Education / NOUN And Civil Rights Group Protests As Buhari Sacks 12 Vcs by olillywales(m): 9:57am On Feb 14, 2016
The sack of 13 Vice Chancellors of 12 Federal Universities and National Open University Nigeria in Nigeria has been met with a strong protest by the Coalition of Civil Society Groups (CCSG).

According to multiple reports, the group has demanded the reversal of the decision, which was signed by the Minister of Education, Mallam Adamu Adamu on the orders of the President, Muhammadu Buhari.

‎The group maintained that the action contravenes the provisions of the Universities (Miscellaneous Provisions) Act No.11 of 1993 (as amended) by decree No.25, 1996 and further amended in 2003 and 2012 respectively and other agreements as contained in the 2009 FGN staff union agreement.

In a protest letter by the coalition of civil society group to President Buhari, signed by its President, Etuk Bassey Williams and Secretary-General, Ibrahim Abubakar, the group demanded the reversal of the decision in which the NOUN VC was replaced with Prof. Abdalla Uba Adamu of the Department of Mass Communication, Bayero University, Kano.

"The constitution is quite clear on the procedures to be followed in the appointment and disengagement of Vice Chancellors and none of these procedures were followed in the above case.

"The appointment of Vice Chancellors is a tenured appointment, which presupposes that every appointee is expected to serve the prescribed number of years as stipulated by the Acts governing the institutions," the statement read in part.

The affected Vice Chancellors include Prof. Vincent Tenebe of the National Open University of Nigeria (NOUN), who was replaced by Prof. Abdalla Uba Adamu.

According to the public statement conveying the sack of the VCs, the substantive Vice Chancellor of the Federal University, Dutse, Jigawa State, Prof. Mohammed Kundiri, was transferred to the Federal University, Wukari, Taraba State.

A former Head, Department of International Relations at the Obafemi Awolowo University, Ile-Ife, Prof. Kayode Soremekun, who was said to be on Sabbatical in NOUN is the new Vice Chancellor of the Federal University, Oye-Ekiti, Ekiti State.

While the Federal University, Birnin Kebbi, Kebbi State has Prof. Auwal Yadudu of the Faculty of Law, Bayero University, Kano as its new VC, Prof. Fatima Batoul Muktar of the Department of Biology, North West University, Kano is the VC of Federal University, Dutse, Jigawa State.

A lecturer in the Department of Pharmacy, Ahmadu Bello University, Zaria, Prof. Haruna Abdu Kaita is the new VC of Federal University, Dutsin Ma, Katsina State, while Prof. Andrew Haruna of the Department of Linguistics, University of Jos will now function as VC, Federal University, Gashua, Yobe State.

While another lecturer in the Department of Pharmacy, ABU, Zaria, Prof. Magaji Garba, will now be VC in Federal University, Gusau, Zamfara State, Prof. Alhassan Mohammed Gani of the Institute of Maritime Studies, Federal University, Kashere in Gombe State has been elevated to the position of VC in same University.

A lecturer in the Department of Physics, Federal University, Lafia, Prof. Muhammad Sanusi Liman will henceforth be VC of same institution.

For Prof. Angela Freeman Miri of the Linguistics Department, UNIJOS, she is the Vice Chancellor of the Federal University, Lokoja.

The Federal University, Ndifu-Alike, Ebonyi State now has Prof. Chinedum Nwajiuba of the Post-Graduate School, Imo State University, Owerri as its VC, while Prof. Seth Accra Jaja of the Department of Management, University of Port Harcourt is now the VC of Federal University, Otuoke, Bayelsa State.

A dog on Saturday in Yola, went haywire, biting a policeman on duty. According to NAN, the incident occurred at the popular Police Round-About area of Jimeta. An eye witness, Tizhe Joseph, told newsmen that the dog, suspected to be ‘mad’, was being pursued by a crowd when it came face-to -face with the policeman in uniform, and bit him. He said

“The mad dog was being chased and at a point, was hit with a stick. It attacked a policeman in uniform attached to state anti-robbery squad, who was approaching it (dog) from the front. “The dog bit the policeman on his right leg. The animal was however killed by the people pursuing it and the policeman, advised to hurriedly go for anti-rabies vaccine,” Joseph said.

