Politics / US Mourns Victims Of Damboa Attacks In Borno by MissEdified(f): 1:44pm On Jun 19, 2018
The U.S. has condemned, in the strongest possible terms, the attack on Saturday in Damboa, Borno in North Eastern Nigeria by suspected members of Boko Haram terrorists.

The U.S., in a statement by Ms Heather Nauert, Spokesperson for the U.S. Department of State, said it stood firm with Nigeria in the fight against terrorism.

According to reports, no fewer than 32 persons were killed, while 84 others were injured when six suicide bombers detonated Improvised Explosive Devices in Damboa Local Government Area of Borno.

“This violent attack, aimed at civilians celebrating with their families and communities during the Eid el-Fitr holiday marking the end of the Muslim holy month of Ramadan, is a reminder of the depravity of those who commit such attacks against innocent people.

“The United States stands firmly with Nigeria in its fight against terrorism.

“We extend our deepest condolences to the families and friends of the victims who were injured and killed, and mourn all those who were lost,’’ the U.S. stated.

The Ooni of Ife, Oba Adeyeye Ogunwusi, Ojaja 11 has called on Nigerian youths to rise and take up leadership position as they are the owners of the country.

Ooni Ogunwusi said this following the signing into law of the ‘Not Too Young To Run Bill into law by President Muhammadu Buhari.

The traditional ruler said based on the huge population of Nigerian youths, they deserve inclusion in governance and politics.

“Youths of this country, they own this country. They are the owners of this country. Look at the demography of Nigeria, the youths have the largest population. Its left to Nigeria youths to rise up and take that leadership position.”

He also called on the youths to support existing leaders and believe in their leadership abilities.

“The youths of this country believe there is no way they can attain a certain height. There is no height that you cannot attain, you just need to give an effort, just give it a shot.”

Presidential aspirant, Fela Durotoye who was also at the Ooni’s palace in Ile Ife, said it is inevitable for any nation to prosper without its youths taking key decisions and making significant contributions in its government.

Health / Doctors Who Reject Gunshot Victims Are Criminally Liable by MissEdified(f): 11:34am On May 16, 2018
The attention of the Nigeria Police, Lagos State Command, has been drawn to the Punch Newspapers publication of Monday, May 14, 2018, captioned " Hospital rejects victim over bullet injuries."

The story goes that one Engr. Adebayo Akinwunmi, a senior engineer with an Information and Communications Technology company, was shot and wounded by armed robbers in his house at Ofada-Mokoloki, Ogun state and was brought to Reddington hospital, Ikeja for treatment only to be refused admission on the unlawful and inexcusable grounds that there was no police report.

The Command considers the action of the hospital as cruel; perhaps, an indication that the hospital management may be ignorant of the "Compulsory Treatment and Care of Victims Of Gunshot Act, 2017.

In the light of this development, the Command wishes to inform all medical practitioners in Lagos state , that the Act demands that every hospital in Nigeria whether public or private shall accept or receive for immediate and adequate treatment with or without police clearance any person with a gunshot wounds. The Act, however requires the hospital treating such a patient to report the fact to the nearest police station within two (2) hours of commencement of treatment.

The Commissioner of Police, Lagos State, CP Imohimi Edgal, saddened by the allegation against the Reddington Hospital, has directed all Area Commanders and Divisional Police Officers in Lagos State to henceforth arrest and diligently prosecute any medical practitioner who rejects a gunshot victim on the ground of no police report. The CP wants doctors to note that the Act recommends a 5-year-jail term for any person, hospital or authority who stands by or omits to do his bit which results in the unnecessary death of any person with bullet wounds.

Health / Ban On Codeine: Lagos Unveils Comprehensive Strategy To Address Mental Health by MissEdified(f): 5:28am On May 05, 2018
@NewsHelmNg

The Lagos State Government on Friday said comprehensive plans are currently being firmed up to generally address prevalence of drug abuse under the mental health policy in the State, revealing that a law to that effect has already been updated.

