each time I looked back at the trending on tweeter #BringBackOurGirls and the move against it, I wish I added my voice against those that took up the campaign. Now i know they have all gone to take up political appointment under those that send them on the assignment. I wish the Chibok girls are back and pray they will come back to meet us. But history and posterity will judge the front runners in the campaign, those that said and persecute #GEJ.

The Bayelsa State Electoral Commissioner, Mr. Baritor Kpagih, has said that he did not cancel the results of the controversial Southern Ijaw Local Government Area election unilaterally.
Kpagih, who spoke in a telephone interview, said the cancellation of the SILGA poll results was not his sole decision and that it (cancellation) was not premeditated.
He said, “I can’t just wake up and cancel an election. I was with three National Electoral Commissioners that day and we even wanted to brief all the political parties. But it was getting too dark.
‘’The statement I read that day was a prepared statement. It wasn’t an offhand thing. I even said it thrice that I was reading the statement on behalf of the commission.”
Kpagih had, while cancelling the poll in Southern Ijaw, cited widespread violence, ballot snatching and hostage taking of INEC officials and corps members as reasons.
He used the opportunity to dismiss claims in some quarters that he went underground due to the cancellation. Kpagih, who expressed shock and anger over reports that he disappeared and was under pressure by some politicians, lamented that Nigerians, especially politicians, were always fond of attacking personalities instead of issues, whenever things did not go their way.
He also condemned some reports that sensationalised his story without proper investigation.
Kpagih added that after the election, he took time off with the permission of his boss, the INEC chairman, to take a deserved rest and see his family.
He stated, “Only for me to hear different sort of stories being bandied around that I have disappeared; that I was on the run; that I was this and I was that.
“I don’t know what they want from me. In Nigeria, when things are not going the way of some people, they start attacking individuals instead of the issues involved.
“I was baffled when I heard that I have run away and all sorts of things. I am fine and alive, but my major worry is that we are still doing things the way we have always done up till today. Instead of cross-checking facts, people just write things as they like.”
On the rescheduled poll in SILGA, he said, “Our national office will make a pronouncement in no distant time on the next action to take on the issue of the election, because right now, it is out of my hands.’’

The letter further explains that, the payments for the security helicopters, and mosquito insecticides to fight malaria were made through other sources, after the fuds had already been transferred abroad. He

severance package, provides for an official residence for a former governor; of which he chose to have his residence in America.

The former governor said that, this law was later amended to have his official residence built in Nigeria, after the funds had already been transferred to Bancorp/ Minnesota Account. Mr. Amaechi said these
changes were the reasons he communicated the
consultants for purchase of security helicopters, his
official residence in the U.S and the Insecticide
companies not to access the funds; since they
have been paid through other sources.


On receipt of the governor's letter by the Bancorp
Bank, the bank has written to the Federal Government of Nigeria to repatriate the said funds to Rivers State treasury.

Investigations further revealed that President Buhari is not disposed to this request to repatriate the said funds without a trial of the former governor; to ascertain the governor's alleged errors in these transactions. " Why would it take Christiane Amanpour of CNN, to remind Amaechi of such errors of over N80 billion Naira public funds in two different countries, and why in his name ?" Queried the Presidency.


Recall that Christiane Amanpour accused the former governor of Rivers State; Mr. Rotimi Amaechi of stacking the sum of $757 million dollars (N80 billion Naira) in Bancorp Bank in Minnesota in the United State.

Against the background of the stretching arrears of salaries owed public workers in Osun State, Alhaji Lai Mohammed, the spokesman of the All Progressives Congress, APC , during an interactive session with the Editorial Board of Vanguard gave reasons why the state has found itself in dire straits asserting that the party cannot in any way be ashamed of the governor , Ogbeni Rauf Aregbesola, or his record of performance. Excerpts:

Osun State is probably the most cosmopolitan state in the whole of Nigeria. We are very proud of our governor, Rauf Aregbesola and we stand by him because he is one of the most proactive governors, he is one governor that has taken the reason for governance very seriously.

