Politics › Re: How Obasanjo’s Report Indicted Buhari In 1999 by onyengbu: 1:39am On Jan 07, 2015
barcanista:
First, the report never indicted any board member of PTF. Buhari wasn't the only board member, he was the Chairman of Board.

Secondly, over-charging on contract is not subjective. The bottle of coke sold in Mr. Biggs cost more than the same bottle of coca cola sold in one Ab0k1 kiosk. Again, it is very subjective. The merchant that the APC patronises may have sold the items at different cost from the merchant that the investigators may have asked. The only area we can discuss price inflation is when the APC claim to spent a certain amount on an item from a merchant, while the actual amount sold by the same merchant is less. This is logical, but was it the case? NO.

Thirdly, was there kick-backs? Did Buhari or any member of board received any kickback from the merchants, the APC or through a third party?

Finally, were monies appropriated for on projects spent? were the projects delivered? was the monies embezzled or missing?

These are what we should look at. I am not for petty and emotional argument
No you are wrong, the report indicted PTF directly. They did other horrible things apart from contract inflation.
The more you try to explain inflation of contracts as mere over-charging the more ridiculous your submissions appear to people who look up to you here. Inflation of contracts is a smarter way to get kickbacks and everyone of those corrupt politicians know that. It is always per-arranged between the buyer and the seller before or during the transaction and no amount of investigation can trace that.

The above is a clear testament that pa Buhari is indeed an illiterate. How can someone who claim to be intelligent delegate so much power to private companies to execute projects? No due process and no bidding of contract for projects as it is done by civilized societies. He just sat there doing nothing while private company owned by his friend raped Nigerians dry. That is why it is laughable to hear the fairy tale that Buhari will fight corruption. A man brought up, benefited and surrounds himself in corruption cannot fight corruption.
If you believe that the man just sat there and his in law was just stealing without his knowledge then you can believe anything.
Its likened to an igbo saying that a person is not a thief but things get missing whenever he passess!

What is stealing here? I offered to get you a laptop and billed you N1000, meanwhile on your own you can get the laptop for N600. I followed due process when applying for the contract (you may say the process that led to it wasn't proven to be flawed), I delivered the Laptop to you and got my money. Will you or anyone say I stole from you? Fine, you could say you won't do business with me, but mind you there is something called Price Discrimination in economics. What is sold N1 in a street in Alaba may cost N2 in another street in the same Alaba. So it may also be that the merchant that supplied the materials to the APC company "over-charged" them. What we should investigate is whether there was kick-backs. My friend i have argued this logically with you without bias. By the way, Government is continuum, nothing stops Jonathan from looking into those file
No, wrong analogy there.
Buhari contracted his in law to execute federal contracts for a government agency he chairs and the same agency was indicted to have over inflated costs and you are now exempting him? At that rate, you have no moral right to accuse any government official of corruption.

How else is fund being embezzled in the country? You think people just sign government money into their account without doing anything for the government?

So you want GEJ to look into his file so that Buharists will accuse him of witch hunting and set the country on fire and later go ahead and accuse GEJ of being responsible? I think he is smarter than that.

According to the report, no fund was said to have been stolen. It only bothers on over-billing of PTF by the APC and nowhere did it indict the Chairman of PTF and his board. Meanwhile, they should have implemented the report so we can have the details and not all these excerpts
Hahaha! Remember stealing-is-not-corruption?

Buhari is the Chairman of PTF who remained the only person that APC reports to. OBJ who is campaigning for Buhari today is in a better position to explain why the report was not implemented and you should blame him for that.

Anybody can make any allegation. Why wasn't such captured in the committee report? How many Board members were they? Are they all dead? Are they saying the same thing? If funds were stolen under Buhari, why wasn't it captured on the report? My friend You don't have a case.
Why are you asking directionless questions? Funds were stolen and it was captured there in the report. What else do you want to hear?
Probably why Salahijo was reported dead on the day Obasanjo set up the Interim Management Committee to probe the PTF
Or do you want me to tell you one instance of embezzlement?