The Federal Government had on Tuesday directed the National Agency for Food, Drug Administration and Control (NAFDAC) to stop further issuance of permits for the importation of Codeine as active pharmaceutical ingredient for cough preparations with immediate effect in response to the gross abuse of Codeine usage in the country.

Speaking at the annual Ministerial Press Briefing to mark the third anniversary of Governor Akinwunmi Ambode’s administration held at the Bagauda Kaltho Press Centre in Alausa, Commissioner for Health, Dr. Jide Idris said before and after the ban was announced, the State Government had been engaging with key stakeholders, adding that it was important for serious attention to be concentrated on mental health issue and affiliated matters.

Responding to a question on what the State Government was doing in that regard, Idris said: “On the issue of Codeine, that is very interesting and the question is how are we as, a Ministry, ensuring the compliance by manufacturers. I must tell you that the Drug Control Unit in the Ministry is very active. We are also operating in conjunction with NAFDAC. The ban principally is a NAFDAC initiative but as a State Government we did not wait; we are more proactive and ever since this issue came into light, the Ministry has been engaging and very soon, we will come out with a more comprehensive programme.

“This is because we would not look at Codeine alone; we are going to look at it under drug abuse. Codeine is just one substance out of many that are being abused. It also goes to show you the extent of the mental health situation in our country and that is why like we said something ago that we are putting more emphasis now on mental health. It is a serious issue; it is one area of the health sector that people generally do not even address and that is why as a State Government we are being proactive.

“In line with this, we have updated our own mental health law as against what is happening at the federal level; we have a mental health policy and we are currently now implementing our mental health programme to cover all tiers – primary, secondary and tertiary health care systems. This is a comprehensive thing and there is no doubt about the fact that there is a major mental health problem in our country and this Codeine is just a tip of the iceberg,” the Commissioner said.

Speaking on activities of the State Government in health sector in the last one year, Idris said it was gratifying to report that the Lagos State University Teaching Hospital (LASUTH) successful performed its first open-heart surgery on a 32-year-old patient solely by indigenous cardiac surgery team, as well as fourth successful cochlear implant and kidney transplant surgeries, while LASUTH in conjunction with Rotary International and Alliance for Smile successfully carried out surgeries for six patients with cleft lip palate deformity

He said a total of 61 Primary Health Care Centres (PHCs) were either constructed or upgraded and furnished with medical equipment within the period under review, while 38 others are ongoing, in addition to approval given by the Governor for 1,000 health workers to be recruited for the PHC system.

Apart from new access road and gate constructed in LASUTH, the Commissioner said the Child Care Centre otherwise known as Ayinke House in LASUTH would be commissioned in June this year by the Governor, while the phased installation of CCTV with a monitoring room to enhance security of lives and property in the hospital in about 36 strategic areas was currently being done.

He said major rehabilitation works were also carried out in Epe General Hospital, General Hospital, Lagos; Onikan Health Centre, Randle General Hospital, Surulere; Accident and Emergency Centre, Toll Gate; Agbowa General Hospital, Ijede Health Centre; completed School of Nursing Hostel, Igando; procured 30 automated external defibrillator for Lagos State Ambulance Services, as well as procured N2billion worth of equipment for health workers.

The Commissioner said as a follow-up to the successful containment of Ebola outbreak, the State Government in collaboration with Global Partnership Programme, Canada was in the process of establishing a Bio-Containment and Bio-Safety Laboratory within the premises of the Lagos Mainland Hospital, Yaba to facilitate prompt diagnose of diseases of public health importance, while the Health Insurance Scheme of the State Government would commence in 2018.

“On health insurance, we are doing everything to ensure that the scheme is successful. Already, we have given formal letters of award to selected seven health insurance agents. So far, 179 private and 68 public primary care facilities, and 27 General Hospital including LASUTH have satisfied the minimum required standards for the scheme. An additional 42 public PHCs will be added.

