Corruption: Southern Nigeria is ahead – Report 02 July, 2010 02:43:00 Our Reporter. Font size: Report on business survey on crime and corruption prevalence in Nigeria presented in Abuja on Wednesday, has revealed that bribery and corruption, are more predominant in the Southern part of the country. It will be recalled that the World Bank in its latest report on Doing Business in Nigeria 2010, had declared Imo and Ogun States in the Southern parts of Nigeria as the most difficult in doing business even as it charged the Federal and the 36 State governments to intensify efforts at facilitating the doing business nationwide. Also, it declared Jigawa, Gombe and Borno States in the north as the easiest and with less hiccups or bottlenecks in starting business. The survey, "NBS/EFCC business survey on crime and corruption and awareness of EFCC in Nigeria, 2007" was an outcome of collaboration between the National Bureau of Statistics (NBS) and Economic and Financial Crimes Commission (EFCC) with the support of the European Union (EU) and United Nations Office on Drugs and Crime (UNODC). Part of the report said: "The prevalence of corruption is not homogeneous and certain businesses are at higher risk than others. In particular, bribery appears to be more frequent for enterprises of smaller size and those located in the south of the country." Presenting the report, the Statistician-General of the Federation, Dr. Vincent Akinyosoye said the relevance of the report is to assist in providing support to government in formulation of policies for national development. Akinyosoye who was represented by NBS director, George Adewoye enjoined the three tiers of government to make effective use of the report in planning and fighting corrupt practices in all its ramifications. He said the survey was highly participatory just as the NBS claimed responsibility of the survey report. He said the survey should be sustained and done at not more than two years intervals. Country Representative of the UNODC, Ms. Dagmar Thomas said the survey revealed that for more than 70 per cent of Nigerian business, crime and corruption constitute the most serious obstacles to conducting business in Nigeria. She said: "Indeed, it turned out that on average more than 50 percent of Nigerians businesses become victims of crime at least once a year. At the same time more than a third of businesses seem to be forced to pay bribes when they come into contact with the public sector. In particular, the police and customs appear to be the most affected." Other stakeholders present at the presentation of the survey report included the Chairman of the Nigeria Extractive Industries Transparency International (NEITI), Prof. Humphrey Asobie; Dr. David Tukura (EFCC) and Mr. Bayo Akindeinde of the World Bank. They agreed that there was need to further focus on solutions to bribery and corruption. |

Last week, GJ came out publicly to declare that security agents were responsible for the way he was treated then and in an embarrassing display of lack of knowledge that he is the commander in Chief of the Nigerian Armed forces,he declared that he expected the military to look into the matter without giving any definite order.Just compare this with Obama's response to McChrystal,the Afghan war commanders's mouthing. GJ is a democratic president, surrounds himself with Danjuma,Obasanjo,IBB,Abdulsalami,Guzo,Buhari etc.Over time his decisions have reflected these peoples' influence.Giving that at least two of these people have presidential ambition and they also have military background, GJ's ambivalence in their presence and a habit of revering the military unnecessarily must be one of the reasons making them believe they can out-muscle him. As per thanking the military,I do not believe that the commander in Chief of the Nigerian armed forces should thank the military openly or even secretly for not taking over the government.At the end of the day,he only succeed in making the military see that somewhere remotely,Nigerians still believe they can play a role in governance.World over,the military is subject to civilian control in democracy and part of protecting democracy by the fortunate custodian is re emphasizing the chain of command and the contemporary world political order at every opportunity. Most times ,we hide under the facade of love for peace but like Patrick Henry once asked Americans in the continental Assembly-is peace so sweet that it has to be bought with the prize of slavery? We errenously see these retired military men as always lucking around to rock democracy boat.These people know their rights are protected more under democracy than the military.Post presidency,IBB was best behaved under Abacha's regime. Johnathan last week approved 23 billion Naira for offsetting military pension.He personally went to unveil this approval to the military.Somebody