Facebook has activated its safety check feature after a suicide attack killed 32 people in the north-eastern Nigerian city of Yola. The social networking site had been criticised for activating the feature for the attack in Paris on Friday but not for the attack in Beirut the day before. Before the Paris attack, the feature was only used in natural disasters. The safety check allows people to inform their contacts they are safe. The BBC's technology reporter Dave Lee says during emergencies mobile phone networks often collapse under the stress of everyone using their phones at the same time - so this is one way to help solve that by informing possibly hundreds of friends in one go. The system was first used earlier this year during the Nepal earthquake. Facebook boss Mark Zuckerberg announced the Yola Safety Check in a Facebook post but added "unfortunately, these kinds of events are all too common, so I won't post about all of them." This is the third attack this year in Yola. The suicide bomber targeted a busy vegetable market late on Tuesday as stall holders were closing up. Boko Haram militants started attacks in Nigeria in 2009 in an attempt to create an Islamic state. The Federal Government may have spent about N5.8bn on the 10-aircraft Presidential Air Fleet it inherited from the former President Goodluck Jonathan’s administration, findings by Saturday PUNCH have shown. The PAF is the third largest fleet in the country, coming after Arik Air and Aerocontractors Airlines which have 23 and 12 aircraft in their fleets respectively. Other domestic airlines including FirstNation, MedView Airlines, Dana Air, Air Peace and Overland Airways have less than 10 aircraft each in their fleets. According to calculations done from estimated data obtained from aviation parastatals and domestic airline operators in the country, President Muhammadu Buhari’s administration will have spent about $58.58m (N11.598bn) on running and maintaining the 10-aicraft presidential fleet by May 29 next year when it turns one year in office. This means that the half of this amount, $29.29m (N5.799bn), is expected to have been spent in principle on the large fleet when administration turns six months in office by November 29. According to findings, the PAF contains two Falcon 7X jets, two Falcon 900 jets, one Gulfstream 550, one Boeing 737 BBJ (Nigerian Air Force 001 or Eagle One), and Gulfstream IVSP. Others are one Gulfstream V, Cessna Citation 2 and Hawker Siddley 125-800 jet. Each of the two Falcon 7X jets were purchased in 2010 by the Federal Government for $51.1m, while the Gulfstream 550 costs $53.3m, a former Minister of Information, the late Professor, Dora Akunyili, had said. The factory price of other aircraft in the fleet could not be obtained online. However, airline CEOs put the average price of Falcon 900 at $35m, Gulfstream IVSP at $40m, Gulfstream V at $45m, Boeing 737-800 (Boeing Business Jet) at $58m, Cessna Citation at $7m and Hawker Siddley 125-800 at $15m. This brings a combined estimated value of Nigeria’s PAF to $390.5m (N77.319bn). According to airline chief executives and industry experts, airlines spend between 15 and 20 per cent of the cost of an aircraft on its operation yearly. They say that averagely, a little less than one-fifth of the cost of the plane is spent every year on insurance, flight and cabin crew, maintenance, fuelling, catering and training. Using the least figure of 15 per cent, it means that about $58.58m (N11.598bn) will be spent on the presidential fleet (which is valued at $390.5m or N77.319bn) when the new administration turns one year by May 29 next year. Apparently, by November 29 when it turns six months in office, about half of this amount ($29.29m or N5.799bn) should have been budgeted for the running and maintenance of the planes. According to the Nigerian Air Force’s website, the PAF’s current staff strength consists of 47 NAF officers, 173 airmen/airwomen and 96 technical and administrative civilians. “The operational headquarters of the fleet is located at the presidential wing of the Nnamdi Azikiwe International Airport, Abuja, while the administrative personnel are at the federal secretariat. The fleet has a liaison office at the Presidential Villa. Flight operations, training, aircraft maintenance and general running of the fleet are funded by the Presidency,” according to the website. Nigeria happens to be one of few countries of the world with a large PAF. Most major countries in Europe and Asia maintain two aircraft in their PAF, according to Wikipedia. According to the online portal, Japan maintains only two Boeing 747-400 planes in its PAF. The two aircraft, mostly for the prime minister, the emperor and his wife, and other members of the Imperial Family, is operated by the Japan Air Self-Defence Force. The aircraft were constructed at the Boeing factory at the same time as the United States’ Air Force One. Both Japanese aircraft were delivered in 1990. Wikipedia also states that the Netherlands government operates only two aircraft, a Fokker 70 and Gulfstream IV to transport the Dutch Royal family and government officials such as the Prime Minister and other ministers. They are also used for international conferences and for private trips by the Queen and the Prince of Orange. For long haul trips, the Royal Dutch Airline is used. Often the upper deck of a Boeing 747 is used. The Queen of England and the Prime Minister, David Cameron, often go on British Airways chartered flights for long trips. Cameron was recently criticised by the United Kingdom media for chartering