NAN however gathered that as people trooped to have a glimpse of the dead animal, a man believed to be a dog meat eater, appeared with a sack, took the remains of the dog and walked away, as the crowd watched with shock.

It is that time of the year again in the month of February, when there is so much talk and excitement about romance and love, all in preparation for that special day dedicated to love, romance and dalliance, this very day, Valentine’s Day. The romantic propaganda can be really oppressive. In the past few days for example, GSM service providers have insisted that the only ring tone that fits this season is the one that forces you to think of romance, just in case you may have forgotten. I didn’t solicit for the ringtone, but I got it all the same and I have had to listen to it, on other people’s lines, and I guess it doesn’t come free.

The GSM companies are making money selling Valentine messages. And that is the point: the frenzy over Valentine’s Day is commercial, capitalistic, and it is of course, global. In the United States, even the White House is not left out, with the First Lady composing a poem for President Barack Obama on this special occasion. It is all mushy, lovey-dovey stuff. The eventual beneficiaries are the business outfits that produce printing cards, shirts, chocolates, cakes, the restaurants that will probably remain open till Feb. 15, not to talk of the companies that will benefit from the many phone calls, e-mails and text messages.

Sometimes, I find Valentine’s Day a bit suffocating, feminist, and discriminatory. This year’s celebration falls on a Sunday, otherwise it would also have been observed in schools including nursery and kindergarten schools. On a school day, all the pupils would have been instructed to dress up in red colour and to bring gifts for their friends. The children are innocent but their teachers, especially in the private schools, initiate them into this annual ritual. Last year, there was so much red colour blinding the eyes on the streets. I also saw old men and women, even widows, joining the celebration, refusing to be left out of their share of the love in the air. And later in the day of course, the restaurants usually take over and the ultimate show of chivalry is for a man to be seen taking his Valentine for candle-lit dinner, or to go on his knees and pop the question, or to exchange wedding vows on this special day.

It is as if this is the only day meant for love, and the flow of affection is generally understood around here to be from man to woman. The emphasis is not even on pure, unadulterated love; but physical romance. In everything there is a suggestion among the younger generation that a Valentine’s Day expression of love is the truest form of affection, which it is not. The overwhelming focus on purchasing power as a measure of love and affection makes it worse. This has resulted in some commentators lamenting that given the economic austerity in the land, Valentine’s Day this year may not be as exciting, because as the common saying goes, “there can be no romance without finance!”. In the past, a poem or a letter or a bouquet of flowers would do, but I hear, not anymore. Our new age Nigerian ladies no longer read love letters, nor are they interested in poetry- those forced rhymes and sweet nothings meant to make the heart flutter don’t seem to work anymore.

These days, I have heard such comments as: “we have not received salary, how man go take do Valentine?” and I have seen a cartoon in which a husband tells his wife that they will be better off spending the whole day in church! It is perhaps more advisable to celebrate Agape, church love than to dig a hole in the pocket and tell stories that touch the heart later.

I am not against anyone celebrating love, but the desperation, the heartache and the sheer anxiety that now attends Valentine’s Day is a bit over the top. People should not have to borrow or rob a bank to prove that they love a woman. And this whole thing about romantic love is curious. In any relationship at all, physical love is not enough. It takes a lot more to build relationships.

It should be possible to spend Valentine’s Day with family members, friends, and other members of the community. And you shouldn’t have to wear red as if you are going to a Sango shrine, or appear like a masquerade, before anyone knows that you want to celebrate love. How about a visit to the motherless babies’ home, or the prisons, hospitals, or a visit to the cemetery to remember your departed loved ones. Or quality time spent at home with the children or phone calls to old time friends to wish them well. Love should not be measured in loud decibels of a one-day excitement; it should be a value, extended in all kinds of relationships.

