Oshiomhole, reps and Edo people | Print | E-mail Written by Leon Usigbe [Adams Oshiomhole] Leon Usigbe writes on the recent motion by the House of Representatives on the political crisis in Edo State and posits that it is time for Governor Oshiomhole to think less about his opponents and focus on the job at hand. A dramatic phase of the ongoing political crisis in Edo State played out last week on the floor of the House of Representatives. Some angry members of the House from the state had dragged the issue before other members of the lower chamber of the National Assembly, where the state governor, Comrade Adams Oshiomhole came under severe pummelling for allegedly sacking some local government chairmen as well as influencing the removal of the leadership of the Edo State House of Assembly led by the Speaker, Honourable Zakawanu Garba. The members, led by a former speaker of the state legislature, Hon. Friday Itulah, sponsored a motion which they tagged “Grave threat to democracy in Edo State.” This was after a previous attempt to discuss the matter in the House at the instance of the Majority Leader, Hon, Tunde Akogun, himself from Edo, was aborted because it was deemed not to have been properly presented. Apart from Itulah, other Edo lawmakers who co-sponsored the motion included Abbas Braimah, Patrick Ikhariale, Ifaluyi Isibor and Johnson Aigbudu Abolagba. The name of the Majority Leader of the House, Tunde Akogun who was one of the initial sponsors of the motion disappeared on the Order Paper without any explanation. The Edo members were able to solicit and obtain the support of many other lawmakers from different parts of the country to join them in the sponsorship of the motion. These included Bala Ibn Na’Allah, Festus Wale Adegoke, Aminu Shehu Shagari, Jerry Manwe, Bassey Otu, E.O. Adedeji, Wole Oke, Muhammed Sani Abdu, Okey Udeh, Alaba Ojomo, Adamu G. Kalba, Yakubu Ibrahim, Emmanuel Jime, Chille W. Igbawua, Ihiabe S. Positive, Nnana Uzor Kalu, Umaru I. Kura, Dino Melaye, Kolawole Ismaila, Chukwuma Umeoji, Chuka A. Nwauwa, Bala Barnabas, Abdul Ningi, Rufus Omeire, Depo Ologunagba. Honourable Melaye was to announce the withdrawal of his name as one of the sponsors while its debate was raging in the chamber. Those behind the motion wanted the House to appreciate the fact that Governor Oshiomhonle was a beneficiary of the court process which led to his emergence as Edo State Chief Executive but that since his coming into office, he had engaged in anti democratic actions, sacking officials elected under the Peoples Democratic Party (PDP) and replacing them with members of his party, the Action Congress (AC). That, in their estimation, rubbished the rule of law and due process which brought him into office. They averred that the governor had arbitrarily suspended and removed three local government chairmen including that of Oredo, Akoko-Edo and Orhiownwon in spite of court orders restraining him. To them, this was in utter breach of the Edo State Local Government Law, 2000 as amended 2006. Furthermore, they pointed out to the House that the Speaker and the Deputy Speaker of Speaker of Edo State House of Assembly were removed without their opponents securing the mandatory 2/3 majority of a 24 member house which equals 16 members contrary to the provisions of section 92 (2) of the 1999 constitution. They were also worried that the undemocratic tendency of the governor could be replicated in other states with its attendant consequences of derailing the nation’s nascent democracy. Similarly, the sponsors of the motion feared that this descent into a state of lawlessness in Edo State had given rise to vices as reign of thugs and a total state of insecurity has enveloped the state. Itulah, who was the chief proponent of the motion was vehement in his argument that if allowed to stand, what was happening in Edo State could assume the dimension of the crisis in the old Western Region which led to the first coup d’état in the country and consequently, a civil war. The sponsors therefore wanted the House to deprecate the undemocratic actions of Governor Oshiomhonle and urge him to comply with the provisions of Edo State Local Government Law by reversing the suspension and removal of elected chairmen. They also wanted the House to direct the Inspector General of Police and Director of State Security Services (SSS) of the state to investigate the alleged forgery of signatures of some Honourable members in the attempt to forcefully remove the Speaker of the Edo State House of Assembly. The motion elicited adverse response from some members of the House who argued that it would amount to meddlesomeness in the affairs of the state if the debate on it was allowed to go on. Surprisingly, the strongest opposing voices came from other Edo members of the House and members of the PDP whose interest the motion sought to protect. All nine Edo members of the House were elected under the PDP but from the way Ehioge West Idahosa of Ovia North East/South West Federal Constituency and Patrick Obahiagbon of Oredo Federal Constituency attacked the motion, it could easily be deduced where their sympathy now lies. Along with Samson Osagie of Orhiowmwon Uhumwode Federal Constituency, they are thought to be very close to the point of ditching the PDP for the AC whose tsunami has virtually overrun their constituencies. Without this, they risk the chance of