worked all his life for his nation.What about celebrating his lawful entitlement.GJ has continuously exposed democracy to military onslaught and in the light of the current zoning imbroglio,I fear for democracy in Nigeria He has left all the command posts that were responsible for his shabby treatment and even those pronounced culpable in the Jos mayhem intact , openly declaring that he was advised by people immediately he took over to sack the commands but he refused. Let somebody tell him that Kabila was shot by his guard and Dadi Camara was also shot by his chief guard.In the later case at least there was a positive fallout as evidenced by the first free election in Guinea in 58 years.We are awaiting the final result and hopefully the beginning of government of the people by the people for the people. Ghana-based Nigerian Named in Fraud Ring From Tokunbo Adedoja in New York, 06.30.2010 A Ghana-based Nigerian Ademola Adegoke has been arrested by United States security operatives in connection with a multimillion-dollar West African crime enterprise. The Nigerian who was brought to US from Ghana on Monday, was alleged to be involved in a worldwide scheme that allegedly defrauded US and Canadian citizens, travel agencies of an estimated $2 million. His arrest was said to have been the result of a 10-month investigation by US Department of State’s Diplomatic Security Service (DSS), United States Secret Service, US Customs and Border Protection (CBP), and the Metropolitan Washington Airports Authority Police, with support from authorities in Ghana. A statement from the US Bureau of Diplomatic Security Services said other agencies and countries that assisted in the investigation include the Royal Canadian Mounted Police, the United Kingdom’s Serious Organised Crime Agency, the US Department of Education Inspector General’s Office, US Citizenship and Immigration Services, Department of the Treasury’s Financial Crimes Enforcement Network, Amtrak Police Department, US Postal Inspection Service, the Columbus, Ohio Police Department, and the Alexandria, Virginia Police Department. The statement, which noted that Ghanaian authorities had confirmed that Adegoke is a Nigerian citizen, said the suspect managed the crime ring from Ghana, and had been indicted on multiple federal counts of wire fraud, identity theft, access device fraud, and conspiracy in the Eastern District of Virginia. "The Government of Ghana expelled Adegoke to the United States. He was flown to New York today (Monday) and will be prosecuted in the Eastern District of Virginia," the statement said, adding, "if the suspect is convicted, the US government could potentially seize several international bank accounts and the nearly $700,000 they contain." On the mode of operation of the crime ring, the statement said: “First, the group purchased stolen credit card account numbers. Second, they electronically manipulated the credit card numbers onto computer images of credit cards. Third, they emailed those images, along with fraudulent passport and driver’s license information, to travel agencies to facilitate the purchase of airline tickets to the United States. And fourth, they sold the tickets to travelers.” The statement said Ghanaian Police arrested Adegoke on May 5, and that investigators from DSS and the Secret Service worked closely with the Ghanaian Police Service’s Criminal Investigation Division to track him down. It also said CBP’s Criminal Enforcement Unit at JFK International Airport conducted multiple interviews with those suspected of purchasing the tickets on stolen credit cards to gain more information. Quoting Todd Brown, Special Agent in Charge of Diplomatic Security’s Washington Field Office, the statement said: “This has been a particularly complex investigation that has required the expertise and talent of numerous US and international law enforcement agencies and personnel.” Also Jeffrey Irvine, Special Agent in Charge of the Secret Service’s Washington Field Office, was quoted as saying, “The methods criminals use to commit financial crimes have evolved significantly over the last several years,” and that cooperation among US agencies makes it possible for quick response to uncover criminal activity like the one involving Adegoke and prevent additional financial fraud.” |

