A president who had no problem or "fear of suspicion" when pulling off hundreds of millions of dollars illegally from the CBN to execute elections, is the same president whom some persons are now claiming deliberately did not pay a legally recognised judgement debt becasue of "fear of suspicion"?

GEJ deliberately did not pay that money, but not because of the above poorly fabricated political excuse. The reason GEJ did not pay was because GEJ wasn't stupid; for a country facing an imminent forex crisis, dwindled foreign reserves, progressively dropping oil prices/income and on the brink of possible recession, only a stupid leader would dole out $850million to ship outside the shores of his country at that time for a contract not even executed.

He reviewed it, found it unsuitable for Nigeria and sought to revoke it. It went to arbitration, a negotiated sum of $850 million was arrived at early 2015. To avoid unnecessary suspicion that he'd diverted almost $1 billion for elections, he left it for his successor even after elections were over and he conceded. Is Jonathan also supposed to take responsibility for the failure of Buhari and crew to quickly take action on these issues? Is he the one that asked Buhari not to appoint intelligent ministers in good time since he is obviously too slow to read and decipher/interpret his handover notes? Was it Jonathan that asked him to foolishly remain silent without reaching out to the company until they had to go back and get a substantive judgment against Nigeria inclusive of accrued interest?

Why would Jonathan who was part of the administration that signed the contract, a man who negotiated the settlement and understood the implications of the settlement agreement transfer the liability to the incoming administration that would be naturally sceptical about the original deal and the final settlement agreement? Did that mean there was no money to settle the agreement he entered with the firm?
The same way he organised the National Conference and had final reports on his table for many months before leaving office but refuse to sign the reports for implementation. But you, his foolish followers started shouting at Buhari to implement it.
Ignorance o! National conference resolutions were mainly constitutional issues o! It's not something a president could just sign and implement! The NASS must review and pass into law for implementation and you know what our NASS can be like once it's something that will touch on their ethnic interests.

Negotiation was reached early 2015. He handed over May 2015. What stopped Buhari from further reviewing and negotiating or at least set up a payment plan that would not be too heavy on Nigeria?

He can come and claim construction of rail that he did not facilitate in any way but cannot, in the spirit of continuity, pay off existing debt abi?
All these ones he is signing and borrowing now, I hope you will call him to pay 10-20 years down the line?

The deal was signed in January 2010 when Yaradua was still President though ill and Rilwanu Lukman was Minister for Petroleum. Adoke did not become Minister for Justice until April 2010 after GEJ became acting president. The Justice minister at the time was Michael Kaase Aondoaaka.

The $850 million was not arbitration fee but a negotiated out-of-arbitration settlement of the issue which if agreed and paid up would have been final settlement of the matter.

Jonathan admin breached the agreement in 2010, they were sued and judgement of $6bn was awarded against his administration for breach of contract in 2013. Why did Jonathan breach the agreement he signed to incur that punitive judgement in the first place? You are not even addressing his administration's incompetence and culpability in generating the problem to begin with, but you are quick to blame a Buhari administration that was NOT even party to any of the agreements, for not honouring a so-called negotiatied out-of-court settlement. With whose money? Nigerian taxpayers money? Which money was Jonathan gonna pay that settlement from? His wife's? Who does that? Why did Jonathan renege on the initial agreement? That's the billion dollar question. If he hadn't done that we won't even be talking about this issue.
First, note that the agreement was signed by Rilwan Lukman when Yar'adua was still President but sick. Yes, the $6 billion award was given against Nigeria in 2013. However, parties were able to negotiate a successful reduction of the sum to less than $1 million who would have been accepted by the company. Buhari and co disregarded this and decided to go back to the arbitration panel. Now, did you read to see that the government team refused to attend the arbitration proceedings? Whose responsibility is that? If they refused to go defend and perhaps get the previous award overturned if they felt they had a stronger case whose fault is that?

Now that Buhari refused to accept a negotiated settlement is this scenario better? Why were they not diligent in dealing with the issue since they wouldn't accept settlement terms?
Today Nigeria is faced with this looming loss and rather than deal with facts plus d knowledge that government is ad continuum you are calling Jonathan. Who caused the extra accumulation of interest? All the debts the Buhari administration have incurred now is it not other coming governments that will pay? I hope you will insult Buhari then too as you are attacking Jonathan now over the ineptitude of Buhari and his APC.

When the company went to arbitration in UK, he didn’t put up any serious defense until $6.6billion was awarded against the country for a company that did not build a single gate house in Nigeria.
On the contrary, the Jonathan govt had secured an out-of-arbitration settlement that would have seen Nigeria pay less than $1 million. This was handed over to Buhari but rather than pay, he spitefully trashed the settlement and ordered lawyers back to the arbitral panel. The government team were not even diligent in attending the proceeding of defending the issue so this judgment was issued against Nigeria.
