I have always said it that this government is run by insane people. How could you just wake up and make such a decision?

Screeding is just a surface layer on plastering. Ask your expert to scrap it out and redo it provided that it's not caused by moisture movement in the building.

What's the best solution asides from tearing down and rebuilding (that's the way it's doing me)? We abandoned the master bedroom because of this. Now it shakes out dust

A lot of things can caused this but I will list briefly what could be the likely cause;
1. Mixing proportion of the screeding materials used. POP cement, screeding paint and top gum are the major materials needed for screeding. If little or no gum was used during the screeding process, it's definitely going to peel off. The fault can come from both the client (choosing cheapest quote) or the apprentice (been greedy).
2. Water movement in the structure : there are two types of screeding; POP cement screeding and ordinary Portland cement screeding (common cement). POP cement screeding absorb water thus fail with time while ordinary cement screeding repel water.
3. Lack of professionalism. It's the duty of the called experts to observe and desire the best type of screeding for a building. Indeed POP cement screeding cost more than the other, some apprentice forget about doing proper observation. They only follow their stomach.

I would like to use this opportunity to point out a very important thing you need to understand if you want to stay in Germany.
In Germany, there are two health insurance companies.
1. Private (Mawista, Care concept etc)
2. Public (TK, AOK etc)

1. Private health insurance: Very cheap initially but it's a big trap especially if you want to stay in Germany because the price increases when you get older until it gets to a point when it will be a big burden for you and changing back to public health insurance will be very hard if not impossible.
Also, some companies don't accept it for full-time employment and depending on the selected option, you might not be cover fully. If you are always sick or have health issue, please STAY AWAY from private health insurance as a student
2. Public health insurance: More than twice the rate of private insurance initially but becomes cheaper with time when you get older, it also covers everything and acceptable by all companies.

My experience that made me bring out my time to write all these.
I came to Germany and started using private health insurance because it was very cheap and I actually saved money using it because I was paying only 30 euro per month instead of 105 euros my classmates are paying using TK.

Everything was going well until this year, I was converted from Addeco to full-time Amazon staff and they told me that because it's full time job, I must present a public health insurance otherwise the contract won't be possible.
Then I researched fully about health insurance and discovered that private insurance is actually not a good decision for those that want to base in Germany.
Please research about it and get informed.
I also heard that once you change from public to private, you can't change back to public again.

Mabutho also listed some of the company’s relief strategies deployed during the first wave of the pandemic which includes cash donations of N200 million and N50 million to the Federal Government and Lagos State Government respectively, N400 million to the creative industry, whose professionals experienced disruptions in productions; donation of 30,000 Personal Protective Equipment and 30,000 face masks to hospitals and Non-Governmental Organisations as well as an approved inventory worth over N550m highlighting NCDC’s COVID-19 helplines and PSA materials on over 10 channels on DStv and GOtv.

“In addition to the discount we are currently running our DStv Step-Up offer which gives our customers on lower packages an opportunity to experience programming on higher packages, and a GOtv Max offer which sees customers on Jolli and Jinja enjoy a special discount of N2,999 instead of N3,600 per month,” Mabutho added.

The discounted DStv and GOtv bundle offer will be available from Monday, February 1st 2021 for a limited time only.
