No you cant, the Agency you are transferring to, should be the one to request for your service through a letter, secondment is a bit easier than transfer of service these days...Get a strong connect where you are going and let them give you a letter.... Start with secondment for 2 years renewable for twice only and then seek for a permanent release from your office.

Salary may not go up, but proceeds of underground runs will skyrocket like mad. Also, their allowances may go up since there is a certain percentage of total revenue generated that revenue generating agencies are supposed to keep for running the agency.

They are not even comparable. SEDC is way better.
