claim we use to do 40m barrels per day during subsidy.. Now we hardly do 25 m per day.

The issue is not aboki but the fact that dollar inflow is sold to parallel market straight making the gov the only source that want to sell to the IE window. Best bet is to liquidate all domiciliary accounts in all banks in Nigeria them creat a deliberate parallel market for undocumented and unambiguous buyers while creating a gov artificial rate of N80 Naira to the dollar. A policy of strictly chemical and machinery as well as only industrial purposes to access this non cash rate. You will find out that machines and spares for industries will be cheaper including cars and cost of construction industry . Houses will be cheaper to build making life more affordable to Nigerians . The parallel market or cash market can be as high as N20,000 to $1 . This window will be for people that want cash to travel out or probably pay expatriates. This dual exchange rate system has to go along with domestic production of petrol and diesel as well as other petroleum by-products. Like I said the official exchange rate will be strictly for manufacturing and purchasing of parts and chemicals which will never be cash based. This will eliminate the possibility of round-trip. We all know that spares are not bought every day neither are chemical imputes so the pressure from the industries will be seasonal . . The people that require cash for many other reason can be based on the ability of demand and supply; floating. All profits from foreign coys can be repatriated by either they buy gold form osun state or zamfara state and export the cold abroad to get liquid cash. This will also help our mining sector. This is my advice and solutions
nice idea but it seems you don't know how savvy we Nigerians are, let me give u an example that is happening and that will still happen if the govt still maintain a window for exchange apart from the parallel market even if it's non cash based.. I open a dorm account, but dollars with my 10m got lets say 7200 current official rates on my govt form which I use to apply for the purchase which is form M I calm I want to buy x chemical for my company to produce y product, x chemical is sold in Germany, I have a friend in Germany, I tell him to give me his account.. I transfer$7200 to him collect $7100 either in cash or I tell him to do a transfer for a used vehicle eg a Toyota camry 2015 model, I ship it in, pay the required 30% on import duties on cars sell car for 16 million naira... That's another form of round-tripping.. Don't underestimate Nigerians we can go to any length to take advantage of any loophole..
There won't be a stop to the slide of naira until the official window is closed and let everyone buy and sell at the parallel market rate both CBN, Bank and BDCs... That's when the currency will stabilize, when that is done Government can gradually increase wages quarterly. Minimum wages should be negotiated by FG for federal staffs and respective states should negotiate their own minimum wages according to their various state economy.. That's the only way forward.

CBN cannot continue to posture like a lame hapless puppy. Draconian rules must be implemented to run those thieves out of business.

am not in support of going through the banks, the CBN should just sell and buy dollars at the parallel market rate, no need to ban any commodity or anyone buying once they can do this they will be able to have just one single rate or better still allow the IOCs to buy and sell directly to anyone they want to.. Only way out is for the banks or CBN to jettison anything official rates and buy at the rate the parallel market is selling, this will drive down demand and run out black marketers out of business.. Just like petrol subsidy removal has right now.

We cannot go on like this.. This is not the way out to stabilize the naira, the only solution is to go the way we did with fuel subsidy, no more special treatment, if you have a window the I and E window and a parallel market with two different rates in one economy, some privileged people who have access to the I and E window to buy Dollars will buy it at a lower rate and sell at the parallel market at an higher rates, also the world is no more in the 90s where market forces closes with banking hours, shut down the I and E windows, buy and sell the dollars at the going rates in the parallel market.. With that you have unified the exchange rates and allowed it to float freely, stop selling to the banks. If you have to sell to the banks sell at the aboki rates and buy at aboki rates.. The demand for dollars I can guarantee will go down 40% under just one week.. Thereby forcing the rate down...
The CBN honcos knows this, this is what we need not loans to defend the naira

It might be ok for short term but what happens when it's exhausted? It's a vicious circle.. Give concession rates to importers.. This people no dey learn? How is that different from giving subsidies? Rather than ask for that let's look at the cause of the rise in dollars... It's simple CBN should cancel the I and E window.. Banks are only buying, they are not selling to everyone, once u create a system whereby some fortune fews get their hands on the dollars at the I and E windows, they will sell it to aboki on the street that will create the division and will make price go higher, the way out. Stop selling to the bank.. Let the IOCs sell directly to anyone they wish to, let everyone have access to the dollars at the parallel market rates.. You will see that the artificial demand will collapse and the dollar rates will come down and stabilize.. Just like we are seeing at the petrol market this days..