Police spokeswoman Junior Metsi said cash was taken—about 500 pounds (about $750). The thieves seemed interested in souvenirs, such as a United States shirt an England player received in the customary post-match trade. A medal awarded by FIFA and underwear also disappeared in a spree police say began June 21. The thefts were not reported to police until Saturday. Metsi said police solved the case within a day, searching the homes of staff at the hotel near Rustenburg, northwest of Johannesburg. "Everything that was stolen was recovered and they (the thieves) are now behind bars," she said. Last Sunday, a special World Cup court convicted five hotel workers of the thefts. They were sentenced to three years in prison and fined 6,000 rand (about $800). Metsi would not name the players from whom items were stolen. England made it to the round of 16, but exited Sunday after a 4-1 loss to Germany. The team was due to fly back to England late Monday. England’s World Cup headquarters was a state-of-the-art sports complex and hotel built by the Bafokeng tribe of northern South Africa and completed shortly before the tournament began. Sue Cook, an official with the Bafokeng administration, said the hotel’s managers would work to ensure incidents like the thefts do no recur. She emphasized that police were quick to respond and all the items had been recovered. "I’m pretty sure this was an isolated incident," Cook said. Tinubu made the point at the commissioning of a N72 million Baptist Cottage Hospital in Omi-Adio, a suburb of Ibadan, solely financed by Adeniyi Akintola, a legal practitioner. The occasion also marked the foundation laying ceremony of another N500 million 150-bed Baptist Specialist Hospital in Omi-Adio, equally being footed by Akintola. He asked Alao-Ajala to buckle up before he is sent packing from Agodi Government House. Tinubu noted that, whereas in Lagos, "There is no ward that has no health centre and no local government that has no hospital aside the stationing of ambulances in every strategic location across the state in case of accident," a place as big as Omi-Adio in Oyo State has no medical centre. This, he said, made the effort of Akintola to be highly appreciated, adding that there are a lot of people 300 times richer than him who would rather hoard their wealth only to flaunt it at burial and other "owanbe" ceremonies. Former Chief Justice Muhammadu Uwais, who chaired the ceremony, also applauded Akintola for his philanthropy, saying it is a sign of his concern and commitment to humanity. Tinubu admonished the people on the need to hold elected leaders accountable, because until such is done, they will continue to take them for a ride. He said the people should be the cornerstone of every government policy and could not see any reason why a radius of 20 miles would be without a medical centre, wondering how the council's monthly allocation is spent. He commended Akintola for "his passionate concern for the health of the people of the community," maintaining that without good health, there can be no growth. Praying for more Akintolas in the society, Tinubu emphasised the importance of putting credible people in positions of authority and insisted that those who fraudulently get into office should be voted out. Members of an aggrieved group of lawmakers tagged The Progressives are pushing for the removal of the Speaker, Honourable Dimeji Bankole alleging sleaze and other sharp practices. Brandishing a 69 – page document to prove their position, the leader of “The Progressives” Hon. Dino Melaye told reporters in Abuja last week that Bankole should explain how he spent the House’s N9billion capital budget in 2008 and 2009. He also alleged that the Speaker inflated the cost of 400 units of Samsung 40-inch television set (LCD) by N210,000,000. Melaye said that on May 28, 2008, Bankole and the Body of Principal Officers approved and authorised the purchase of four units of Range Rover (V8), three units of Mercedes Benz – S600 cars for his and the Deputy Speaker’s use at the cost of N335,500.000. Details of Hon. Melaye’s startling revelations can be found in Nigerian daily newspapers of Thursday June 17, 2010. Bankole’s defence is that allegations are wild, meant to destabilize the House. The concern of the Nigerian people who have for long been at the receiving end of this culture of corruption is the interest of the Economic and Financial Crimes Commission (EFCC) in the matter. Reacting to the submission of The Progressives who had gone to tender their petition to the anti-graft agency on Monday, the Commission’s Chairman Mrs. Farida Waziri said: “I think most Nigerians have been very concerned because there have been scandals upon scandals in that House. And that is the bastion of democracy and the hope of the common man”. Stating that the Commission would do something by commencing investigation into the matter immediately, Mrs. Waziri further emphasized: “I mean it is something that is worrisome. And I think with this step you have taken and the action that will follow, it is obvious that there is need to sanitize the House of Representatives and make it like any other House anywhere in the world”. No doubt, capital corruption has grown to become a pampered monster in Nigeria. And rather than lead the way to moral rebirth, the government appears too eager to be seen condoning and even championing corruption. Several of its officials continue to be