This is one lesson the excitable young crowd, that is going to troop out to the clubs and restaurants today, must learn, and which they will learn. They should ask the older generation. I doubt if there are many married men and women out there who are still having butterflies in their stomachs as they did many years ago, over a certain unknown St. Valentine. Real life teaches hard lessons. The older generation would have learnt that love grows, and it fades, and it is better as a life-long experience, while romantic love is just one of many other kinds of love, including self-love, and this thing called love is not necessarily in real life, exactly as the Holy Book says it should be.
It is only in the Bible that love exists in such fantasy form as described in 1 Corinthians 13: 4-8: “Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It does not dishonour others, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres. Love never fails. But where there are prophecies, they will cease, where there are tongues, they will be stilled; where there is knowledge, it will pass away.” In real life, love is proud, boastful, easily angered, expensive, self-seeking, vengeful…imagine the kind of atrocities that have been committed in the name of love!

As we mark this year’s Valentine’s Day, I think of the quality of love in our community, and it is sad that there is a damning scarcity of it. Those who will observe the Valentine ritual, and may forget the subject of love by tomorrow morning, are in the majority: they claim to be good men and women, but they are not their brother’s keepers. They include young girls who will never be allowed to marry young men from other ethnic groups because of the deep-seated suspicions that have divided Nigerian communities into primordial camps of hate. We have parents, teachers, leaders and priests, who promote division rather than unity. We are a community of broken dreams and shattered hopes. Hypocrisy has become a virtue. Some of the young people change their partners every Valentine season, collecting Valentine gifts like they are striving to build a museum of romantic encounters. Many of those who will profess love today do not even know what it means.

And yet we are a religious society and all the religions teach love as an important virtue and value. But I doubt if anyone listens. Even the religious leaders are guilty. One so-called 50-year old Pastor Amakiri has just been accused of raping a 12-year old child. He saw a vision that he needed a “holy massage” to be administered by a young girl between the ages of 12-15, on his “badly aching waist.” He has children at home between the ages of 6 and 14, and he could have sought medical help. Only God knows how many other lives this particular Pastor has damaged with false visions and cruel opportunism. Our schools should teach love, but was it not in a Nigerian school that a student once slaughtered a teacher in broad daylight?

And was it not from a school that innocent young girls were carted away and abducted? Parents should help teach love too, but many parents are too busy monitoring that bank alert that will make them breathe easier. Marriage should nurture love, but was it not in Ibadan the other day that a young, married lady, drove a knife into her husband’s neck wounding him mortally because he had a child outside wedlock. And elsewhere in this same country, another married woman reportedly butchered her husband’s manhood, into two, because he was caught with another woman.

Yes, it is Valentine’s Day but it is the Devil that rules the heart of many. Pastor Amakiri has been quoted saying “Don’t blame the Devil, I did it.” Of course, you did it, and are we supposed to clap for you? The Devil has never been convicted in any court of law for committing a crime. Think also of the usual stories about the shenanigans of governance and the oddities of public life. The list is endless, providing a sobering backdrop to all the ebb and flow of Valentine spirit. People are taught the idea of love by the ritual of Valentine’s Day, but that is never enough for building relationships and a strong community of citizens. We need a society built on much deeper friendships and values.

This is perhaps partly why there have been anti-Valentine’s Day protests in India and Pakistan, where its celebration is said to be “against religious and cultural norms.” I don’t think a day will ever come when the Nigerian authorities will ban anyone from having a day of fun, even licentious fun, for those who are so predisposed. But if you must indulge in ribaldry, remember it is nonetheless a day for loving not dying, and that promoting love, friendship, good citizenship, and unity as shared communal values is important. And if you are pro-Valentine and nobody remembers to send you a cake, a message, or a card, since there is this general expectation that everyone should celebrate Valentine, don’t despair, it is better to be loved everyday, than once. As for me, I’ll spend the day with family and friends.

Hmm, be careful about what you post on instagram especially when almost all eyes are on you at the moment. We have been very careful not to address Toyin Aimakhu as the estranged wife of Niyi Johnson, because they might decide to put their marriage off social media just for it to work while people would think they are no longer together, just like Lilian Esoro and Ubi Franklin did and came out with pre-wedding photos (smh lol), but it seems their own case is nothing like that and their marriage has sadly hit the rock.

