WARRI – VICE-Chancellor of Federal University of Petroleum Resources, FUPRE, Effurun, Delta State, Professor Babatunde Alabi, alleged, yesterday, that the $50,000 bribe former Minister of State for Education, Olorogun Kenneth Gbagi, accused him of receiving, was willingly offered by him, Gbagi.

Prof. Alabi, at a briefing on the state of affairs in the institution, denied demanding bribe, saying that he returned the $50,000 to the wife of the former minister in the presence of his secretary.

However, Gbagi told Vanguard on phone, yesterday, “I could not have given him bribe as a Minister of State for Education on behalf of Sky Grade Construction Company because I had resigned as the chairman of the company as required by the constitution then, but I am aware that he collected the money.”

An official of Sky Grade Construction Company, said the company wrote the Vice-Chancellor to refund the money, when it became evident that the contract was to be given to another company, after $50,000 had been collected from it, adding, “It was refunded four months after.”

Alabi insisted he returned the money. He said he returned to Delta State from Abuja and had to get Mrs. Gbagi to take the money back to her husband.

He denied having anything to do with Jazbell Nigeria Limited, the company that was alleged to have been favoured for the contract, saying that Gbagi was the one who personally called him on phone to meet him in his house in Abuja.

The Vice-Chancellor said when he got back to FUPRE, “I called my secretary and brought Mrs. Gbagi, I told her what her husband gave to me, and that I want to return it to him. Mrs. Gbagi and my secretary counted the money one by one, she cross- checked that the money was correct. I believe with the same bag the money was brought. I said, ‘Madam, please, give it back to your husband.”

INVESTIGATIONS into the nature of explosives used by Boko Haram operatives in recent bomb blasts detonated across the country have confirmed that the sect secured most of the explosives from its raid from construction companies in four states, Borno, Bauchi, Gombe

and Sokoto.
Sources told the Nigerian Tribune that investigations carried out by a combined team of security agencies, including the State Security Service (SSS) and the police, have confirmed that most of the explosives used by the Boko Haram sect in its recent operations were looted from warehouses of construction companies in the four states.

Some loyalists of the sect were said to have carried out the alleged theft of the deadly explosives called Type C4 last year when they raided stores of some quarries located in Sokoto, Borno, Bauchi and Gombe states.

It was gathered that the Type C4 explosives are usually deployed in blasting huge rocks and are said to be “very deadly.”

A source stated that following the discovery of the situation, security agencies in the country have now made it mandatory for quarries to receive prior permission before carrying out any activity.

Sources also disclosed that most of the quarries whose explosives were stolen by Boko Haram’s men failed to report the incidents but only sacked their security men.

Said a source in the know: “There has been a breakthrough on the source of explosives used by the sect members of Boko Haram in their deadly attacks in recent times. It has been discovered that last year, some of their men were responsible for the theft of explosives from many quarry companies in Borno, Bauchi, Gombe, and Sokoto.”

The source stated that rather than report the development to security agencies, the companies affected merely sacked their supervisors and security men as a way of covering up the development.

“The companies affected covered up the incidents by only sacking the supervisors and some security men on duty during the attacks, because of the fear of reprimand from government. Unfortunately, such raids have now left dangerous explosives called Type C4 in the hands of the sect members. The explosives, known as the conventional Type C4 and used to blast rocks, are regarded as very deadly,” another source said.

Sources further confirmed that the security agencies have now placed an embargo on quarry activities in all states of the country and that quarries and construction companies are now required to obtain strict permission before embarking on rock blasting.

They are also to ensure that security agents are present before they carry out any blasting.

“As a result of the developments, quarries are now mandated to secure permission and also ensure the presence of security agents before blasting. Anyone that fails to do so is liable to prosecution. Besides that, those companies that failed to report the theft of their explosives are already being investigated,” a source stated.

First Minister Alex Salmond says he and Scottish Secretary Michael Moore have made "modest progress" at independence referendum talks.

The pair met in Edinburgh to try to iron out the differences between the Scottish and Westminster governments over how the vote should be run.

Mr Salmond said he was due to meet Prime Minister David Cameron on Thursday.

Mr Moore said there was still disagreement over the issue of timing.

The first minister said no agreement on "substantive issues" had been reached and that discussions would continue.

He said there remained two main areas of disagreement between the two governments - over the number of questions to be asked and whether 16 and 17 year-olds would be allowed to vote in the ballot.

He said issues over the timing of the referendum and the role of the Electoral Commission in organising the vote had been "more or less settled".

Alex Salmond says "modest progress" was made during the talks

The SNP wants the vote to take place in autumn 2014, while the UK government had previously said it wanted it to take place earlier.

Mr Moore said the Scottish government had indicated to him that it was considering holding the referendum in September or October 2014.

Mr Salmond said: "In terms of the timing my sense is that the timing is more or less accepted.

"On the role of the Electoral Commission it was clarified today that what is being suggested is no different from the role of the Electoral Commission towards the Westminster parliament. If that is the case, I don't see any big disagreement there.

"I think the issues of real contention and disagreement is how open minded we should be to a second question, and also on the question of 16 and 17-year-olds voting."

Michael Moore says the two governments still do not agree on the timing of the vote

However, the Scottish secretary said the timing remained one of the issues which both governments disagreed on.

Mr Moore said: "My view is that it needs to be sooner rather than later. I think when you consider that, under their timetable, we've got the best part of three years before we make this momentous decision, I think people across Scotland believe that actually the sooner we can do that, the better.

"There are some technical issues about laws and how you pass all that, that we to sort out. But we can do that, I think, much more quickly and get this referendum earlier, and that will be good for Scotland and good for business in Scotland."

Both governments are currently running separate public consultations on the referendum issue.

Following the meeting, Mr Salmond also said that any agreement on resolving the areas where the two administrations differed would only come after the public had had its say on the referendum plans.

He added: "What is important is that we listen to what the people have to say. We are taking a huge decision on Scotland's future."

The State Security Service has re-arrested the major suspect of the Christmas Day bombing in Niger State, Kabir Sokoto.

Sources in The Presidency, Abuja told The Eagle Online that Sokoto was apprehended this morning by officers of the SSS.

Sokoto, who escaped from the custody of the police after his initial arrest, is believed to be the mastermind of the bombing of St. Theresa Catholic Church, Madalla, Niger State.

He was arrested at the Borno State Government House in Abuja.

However, the police team in charge of his investigation said he escaped when some armed youths attacked them in the process of searching his house.

The development cost the then Inspector General of Police, Hafiz Ringim, his job.

The Commissioner of Police in charge of the Force Criminal Investigation Department, Zakari Biu, was also dismissed and is to be prosecuted.

Biu and Sokoto are from the same village, Biu, in Borno State.