This is the problem with government. Always complaining about challenges it is part and parcel of creating.

It claimed to have floated the naira yet it has no reasonable criteria for establishing the rate at which it presently trades foreign exchange. Setting an arbitrary figure and a rate outside reality that once again opens the door to corruption through round tripping.

And it is this insincerity that weakens it's market share of the forex market. For even a toddler or novice in foreign exchange matters know that rates vary by the millisecond in a fully deregulated market and the extent of liquidity of any market relates to access, transparency and security all three of which the CBN has never offered.

Their own foreign exchange is an instrument of corruption, provided only to their cronies and used as a political football.

Who will put his hard earned dollars in a bottomless, dark pit where he will not be able to get it back at a reasonable rate if not at all, or ever. The CBN should distance itself from government meddling, clean up it's act, gain respect and trust and act in a true free market manner and it will gain prime market share of the fx market where it has played the underdog since the 80's.
i tire ooo.. This folks at CBN just like Nnpc folks thinks we all are fools, why float the naira and still have a so called I&E window, the CBN should hands off dollar trading.. Let the IOCs the largest dollars earners in the country sell directly to banks at Aboki rates... Everything will stabilize immediately, the demand on dollars will go down by nothing less than 40%. Right now it's still like subsidy some people are profiteering from round tripping.

False premise! Why? Because we are basically import (in order words dollar) dependent for basic products - energy (fuels), food (rice, dairy, fish, flour and flour products), clothes (fabrics, materials and accessories), electronics (including phones, TVs, etc.), building materials (tiles, glass, aluminium, cables, etc). And our main means of earning this dollar is crude oil exports.
arm chair economist welcome, pls bring your chair let me school you, Nigeria is not the only import dependent nation in the world, Saudi import almost everything they use, even water, their only source of revenue is oil and Hajj, Infact 2/3 of Nations in the world are on import export deficit with USA, China and other European countries, you don't hear their currency tumbling like ours us doing right now, having two rates in the economy is profiteering some people who have access to the official rate, until CBN stops selling dollars to just banks and BDCs or any I&E window.. This thing will continue, abolish the I&E windows, sell and buy at aboki rates, they will go out of business just like the black market and smugglers of Petrol has gone out of business now.. It's very simple, until that is done we won't see the end to the fall of Naira. It's simple h as ABC.

This is not a rocket science, close the I & E window, there should not be anything official rate anymore, just like petrol subsidy removal, let the free market, call it anything you want determine the rate of the naira, let's use the black market rate as official market rate and see the demand on dollars go down as 40%,am 100% sure if this is done $ will go down as 500,if there is two rates system in an economy people will definitely profit off it and the rate will go up.

We don't have any motor manufacturing plant or company in Nigeria, they are all assembly companies, all the vehicles Innoson "assembly" exact same motors BAIC of China "manufactures", you won't see Anamco, Anambra motor company claiming they are manufacturing their trucks but they will say assemble, it's only Innoson claiming it manufactures, that's not true in the real sense of the word manufacture.. Here is a thread by someone on Nairaland.com Evidence INNOSON Vehicles Are Made In China. Pixs. If it can guide you, why should I have bile for Innoson.. Nice response, but innoson is not the only local "assembly" motor company in Nigeria, Lanre Shittu Mottors also assembly JAC pick up trucks too, they should be patronized too if Innoson is out of stock. I used the word Assemble because that's what Innoson does.. Not manufacturing or made in Nigeria.