a foreign plane instead of a British. According to Wikipedia, the Royal Squadron of the Royal Air Force maintains a fleet of Agusta A109 helicopters, BAE-125 mid-sized business jet and BAE-146 regional airliner to support short travel by the Royal Family, the Prime Minister and senior members of the British Government. Countries like Ghana, Algeria and a host of others in Europe maintain only one aircraft in their PAF. A few weeks after his inauguration, Buhari had reportedly ordered the immediate disposal of some of the planes in the PAF. However, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, later denied knowledge of such directive. “The story of the order for the sale of aircraft in the Presidential Fleet, about which so much interest is being expressed, is not known to us,” Shehu said. The exact size of the PAF is treated as classified information and aviation sources believe the aircraft in the fleet is about 16. At least 150 people taking part in the Hajj

say. The civil defence directorate said on its Twitter feed that another 400 people were injured in the incident at Mina, about 5km (3 miles) from Mecca. Yemi Akinsuyi in Abuja The Police high command had said it hasn't received warrant of Arrest in connection with the case between Senate President, Senator Bukola Saraki and the Code off Conduct Bureau. CCB had ordered the arrest of Saraki and that he should be brought to it by the Police high command on Monday morning. But as at Saturday evening, the Police was yet to receive the Warrant of Arrest by the court. Speaking to THISDAY on phone on Saturday, Force spokesperson, Olabisi Kolawole, Assistant Commissioner of Police, said the Police hasn't been given the warrant of arrest, hence could not carry out the job. Mrs. Kolawole insisted that the Police would wait for the next step to take, adding that such step must be in accordance with the law of the land. Hence, every governor and leader in the South East must be carried along in the whole thing,” Okorocha said. Answering a question, the governor also explained that while in Abuja, the South East governors were able to meet with Mr. President, adding that it was more than even reassuring that the South East people would work totally with the present administration at the federal level. “We, the governors of the South East and indeed, the leaders from the area, are all determined to work with the President and the President himself is also more determined to work with the South East,” Okorocha said. Former US President Jimmy Carter says recent
liver surgery revealed that he has cancer and it
has spread to other parts of his body. The 90-year-old statesman underwent surgery to remove a small mass in his liver earlier this month. He said he would reveal more "when facts are known, possibly next week". Mr Carter will undergo treatment by physicians at Emory Healthcare in Atlanta. President Barack Obama wished Mr Carter "a full and fast recovery" in a statement released on Wednesday. "Jimmy, you're as resilient as they come, and along with the rest of America, we are rooting for you," Mr Obama said. The White House said Mr Obama spoke to Mr Carter on the telephone on Wednesday. Bernice King, daughter of Martin Luther King Jr, posted on Twitter: "President #JimmyCarter is in my thoughts & prayers. May the Lord heal, comfort & encourage this extraordinary servant-leader to the world." Leaving the White House in 1981, Mr Carter has remained active carrying out humanitarian efforts with his Carter Center in recent years. He founded the centre, which focuses on human- rights efforts and political mediation, soon after he left office. He was later responsible for negotiating a 1994 nuclear disarmament pact with North Korea and has visited Syrian President Bashar al-Assad in recent years. A Democrat from Georgia, Mr Carter was elected president in 1976. According to him, the privileged and influential citizens clearly have to do more now than in the past to help the country deal successfully with its economic and security problems. President Buhari also Kaberuka that his administration will welcome more support from the AfDB for projects in versatile sectors like agriculture that can easily be explored to create more jobs for unemployed Nigerians. No fewer than five persons were feared dead in a stampede while waiting to collect Zakat(gifts) in Kaduna on Monday. Scores, according to eyewitness, fainted while waiting to receive Zakat from a businessman who deals in dairy products in the state. He was sharing the gifts at the Kabala Constain area in Kaduna North Local Government Area of the state. However, the Kaduna Police Command’s Public Relations Officer, Abdullahi Zubairu, said nobody died during the stampede. He also said the command deployed its personnel in the venue, adding that the team did not report any death. But an eyewitness at the venue, which was besieged by able and physically challenged persons in their hundreds, said the people became uncontrollable, leading to a stampede. The eyewitness explained that the police were invited to the scene when it the situation started degenerating. One Bala Mohammed, a cripple, said when they arrived at the venue, his set was ordered to queue on a separate line while the able and women also have their own line. Bala added that when the businessman arrived to give out the gifts, the women line was first chosen and it was in the process that the stampede occurred, which led to the death of five persons. Another eyewitness, Zanaib Mohammed, told journalists that she was informed by her sister that there