I'm currently undertaking a similar project for 11 self contained rooms in the South and based on my experience I think you will go very far even more than the 6 rooms you expect to complete. Project 2m from foundation to lintel, 2m for roofing ( if you are using Cameroon zinc) 3.5 will go a long way in finishing the rooms ( like 350k per room: 100k protector and windows; 50k tiling; 40k Nigerian iron door, 100k plastering, flooring, wiring, fittings, 60k miscellaneous)

Before any state of emergency is declared a probe should be conducted on the activities of the ministry and it's use of public funds and of course the minister should be asked to resign for steering the sector into this emergency state