re-election. But in spite of their best efforts to have the motion jettisoned, the Speaker of the House, Hon. Dimeji Bankole was steadfast in his determination to allow it to be heard and with the majority of the members lining behind the motion, its prayers were carried to the consternation of the governor. A livid Governor Oshiomhole wasted no time in firing back at the House which he observed had succumbed to the machinations of PDP strongman, Chief Tony Anenih. The governor has spoken a number of times about the origin of his problems in the governance of the state, laying it squarely at the doorsteps of “Mr. Fix It” who he said was hell bent on emasculating his administration for selfish motives. Only recently, he lamented that Chief Anenih had attempted to dictate to him which projects he should undertake in the state and which ones he should not. This is not minding the fact that he, rather than Chief Anenih, was the elected governor of the state. The governor was to say his failure to carry out the wish of the political godfather was the beginning of his problems but as the chief executive of the state he was committed to his vow to commit Chief Anenih to political history in Edo State. However, he seemed to be worried that he was now perceived as an emerging dictator, despite the democratic credentials he posses or the populist agenda he professed. The House of Representatives’ resolution has not helped but has further highlighted the political instability that his emergence as governor has engendered in Edo State. His engagement with Chief Anenih is growing into an obsession such that he blames any impediment in the actualization of his objectives on the Iyasele of Esanland whether Chief Anenih has a hand in it or not. It is in this light that his allegation that the House of Representatives had fallen for the manipulations of the PDP chieftain must be seen. Even though members of the PDP are in the majority in the House, it is unthinkable that they would dance to the tunes of a fast fading party chieftain who may careless about the thinking of the lawmakers on his local Edo political questions. The people of Edo State perhaps rank among some of the most unlucky and badly treated individuals in the present democratic dispensation. After a woeful eight years under Chief Lucky Igbinedion, Edo State could do with the resuscitation of their much decayed infrastructure, jobs for their teeming unemployed, affordable healthcare services and quality education. With the proper attitude, there is no reason why Oshiomhole could not have succeeded even if his political party had no majority in the state House of Assembly. If indeed he has gone the extra mile to wrest the majority of the state legislature from the PDP through less than democratic means just so he could have his way in the legislature at will and also strip local government chairmen of their positions because they have not kowtowed to him, it puts his democratic populist credentials to question. Political godfatherism is a fact of life that cannot be wished away. It is present at all levels of government in this country and will remain so as long as they have the money, the influence and the necessary contacts to place people into positions whether elective or appointive. Governor Oshiomhole needs to worry less about what Chief Anenih may be thinking in order to retain focus on delivering the electoral promises he made to the people of Edo State.

Yar’Adua’s aides bow to Jonathan Cover Stories Feb 26, 2010 By Daniel Idonor ABUJA—AFTER about 48 hours of non-stop high level politicking in Aso Rock, ailing President Umaru Yar’Adua’s henchmen, yesterday, toed the path of honour by admitting that the fight so far was a bad one, as they have unanimously resolved to halt political fireworks and accept Jonathan as the nation’s Acting President. Olusegun Adeniyi, Special Adviser on Media and Publicity to the President spoke volumes of this when he fielded questions from State House Correspondents, saying: “we are all under Dr. Jonathan now as the Acting President and Commander-in-Chief until the president returns to office fully.” He said: “The Acting President and Commander-in-Chief, Dr. Jonathan continues to run the affairs of the country until the president is fit to takeover. The statement is very clear that the Acting President continues to run the affairs of the nation and that remains the situation as far as I am concerned, and as far as the President is concerned. “We run one Presidency and the Acting President has already called for a meeting and I believe the meeting will hold tomorrow to brief us on how things will go and how he will run the Presidency and everybody is included, especially those who just returned from Saudi Arabia. Segun Adeniyi’s clarification So it’s just one Presidency and we are all under Dr. Jonathan now as the Acting President and Commander-in-Chief until the President returns to office fully.” Adeniyi clarified his earlier statement that the Acting President wants to meet with Turai Yar’Adua. According to him, “If you ask anybody who was at the meeting he or she will tell you that what you have there in the press is not what actually happened. I was not actually there; I was doing something in the office and before I got there the meeting was over. “Yes, the President has arrived, Jonathan has not seen him, he suggested that he would