A 90-year-old Hong Kong woman has been conned out of US$32m by fraudsters posing as Chinese officials, police have said, in the city’s biggest recorded phone scam. Police said on Tuesday that scammers had targeted an elderly woman living in a mansion on The Peak, Hong Kong’s ritziest neighbourhood. Last summer criminals contacted the unnamed woman pretending to be Chinese public security officials. They claimed her identity had been used in a serious criminal case in mainland China. She was told she needed to transfer money from her bank account into ones held by the investigation team for safekeeping and scrutiny, the South China Morning Post reported, citing police sources. Police said several days later a person arrived at her house with a dedicated mobile phone and SIM card to communicate with the fake security agents who persuaded her to make a total of 11 bank transfers. Over five months the elderly lady gave a total of HK$250 million ($32 million) to the scammers, the largest sum recorded yet by a phone con. Police said the scam was only spotted because the elderly lady’s domestic helper thought something suspicious was happening and contacted her employer’s daughter who then alerted officers. After an investigation a 19-year-old was arrested for fraud and has been released on bail, police said. Hong Kong has one of the world’s highest concentrations of billionaires, many of them elderly, making them vulnerable to scammers. Reports of phone scams rose 18% in the first quarter of 2021 with fraudsters pocketing some HK$350 million (US$45m) over the period. In 2020, police said they handled 1,193 phone scam cases where a total of HK$574m ($74m) was stolen. Last year a 65-year-old woman was duped out of HK$68.9m ($10m) after a similar scheme where people posed as mainland security officials. https://www.theguardian.com/world/2021/apr/21/hong-kong-woman-90-conned-out-of-32m-in-phone-scam |

The National Pension Commission has blamed lack of funds for its inability to pay retired civil servants under it’s Contributory Pension Scheme (CPS) their pension. This was revealed by the Director-General, National Pension Commission, Aisha Umar, in her opening remarks during an oversight visit of the Senate Committee on Establishment and Public Services to the commission in Abuja. According to her, the affected civil servants retired between March 2020 and March 2021. “This challenge, which started in 2014, was essentially triggered by the appropriation of insufficient amounts for payment of accrued pension rights of FGN retirees and further aggravated by late or non-release of full appropriated amounts,” she explained. She also blamed the Federal Government’s non-compliance with the new minimum statutory rate of pension contribution of 18 per cent since 2014, and also non-payment of approved 15 per cent and 33 per cent pension increases to pensioners under the CPS for the delay. Other reasons noted include non-payment of shortfall for payment of full retirement benefits of retired heads of service and permanent secretaries; and non-payment of FGN pension protection levy. “These have created a sad and negative impression on the full realisation of the objectives of the CPS in Nigeria,” she said. The DG also requested the visiting legislators look into the persistent complaints against certain sections of the Pension Reform Act 2014, which need amendments. “This is normal with every new system and the experience of the CPS in Nigeria is bound to be the same. Consequently, the commission had obtained inputs from critical stakeholders and cataloged their proposed amendments of provisions of the PRA 2014. “However, as was done in the first review exercise that birthed the present Act, it is imperative to subject the proposed amendments to extensive experts’ and stakeholders’ engagements prior to presentation to the Federal Executive Council and then National Assembly for further legislative action,” Umar added. https://www.ripplesnigeria.com/pension-commission-blames-lack-of-funds-for-failure-to-pay-retired-govt-workers/ |

The Senate has declared the nation is under siege from murderous non-state actors whose activities are threatening the existence of the nation. The position of the upper legislative chamber is further corroborated by the United Nations which revealed that 70% of illegal arms in West Africa are domiciled in Nigeria. The United Nations Regional Centre for Peace and Disarmament in Africa (UNREC), revealed that out of 500 million illegal weapons circulating in West Africa, 350 million, which represents 70%, are in the hands of criminally minded people in Nigeria. Making the frightening submissions at the public hearing organised by the Senate Joint Committee on Judiciary, Human Rights and Legal Matters, Senator Uba Sani representing the Kaduna Central Senatorial district said the country needs to urgently address the worrisome situation. The public hearing was on the proposed amendment of the Navy and Marine Transport on Firearms Act 2004 and the amendment of the 2021 and Exclusive Economic Zones Act 2010 (Repeal and Re-Enactment) Bill 2021. Uba Sani who is the sponsor of the Firearms (Amendment) Bill lamented that the proliferation of illegal arms and ammunition in the country with little or no control by relevant authorities has posed complications for the collective survival of Nigerians and Nigeria. He said: “We are gathered here to deal with a matter that has profound implications for our collective survival. “We are under siege from murderous non-state actors. “They have been acquiring arms illegally, maiming our people and threatening the continued existence of our dear nation. “We either take measures to deny them of the oxygen that sustains their nefarious activities, or we watch helplessly as they overrun us and our country. Earlier in his opening remarks, the Chairman of the Joint Committee, Senator Micheal Opeyemi Bamidele, said the purpose of the two bills was to further strengthen our extant laws against illegal firearms possession and proliferation as well as making provisions of the Act on Exclusive Economic Zone to be in line with global practices as far as protection of the nation’s territorial sea or waters is concerned. https://dailypost.ng/2021/04/19/insecurity-nigeria-under-siege-by-non-state-actors-senate-warns/ |