What happened in Osun State is as follows: Up to 2013 December, the average that was distributed between the three tiers of the federation was about N800 billion a month but as of May last year, N338 billion was what was distributed, so what you have is that most states have suffered more than 50 per cent decline in revenue accruing to them from the federation account.

Osun State is not just the most cosmopolitan, it has the highest number of cities in the whole of country, Ilesha, Oshogbo, Ikirun, Ife and many more. So, by the time this decline came, Aregbesola had embarked on a lot of pro people programmes that had to be sustained and maintained such as the one meal a day programme for school children, the O-YES programme that employed so many people and kept crime at the lowest level in the whole of the country.

He had embarked on social welfare for the very elderly, school expansion and because of the introduction of the one meal a day programme, school enrolment had exploded.

So, the fact that a state cannot pay salaries does not mean the governor has been guilty of embelzement or misappropriation of funds, after all, there are some states that take derivation from oil that are still owing.

I will be ashamed of the governor if for instance I know for a fact that he took the money belonging to the state, misappropriated it or spent it unwisely or embezzeled. So far, nobody has come out to accuse Aregbesola of misappropriation of funds or if even being insensitive to the plight of the people.
But if a man was taking about N3.6 billion a month but the last time he took I think he got about N400 million.

Abandoning of projects

When he came in, he also inherited a lot of debts for which banks were also deducting, so, there is no way that we in APC can be ashamed of him because we know what is happening.

What of Oyo State? It is what is happening in Osun State that is happening in Oyo State also. It is either you say I am going to retrench and send people packing or I am going to abandon my projects.

If you had like Oyo been taking more than N4.2 billion and now they are taking less than N2 billion, how are you going to make up for the shortfall and these are states where internally generated revenue are almost non existence.

Well, I am happy that the Federal Government has come out now with a bailout package for all the states.

