Super Eagles interim coach, Amodu Shuaibu, will now have another goal– to steer Nigeria back up in the Rankings with the Nations Cup qualifiers against Congo and South Africa next month. Eagles is now the ninth-ranked African side behind Algeria, Cote d’Ivoire, Tunisia, Ghana, Cameroon, Cape Verde, Egypt and Senegal. World football governing body FIFA have warned that should anything hinder the newly-elected NFF executive committee led by Pinnick from operating, they will move for an automatic ban for the country till the next FIFA congress in May. On Thursday, Justice Ambrose Allagoa of the Federal High Court Jos ruled against the NFF elections in Warri of September 30 as well as the congress preceding it because they were against his orders. “I have set aside all the proceedings and decisions of the Warri Extra Ordinary meeting of the 20th September and the Elective Congress of 30th September which were direct contravention of the orders of this court as granted on the 19th September,” said Justice Allagoa. “Nobody should foist on the court a complete case of hopelessness so that the principles of law and justice can be upheld. Its not enough to say that the order of court was wrongly made, no matter how unorthodox, its subsisting orders, unless set aside, remains law and must be respected. “Defendants in this matter have not filed any counter affidavits in this court to contest the facts. There is no motion nor Memorandum of Appearance. This is a court of Record. On this note, the court has no option to protect the integrity and sanctity of court. Court orders are not tea party. Nobody is above the law. Impunity must be stopped.” Some persons on behalf of Chris Giwa, who maintained he was elected NFF president on August 26, took the matter to the court even though FIFA statutes forbid football matters to be deliberated in a civil court. FIFA did not recognise the election of Giwa and warned he and his supporters to vacate the NFF office in Abuja. In July, Nigeria was suspended briefly after another Jos court sacked the NFF then led by Aminu Maigari and the country’s sports minister appointed a civil servant to run the federation. NFF appeals The executive committee of Nigeria Football Federation has filed for appeal against the ruling of the Federal High Court, Jos Judicial Division of Thursday, which annulled the NFF elections of September 30. The Judge had given the order annulling the elections despite a preliminary objection filed by the NFF challenging the jurisdiction of the court to hear the case. NFF 1st Vice President, Seyi Akinwunmi, said: “We have been notified of the ruling of the court, which was made in spite of our filing for a preliminary objection concerning the jurisdiction of the court. “However, our lawyers have gone to work immediately the order was made. The two factions, led by Governor Rotimi Amaechi of Rivers State and Jonah Jang of Plateau State, in separate reactions said the autonomy proposal for the local government system was out of sync with the operation of a federal system. The two houses of the National Assembly had adopted the proposal for autonomy for the local governments as the third tier of government in the federation. The move which has been received with joy among some stakeholders in the local government system was, however, opposed by the two factions of the NGF. The Jang-led faction of the NGF walked out from the mainstream faction led by Governor Amaechi after supporters of Jang disputed the outcome of the election which returned Amaechi as chairman of the governors’ association last year. Reacting to the decision of the National Assembly to grant autonomy to the local governments, the Amaechi-led faction speaking through its Director-General, Asishana Okauru, affirmed that the body would not change its opposition on the issue of autonomy for local governments. * Amaechi’s NGF Speaking in a telephone interview with Vanguard, he said: “The NGF does not support autonomy for local governments. The governors are against it, they have said it and still maintain that they will not support autonomy for local governments. “There is no country in the world that there are three federating units; there are only two all over the world. Why should you say that there must be a third federating unit in Nigeria?” According to him, chairman of the forum, Governor Amaechi aside making a similar call last year, had at a session with journalists recently said that the governors would continue to push against granting autonomy for the 774 local governments in the country. * Jang-led NGF In an unusual concord with the Amaechi-led forum, the Jang-led NGF in a statement by its secretary, Earl Osaro Onaiwu, said: “The NGF under the leadership of Governor Jonah Jang of Plateau State has differed with the NASS over the move to amend the constitution and grant local governments full administrative and financial autonomy.” The governors in the statement accused some members of the National Assembly of using the conference committee to force through an amendment that was clearly rejected by the Senate during the constitution amendment debates and votes. Onaiwu in the statement quoted the governors as saying that “it was improper in an issue of this magnitude for the conference committee to overturn the position of a majority in the upper house. “The push for local government autonomy by the National Assembly was hasty without first considering the problems of executive recklessness and ineffective administration at the local level.” The governors thus warned that “the amendment will lead to the hijack of some local government administrative structures by a few