The people abducted were said to have comprises of male adults, housewives and children. No fewer than 29 residents of Yewuti village, in Kwali Area Council of the Federal Capital Territory, Abuja, have been reportedly kidnapped by gunmen suspected to be terrorists. It was learnt that the incident happened around 1am on Tuesday when the kidnappers, in their large numbers, invaded the community. Yewuti is the hometown of the immediate past vice chairman of Kwali Area Council, Alhaji Zubairu Jibrin Yewuti. The people abducted were said to have comprises of male adults, housewives and children. Daily Trust reports that two housewives, Mrs Zainab Umar and Mrs Aisha Zubairu, escaped from their abductors while being led into the bush. The people kidnapped include; Idris Mohammed, Abdullahi Zubairu, Sani S. Magani, Peter Modu, Ibrahim Mamman, Yellow Abdulrasheed, Musa Suleiman, Simbiya Ishaku, Sumaiya Ibrahim, Muktari Yunusa and Mohammed Yeluwa and Rahmat Shagari. Other victims included, Sumaiya Abubakar Yelwa, Mohammed Yelwa, Maimuna Muhammad, Hussaini Ya Nda Agyana, Hamza Ibrahim, Lantana Yunusa, Nabila Agyana, Rufai Salihu, Nafisa Aminu, Kasimu Adamu, Abako Adamu, Abdulyakin Aliyu, Lukman Aliyu, Rahina Audu, Abdulrazak Usman, Sadiya Usman, Darius Samuel and Japheth Osu. According to the report, the gunmen divided themselves into groups, went to eight houses amid sporadic shooting and whisked away residents, including children and housewives into the bush. The immediate vice chairman of the council, Alhaji Zubairu Jibrin Yewuti, who confirmed the incident noted that his younger brother, Idris and two of his elder brothers’ wives and a child were kidnapped in his family’s residence. According to him, the kidnappers, who operated from 1am till 3am, invaded over eight houses and whisked away 29 residents, who comprised of women, men and children. He added that two housewives managed to escape from their abductors while being led along with other victims into the bush. The Etsu Abawa of Yewuti, Alhaji Isyaku Yakubu Yewuti, also confirmed that 29 of his subjects were abducted. Stressing that two people who sustained bullet wounds were taken to a private hospital in Kwali. S. As Khan entered the cell and the after the warders left and locked us inside, I and GO introduced ourselves to him and began to interview him. It is a standard practice that when you enter a cell, the inmates in that cell would interview you and give you the rules of that particular cell and the rules of the custody as well as the rules of the prison. The depth of questioning during the interview depends on the comparative strength and personality of the resident inmates and incoming inmates. I wasn’t interviewed when I entered the cell. My fight with the police was already well known and the inmates and warders knew of me before I got to the prison. “In the case of Khan, he was told I was a lawyer and he expected I would grill him. The moment I saw him, I knew this was a tough guy in the criminal world of which most Nigerians could not imagine. He was quiet and unassuming. Yet, from experience, I knew this was a big fish. I wasn’t really authorized to interview him. But did so out of curiosity. A Pakistani in Nigerian prison is not a frequent occurrence. My initial impression was involved in terrorism financing. So, I grilled Khan in the presence of GO. He told me he was arrested at the airport upon landing in Nigeria. He wasn’t sure the particular law enforcement agency that arrested him. I knew I could figure it out if he could tell me the offense he was charged with. I knew he must have been charged with an offense because he wouldn’t be remanded in prison without a remand warrant issued by a court. Also, the name of the court (Federal High Court) gave me the idea that this was a drug related offense or terrorism. He also indicated to me that they were trying to extradite him to America. That gave me the impression that he must be wanted by America either for drug-related offenses or terrorism-related financing. A senior member of the All Progressives Congress (APC) has claimed that the ruling party is dealing with internal issues ahead of President-elect Bola Tinubu and those elected in the recently concluded election on May 29. This comes as a party stakeholder expressed concern for Tinubu, saying that the president-elect’s health status could change all permutations of the party as members of the 10th National Assembly jockey for the zoning of the Senate and House of Representatives. The APC chieftain, a former member of the National Working Committee (NWC), stated that party stakeholders and elected 10th Assembly members should be concerned about the President-elect’s prolonged absence. It is the case with Nigerian democracy when we take a step forward at one turn, we often follow it up with two steps backwards at the next turn. Had the show of shame in Adamawa State, over the past two weeks ended as planned, our democracy would have taken all steps back to ground zero. Happily, the rule of law and democracy won the day, even if much damage was still done. Yet, no one thought it would end like this. Of all the 28 governorship elections held in this year, none had captured the popular imagination of Nigerians than that in Adamawa. It had all the elements of an epic battle, and the possibility of making history. Apart from the presidential election, all eyes were in Adamawa, in the so-called “conservative Muslim North”, where, nevertheless, a woman, Senator Aisha Dahiru, more popularly known as Aisha Binani, had emerged the governorship candidate of the All Progressives Congress (APC). PlayUnmute Fullscreen Having defeated three male candidates in her party’s primary election—a no mean feat on a slate that included a former presidential candidate, a former governor of the state, and a sitting member