COMPLAINT AGAINST THE ILLEGAL PROCUREMENT, FRAUDULENT DIVERSION, STEALING AND MISAPPROPRIATION OF THE SUM OF N25,002,000,000.00 (TWENTY FIVE BILLION, TWO MILLION NAIRA) ACCRUING FROM N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) LOANS TO THE TWENTY SEVEN LOCAL GOVERNMENT COUNCILS IN IMO STATE, FROM ZENITH BANK PLC
COMPLAINT
1. It has come to our notice that between September, 2014 to December, 2014, Imo State government who overseas the affairs of the twenty seven local government councils in the state, fraudulently procured a loan of N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) accruing from N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) obtained from MESSRS ZENITH BANK PLC as loans to the twenty seven local government councils in Imo State, respectively.
2. Sometime between September-Decem
ber 2014, the immediate past Imo State Commissioner, for Local Government Affairs, Professor ADAOBI OBASI, who currently is the present Acting Vice Chancellor of Imo State University, constrained the 27 Transition Committee Chairmen of 27 Local Government Councils of Imo State and their Director’s of Administration and General Services DAGS to bring their various LGA letter headed papers to Owerri.
3. The 27 Transition Committee Chairmen and their DAGS were invited by Professor ADAOBI OBASI who incidentally is a relation of the Governor and serving as Commissioner for Local Government affairs at the time, to come to her office. The reason was because the TC Chairmen and their DAGS are the two signatories to the local government councils.
4. Upon bringing their letter headed papers, the 27 TC Chairmen and their DAGS’ were constrained to sign a Finance and General Purposes Committee (F&GPC) Resolution for a loan request drafted by the office of the Commissioner for Local Government Affairs, Professor ADAOBI OBASI.
5. The Finance and General Purposes Committee (F&GPC) of the twenty seven local government councils in Imo State, never met and at no time did they make a Resolution for a loan request of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) as presented to Messrs Zenith Bank PLC.
6. Upon presenting the forged Finance and General Purposes Committee (F&GPC) Resolution for a loan request to Messrs Zenith Bank PLC, the state government procured the sum of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) respectively on behalf of the 27 local government councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA).
7. Despite using the allocation of the 27 local government councils in Imo State as collateral not even a kobo of the N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) got to the various Accounts of the 27 local government councils and none was disbursed by the Council.
8. The entire N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) were moved into a specially dedicated Zenith Bank Account only accessible to the Governor of Imo State and the management of Zenith Bank PLC made the account a top secret.
9. As a reward for signing the forged Finance and General Purposes Committee (F&GPC) Resolution for the procurement of the loan former TC Chairmen were induced with sums between ranging from N50Million to N85 Million.
10. To retire the monies given to them, the former TC Chairmen embarked upon a project of the renovation of their various LGA secretariats.
11. The monies for the renovation of the 27 LGA Secretariats in Imo State were paid directly into the private accounts of the former 27 TC Chairmen by Professor Adaobi Obasi’s office. None of the funds hit the various Accounts of the local government councils, no tenders were conducted and the LGA Treasurers and DAGS did not play any role in the execution of the contracts for the renovation of the 27 local government secretariats.
12. The Governor and his entire administration made the details of these N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) loan a top secret and have used up the funds the way they deemed fit even with the tacit connivance of the Speaker and members of the 7th Imo House of Assembly.
13. There was no day the procurement of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) formed part of the deliberation of the 7th Imo House of Assembly in line with Section 7 of the 1999 Constitution of the Federal Republic of Nigeria as amended, which empowered the House of Assembly to make laws for the smooth governance of the local government councils.
14. Since the inception of this administration, the various local government councils in Imo State have not executed any project directly, hence they did not need N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loans.
15. Worst still is the fact that the local government Council officials never presented any project to the management of Zenith Bank PLC for which they sought to borrow a N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan in December, 2014.
16. It is clear that the Governor of Imo State, OWELLE ANAYO ROCHAS OKOROCHA merely used the 27 local government council Allocations as collateral for the procurement of N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) he collected and squandered for his own private business. A situation that has made Imo local government councils incapable of paying their staff salaries up to date.
17. The N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) Zenith Bank loans granted in December 2014 was against the CBN regulation that Banks don’t grant loans to state governments six months to transition period.
18. Almost all the local government councils in Imo State have an average of N30 Million wage bill, but consequent upon the bourgeoning loans forced upon them by Governor Rochas Okorocha, Imo local government councils have become a pawn to Zenith Bank PLC and can no longer pay their wage bills. Even today the workers are owed June and July salaries, while the state has slashed the salaries of some departments, citing bankruptcy of the local government councils as reason for its inability to pay.
19. That in mid July, 2015, which is just few weeks ago, Imo local government councils received a total of N5,365,201,309.29 (FIVE BILLION, THREE HUNDRED AND SIXTY FIVE MILLION, TWO HUNDRED AND ONE THOUSAND, THREE HUNDRED AND NINE NAIRA, TWENTY NINE KOBO) as revenue accruing from the Federal Allocation Account and none of the said monies entered the account of the various local government councils. Attached to this petition is a distribution of the total amount received by each Local Government Council in Imo for June allocation for ease of reference.
20. The June local government council allocation received in July, was a Jumbo Allocation from the Federal Allocation consisting of amounts from the Statutory Revenue, and the local government shares of Value Added Tax, NLNG Funds etc. Despite the massive amount accruing to them, the state government only paid just one month salary arrear for May 2015 to the workers of the 27 local government councils in Imo State. Reason being that Zenith Bank gulped greater percentage of the money as recovery of the N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loans upon which ISPOs were placed on the Local Government Council Accounts.
21. That under the 1999 Constitution as amended, the Local Government Councils are distinct bodies, and totally different from the State Government, and both cannot share liabilities.
22. That by virtue of the 1999 Constitution as amended, the state government is under obligation to contribute a percentage of its internally generated revenue to the local government and not to deduct, divert or even use the local government council statutorily allocated funds as collateral for loans.
GROUNDS/INDICTMENTS
1. Sections 162 (6) and (7) demands that all revenues accruing to local governments must be put in a special Account called “STATE JOINT LOCAL GOVERNMENT ACCOUNT” and sub-section 7 demands that once that is done, the monies must be transferred to the various LGA Accounts. It is our humble submission that the disappearance of the N5,365,201,309.29 (FIVE BILLION, THREE HUNDRED AND SIXTY FIVE MILLION, TWO HUNDRED AND ONE THOUSAND, THREE HUNDRED AND NINE NAIRA, TWENTY NINE KOBO) June allocation accruing to the 27 Local Government Councils in Imo State at Zenith Bank PLC is tantamount to corruption.
2. That nothing in Section 7, 120, 121, 122, 123, 124 or 126 of the 1999 Constitution as amended, or the extant Imo Local Government Administration law empowers the Transition Chairmen of 27 LG Councils of Imo State, or the state government on their behalf to procure a loan of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) each upon the allocation of each local government Council in Imo State. It is our humble submission that the procurement of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) is evidence of massive corruption and misappropriation of public funds.
3. That the procurement of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan by each of the 27 local government Councils in Imo State without the approval of the Imo House of Assembly first sought and obtained in accordance with Section 7 of the 1999 Constitution as amended is evidence of corrupt practices and deliberate moves to misappropriate public funds.
4. That the diversion, movement, conversion or stealing of the N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC due to the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) into a special account for the use of the state government is clear evidence of massive corruption and misappropriation of public funds.
5. That the granting of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan by Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) in December 2014 barely six months to the end of the administration and their criminal diversion, movement or conversion of the said funds to a special account for the use of the state governor and making same top secret is a massive indictment on the management of Zenith Bank PLC Owerri Regional Branch.
6. That forging of the 27 Imo local government councils’ Finance and General Purposes Committee (F&GPC) Resolution for a loan request by the office of the Commissioner for Local Government Affairs, Professor ADAOBI OBASI, which she coerced the TC Chairmen and the 27 DAGS to sign, is criminal and should not go unpunished.

