I think by networking. There is always someone that knows someone sort of thing. Due diligence, as old fashioned as it may sound, can be quite effective for serious relationship. A combination of both due diligence and dating or courting in that particular order can be beneficial.

This will either limit the number of countries that can host the event or it may lead to co-hosting.