of the House of Representatives from the state—Binani was poised to dislodge a sitting governor to round off a scintillating series of electoral contests that would make her the first elected female governor of a state ever in Nigeria’s political history. And most Nigerians without a vote in the election had hoped for only one outcome: her win. Unfortunately, Binani, with her own hands, threw all of the goodwill and the political prospects that come with it away, in one terrible show of shame that would not be forgotten soon. After the collation of results in 20 of Adamawa’s 21 Local Government Areas (LGAs) following the main election on 18th March 2023, the odds, alas, seemed stacked against Binani. Her opponent, Governor Ahmadu Fintiri had won in 13 LGAs, polling 401,115 votes, against Binani’s win in seven LGAs with a total of 365,498 votes. But irregularities in the remaining LGA and in pockets of other places across the state meant that the Independent National Electoral Commission, INEC, had to declare the election inconclusive and ordered a rerun for April 15th. With a deficit of 35,617 votes to make up for, against a total of just over 36,000 votes up for grabs in the rerun election, Binani needed a miracle to flip the final outcome in her favour. By Sunday morning of April 15th, when Fintiri still maintained his lead over her with eight of the 20 wards in the supplementary election declared, few expected Binani to come out tops, even if many still wished for the miracle. However, before the resumption of the further collation that Sunday by 11am as previously scheduled, INEC’s Resident Electoral Commissioner (REC) in the state, Hudu Yunusa-Ari usurped the powers of the election’s Returning Officer to declare Binani winner in a gibberish of a speech that was as shameless as it was illegal. Herders smile as price of cattle rises after naira crunch Note to president-elect: preparations for national unity Binani, in turn, promptly delivered an “acceptance speech” live on national television, and then proceeded to the courts, seeking to bar INEC from rescinding her declaration, even as the INEC leadership in Abuja had already, and rightly, declared her ‘declaration as winner’ null and void. In the end, when all due process was completed on 18th April, INEC declared Governor Fintiri as the rightful winner of the election. And the rest, as they say, is now history. We commend INEC for its swift intervention that helped save the day from the illegal antics of a rogue REC. We also commend the resilience of the state’s Returning Officer, Professor Mohammed Mele and INEC’s National Commissioner on assignment in the state, Prof Abdullahi Zuru, for their integrity and sacrifice in the face of both physical and moral intimidation during the process. Justice Inyang Ekwo of the Federal High Court in Abuja, who refused to be drawn in with Binani’s judicial subterfuge also deserves commendation. So too does Governor Ahmadu Finitiri for his maturity and for not taking the law into his hands. It is good that President Muhammadu Buhari has ordered a probe into the actions of all heads of security agencies in the state. It’s also good that INEC has since suspended the rogue REC Ari, and recommended his prosecution. But the federal government must go beyond these measures to ensure that the case is thoroughly investigated and all culprits made to face the full wrath of the law. In addition, we urge INEC to review its lengthy, tedious and arcane collation processes with a view towards making them more efficient and fit for purpose. The procedures and requirements for appointing a Resident Electoral Commissioner (REC) to INEC should also be reviewed to reduce the possibility of appointing people without integrity. For Binani, we have nothing but rebuke. She allowed desperation for office to get the better of her, and by so doing, has let the whole nation down. All Progressives Congress, APC, governorship candidate in Adamawa State, Aisha Dahiru Binani has dismissed the claim of N2billion bribe. The suspended Resident Electoral Commissioner, REC, Hudu Yunusa-Ari had declared the Senator the winner of the election on Sunday under controversial circumstances. In a statement on Tuesday, Binani said her attention was drawn “to a very bizarre and wild allegation purportedly made by an officer of the Department of State Services (DSS)”. The DSS officer, in a video, said the flagbearer gave out N2billion to some unnamed Independent National Electoral Commission, INEC, officials. “I never did. I would never do such”, she stressed, saying that the claim “was allegedly made when the officer was being tortured at gunpoint”. Binani said those who tortured him were “the agents of the Adamawa State Governor and the Government House police team alongside their political thugs”. The lawmaker described herself as a committed democrat who will never do anything to subvert democratic process. “I am not a do-or-die politician. In the past I have won elections into the House of Representatives and the Senate in a free and fair manner,” she said. Binani added that what happened in Adamawa was an unsuccessful attempt to subvert the will of the people. She said the REC was illegally told to stand down by two INEC national commissioners from Abuja who were supposed to be in Adamawa in a supervisory capacity. “Even more curious is the nocturnal visit. The roles of these INEC officers and the real mission to the Government House should be of interest to all democrats,” she added. Barring any last-minute change of plans, the Federal Government will begin payment of the planned increase in civil servants’ pay by the end of this month (April), The PUNCH can report. The President, Major General Muhammadu Buhari, retd, is expected to give his final assent for disbursement any moment from now. If the proposal