iii. For conspiring with the state government to rob the 27 LGAs in Imo state of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA), which never got to the LGAs accounts.
iv. For putting the 27 LGAs in Imo State into a state of bankruptcy and insolvency.
2. DEACON CHIKE OKAFOR, FORMER COMMISSIONER FOR FINANCE, IMO STATE AND MEMBER REPRESENTING OKIGWE SOUTH IN THE HOUSE OF REPRESENTATIVE.
i. He facilitated all the loans using his position as the former Regional Manager Zenith Bank Owerri and Commissioner of Finance Imo State, and Financial Adviser to the Governor, OWELLE ANAYO ROCHAS OKOROCHA.
3. THE IMMIDIATE PAST IMO STATE COMMISSIONER FOR LOCAL GOVERNMENT AFFAIRS AND ACTING VICE CHANCELLOR IMO STATE UNIVERSITY, PROFESSOR ADAOBI OBASI.
i. She forged the drafted Finance and General Purposes Committee (F&GPC) Resolution for a loan request which she compelled the 27 TC Chairmen and their DAGS to sign the documents prepared by her office.
ii. She constrained the 27 TC Chairmen and their DAGS to sign the documents prepared by her office.
ii. She conspired with the Governor, Zenith Bank PLC and DEACON CHIKE OKAFOR in discussing the modalities of the loans.
4. ZENITH BANK OF NIGERIA PLC.
i. They granted N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan facilities to the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) in December 2014 barely six months to the end of the administration.