indicted daily for unethical conducts without any attempt on its part to initiate their probe and trial in an open court. What the government does at best is to merely disengage them, and watch them depart happily with their loot in tact. In a country so wanting in transparency and honesty on the part of its elite and officials, many Nigerians have been seduced by widespread bad examples in high places into the belief that sharp practices have become an acceptable route to survival. While grinding poverty squeezes the life out of millions of Nigerians due to the administrative irresponsibility of those in the helm of affairs. Our political rulers, their families and cronies flamboyantly parade their ill-gotten wealth before the hungry masses as they swim in ostentatious profligacy. The unfortunate development at the Lower Chamber of the National Assembly presided over by Dimeji Bankole has sufficiently summarized the Nigerian misfortune. A misfortune that is annoying, occasioned by the reality that those who are charged with the management of the nation’s resources have routinely failed the nation as they have turned themselves into thieves whose sole objective is to empty the national treasury into their private pockets. Now, following the revelation of uncontrollable sleaze in the House of Representatives, no one is in any doubt that there is a system in place that sees to it that the Nigerian people are not shortchanged in all that the government does supposedly on their behalf. It is sad that such alleged enormous looting took place in the House of Representatives at a time when probity and transparency in government are supposed to be the new mantra in public service. It is even sadder that this is happening in a democracy, when the principle of checks and balances is supposed to be the operational modus. Why beat and suspend law makers for having the moral courage to blow the whistle in a democratic dispensation? There is, however, the hope that the EFCC is interested in seeing to the bottom of the scam and that all those who are involved are promptly investigated and tried without fear or favour. This is a huge moral test for the Jonathan government which has been mounting the high horse on corruption. The law must be allowed to take its due course in this scandal and the due process must be extended to all other government agencies, as corruption is evidently widespread in the country. How else can it be explained that the billions of naira budgeted for several capital projects have come to nought as the money has been used to buy luxury items at highly inflated costs? The media which have been keeping quiet over this crisis should explain to Nigerians what their primary responsibility is. It is to make government accountable to the people. But it is surprising that the Lagos–Ibadan axis of the Nigerian press which nailed Salisu Buhari for certificate forgery and Patricia Eteh for earmarking N628m for renovation of her residence, is keeping mute over this recent scandal. Even the Nigerian human rights community and activists who have been championing anti-corruption causes have suddenly stopped talking when they are needed most. One would have thought that the Nigerian public would generate the necessary heat needed for Bankole and his team to pack their loads of alleged stolen wealth and go. In many ways, these horrendous disclosures would have humbled Bankole to step down to allow for proper investigations into his activities as Speaker. The EFCC must do something urgently to give Nigerians confidence that no one is above the law. Anything short of the immediate resignation of Bankole as Speaker would portray the law as a cobweb in which the small flies are caught and the big ones move freely with impunity. |

N2.3BN HOUSE CAR SCAM: Presidency gets EFCC report •ICPC rules out presidency’s involvement | Print | E-mail Written by Taiwo Adisa and Lanre Adewole, Abuja Monday, 28 June 2010 THE Economic and Financial Crimes Commission (EFCC) has forwarded the report of its investigations on the N2.3 billion car scam that rocked the House of Representatives in 2008 to the table of President Goodluck Jonathan. EFCC chairman, Mrs Farida Waziri, had three weeks ago announced the completion of investigation on the alleged scam by operatives of the commission and that the report had been sent to the legal department of the Commission for further advice. She also hinted that the commission would send the report to the presidency after it had received advice from its legal department. But presidency sources told the Nigerian Tribune in Abuja that President Jonathan received the report before he left for the G-8 summit in Canada, last week. The president has since returned to the country. Another source at the EFCC said that the commission had actually sent the report to the president’s table. Mrs. Waziri had justified