sails through, it means the increase will be coming about two months to the June date proposed for the removal of petrol subsidy. Officials of the Federal Government told The PUNCH exclusively that the fresh pay increase, tagged consequential allowance, would lead to a 40 per cent rise in the current pay of government workers. Speaking exclusively with The PUNCH, the Director of Press and Public Relations, Ministry of Labour and Employment, Olajide Oshundun, revealed that the Federal Government might begin payment of the 40 per cent pay rise by the end of April this year, adding that the three months arrears of January, February and March would be paid at a later date. Oshundun, however, said he could not confirm if the proposal by the government committee saddled with the task had been finally approved by the President. He said, “Consequential allowance Salaries will be increased by 40 per cent for civil servants from level 1 to level 17. “What we receive now is called consolidated public service salary structure, it is the combination of basic and all allowances. So, the increase will be 40 per cent of what a public servant is earning now. “They will start paying from the end of this month (April) and the arrears of January, February and March will be paid later. The salary increase is effective from January 2023. That is the proposal submitted by the committee set up to look into salary adjustment for civil servants, but am not sure if the President has signed it yet.” Last month, the Minister of Labour and Employment, Chris Ngige disclosed that the Federal Government had approved a pay raise for civil servants in the country. He added that the pay rise had been included in the 2023 budget, noting that it would take effect from January 1, 2023. Ngige described the pay raise as a peculiar allowance for civil servants in view of the current economic reality and it is meant to help government workers to cushion the effects of rising inflation, rising cost of living, hikes in transportation fare, housing and electricity tariffs. The PUNCH reports that Nigeria’s headline inflation increased to 22.04 per cent year-on-year in March, the highest rate since September 2005. According to the National Bureau of Statistics data, the latest rise in inflation rate is the third consecutive increase this year, increasing by 0.13 per cent points when compared to the February 2023 headline inflation rate. The NBS added that the cost of food and beverages contributed significantly to overall inflation. “The contributions of items on the divisional level to the increase in the headline index are food and non-alcoholic beverages (11.42 per cent); housing, water, electricity, gas, and other fuel (3.69 per cent); clothing and footwear (1.69 per cent); transport (1.43 per cent); furnishings, household equipment and maintenance (1.11 per cent); education (0.87 per cent); health (0.66 per cent); miscellaneous goods and services (0.37 per cent); restaurant and hotels (0.27 per cent); alcoholic beverage, tobacco and kola (0.24 per cent); recreation and culture (0.15 per cent) and communication (0.15 per cent),” the NBS report added. However, leaders of the organised labour on Monday described the proposed pay rise as a meagre allowance that would not be equivalent to a 40 per cent increase in workers’ salaries. Reacting in a telephone interview, the National Vice President of the Trade Union Congress, Tommy Etim, confirmed the moves by the government to increase “allowances and not salaries” as publicly insinuated. According to him, the allowance is an increased arising from the peculiar circumstances surrounding the removal of the fuel subsidy and inflation. He, however, stressed that civil servants were yet to receive the payment. He said, “I am aware of the moves by the government and the payment is to start from January. The new payment is not an increase in workers’ salaries. It is a peculiar allowance and not an increase in salary, so we don’t misinform the public. it is just an increase in basic salary and not across board. Other components are not touched so that the market woman will not think the government has increased salary. It is an allowance because of the peculiar circumstances surrounding the removal of fuel subsidy and inflation. An allowance is not a salary. No civil servant has received so I cannot speak authoritatively until it hits everyone’s bank account.” Etim, who is also the president of the Association of Senior Civil Servants of Nigeria, further charged the government to consider increment of other allowances such as rent and transportation “We would also admire it if other allowances are looked into, especially housing and transport. The present socioeconomic indices don’t favour transportation for civil servants with some spending their whole salary just on transportation, not to talk of rent and other bills. The government should also look at that aspect as it is very important,” he added. However, the Nigerian Labour Congress denied knowledge of the proposed increment noting that “We are only hearing it as rumours.” The National Treasurer, NLC, Hakeem Ambali, said the union had yet to be involved in any form of discussion concerning the issue. He said, “For us, we are only hear it as rumours because there are procedures for negotiating fringe benefits and workers’ entitlement which is through collective bargaining. It is a tripartite thing that would have to be negotiated. But with what we are seeing, it still looks like a rumour, we are still waiting that the Federal Government will invite the necessary arm of labour where negotiation will be done and we would agree. “Any increment not based on available and empirical data would not be agreeable to labour. We must sit down to look at the inflationary and economic trends to arrive at a logical conclusion.