ii. They criminally diverted, moved and converted loans meant for 27 local government areas into a special account for use of the Governor and making same top secret without any written instruction of the 27 local government Councils.
5. GOVERNOR OWELLE ANAYO ROCHAS OKOROCHA.
i. He abused his office by using the 27 Local Government Councils in Imo State as pawn for N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) without application and approval of the Imo House of Assembly.
ii. He conspired with Messrs Zenith Bank PLC to move and transfer the N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from fund against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA) into his special Account for his private use without application the approval of the Imo House of Assembly.
ii. For spending Local Government Council funds for his own purpose.
6. IMO HOUSE OF ASSEMBLY
i. For their criminal conspiracy in the procurement of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA).
ii. For knowing and refusing to protect Imo people as they were empowered by Section 7, 120, 121, 122, 123, 124 or 126 of the 1999 Constitution as amended.
7. ACCOUNTANT GENERAL IMO STATE
i. For their criminal conspiracy in the procurement of N926,000,000.00 (NINE HUNDRED AND TWENTY SIX MILLION) loan from Messrs Zenith Bank PLC against each of the 27 Local Government Councils in Imo State, amounting to N25,002,000,000.00 (TWENTY FIVE BILLION AND TWO MILLION NAIRA).

Immediate past Minister of Agriculture and Rural Development, Dr. Akinwumi Adesina, has slammed Edo State Governor, Adams Oshimhole, for describing the Agricultural Programme of former president Goodluck Jonathan as a scam.
Adesina, who is warming up to assume office as the President of the African Development Bank next month, said it was unbecoming of Oshimhole to tag Jonathan’s Agricultural Transformation Agenda, ATA, as a dismal failure.

In a statement signed by his Special Assistant on Media, Dr. Olukayode Oyeleye, the former minister said it was most uncharitable for the governor who was in a better position to know the success of the ATA to attempt to discredit it for reasons best known to him.
Disagreeing with Oshimhole, Adesina insisted that the ATA was a real success story and not a sham as claimed by the governor

“Foremost, it is a bad public relations stunt, not expected from the governor. Secondly, his comments detract from the ATA – a reform that was vigorously pursued and implemented by Dr Akin Adesina, now president elect of African Development Bank,” the former minister said.

” For reasons of safeguarding the economy and strengthening the confidence of the international community in Nigeria, genuine efforts towards ensuring food security and diversifying the economy away from oil should not be subjected to cheap politics as the negative impact that follows such public comments could be to the nation’s detriment.

Governor Oshiomole ought to know better that, under ATA, efficient distribution of subsidised farm inputs – also known as the Growth Enhancement Support Scheme (GESS), reached 14.3million farmers with 1.3million MT of fertiliser, 102,703 metric tons of improved rice seeds, 67,991 metric tons of improved maize seeds, 6,171 metric tons of improved cotton seeds, 130 million stems of cassava, 45.5million seedlings of cocoa, nine million seedlings of oil palm amongst many other crops between 2012 and 2014.

“Those inputs helped produce an additional 21million MT of food that has acted as a buffer against inflation with the devaluation of the Naira.

“At a time that the nation desperately needs to build upon the achievements of the immediate past minister of agriculture, Governor Oshiomole can only do the Edo people some good by recognising the fact that lending by commercial banks to agriculture increased from 0.07 per cent in 2011 to five per cent in 2014 while banks lent a total of N27.5 billion to fertiliser and seed companies.

“As the chief executive of a state so blessed with natural resources so highly favourable to productive agriculture, Governor Oshiomhole ought to think rather on how to make Edo more enterprising. In doing so, an area he is expected to be more interested in, should be agriculture.

“For that reason, Governor Oshiomhole ought rather to be keen on how the intervention that brought agriculture from policy oblivion to a sector that is now widely embraced could be replicated in Edo State within the remaining number of months he has to spend as a governor.

“He ought to have been asking, for instance, the erudite, resourceful and hardworking former minister, how he was able to achieve so much within so short a time.

“If Governor Oshiomhole knows how to play the politics well, he should be thinking of how to leverage on the former minister’s growing relevance at the continental level as the new head of the biggest development financial institution in Africa.