Okay so last week, Mr Egbegbe, some call him Mr Money, because they say he is rich among Yoruba Nollywood big boys and producers, took to his instagram page and posted photos of himself and the actress cuddling and the actress was seen sleeping conveniently in his alms! We saw the photos but still ignored because it could be old photos for all we care. While still posting that, Seun Egbegbe also posted a photo of a cake where he wrote ‘I am sorry Ola mi’ boldly on it and we still ignored that too (NO the evidence never THICK).

So yesterday uncle Egbe decided to flaunt his range rover (the one Toyin drove for weeks) before they fought and he took back from her, and we carefully noticed the ride, the floor, the stairs, entrance and gate cus the photos were many. Fast forward to this morning, Toyin also posted two photos to begin her morning and alas it turned out to be she posed beside the same ride, on same spot (floor), by the same entrance and the black gate also gave her away. It’s safe to say her marriage with Niyi has hit the rock, and her new boo is the only rumoured lover of many years, Seun Egbegbe.

We no longer need any confirmation, it’s safe to say Toyin Aimakhu’s marriage with Niyi Jonshon has hit the rocks and it’s no longer rumours. Her new boo is Suen Egbegbe and it is only a matter of time that the two adults will come out and show their love to the world. By the way, before you call Toyin names, don’t forget Niyi cheated on her, Toyin caught him red handed and was forced to make a public apology sef, so it’s not about Toyin and more so, as we can see they are now separated. Governor Yahaya Bello has appointed Hon. Simon Achuba as his deputy and sent his name to the state assembly for confirmation.

According to a post on the Facebook page of APC, Bello in a letter to the House of Assembly, asked the lawmakers to confirm Achuba as his deputy based on the refusal of Hon. James Faleke, the running mate to the late Prince Abubakar Audu, to accept the office.

Faleke, who is a House of Representatives member, was the running mate to the late Audu in an election that was inconclusive following the death of Audu.



Hon. Achuba (JP) hails from Ibaji Local government of Kogi State and was a two-time honourable member of the House (1999- 2007) wherein he was deputy speaker of the House during his second tenure (2003-2007).

“In view of the above, it will be highly appreciated if the request is treated and approved with utmost speed to pave way for his assumption of office”.

Sources further hinted that the state assembly on the reception of the letter, fixed February 9, 2016 for the confirmation as deputy governor of the name forwarded to it.

4 people have been confirmed dead after a passenger boat capsized at Ijede area of Ikorodu, Lagos, this morning. The boat was said to be conveying an unspecified number of passengers and 2 crew members from Ijede en route Badore when it capsized at about 10.20am. 13 people survived the mishap.

Speaking on the incident, the General Manager, Lagos State Emergency Management Agency, LASEMA, Michael Akindele, said the boat was alleged to have collided at a dredging point. The rescued victims are currently receiving medical care at Ijede General Hospital, while search for the remaining people that are missing is still ongoing.

An expanse of land hidden at Roberts Island, a village off Lagos waters near Atlas Cove, where oil bunkers perforate oil pipelines and steal oil products, was yesterday discovered and exposed by a team led by the Petroleum Minister, Ibe Kachiukwu.

A search around the place showed equipment used by the oil bunkers to perforate oil pipelines and then store the products in the kegs pictured above.

The kegs and the tools used for vandalization were all found buried in the ground. It appeared all dwellers in the community had a role in the vandalism as not one of them reported the matter to the police.

Dr Kachikwu could not hide his disappointment as he spoke to newsmen after the discovery.

“I must say that I was very disillusion to find this discovery but much as I was happy that it was found, it just took a lot of wind off my sail in the sense of what next and who knows how many more have not been discovered.‎ At the end of the day, the responsibility for protecting the assets of Nigerians must lie in the hands of Nigerians. There is no magic that I have that I am going to be able to deliver zero incident environment, given the number of attacks we are getting everywhere but at the end of the day, communities like these ones must begin to rise up and say this is just not right.”‎he said

Justice Raliat Adebiyi of a Lagos High Court sitting in Igbosere yesterday granted a former Director-General, Nigerian Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi, and four others bail of N20 million each in a N754,740,680 alleged fraud case.

Akpobolokemi and six other employees of the agency were arraigned by the Economic and Financial Crimes Commission (EFCC) for allegedly stealing N754,740,680 belonging to NIMASA.