“The one per cent of the consolidated revenue earmarked by law as approved by the House of Assembly as equity has been budgeted for in 2018 appropriation. This scheme will commence this year; I am very sure of that,” Idris said.

Politics / How We Feed 7.6m Children Daily – VP Osinbajo by MissEdified(f): 9:41pm On May 04, 2018

Vice President Yemi Osinbajo, on Friday said that about 7.6 million children in 22 states across the country were being fed daily under the National Home Grown School Feeding Programme (NHGSFP).

Osinbajo made this known in Akure during an interactive session with beneficiaries of the NHGSFP and inspection of the N-Power Programme at Alagbaka Estate Primary School, Akure.

He explained that the purpose of NHGSFP was to ensure that children in public primary schools across the country would have at least one very good meal daily.

The vice president, who had lunch with the pupils, added that the meal would improve the children’s health, boost farming in the country and create job opportunities for some people.

“I have tasted the food myself and I think it is the quite nice,” he said.

Osinbajo said that another set of 300,000 Nigerian youths were to be engaged in the N-power programme.

He explained that the new set of beneficiaries would teach in public primary schools, pointing out that 200,000 graduates were already benefiting from the programme.

He described the N-Power programme as a very compelling testimony.

Politics / History Of Almajiri And Current Status Of The System by MissEdified(f): 9:17pm On May 04, 2018
Almajiri is derived from the Arabic “Almuhajirun”, meaning an emigrant. It usually refers to a person who migrates from the luxury of his home to other places or to a popular teacher in the quest for Islamic knowledge.

Islamic education in Hausaland began as early as the eleventh century and By fifteen century the reputation of some Hausa state capitals(Borno, Katsina, Kano) as Muslim metropolis was already high enough to attract many students and scholars.

Sokoto Caliphate at the beginning of the 19th century provided an enabling environment for the growth of education, It was an organized and comprehensive system of education for learning Islamic principles, values, jurisprudence and theology. In the early years of colonial rule, British colonial officials in Northern Nigeria were fascinated by the existence of a formal system of Islamic education. According to the 1931 census figures, 30,000 - 35,000 Islamic schools were enrolling 200,000-360,000 pupils (Hubbard,1975). The system was funded by the state treasury and the state zakka funds, and was under the control of the emirs of the traditional government system that existed before the coming of the British.

The Amajiri system, though funded was not over dependent on the state. The students were at liberty to acquire a vocational and occupational skill in between their Islamic lessons and so were involved in farming, fishing, well construction, masonry, production, trade, tailoring. Many of them were the farmers of the northern Nigerian cotton and groundnut pyramids. They formed the majority of the traders in the commercial city of Kano(Dantata..) They were the leather tanners and bags makers in the old Sokoto Empire, the cap weavers nd Taylors in Zaria city.

They provided the colonial administration with the needed staff. The first set of colonial staff(clerks, judges. in Northern Nigeria was provided by the Almajiri schools and this went on for years. Before they were gradually replaced. Almajiri teachers and their pupils also freely provided their community with Islamic Education, they were responsible for development of Ajami i.e. reading and writing in Arabic alphabets.

In 1904, the British invaded and colonized the northern Nigeria territories and took control of the state treasury, The British also refused to recognize the Almajiri education system as an important education system and deliberately abolished it.

Circumstantially all the learned people who were at the helm of affairs in pre colonial north, were considered illiterates, making them not only unemployed but unqualified to be employed despite being able to read and write.

The care of the Almajiri became overwhelmingly burdensome for the Mallams who were left with no choice but to send these little boys out to beg from the good will of the society. To make end meet, some of these Mallams began to impose on the Almajiri levies, begging and doing menial jobs are now the way of life for them, the system is broken and unproductive All you see now are hungry, malnourished, wounded, sad looking kids.