would be sharing of gifts at Tyosco Yoghurt, but lamented that her sister was one of the victims of the stampede. PORT HARCOURT—Rivers State chapter of Civil Liberties Organisation, CLO, Wednesday alleged that some Boko Haram detainees had been transferred to the prison in Port Harcourt. Publicity/Research Secretary of the rights body, Livingstone Wechie, in a statement, said that though there was no official comment from any of the security agencies, a top security source within the prison service disclosed the development to the organisation. “Although the authorities may deny and make this development an unfounded secret, there is no basis for this action by the authorities involved,” he said. He expressed worry that the development could impact negatively on the area if the situation was not well managed. “Ordinarily, terrorists’ inmates should be kept in isolated maximum facilities because keeping them with other ordinary criminals will give them room to indoctrinate other inmates particularly since the Port Harcourt prison is already over congested,” he added. No official of the Nigeria Prison Service was ready to comment on the allegation, following Vanguard’s inquiry. Meantime, spokesman of Governor Nyesom Wike, Mr Opubo Nko-Tariah, said that the state government was not aware of the alleged development. “I can’t attest to the veracity of the story. However, should there be an ounce of truth in the transfer story, the Rivers State Government should know so that adequate measures can be put in place in partnership with the Federal Government. Although the prisons belong to the Federal Government, the state government will be blamed for any havoc wreaked on residents if and when there is a jail break,” he said. Contrary to reports that the Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara was invited to a meeting with President Muhammadu Buhari Wednesday night, the Speaker has denied knowledge of the meeting. There had been reports that Buhari would hold a meeting with Dogara and Hon. Femi Gbajabiamila who was the choice of the APC leadership for the Speakership position, as part of efforts to douse the crises emanating from the election of the House leadership. Permit me the indulgence of this public communication. As you may know, it is the only mode available to a common citizen who desires audience with his leader. This letter is premised on the fact that today is the 32nd day after you were sworn in as President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria. And although a lot of your supporters opine it is too early to assess your government, I hold the view that every single day in the life of an administration should count for something. After all, don’t they say that you see the signs for a good day from the break of dawn? Whether we talk about it or not, time is moving on your administration and none of the 30 days that have passed will ever come back for your pleasure. You met Nigeria in a really bad state and the people had high expectations. Your first 30 days in office should have given Nigerians some things to laugh about; I have not seen you offer anything of sort. Another reason why the first 30 days of your administration should be important is that it formed part of the short honeymoon that your government would have with Nigerians. Of course, a lot of our compatriots, whose loyalty to you is without recompense, shut down attempts to appraise your performance, in spite of your promises of accomplishments within the period. I plan to highlight some of the things that worry Nigerians about the seeming lacklustre nature of your administration so far. For starters, the Nigerian economy has continued to take life-threatening blows from about the beginning of the year until we speak when business people, including banks adopted precautionary measures to safeguard their investments they have in the country in anticipation of the elections. There were expectations that with the swearing in of your government on May 29, you were going to shortly unfold a policy direction which would energise the economy and encourage productivity. But 30 days on, investors are still faint about the direction of your government, a result of which no one is putting money into the economy. Nigerian banks, known for their penchant for short-term lending, have retreated into a no-lending mode with the effect that those who want to do business are unable to venture. As we speak, we have no idea what plans you have for the downstream sector of the oil and gas industry of which reports claim that your administration has incurred an arrears of N56.784bn in subsidy costs. With the goodwill your administration had at swearing in, snuffing life out of this subsidy drainpipe was something you could have got away with without much of a whimper but then, you have other ideas. Although you inaugurated the National Economic Council on the eve of your government’s first month in office, it is clear to keen observers that this statutory body, headed by the Vice-President has nothing to do with your direction as a President. A corollary to the above is the pandemic effect of unemployment on Nigeria. You will remember that dealing with this is one of your campaign points. While we do not expect your government to solve this problem overnight, clarity on your government’s economic direction could promote investments which would invariably provide employment opportunities for Nigerians. In the area of the fight against corruption, your government must not delude itself into thinking it has all the time in the world. Those