The 13-count charge LD/2181C/15 filed before Justice Adebiyi bordered on allegations of stealing and forgery.

Akpobolokemi was arraigned alongside Captain Ezekiel Agaba, Ekene Nwakuche, Governor Amechee Juan, Vincent Udoye, Captain Adegboyega Sahib Olopoenia and a company, Gama Marine Nigeria Limited.

The 1st to 5th defendants (Akpobolokemi, Captain Agaba, Nwakuche, Juan, Udoye) were alleged to have between October 30, 2014 and May 6, 2015 converted to their personal use N346,844,680 property of NIMASA released to them for the implementation of Voluntary International Maritime Organisation Member State Audit Scheme (VIMSAS).



They were also alleged to have on or about May 28, 2015 with a dishonest intent converted to their own use the sum of N257,000,000.00 released for the implementation of VIMSAS.

The defendants were alleged to have with intent to defraud knowingly forged a document titled “Re: Request For Payment as consultant for VIMSAS Administration Services” dated May 25, 2015, purported to have been issued by Aroward Consulting Limited.

The offences were said to be contrary to Section 409 and punishable under Section 285(1) of the Criminal Code Laws of Lagos State 2011.

They were also alleged to have forged a document titled : Re: Final Invoice for Consultancy services with respect to the development of VIMSAS Implementation framework, Reviews and Updates” dated April, 28, 2015.

Specifically, Captain Olopoenia, Udoye, and Gama Marine Nigeria Limited were alleged to have on February 2, 2015, with a dishonest intent converted to their own use the sum of N16,000,000.00 property of NIMASA.

However, all of the defendants pleaded not guilty and their counsels urged the court to admit them to bail on the existing conditions for which they were given bail in sister cases pending before the Federal High Court.

Addressing the court, Dr. Joseph Nwobike (SAN), counsel to Akpobolokemi (1st defendant), informed the court that his client is facing three other similar charges before the Federal High Court in Lagos and had been granted bail.

He submitted that the Administration of Criminal Justice Law (ACJA) encourages judicial officers to grant bail in liberal terms and conditions.

He urged the court to stand on the existing bail conditions granted Akpobolokemi adding that there were sufficient materials before the court to enable it grant bail to the first defendant.

Nwobike also drew the attention of the court to a ruling delivered by Justice Onigbanjo of an Ikeja High Court where an accused person was granted bail based on existing conditions of bail granted by another court.

The other defence counsels aligned with the submissions of Nwobike and moved for bail in liberal terms.

However, in her ruling, Justice Adebiyi refused the request to admit the defendants to bail based on the stated conditions.

She held that it would be practically impossible for her to compel the sureties to produce the defendants if they (defendants) absconded.

Justice Adebiyi, however, granted the first to fifth defendants bail in the sum of N20 million with two sureties in the like sum.

She also granted the sixth and seventh defendants bail in the sum of N2 million with two sureties in the like sum.

The sureties must be gainfully employed and must reside in Lagos State. The sureties are to swear to an affidavit of means to be verified by the court.

The matter was adjourned till February 24, 26, 29 and March 18, 21 respectively for trial.

One case of ravaging hemorrhagic disease, Lassa fever, has been recorded at the Lagos State Teaching hospital (LASUTH), Idi Araba. Isaac Adewole, the minister of health, confirmed on Friday that the case involves a 25-year-old student of the Ahmadu Bello University, Zaria.

He that the patient in question was responding to treatment. This extends the presence of the disease to 11 states and the federal capital territory (FCT). More to follow…

Wife of former captain and chief coach of the Super Eagles, Stephen Keshi was laid buried today, Friday Jan. 15. Late Kate Keshi (nee Abureme) died on December 9, 2015, in the U.S. after a long battle with cancer. She was ‎laid to rest at her husband’s house at Ugiokhuen Quarters, Ugbor, GRA, in Benin, after a ‎requiem mass held at St. Paul Catholic Church, Airport Road.

