A sound president, won't pick a thief to head such a strategic body and if by any chance the person he chose turned out to be a thief he won't waste time to see that the thief is removed and punished. That is what a president that truly has integrity will do, not let anything that will taint his image persist. What's the big deal?
If it is the cure, then it is a drug not just an intoxicating drink. Many drugs today contain similar addictive substances in the right proportions and they are used to treat illnesses. No big deal, unless one wants to be too religious.