the decision to send the initial report on the car scam to former President Umaru Yar’Adua by saying that the decision was informed by the fact that the late president ordered the investigation in the first place. It was not clear what steps Jonathan had taken on the report before he left Nigeria for Canada, but sources said that the president planned to refer the report to the Attorney-General of the Federation (AGF) for further advice. A source said that the president’s immediate office would study the report before a decision to send it to the AGF was taken. It was gathered that the president had come under severe pressure on the EFCC report, with some of those affected said to be sending traditional rulers to beg the president. One of the affected persons was said to have confessed that he used the proceeds of the car scam to buy vehicles for traditional rulers when he heard of their complaints that former President Yar’Adua was not taking care of them. It was also gathered that one principal officer of the House of Representatives, who felt unease at the possible release of the report, had been sending emissaries to the president. He was said to have started by asking people who he believed were close to the president to accompany him to plead with Jonathan, but after that did not achieve the desired result, it was gathered that the man had started asking top Nigerians to intercede on his behalf with the president. It was, however, gathered that the pleas had not received a good response from Jonathan, who has vowed not to interfere with the work of the anti-corruption agencies. A source said that the apparently frustrated officials of the House have now resorted to other strategies to save their seats. One strategy, a source said, was to “create some commotion here and there and divert attention. “It is apparent as of the last check that Jonathan has not been forthcoming on the pleas that he should frustrate the investigations of the EFCC on the car scam in the House. The affected people are already redesigning their strategies but the government is watching,” a top official of the government said. Meanwhile, unlike the EFCC, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) is not planning to involve the presidency in its final investigative report before prosecuting those found culpable in the alleged N2.3 billion car scam. The anti-graft agency, on Thursday, disclosed that investigation had reached an advanced stage on the alleged scam, adding that the embattled Speaker Dimeji Bankole was also being probed on other two alleged scams. Sources at the ICPC told the Nigerian Tribune that the commission would not be going through the presidency when its final report would be ready. It was further gathered that those indicted would be taken straight to court, with the sources adding that “it is absolutely wrong to do it that way (submit report to presidency). ICPC does not do such a thing. Once we are through with our investigation, we go to court once we establish a case against you. The commission had never done it and we would not start with this case (car scam). The case was not given to the commission by the presidency and the commission leadership had never for once gone to the presidency for directive.” It is believed in many quarters that the refusal of the presidency to okay further action on the report sent to it by the EFCC was stalling the work of the legal unit, saddled with commencing the prosecution of those indicted on the alleged scam. Lagos lawyer, Festus Keyamo, in an interview with our correspondent on Friday, had pointedly accused President Jonathan of sitting on the EFCC report to protect certain interests. According to him, “I don’t know why the question on the car scam is being directed to us who had done our duty as patriotic Nigerians. The question should be directed to Ima Niboro, the president’s spokesperson. He should issue a statement to tell Nigerians why the report has not been made public. The chairman of EFCC, about three weeks ago, said the report was with the presidency. Let us ask Niboro why the reports has not been made public. Jonathan wants to please everybody at the same time. He is not showing enough seriousness about fighting corruption.” Jonathan, who demanded and got the EFCC report afresh when he became acting president, had been silent on his alleged involvement in the cover-up. The ICPC is also investigating Bankole on his alleged involvement in the N5.2 billion Rural Electrification Project scam and the 2008 capital vote N9 billion scam. It was gathered that the commission’s chairman, Justice Emmanuel Olayinka Ayoola (rtd), would lead the operations in the investigation of the N9 billion scam. Commission’s spokesperson, Mr. Folu Olamiti, had disclosed that a special unit had been set up by the chairman to investigate the alleged N9 billion scam. |