who perpetrate corruption have huge resources and unless they are caught unawares and summarily tackled, they will soon reposition themselves and be able to circumvent your efforts. This is in addition to the fact that you will have to lead by example on this front. Another area in which I have not seen much effectiveness is security. Although trips to neighbouring Cameroon, Chad and Niger were the first that you undertook when you were sworn in, (not minding that these were actions for which your predecessor was roundly condemned) we have not seen any reasonable impact of these trips and tons of promissory notes that you brought with you on return from your trip to the G7 summit in Germany. As a man who was part of the security architecture of this country, someone who was said to have put an end to the menace known as the Maitatsine in the 1980s, it is shocking that you have not shown any different way in which you plan to win the Boko Haram challenge yet. I understand that you need much longer than 30 days to take control of the situation but you have had more than that. Having suffered an attack in the hands of Boko Haram, I expect that you would before winning the elections, have concrete ideas about immediate steps to take in addition to moving the command centre as you directed at your inauguration. Within the last 30 days, records indicate that over 200 people have died in the hands of these insurgents, with hundreds more wounded or rendered homeless. Neighbouring countries that you have approached for collaboration have also been attacked by the insurgents. Worse still, your responses to these attacks have been largely belated and uninspiring. And then you seem to have so much confidence in the international community as your trips indicate. You will soon embark on another one to the United States of America on the invitation of President Barack Obama. While it is a good thing that leaders of western countries find an ally in you much unlike your predecessor, I will like to offer that you do not get carried away with the camaraderie that they display. Apart from the fact that the Boko Haram insurgency and other security challenges that Nigeria faces demand some homemade strategies which entail that the President and his security apparatus think out of the box, the US and its allies have failed to tackle terrorist organisations like the Al-Shabaab and ISIS. And so as important as global collaboration is, Nigeria’s destiny rests solely in its leadership which should be under no illusion that any super power would fight its war. And then your politics has not been encouraging. While it is good that you have chosen to respect the independence of other arms of government, your aloof disposition to the crisis troubling the party on which platform you were elected is a malignant tumour from which your administration is not insulated. As a matter of fact, it is a problem that will affect your effectiveness. There are even speculations that your inability to appoint people into key offices in your government is due to the level of schism in your party. Something needs to be done fast about this. And then sir, I think we have heard enough of the harm that the previous administration did to Nigeria. Now, we get it, in fact Nigerians knew before you told them. I am persuaded that was why they bought into your change mantra and voted for you. Hearing of those things again and again from yourself, your party and aides is beginning to sound like excuses to Nigerians especially as you have prepared for this office for about 12 years. So, kindly roll up your sleeves and get to work, bring those who you should bring to book and move this country forward and let those songs that condemn people without substance stop. BEING A SUMMARY OF POINTS OF DISCUSSION WITH PRESIDENT MUHAMMADU BUHARI ON JULY 1, 2015 BY THE REPRESENTATIVES OF THE 174 APC MEMBERS IN THE 8TH HOUSE OF REPRESENTATIVES 1. On the 9th of June, 2015, 174 APC members in the House faithfully and loyally followed the directives of the party to vote for Hon Femi Gbajabiamila and Hon Mongunu as Speaker and Deputy Speaker while 39 other APC members colluded with the opposition party, the PDP, to elect the current Speaker and Deputy Speaker with only eight votes superiority. The party directive was based on the mock primaries conducted for all aspirants to the two positions. 2. Whereas the candidates of the majority (Gbajabiamila and Mongunu) openly congratulated the winners and continued to cooperate with them in the House, the opposition and the 39 APC members continued to hold the APC leadership in contempt. 3. Whereas we the 174 Party faithfuls and loyalists had been obedient to the Party, what shall be the reward of our loyalty to the Party? 4. The Party has chosen not to punish the 39 APC members including the elected Speaker and Deputy Speaker, but chose to direct, as it is customary and conventional, on how the other four (4) Principal Officers should be distributed. Alas! The opposition and the 39 members continue to hold the ruling Party in contempt by disobeying the party. 5. Whereas, the beneficiaries of the disobedience are citing Federal Character Principle as the main reason for their disobedience, His Excellency should note that: (a) During the 6th Assembly (2007-2011), the following officers were elected from the NORTH- WEST (I) The President and Commander in Chief (ii) Ismaila Kawu (III)Hon Mutawalle. The two occupied 2 out of the 4 principal officers positions of the Minority Party (iv) Hon Aminu Tambuwal was elected Deputy Chief Whip. (B) Also during the 7th Assembly, the following officers in Government were elected from the NORTH-WEST (I) The Vice President (II) The Speaker, Rt. Hon Aminu Tambuwal (III) Hon. Ismaila Kawu, Deputy Minority Leader (IV) Hon. Garba Datti, Deputy Minority Whip There was never an issue of Federal Character in these instances. 