powerful individuals without the oversight the state government currently provides.” The forum, however, expressed confidence that the amendment will be rejected by a majority of the states houses of assembly. Okonjo-Iweala, who stated this on Tuesday at the 2014 Ministerial Platform in Abuja, said the nation was not broke as being speculated in the media. She said, “If you look back two years ago, that title ‘is Nigeria broke’ was written in a newspaper article, it is like people are trying to force Nigeria into brokerage. “I think since two years, we have managed to keep things going, let me explain these; Nigeria is a country that depends on a stream of income. “That income is being able to collect taxes from companies, individuals and our income is also based on selling a product and that product you take to market and you take whatever price a buyer is willing to pay.” According to her, government is doing everything within its power to ensure economic stability in the country. She said presently, government had been budgeting below the existing oil price to help build buffers in case of uncertainty. She said, “We are operating an economy that depends on a product that fluctuates with oil price and we don’t have the right to control the price. “Just like you have in your own household, when the quantity diminishes or the price drops, you remember in 2007 to 2008, the price of oil dropped from $140 to $38. “At that time, nobody asked if the country was broke because we had saved up $22bn in the Excess Crude Account and we were able to continue spending and to stablise the economy.” The minister said that presently Nigeria was faced with fluctuations in quantity and price of oil, adding that it had affected the amount paid into government coffers. She said, “Does that mean that the country is broke? We still have resources that we depend on; we still have the ability to tax. “Sometimes, things need to be a little tighter, easier and we just have to weather it and manage ourselves but that does not amount to the country being broke.” The finance minister said if government was not able to pay salaries to people and continue to manage, “then we can say that the country is broke but we have not gotten there yet.” She urged Nigerians to bear with the nature of the economy, adding that it was the reason every effort was challenged to ensure the economy was diversified. Commenting on the management of the fiscal deficit, she said that the Ministry of Finance would continue to ensure that it was kept as narrow as possible. She said that in 2013, the debt to Gross Domestic Product ration was 1.4 per cent and 1.03 per cent in 2014 and projected to be one per cent in 2015 budget. . She added that borrowing had been on the decline and external debt stood at N1.46tr or 14 per cent of the total debt. The ministry had adopted prudence to debt management and Nigeria’s debt to GDP remained one of the lowest in the world. |

Shekarau said that the website would make access to education information easy and enhance the quality of teaching and learning in Nigeria. Represented by Dr MacJohn Nwaobiala, the Permanent Secretary in the ministry, the minister said that the website was a timely tool in gathering and making information available to planners and researchers. He said, ”I anticipate that this valuable new resource will inform and contribute to the important work that we are all doing in securing improved access to quality education in Nigeria. ”Our future success is not only based on the quality of our education system but also on the ability to generate information about it. ”It is, therefore, noteworthy that the website covers information on diverse areas of education, including access, gender, governance, quality, and specifically, teachers.” He appealed to practitioners in the sector to make appropriate use of the facility to enrich their work. The minister also urged all government agencies to make appropriate use of the site to facilitate the achievement of their objectives. Country Director, Education Data, Research and Evaluation in Nigeria, Prof. Oladele Akogun, an initiative of DFID, said every data concerning education in Nigeria was on the website. Akogun said that EDOREN worked with the Nigeria Bureau of Statistics and other stakeholders in mobilising data. According to him, the website provides a literature review of basic education in Nigeria and sorts out information state by state for easy accessibility. He said, ”It is designed to generate new evidence and understanding of how best to support equitable access and improve learning outcomes for all Nigerian children through innovation and the sustainable development of basic education systems.” He also said the project was the first of its kind in Nigeria and addressed a real need for access to research on education in Nigeria. |

The head of Nigeria’s military, Air Chief Marshal Alex Badeh, announced on Friday that authorities had reached a deal with Boko Haram for a ceasefire that would enable the release of the girls, who were kidnapped while taking exams in a secondary school from the remote northeastern town of Chibok in April. Officials at the presidency and the military did not immediately respond to a request for comment. –Reuters Boko Haram, which conveys messages in videotaped speeches by a man claiming to be its leader, Abubakar Shekau, has also not yet commented on the ceasefire. Some Nigerians are likely to greet claims of a ceasefire with scepticism after five years of violence. Since the girls’ abduction, Nigeria’s military has twice claimed to have rescued some or all of the girls, only to back-track hours later.