” He is supposed to be expressing interest in the increased investment in the fertilizer sector totaling $5billion from major companies such as Indorama, Dangote, and Notore.

” He should have been asking his special assistants to study how usage also rose from 13kg per hectare in 2011 to 80kg in 2014, or how seed companies in Nigeria grew from 11, producing 14,000 metric tons of improved seeds, to 134 companies doing 174,000 metric tons of seeds.

“The governor should be asking how Nigeria become the world leader in the use of ICT to reach farmers directly with farm inputs and how the World Bank is trying to scale out this efficient system of ensuring high productivity of small holder farmers across Africa.

“It is grossly unfair for Governor Oshiomhole not to recognise that ATA of 2011 to 2014 was Nigeria’s equivalent of the ‘green revolution’ that took place in Asia in the 1960s and 1970s, where new highly productive varieties of rice and wheat, and the chemical fertilisers that helped them achieve their potential, led to a doubling and tripling of yield and self-sufficiency.

“Particularly troubling is the fact that a political leader of a State as enlightened as Edo State could feign ignorance at the fact that the number of integrated rice mills, needed to produce parboiled rice, preferred by Nigerians, has grown from just one in 2010 to 24 in 2014.

“Equally worrisome is he fact that he is unaware that our parboiled rice milling capacity increased from 70,000 metric tons to 800,000 metric tons. His former colleague in Lagos, at some point, had bought as many as 56 trailer loads of paddy rice from Kebbi (a major massive producer of rice under ATA) for processing into ‘ Eko Rice ‘ brand in Lagos. It means Governor Oshiomhole’s criticism is fraught with irregularities.

“Realising that the demand for import quality-grade parboiled rice was estimated at 2.5million Metric tons (MT) in Nigeria, the gap in milling capacity prompted the Federal Executive Council to approve a N9billion fund to support private sector companies to acquire nine new 36,000 metic tons per annum factories to further raise the capacity to 1.2million MT, leaving a national supply gap of 1.3million MT that was to be met by controlled imports under the new rice policy.

“The new Rice Policy, aimed at reducing the amounts of rice imports and instead encourage new domestic rice investments in the nation, has led to new investments in rice production and milling of over N500billion, including N200billion by Aliko Dangote, of which a 200,000MT per annum mill and 10,000 hectares will be located in Edo State. Is Governor Oshiomhole aware of this?
The former minister also lambasted Oshimhole for claiming that the past government frittered away over N800billion on waivers for rice millers and others, killing local rice production and making agriculture unattractive.
He made it clear that contrary to the governor’s claim, the total amount owed the government by rice importers, who imported beyond their approved limit, is estimated at N30billion, an information that is conspicuously displayed on the website of the Nigerian customs.

“It has to be emphasised here again that it was the immediate Dr Adesina that the took up the fight against the erring importers, asking them to pay what they owed the government.

“The truth is that under ATA, Nigeria has made giant strides towards achieving self-sufficiency in rice. Between 2011 and 2014, a total of six million rice farmers were reached with improved rice seeds and fertiliser and an additional two million hectares cultivated.

“National paddy rice production rose by an additional 7 million MT and the nation reached 85 per cent sufficiency in rice production.

” Furthermore, for the first time in Nigeria, rice cultivation is twice a year, in the wet and dry seasons. We have also seen the rise of thousands of small mills fitted with destoners and polishers producing parboiled rice of similar quality as imported rice. With the new investment in large scale rice mills, imported rice will soon become a thing of the past.

“The governor may wish to ask the leader of the cocoa value chain, an illustrious son of Edo State, who served under the immediate past minister of agriculture in revolutionising cocoa production, Edo was one of the biggest beneficiaries of the efforts to increase cocoa production base through the free distribution of cocoa pods for raising seedlings in many farms in the cocoa-producing states.

