The solution is simply Taxation. For starters ,Make the universities fund themselves. Go after those who seller by the road side and who pay nothing. Just getting At least a few of the 2000,000 citizens of tax paying age contributing 4000 a month will do the trick . When people get to the point when taxes starts hurting, then they know that they are paying the right taxes. The day people realise that they have to have skin in the game ,that is when we will start seeing movement. That is before we talk about the federal government which vacuums all the wealth produced in the states and share it laggard States .