The breaches identified by the Audit Committee include non-specification of procurement costs, absence of contract agreements, award of contracts beyond authorised thresholds, transfer of public funds for unidentified purposes and general non-adherence to provisions of the Public Procurement Act.
Furthermore, the procurement processes were arbitrarily carried out and generally characterized by irregularities and fraud. In many cases, the procured items failed to meet the purposes they were procured for, especially the counter insurgency efforts in the North East.

A major procurement activity undertaken by ONSA for NAF was that concerning the contracts awarded to Societe D’ Equipment Internationaux (SEI) Nig Ltd.

Between January 2014 and February 2015, NAF awarded 10 contracts totalling Nine Hundred and Thirty Million, Five Hundred Thousand, Six Hundred and Ninety US Dollars ($930,500,690.00) to SEI Nig Ltd.
Letters of award and End User Certificates for all the contracts issued by NAF and ONSA respectively did not reflect the contract sums. Rather, these were only found in the vendor’s invoices, all dated 19 March 2015. Additionally, some of the award letters contained misleading delivery dates suggesting fraudulent intent in the award process. The observed discrepancies are in clear contravention of extant procurement regulations.
The SEI contracts included procurement of two used Mi-24V Helicopters instead of the recommended Mi-35M series at the cost of One Hundred and Thirty Six Million, Nine Hundred and Forty Four Thousand US Dollars ($136,944,000.00).
However, it was confirmed that the helicopters were excessively priced and not operationally air worthy at the time of delivery. A brand new unit of such helicopters goes for about Thirty Million US Dollars ($30m).
Furthermore, the helicopters were delivered without rotor blades and upgrade accessories.
Additionally, the helicopters were undergoing upgrade while being deployed for operation in the North East without proper documentation. It was further established that as at date, only one of the helicopters is in service while the other crashed and claimed the lives of two NAF personnel.

​ The Committee established that ONSA also funded the procurement of 4 used Alpha-Jets for the NAF at the cost of Seven Million, One Hundred and Eighty Thousand US Dollars ($7,180,000.00). However, it was confirmed that only 2 of the Alpha-Jet aircraft were ferried to Nigeria after cannibalization of engines from NAF fleet.
This is contrary to the written assertion of the former Chief of Air Staff, Air Marshal AN Amosu to the former NSA that all the 4 procured Alpha-Jets aircraft were delivered to the NAF.
The non-militarisation of the Alpha-Jets made them unsuitable for deployment to the North East and they are currently deployed only for training at NAF Kainji.
Furthermore, the procurement of the Alpha-Jets was contrary to the recommendation of the assessment team. The Committee found that the conduct of Air Marshal Amosu was deliberately misleading and unpatriotic.
The contract for the procurement of 36D6 Low Level Air Defence Radar for the NAF was awarded to GAT Techno Dynamics Ltd in April 2014 at the cost of Thirty Three Million US Dollars ($33m) and was funded by ONSA.
The Committee established that the radars were excessively priced as a complete set of such radars (comprising 6 radars including the Control Centre) goes for Six Million US Dollars ($6m) averagely. The Committee observed that the radars were delivered without the vital component of Identification Friend or Foe (IFF) that distinguishes between own and adversary aircraft, which has significantly degraded the operational capabilities of the NAF in the North East.
It was further observed that the sum of Three Million, Three Hundred Thousand US Dollars ($3.3m) was fraudulently included in the contract agreement as VAT and With Holding Tax and subsequently paid into the bank accounts of Spacewebs Interservices Ltd and Delfina Oil and Gas Ltd.
The Committee further established that Two Million US Dollars ($2m) from the proceeds was transferred to Mono Marine Corporation Nig Ltd, which is jointly owned by principal characters in this deal. The Committee opined that the infractions of extant regulations by these companies were clearly intended to defraud.

It was established that between September 2009 and May 2015, the NAF expended about Fifteen Billion Naira (N15bn) on the maintenance of its Alpha-Jets, C-130H aircraft and Mi-24V/35P helicopters. Out of this amount, Four Billion, Four Hundred and Two Million, Six Hundred and Eighty Seven Thousand, Five Hundred and Sixty Nine Naira, Forty One Kobo (N4,402,687,569.41) was paid out for contracts not executed.

