Now I hope that Naijapindish will understand that the quickest way for any foreigner to acquire citizenship is through marriage. All other avenues are taking long especially to my fellow uneducated Nigerians who cannot convince our government about their skills, so that they can be granted permanent residence permit and consequently citizenship after five years. The only way left for them is to marry whoever they see wearing a dress across the streets to make a wife.

When this comes from the brain of a person who claims to have gone through two South African universities I shake my head in shame and disbelief!! This is deep South African chauvinism and xenophobia in display!! Basically you are implying that your women are cheap by the dozen; that the will sell their happiness to the highest bidder; that there is no such thing as true love amongst your womenfolk; and that selective stigmatisation is an entrenched hierachical way of life where HIV/AIDS, Gay/Lesbian people are more South African than South African women who chose to pitch their happiness and love with foreign men?

Stop your nonsensical arguments about permanent residence permit acquisition!! Your empty brain thinks that the marriage path is the only way to acquiring a Permanent Residency? Now let me educate you as usual ... marriage is one of many other paths that may lead to Permanent Residency but is not guaranteed due to the rigourous bottlenecks around it. It is easier and better guaranteed on several other grounds including:

Paths based on:
(a) Evidence of being the holder of a work permit for five concurrent years ;
(b) Evidence of being the spouse of a citizen or permanent resident for five years with evidence that a good faith spousal relationship exists.
(c) Evidence of of being a child under the age of 21 of a citizen or permanent resident,
(d) Evidence that one is a child of a South Africa citizen.

Residence on other grounds
Permanent residence permit can be issued to a foreigner of good and sound character who—
(a) has received an offer for permanent employment
(b) has demonstrated that he or she possesses extraordinary skills or qualifications
(c) intends to establish or has established a business in South Africa
(d) is a refugee
(e) intends to retire in the Republic
(f) has a prescribed minimum net worth and has paid a prescribed amount to the Home Affairs Director-General;
(g) is the relative of a citizen or permanent resident within the first step of kinship.

If you have any brain left in your thick head you'll see that Permanent Residency on other grounds are easier to attain than those in the first path category. According to you, most Nigerians and foreigners marry your ex-prostitutes ... if that must hold true, I'd like you to tell me if such marriages ever last beyond a year or two without blowouts and fights that jeopardise the chances of it lasting 5 hectic years with evidence that a good faith spousal relationship exists?

While I encourage you to spend more quality time studying and knowing the law ... why not spend good time practising the law without bias or willful stigmatisation of fellow beneficiaries of the human rights provided by the law? Your brain can achieve better if you try!

Chief, you are lost and it is very apparent that there are lot of things you will still have to learn about South Africa. Citizenship and permanent residence Permit are two different things. You can still acquire permanent residence permit and become a foreigner. Many foreigners in South Africa are in possession of permanent residence permit but they are not necessarily citizens of South Africa.

Permanent residence permit is a privilege and can be taken away from you by the authorities.

Chief what does prrostitutes has to do with democracy and human rights. Prostitutes are prostitutes and they are even not ashamed to tell you that they are hookers. Most of the times, law suit against the police has to be defended by the minister of police since he/she is the political head of the portfolio of safety and security.

Now that you are a witness to see that the government of Nigeria also lost a lot of money on account of irresponsible policing, I hope that you will stop making noise about that news tabloid.

Democracy and human rights have the deep meaning that is so watertight such that you cannot separate them from each other. Government by the people is what has given birth to human rights and the same cannot be told in autocracy or kingdom. Still, your argument does not hold any water. The bone of contention is the invitation which you asserted to have been received by Nigeria only. Now that you have been caught in cul-de-sac, you resorted to changing tables around simply because you miscalculated the counter-attacks by South Africans. A typical Nigerian always jumpy like the dogs they eat. The fact of the matter is that, SA received the invitation but turned it down citing certain obligations. Nigerian Military lost bitterly at the hands of Boko Haram and worst of all at their own turf. Boko Haram attacked them at their own base and overpowered them to the extent that they set everything ablaze. They proceeded to police station and prison to free their comrades in arms without any difficulty. What a victory to Boko!!

Nigeria, however, responded by recruiting military of neighbouring countries in their so called JTF and the question remains why have they doubted their sole involvement in fighting terrorism? Why did they have to go and acquire help from other countries if they were indeed the most powerful in Africa?

Infact, that tabloid above is a positive report about the government of South Africa. It shows how good is our democracy for not allowing abuse of power by holding all the culprits responsible. Minister of Police Nathi Mthethwa has revealed today that the SAPS has spent over R300 million on civil claims against its members over the last three years. The number of civil claims has increased from 3007 in 2010/2011 to 5090 in 2011/12. The legal costs have escalated from R89.5 million in 2009/10 to a massive R135.3 million in 2011/12.

While we of course agree with the Minister for saying that tough disciplinary action must be taken and that command and control must be strengthened, it is of course long past the time that he turned his words into action. He must immediately present a detailed proposal to Parliament setting out how he intends to do this. This must include the full demilitarisation of SAPS, as per the National Development Plan, so that the police service can be effectively professionalised.

The Minister has known for years that there is a major problem in relation to the actions of SAPS members that result in a high level of civil claims and that is why the figure for contingent liabilities (a liability that the entity may have to pay, depending on the outcome of a future event - such as a court case) has quadrupled over the last six years. It has increased from R5.3 billion in 2006 to R20.5 billion for 2011/2012. It now constitutes 32.8% of the SAPS annual budget. The bulk of this figure is made up of civil claims against the police amounting to R14.8 billion.

These increasing figures, once again, illustrate the effect the militarisation of the SAPS has had on the service in the form of increased police brutality.

The Minister said in his statement today that he has "always emphasized that this tough stance on crime must be balanced by our philosophy that policing must also be oriented along respect for human rights, be community-centred and protect the weak and vulnerable in society". We agree wholeheartedly in this change of tone since his statement in late 2009 which said the police must take a "fight fire with fire" approach.

We need a professional police service to catch violent criminals, not a trigger-happy police force that kills innocent civilians. The time for inaction is over. South Africa needs a plan to professionalise the SAPS, and it cannot be delayed any longer.

Atleast it is only in SA where civilians have the rights to open a case against the police for abuse of power. This privilege is unfortunately not enjoyed in Nigeria as police have every right to harass civilians anyhow they please and still get away with it without paying any compensation. Harassment by the police is an order of the day in Nigeria and poor civilians have nobody to speak on their behalf by suing the state, especially where the abuse of power took place.