call on the first family; he would see the First Lady and then the President. So when you hear that Turai is in charge, Turai takes over, all those things are not correct. “It’s been very unfair to the First Lady at the time she is nursing her husband. So there is no such thing and you don’t expect the Acting President, Dr. Jonathan to report to the First Lady, it is abnormal and it won’t happen. What the Acting President actually said was that he was going to see the first lady and ask about the husband, that is the President, and probably see him. To me that is the normal situation, which I believe, is the natural thing to do. What is the relationship between the President and the Acting President? “Very cordial relationship. I know for a fact that when the President was in Saudi Arabia, medical report of the President was being sent to the Acting President on the instruction of the President. The last one was last Friday. Dr. Salisu, the President’s Chief Physician sent to the Acting President through the ambassador a forwarding letter, I was copied. I have a copy of the medical report on the President’s health and if you read the letter sent by the President he addressed Dr. Jonathan as the Acting President. I have a copy of the letter. “They have always had a cordial relationship and I also know for a fact that several times in the council when the President was presiding he always said it that anytime he was not around no memo should wait for him, that they should go to the Acting President, then the VP and also when there was friction between Ministers and Minister of State, he mentioned the kind of cordial relationship he had with Dr. Goodluck Jonathan then as his Vice President. The imminent dissolution, sources said, was part of a secret deal between the Acting President, Dr. Goodluck Jonathan and governors. The deal led to the emergence of Jonathan as Acting President after the governors had prevailed on the National Assembly to so resolve. The other important term of the deal, which the Acting President has fulfilled already, is the sharing of the $2bn excess crude oil earnings among the federal and state governments. On assumption of office on Wednesday as the Acting President, following a resolution of the National Assembly the previous day, Jonathan had redeployed the former Attorney General and Minister of Justice, Mr. Michael Aondoakaa, SAN, to the Ministry of Special Duties, while the erstwhile Labour and Productivity Minister, Chief Adetokunbo Kayode, SAN, was asked to take over the AGF and justice ministry portfolios. The former Minister of Special Duties, Alhaji Ibrahim Kazaure, was also moved to the Ministry of Labour. A reliable source in government told Saturday Punch authoritatively on Friday that the cabinet reshuffle would not result from the clamour of Nigerians for the removal of the minister, but in fulfilment of the deal Jonathan reached with the Governors Forum as part of the horse trading to make him the Acting President. The Governors Forum had shown initial resistance to make Jonathan Acting President, following the over two-month absence of President Umaru Yar‘Adua, who has been undergoing medical treatment in Saudi Arabia since November 23, 2009. Chairman of the Governors‘ Forum, Dr. Bukola Saraki, had insisted on behalf of his colleagues, while speaking with journalists after a meeting on January 6, 2010, that there was no vacuum. ”People should be called to order. We must warn anti-democratic elements. All the organs of government are working and functional at all levels. The President‘s health is improving,” Saraki had said. But the governors made a volte-face and decided to throw their weight behind Jonathan after allegedly giving him two major conditions, which included the dissolution of the FEC and the sharing of funds from the Excess Crude Account that had not been touched since Yar‘Adua travelled on medical grounds. The ECA currently holds $6.2bn, which the governors argued could be used to beef up the monthly allocations to the states in the event of funds shortage from the Federation Account. Saturday Punch was informed that a good number of the governors were unhappy with the ministers, most of who were alleged to be battling the governors for the control of the ruling political parties in their respective states. The governors were believed to be worried that some of the ministers were either planning to take over their positions or sponsor candidates to challenge them or their handpicked successors in the 2011 general election. Our correspondent was told that Peoples Democratic Party governors, in particular, were not happy that they were not given the opportunity to nominate the ministers representing their respective states. Most of them claimed that the stiff opposition they were facing from the ministers was related to the issue of their nomination by those who are close to ailing President Umaru Yar‘Adua. It was gathered that in many of the states, which have members of the PDP Board of Trustees, the governors were not consulted on the issue of nominating the ministers and even ambassadors. For instance, in Ogun State, Governor Gbenga Daniel did not nominate the Minister of Health, Prof. Babatunde Osotimehin, who was elevated from his former position of Director General of the National Agency for the Control of AIDS. Last year, Chief Ikedi Ohakim of Imo State led a delegation