It was also observed that in carrying out these maintenance activities, contracts worth over Two Billion, Five Hundred Million Naira (N2.5bn) were awarded to Syrius Technologies, a Ukrainian company that was not registered in Nigeria. Regrettably, in spite of these expenditures, the status of NAF fleet remained operationally appalling as only 3 Alpha-Jets, 2 C-130H and one each of Mi-24V and Mi-35P were serviceable as at 28 May 15.
In October 2013, NAF awarded contracts to DICON for the supply of weapons and ammunition at the cost of Five Hundred and Ninety Nine Million, One Hundred and Eighteen Thousand Naira (N599,118,000.00). However, only 2 of the 7 items contracted were delivered to NAF while the outstanding 5 items remained undelivered despite repeated requests to DICON.
The Committee also found that the delivered ammunition were about 40 years old, thereby casting doubts on their shelf life. The failure of DICON to fully execute the contract and the delivery of aged ammunition diminished the capacity of the NAF in North East operation.
The Committe uncovered insider dealings by military officers in procurement activities undertaken by ONSA and the NAF. The officers were found to have misused or abused their offices for personal gains by influencing award of contracts to private companies in which they have substantial interests.
For instance, an officer serving in the ONSA used his office to secure 2 contracts for his company, Geonel Integrated Services Ltd, for the protection of 20 Dams and Presidential Air Fleet security at the cost of Six Billion, Two Hundred and Fifty Million Naira (N6,250,000,000.00) and Five Million US Dollars ($5m) respectively.

Furthermore, some NAF officers used their companies to collect VAT and With Holding Tax that were never remitted to FIRS while another officer was found to have cross transferred about Five Hundred Million Naira (N500m) between a NAF company, Aeronautical Engineering and Technical Services Limited, SkyExperts Nig Ltd and Huzee Nig Ltd, companies in which he had personal interests.
It would be recalled that in its First Interim Report, the Committee on Audit of Defence Equipment established that the sum of Six Hundred and Forty Three Billion Naira (N643bn) and Two Billion, One Hundred Million US Dollars ($2.1bn) interventions were received for defence procurements by DHQ and the Services between 2007 and 2015.
In continuation of its assignment, the Committee has so far established that the nation spent about Twenty Nine Billion Naira (N29bn) and Two Billion US Dollars ($2bn) on NAF procurement activities alone.

The Minister of Information, Lai Mohammed, has revealed how a past administration spent N2bn to repair a leaky roof at the National Theatre.

While the minister refused to reveal the actual administration that made such humongous repair on the National Theatre, he lamented on the poor and decaying state of the national edifice, which was famous for promotion of the Nigerian art and culture.

Furthermore, the former All Progressive Congress scribe said though he could not say for sure if the money was actually spent on the leaky roof or on any part of the edifice, the Muhammadu Buhari led administration has plans to transform the National Theatre.

Mohammed also disclosed that the Federal Government was planning to initiate a Public-Private Partnership that would help revive the theatre before the end of the administration.

No fewer than 20 persons were Wednesday feared dead in an auto crash that occurred along 9th Mile-Nsukka expressway, Enugu State, while several others sustained severe injuries.

This came on a day the Vice President, Professor Yemi Osinbajo, visited the scene of the petrol tanker accident in Onitsha that claimed 70 lives, declaring that the life of every Nigerian citizen mattered to the Federal Government, irrespective of status or where he resides.

The accident in Enugu occurred at about 6.15 pm, a few metres away from an alcoholic beverage company, situated at 9th Mile Corner.

An eyewitness account revealed that a heavy duty truck suffered brake failure and rammed into two commercial buses filled with passengers.

The accident came barely three days after a tanker laden with 33,000 litres of fuel suffered brake failure and rammed into a motor park at Upper Iweka, Onitsha, killing 69 persons.

The source further revealed that most of the passengers were suspected students of the University of Nigeria, Enugu campus, returning to their various destinations, following the closure of the institution over one month power outage.

However, police spokesperson, Mr. Ebere Amaraizu, in a statement, revealed that three persons died on the spot,while others who sustained severe injuries were rushed to the hospital.