6. It should be noted that the Federal Character principle as embedded in chapter of the 1999 Constitution (as amended) IS NOT JUSTICIABLE AND OF NO LEGAL CONSEQUENCE. Its provision in S.14 of the Constitution is only applicable to appointments in Federal Ministries and Agencies. The House of Representatives is not an agency of the Federal Government and the principal officers positions are elective and not by appointment. If the Federal Character is applicable to the National Assembly, then both the Senate President and the Speaker cannot come from the North, one of them should be advised to step down. 7. It is noteworthy that Mr. President and the Governors had strongly put their weight behind the party and had severally admonished the House to abide by the party’s position. The 39 APC members in the House continue to collude with the PDP to flagrantly disobey Mr. President, the governors and the party with a view to bringing the Party and Government to ridicule before Nigerians. 8. The conduct of the 39 APC members colluding with the PDP is tantamount to affront, ultimately targeted at polarising our Party so as to give room for many of them to decamp to the PDP. 9. It is therefore imperative for Mr. President to take a stand and save the integrity of the Party, by cautioning, the 39 members, which include the Speaker and the Deputy Speaker, to respect, honour and obey our Party Leaders and their directives. 10. In conclusion, Mr. President, we as loyal Party members shall continue to abide by the Party constitution, respect and honour our party leaders and their directives. We strongly appeal to you to direct the Speaker to return to our fold and be truly elected Speaker on APC platform. He should be directed to announce the other four Party Principal officers positions as directed by the party as it has always been the convention. 11. Barring any last minute change in plan, President Muhammadu Buhari will meet the Speaker of the House of Representatives, Yakubu Dogara, later today. The meeting is expected to hold by 10pm at the First Lady’s Conference Hall inside the Presidential Villa, Abuja. This is the first time Buhari will be meeting any of the leaders of the National Assembly since Dogara and the President of the Senate, Bukola Saraki, emerged, contrary to the choice of the leaders of the All Progressives Congress. The President may also be meeting Saraki any moment from now. The national leadership of the Peoples Democratic Party has rejected the appointment of Mrs. Amina Zakari as the Acting National Chairman of the Independent National Electoral Commission. Zakari was appointed as the acting boss of the commission on Tuesday by President Muhammadu Buhari following the conclusion of the term of office of Prof. Attahiru Jega. The Head of the Civil Service of the Federation, Mr. Danladi Kifasi, who conveyed the appointment in a letter, said the appointment was with effect from 30th June 2015 until the appointment of a substantive Chairman. But before her appointment was announced, Jega had handed over to Amb. Mohammed Wali, a national commissioner of the commission from Sokoto State. While rejecting the appointment of Zakari, the PDP alleged that the new acting boss of the electoral body “is too close to the Presidency.” National Publicity Secretary of the party, Chief Olisa Metuh, stated his party’s position at a crowded press conference in Abuja on Wednesday. KANO – Kwankwaso’s Attorney, Barrister Okechukwu Eze Wednesday told a Kano High court sitting in Gezawa that how EFCC threat of arrest of former Governor of Kano, Rabiu Musa Kwankwaso has confined him to his residence in Abuja. Addressing the court on the experte motion filed to restraints the Anti corruption Agency from arresting the former Kano Governor but now Senator representing Kano central explained that the move by EFCC if executed would denied his client fundamental rights. Okechukwu Eze said that “my client has been in his house over the threat of arrest by the EFCC and have been denied the liberty to perform his legislative duties as mandated by voters of Kano central District. ” Kwankwaso’s Attorney further told the court that the EFCC action emanated from a petition by ‘unregistered association that has no written address’, as he pointed out that he was in court to halt the likely ‘anticipation of violation’ of his client right. “We have expressive fear that Kwankwaso’s right to liberty, freedom of movement as guaranteed under the constitution is likely to be violated by EFCC”, Barrister Eze stressed. Eze who admitted that “EFCC has the power to investigate financial crimes, but however declared that “it should be based and founded on reasonable suspicion” He argued that Kwankwaso has not violated pension laws to warrant his invitation by the Anti corruption Agency, as he told the court that his client deserved an applause for bringing surpluses to the pension fund. Subsequently, Kwankwaso’s lawyer prayed the court to restraint the EFCC from arresting him, while he further prayed the court that the status quo ante should be maintained pending the determination of the suit. Okechukwu Eze pleaded with the court to grant his prayers on the ground that the “injunction would be used as a shield and not as a sword” .