” In the Oil Palm value chain, a total of 9 million sprouted oil palm sprouted nuts were distributed to 45,353 small and large oil palm estate owners between 2013 and 2015. Additional Crude Palm Oil (CPO) production due to these interventions is projected to be 400,000 MT of crude oil palm which would close the gap of 350,000MT of crude oil palm that is currently being imported. There has been well over N100billion new investment in crude oil palm production in the country.

“Nigeria’s agriculture sector has undergone major reforms and transformation in the past three and a half years under the leadership of the immediate past Honorable Minister of Agriculture and President-elect of the African Development Bank, Dr Akinwumi Adesina.

“Governor Oshiomhole would benefit from data originating from the National Bureau of Statistics, showing that the agricultural sector grew by 9.19 per cent (year-on-year) in the third quarter of 2014, up by 2.7 per cent from Q3 of 2013. The agricultural sector grew by 38.53 per cent between 3rd and 4th quarters of 2014, with crop production being the main driver, with a growth of 43.5 per cent. The Agricultural Transformation Agenda has proven to be a well-thought-out policy with great gains for Nigeria.

“It was Philip Asiodu, the former super permsec who recently opined that ‘What has killed this country is the refusal of any new government to build upon what their predecessors had done.”

” If ATA is allowed to continue as conceived and implemented under Adesina, Nigeria could reach an additional 32 million farmers by 2019, up from 14.5million farmers reached with inputs between 2012 to 2014, reaching at least 8 million of unemployed youths.

” Under ATA, a production of 7.1 million MT per annum of rice paddy was achieved With the new investments in milling, milling capacity could rise to 5 million MT and Nigeria will be self-sufficient in rice production by 2017. It is indeed shameful for a country like Nigeria to import rice
Should ATA continue, cassava processing capacity, currently just below 100,000MT/annum and a bane of the cassava industry, will be raised to 675,000MT per annum by 2019. Same thing with maize production, from the achievement of over 12 million MT/annum in 2014 (compared to 9million MT/year in 2011), we will increase this to 18 million MT/annum by 2019 to accommodate the rise in demand for food, poultry feed, and maize for the milling industry.

“For Sorghum, we will go from 9.76million MT in 2014 to 13 million MT by 2019 to cater for the increase in demand from the malted sorghum and high energy food markets. We can produce 1.2million MT of soybean by 2019, up from 700,000MT achieved in 2014 (compared to 500,000MT in 2011).

“Same for cotton, from 240,000MT/annum in 2014 ( was 125,000MT in 2011) to 500,000MT/annum by 2019, Cocoa production from 350,000MT exported/annum in 2014 to 700,000MT exported/annum by 2019; crude oil palm, production from 800,000MT/annum in 2014 to 1.6million MT/annum in 2019 and Nigeria will become self-sufficient in CPO.

“It is uncharitable and against the interest of Nigerian public to politicise issues of agriculture and food security as Governor Oshiomhole did in his criticisms of that sector.

Let me state for the record that I'm not a fan of Oshiomole or an APC member

To me, on the list of best governors, he isn't anywhere close to been in the top 10.

His first tenure was remarkable owing to the fact that Edo people had not known "development" before he came to power.

The resounding victory he got at the 2012 election was a testament to that.

However his second tenure has been a total disappointment.

Due to the fact that there are no more elections to be won, he just sat back, wore his white bathroom slippers and stretched his legs under the bench.

Rather than develop Edo state, he has been touring the world especially since he got married. Whether he is trying to show off his pretty wife to the world, I'm not sure. undecided

I left that comment earlier because I'm annoyed this post came from a PDP stewalt who out of shame for the underdevelopement that party has brought to Edo state in particular and to Nigeria in general, should not even criticize the governor.

Oshiomole, in 7 years has done what PDP did not do in nine and half years in Edo state.

However this does not justify the present condition of things in the state.

BTW, 16 billion naira loan with just six months to leave office; what project does he want to start and complete in six months or does he need this money to maintain Iara after he leaves office?

Hmmmm....only time would tell.