of party stalwarts from the state immediately after defecting from the Peoples Progressive Alliance to the PDP, to President Yar‘Adua, to protest the appointment of his predecessor, Chief Achike Udenwa, as Minister of Commerce and Industry. Udenwa has since been battling Ohakim for the control of the PDP in Imo State. In Abia State, the Minister of Foreign Affairs, Chief. Ojo Maduekwe, got his job because of his then position as the National Secretary of the PDP, while a former governor of the state, Dr. Orji Kalu, nominated Dr. Chuka Odom, an indigene of Imo State as the Minister of State for the FCT as his party‘s, PPA‘s representative in the Yar‘Adua government. At the moment, Kalu‘s relationship with Theodore Orji is not as good as it was. Similarly, the present Minister of Environment, Mr. John Odey, from Cross Rovers State, owes his ministerial appointment to his former position as the National Publicity Secretary of the PDP. The situation is not different in Anambra State where a former Director General of the National Agency for Food, Drug Administration and Control, Prof. Dora Akunyili, was picked from Abuja without consultations with Governor Peter Obi who won election under the platform of the All Progressive Grand Alliance. Similarly in both Katsina and Bayelsa states which produced President Yar‘Adua and Jonathan respectively, the ministers were not the preferred choices of the governors. In Katsina, the current Minister of Agriculture and Natural Resources, Dr. Abba Ruma, and Governor Ibrahim Shema are locked in a subtle contest for the governorship ticket in the next general election. Also Mrs Dieziani Allison-Madueke is widely believed to be the nominee of Jonathan, who is now the Acting President. It is no secret that there is no love lost between Jonathan and Governor Timipre Sylva. Governor Emmanuel Uduaghan of Delta State and his Rivers State counterpart, Mr. Rotimi Amaechi, believe that the Minister of State for Petroleum, Mr. Odein Ajumogobia, and the Minister of State for the Niger Delta, Mr. Godsday Orubebe, were imposed on them. Equally, the Minister of State for Works, Mrs. Grace Ekpwire, a former a Head of Service in Delta State under the Administration of Chief James Ibori was nominated by the former governor. Clearly, Uduaghan, a member of the PDP was not given the opportunity to nominate either of the two ministers from his state. While Orubebe is still a minister because Jonathan rescued him from the coordinated opposition of Uduaghan, Ajumogobia‘s situation is similar. Although the Minister of State for Foreign Affairs II, Ambassador Bagudu Hirse, representing Plateau State, is said to have been nominated by Governor Jonah Jang, it is believed that there is a crack in their relationship now. Also among the category of ministers who do not owe their nominations to the governors of their states are the Minister of Education, Governor Sam Egwu, a former governor of Ebonyi State; Minister of Niger Delta Affairs, Chief Ufot Ekaette; a former Secretary to the Federal Government; Senator Adamu Aliero, of the FCT, a former Governor of Kebbi State, who was in the Senate before the appointment. Comments : Jonathan has disputed that he is not an "Obasanjo''s boy", and that was also disputed by Mr Edwin Clark. But a few days ago, Jonathan had a secret meeting with Obasanjo in an undisclosed location in Abuja at the late hours of the night. It was reported that Obasanjo flew into Abuja late at night for the meeting. Considering all the atrocities and stealings Obasanjo committed during his era as the president, does he want Jonathan to heed to his advice and continue in his evil ways. The Muslim religion is the fastest growing religion per capita in the United States, especially amongst the minority races!!! Last month I attended my annual training session that's required for maintaining my state prison security clearance. During the training session there was a presentation by three speakers representing the Roman Catholic, Protestant, and Muslim faiths, who explained each of their beliefs. I was particularly interested in what the Islamic Imam had to say. The Imam gave a great presentation of the basics of Islam, complete with a video. After the presentations, time was provided for questions and answers. When it was my turn, I directed my question to the Imam and asked: 'Please, correct me if I'm wrong, but I understand that most Imams and clerics of Islam have declared a holy jihad [Holy war] against the infidels of the world and, that by killing an infidel, (which is a command to all Muslims) they are assured of a place in heaven. If that's the case, can you give me the definition of an infidel?' There was no disagreement with my statements and, without hesitation, he replied, 'Non-believers!' I responded, 'So, let me make sure I have this straight. All followers of Allah have been commanded to kill everyone who is not of your faith so they can have a place in heaven. Is that correct?' The expression on his face changed from one of authority and command to that of a little boy who had just been caught with his hand in the cookie jar.' He sheepishly replied, 'Yes.' I then stated, 'Well, sir, I have a real problem trying to imagine Pope John Paul commanding all Catholics to kill those of your faith, or Dr. Stanley ordering all Protestants to do the same in order to guarantee them a place in heaven!'
