Visa, Mastercard, Maestro etc all have debit and credit cards, whatever function a credit card can do a debit can do, just that your payments wont be authorized on debit card if you dont have funds in there, The FUNCTION Serves the same.

Justice system doesn't work that way.
If the seeker wants, he can file a lawsuit.
