Do you have lengthy study gap? Get family photographs with ur sponsor or you use a family tree. How credible is ur soa in term of inflow and outflow. Do not relent. You can still make it. You don't need to pay for school fees before you apply for visa unless school specify it in the admission letter. Although some schools asked for deposit payment but not all the schools. Is the school asking your sister to do English Test coz most us got admitted without writing English test. Also I will advise your sister to apply to more than one school.