The statement read: “The auto crash involved a diesel truck with registration number AWKk 311 XB,believed to have lost control as a result of suspected brake failure, hit two buses with registration numbers UWN 406 XA and UWN 57 XA. The truck also hit a motorcycle before it ended up in a ditch.

“All the persons that were injured were rushed to Our Saviour Hospital, 9th Mile Corner, while the deceased have been deposited at the hospital’s mortuary.”
Meanwhile, Vice President Yemi Osinbajo said, yesterday, in Onitsha, Anambra State, that the life of every Nigerian was important to the Federal Government, irrespective of status and where he/she is resident.

He spoke after visiting the scene of the incident where about 70 people died, following an inferno caused by a tanker loaded with fuel.

Osinbajo, who was accompanied by his host, Chief Willie Obiano and the senator representing Anambra Central senatorial district, Dr. Chris Ngige, said President Muhammadu Buhari was very concerned and pained by the fuel tanker tragedy that he felt it was not enough to send a condolence message and asked him to come and commiserate with the people of Anambra State.

He said: “I came on the instruction of President Muhammadu Buhari, who was greatly disturbed by the unfortunate accident.

“He asked me to come and first commiserate with Governor Obiano and Anambra people. He was very concerned that he felt it was not enough to issue condolence message and so asked me to come and commiserate with the people.

“I have been taken round to see the heroic action of the hospital staff and those involved in the emergency. Unfortunately, many lost their lives, but some have seen today and are responding to treatment”

On arrival, Osinbajo visited nearby Toronto hospital where some of the patients of the accident were receiving treatment.

He told a large crowd that gathered around Asaba park, scene of the accident, that he had also been discussing with Governor Willie Obiano on possible ways of the Federal Government cooperating with the state to forestal further accidents.

He commended Governor Obiano for undertaking to settle the hospital bills of the victims.

While briefing the Vice President, Obiano gave the casualty figure as 42 dead and 17 injured.

He also said Anambra State government had banned long trucks and petrol tankers from plying the roads in Anambra during the day.

Obiano said the government had also banned heavy duty vehicles from plying state roads, adding that they often trans-load their contents on getting to state roads.

The Lagos State Government on Friday night apprehended a suspected human trafficker, who identified herself as Ganiat Ajijola, 35, at Abule-Egba area of the state.

Mr Femi Malik, an official of the state Ministry of Women Affairs and Poverty Alleviation, who made this known to the News Agency of Nigeria (NAN) on Saturday in Lagos, said the ministry acted on a tip off.

Malik said that the ministry had solicited the assistance of the Police Rapid Response Squad at the state Secretariat in Alausa, to arrest the suspect.

He alleged that the suspect was in the process of trafficking four young girls to Libya, when she was arrested with the victims.

The official said that the suspect confessed that her madam had taken her to Libya in 2010 to work in her shop as a hairdresser.

Ajijola, who claimed to have returned from Libya a month ago, said she contacted the girls and had made arrangement to take them to Abeokuta to obtain international passports.

Malik told NAN that the mother of one of the victims fainted when she learnt of the arrest of her daughter and had been rushed to the hospital.

Also, the father of one of the victims, who identified himself as Apostle Ogundeko, said a man he prayed for in his church offered to assist his 16 year-old daughter, Olabisi to travel abroad.

Ogundeko claimed that he was told his daughter, who is a tailor, would be taken to Germany where she would work and go to school.

He said he was shocked to learn that his daughter was being taken to Libya after he had paid N15, 000 for her medical check-up and the international passport.

NAN reports that the suspect and the victims, as well as other arrested in connection with the matter had been handed over to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) for further investigation.

The EFCC probe into the $2.1 billion arms deal has led to the arrest of an APC chieftain and close associate of President Buhari, Jafaru Isa pictured above. According to Premium Times, Jafaru who was a military governor during the Abacha regime, was arrested at about 9pm at his Asokoro residence in Abuja yesterday January 6th. He is alleged to have received N100 million from the office of embattled former NSA Sambo Dasuki.

EFCC had written to him requesting that he comes forward to explain the reason for receiving the money. Jafaru then wrote to the antigraft agency, asking that his invitation be postponed because he lost a relative. Dissatisfied with his request, EFCC operatives went to his house yesterday night and arrested him.
