There was a massive traffic jam on the Lekki Express around 12pm on Friday. I tried to find out the cause of the traffic and I was told that there was a petrol tanker on fire at the Admiralty Toll Plaza. I was shocked. I quickly made some calls and discovered that it was a actually a drill (an inter-agency simulation to test response time). The drill was overseen by the Lagos State Emergency Management Agency (LASEMA) Response Unit (LRU).

THE Nigerian Communications Commission (NCC) has increased International Termination Rate (ITR) from N3.90 per minute to N24.40 per minute, a 525 per cent increase.

ITR is an interconnection charge set by mobile traffic carriers on calls originating from other networks. Though the regulator did not give reasons for the hike, the notice it issued, dated October 5, reads: “The Nigerian Communications Commission, on September 16, 2016 reviewed the termination rate for international inbound traffic from N3.90/min (about $0.013 today) to N24.40/min. The interim rate will subsist pending the conclusion of the study of the Determination of Cost Based Pricing for Mobile Voice Termination Rates.”

The over 525 per cent increase in the ITR could be traced to a recommendation in an analysis prepared by its Policy, Competition & Economic Analysis Department last year.

In an assessment of international voice traffic termination rates, NCC noted that while regulatory authorities tend to protect service providers and consumers, telcos and the government would prefer higher rates that bring in hard currency and can fund investment, expand domestic network, fund innovation and improve quality of service (QoS).

It also notes that revenues from international calls are seen as means of cross-subsidising domestic calls. This is tagged to a symmetrical system that shows money flows from developed to developing countries as most traffic originates from rich countries and high settlement rates favour the recipient countries.

Based on the assessment, NCC stated: “In comparison with other African countries ITR, Nigeria termination rate at $0.03 relatively too low and this will likely impact negatively on the inflow of revenue to the Nigerian economy.

“Consistent with the above, we recommend that upward reviews of international termination rate should be settled through negotiation and commercial agreement between the domestic service providers and international traffic carriers provided that the rate would not lead to decrease in inbound traffic to the country.”

Citing the case of Ghana’s termination rate increase in 2009 from $0.10 to $0.19/min which it says was problematic and Uganda’s enactment of a legislation in 2013 imposing a tax of $0.09 on inbound international calls that substantially increases ITR, NCC compares outcomes of termination rates with other 53 African countries to indicate that only South Africa shares the same ITR with Nigeria. Others range from $0.09 (Egypt) to as high as $0.70 (Gambia).

The reviewed ITR increase could seem to be NCC’s response to the telecom industry which has been feeling the pinch of its current economic woes of late, according to ITWeb Africa.

After industry experts decried harsh operating environment which has cost telecom companies about N660 billion this year, NCC says it will work on strategies including revised/updated Nigerian Telecom Policy, spectrum availability and other national resources, to yield gross domestic product (GDP) growth and create business/investment opportunities in the country.

Please, just a comment.

I want to suggest that any line of action to be made should be done in total agreement with the mother or perhaps after proper notification has been given to her. This is to avoid the awkwardness that could arise in the process of rendering help.

First, what if the mother has reasons she wouldn't support for her to open a bank account hence the reason she's holding back on giving the utility bill only for some group of strangers to come and override her authority in the name of 'help'?

Second, except you've established communication with me, I wouldn't just permit my child to go off at odd hours or even any hour if he/she is under my watch to meet up with some stranger. (It wouldn't be too hard for a Nigerian parent to suspect rituals).

Or God forbid, something goes wrong, who do you think I'd arrest?

She should be in the know of everything from plans to actions(account opening, ante natal, beauty shop, mentoring, therapy, all).

Except we've agreed the mother is out to frustrate her hence our efforts.

Please she perhaps would do well with proper advice and counselling. Like TVO1 rightly said, we shouldn't just feel we can lord over her life because she really messed up.

She makes poor choices(concluding from what i've read thus far), so if she sells the tab, how long till she is asked to sell something else we deem 'not necessary' to her.

Also, not everyone reacts well to being spoken to in a mean way. So maybe you can tone down on the aggressive responses or talks when you call her.

The Federal Government yesterday launched the National e-agricultural Web Portal (NEAWP) to help achieve the diversification efforts of the government.

Speaking at the presentation and validation of the portal and inauguration of the Project Steering council in Abuja, the Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri, said “the NEAWP project is a strategic initiative to enhance knowledge flow between stakeholders and ensure inclusive and robust development of the agricultural sector.

He said “the e-Agriculture encompasses and showcases all aspects of the Food and Agriculture Industry/Value chain in Nigeria.
Dr Lokpobiri said the portal aims to highlight the strategic and operational components of the ICT driven Agricultural value chain in Nigeria especially as it relates to the Green Alternative Policy of President Muhammadu Buhari which is being implemented by the Federal Ministry of Agriculture and Rural Development.

He assured that” we are committed to ensuring policy consistency by leveraging on the successes and lessons from the agricultural transformation agenda(ATA) and our strategy is to work with key stakeholders in the agricultural sector to build an agribusiness economy that guarantees domestic food security and enhanced exports,sustainable income for farmers and job growth”

He added that “the e-Agricultural Web Portal will integrate all existing and future agricultural platforms and mobile applications to create a One stop National e-agriculture presence” Also speaking,Director General /CEO ,National Information Technology Development Agency (NITDA), Dr Isa Ali Ibrahim (Pantami), said “the e-Agriculture refers to the process of deploying, adopting and accepting ICTs into the different aspects of the Agricultural Value Chain”.

He said “some key features of the portal include providing a flexible system for identifying farmers in the country,giving a verifiable base of the farmers, incorporating a dashboard for presenting relevant data sets in easy to follow formats as well as providing a means of communicating key farming information like best practices and weather information”.

It is highly illogical for a doctor to say a patient is "medically ok" just because he doesn't know what is wrong with her. Imagine taking your car to the mechanic because it's making a strange and highly irritating noise and being told that your car is "mechanically ok". How does that help?.

With this thinking, I doubt you'd readily get a solution.

So if I scratch myself with a bottle and I don't tell the doctor, he's automatically supposed to diagnose and know even though the scratch is not terminal in any way?

The best you'd get is a search for infections and perhaps antibiotics with few advice both medical and general.

Having something in mind while going to see a doctor is as bad as self diagnosis and isn't healthy.

Persons have said it could be a bug, mite or self inflicted and i believe it's one of them. Let the doctor do his job. Advising the lady to keep probing or jumping from one hospital to the other isn't the best thing.

Naira on Thursday slipped to 485 to a dollar at the parallel market following the scarcity of the foreign exchange in the country.
Some traders in Lagos and Abuja said the naira slipped to near 490 a dollar in early trading before returning to 485 later.

They attributed the naira crash to the scarcity and speculations in the market.

Meanwhile some, traders are sceptical especially when buying the hard currencies due to the expectation to receive direct allocations from Central Bank likely from Friday.

The CBN allocation may likely ease the downturn of the local currency before the public holiday end on Tuesday.

The National Youth Council of Nigeria on Sunday said it had traced £1.558m (N825m) to a United Kingdom account allegedly owned by the embattled former chairman, House of Representatives’ Committee on Appropriations, Abdulmumin Jibrin.

The Head of the Anti-corruption unit of the NYCN, Ifeanyi Okonkwo, said this in an e-mail he sent to The PUNCH in Abuja.

When contacted on the telephone, Mr. Ikenga Ugochinyere, who identified himself as the President of the National Youth Council of Nigeria, said, “The statement came from our anti-corruption unit. Like you can see from the documents attached, we received the information from a reliable source in the UK.”

Okonkwo said the operation of the accounts contravened existing Nigerian laws on the conduct of elected and appointed public officers.

The group said documents it obtained from the UK revealed that Jibrin allegedly “owns and operates the said account domiciled in ING Bank Channels Island, United Kingdom.”

It said, “The bank is located at Forum House, Grenville Street, St-Heller, Jersey JE2 4UF, Channels Island United Kingdom.

“Jibrin opened the account with his address at 453 Crank brook Road, Ilford Essex IG2 6EW.

“Details of the account statement obtained by some lawyers in the UK show that Jibrin has a total £1.558m (approximately N825m) in the account between June 1, 2016 and June 30, 2016.”

The group claimed that Jibrin withdrew the sum of £623.44 pounds within the one month period bringing the balance in the account to £1.376, 193.84 British pounds.

“Jibrin’s ownership of foreign account contravenes the provisions of the 1999 Constitution which bars public officers from owning and operating foreign account,” the group added.

Paragraph 3, Part one of the Fifth Schedule of the Constitution of the Federal Republic of Nigeria 1999, states:

“The President, Vice-President … members of the National Assembly and Houses of Assembly of states and such other public officers or persons shall not maintain or operate a bank account in any country outside Nigeria.”

Paragraph 18 of same Schedule provides to the effect that where the Code of Conduct Tribunal finds a public officer guilty of contravention of any provision of the code of conduct the punishments to be imposed include vacation of office or seat; disqualification from membership of a legislative house; seizure or forfeiture of assets or property being proceeds of such corruption; and prosecution in addition to the above sanctions; where the conduct constitutes a crime.

Attempts to get a reaction from Jibrin were unsuccessful. He neither picked nor returned any of the calls put through to him.

A response to a text message sent to him was still being awaited as of 7:05 when this report was filed.

However, at about the same time, Jibrin twitted: “When I heard Speaker Dogara wants to suspend me I laugh” on his twitter handle @AbdulAbmj.

The National Bureau of Statistics (NBS) has just released the inflation rate for the month of August, 2016.

In August the Consumer Price Index (CPI) which measures inflation increased by 17.6% (year-on-year), 0.5% points higher from the rate recorded in July (17.1%).

The major divisions responsible for accelerating the pace of the increase in the headline index were Housing, Water, Electricity, Gas and Other Fuel, Education and Transportation Services.

The Food Index rose by 16.4 percent (year-on-year) in August, up by 0.6 percent points from 15.8 percent recorded in July. During the month, all the major food groups contributed to the increase in the Food sub-index, however the pace of increase was slowed by Fruits, Potatoes, Yam and other Tubers as well as Oils and Fats, which reported slower increases during the month. In addition, imported foods as reflected by the Imported Food Sub-index increased by 0.2% points from July to 20.7% in August.

Price movements recorded by the All Items less farm produce or Core sub-index increased by 17.2 percent (year-on-year) in August, up by 0.3 percentage points from rates recorded in July (16.9 percent).

During the month, the highest increases were seen in Solid fuels, Vehicles parts Books & Stationeries and Clothing and other articles of clothing.

On a month-on-month basis, the Headline index rose by 1.0 percent in August, marginally lower than the 1.3 percent recorded in July. This is the third consecutive month of a slower pace of increase in the Headline Index.

Although this is laudable, I want to believe it's purely for educational purposes before people start claiming it would translate to a cheaper source for the production of the said crude derivatives.

If I remember clearly, this is basic chemistry - pyrolysis.

The breakdown of the plastics to derive those hydrocarbons would require an extensive separation technique if it's to be done on an industrial scale and wouldn't be cost effective in any way.

The Nigerian Stock Exchange (The NSE or The Exchange) is pleased to announce the commencement of its 2016 edition of the NSE Essay Competition for students in Senior Secondary Schools in all states of the federation.