Cant believe you guys are hearing this for the first time!

This is yet a funny attempt to assassinate Buhari's character. If the report never got into the public and has been around since Obasanjo ( some 8 years ago) then how come this useless paper has it "exclusively".

Even PDP fans who are sincere know this is a. Big lie.
No, the report has always been available. Are you worried that it might contain disturbing things about Buhari or are you just worried that you are hearing of it for the first time?

Believe me, I am not a contractor but one thing I know about contract is that it is awarded through bid and it follows some process before its award. 1 Who is the Buhari Brother-in-law that own APC? 2was the process that led to the hiring of APC transparent or were there sharp practices? 3.Did they implement the project? 4 were funds stolen? These are the things we need. What was Buhar's interests in all this? Did he influence? did he receive kick-back? Did he loot PTF? Now if the committee found that APC over-charged PTF, what is the right step to take? Very simple, they stop working with APC! That is it. However, why wasn't the report implemented? You see why we like Buhari, he doesn't hide any report, he implements to the letter when he was in power. If OBJ, Yaradua and now Jonathan cannot work on the report, by working on it I mean institute lawsuit if possible against whoever breaks the law. Whoever is afraid of stepping on toes is not fit to lead Nigeria. Buhari stepped on toes when he was there, that is the leader we want
1. Ahmad Salihijo

2. No. Read this: (its a long read, you might have to scroll down to 40 somethingth paragraph. About middle of the page)
Group Captain Usman Jibrin, a board member who actually accused Buhari of corruption and who resigned in protest at the way Buhari ran the place. In an interview with the Sunday Trust of 18th October 2009, Group Captain Jibrin explained why he left thus: “What happened was that he (Buhari) followed the wrong procedure initially. He brought in the late Ahmad Salihijo without informing us. We just saw these boys in the meeting. We asked him, who are these boys? He said that they were just helping him to take notes. We didn’t know that he engaged them as consultants without our knowledge and consent because we are all members. I told him that it was wrong. As trustees, if something went wrong, we were the people that would be prosecuted, not any other person. I asked them to change the procedure and they were not ready to change it. I said ok, bye, bye….”

Rubbish! What is the meaning of that? Was the process that led to the Contract given to APC transparent? Were the projects executed? If the APC had been indicted for over-charging PTF on some Items, the question now is why was't the report seen to the letter? Let me remind you that General Obasanjo was the President as at that time, Buhari contested 2003 against him, why didn't the report come up? PTF was also investigated to see whether monies were looted, but non was! The record is there. Why is no one implementing it despite calls from #TeamBuhari to that effect? You see, you need to reason properly and be logical in argument
So because OBJ refused to implement the report, Buhari did not commit the crime abi? Why then are you guys saying GEJ is corrupt when you havent convicted him of any crime.

By the way, are you aware that APC registered to Buhari's in-law was unilaterally engaged by Buhari himself without any process let alone transparent. And some members of PTF board has to resign over that? Did you know they (APC) do feasibility studies, analysis and execution all on their own and then report directly to no other person or agency in the country but to Buhari who then reports directly to Abacha and to no one?

What is the offence of APC and PTF? Don't even start with Jonathan...
So after reading this:
On verification, according to the Committee, "it was found that they (the consulting firms) had overcharged PTF for their services to the tune of N2,057,550,062". Also, while intervening on behalf of the PTF in the road and waterways, education, food, health, and other sectors, the APC, according to the report, inflated all the prices.

For instance, intervention in the health sector, was said to have totalled N9 billion. Projects in this sector were said to have been executed by the APC and PTF in-house staff, and loss of billions of naira were recorded due to price inflation of products and services.

To purchase spectacle frames, which could have been done locally at a price between N80 to N880, the APC, under the watch of the PTF chairman, bought them at an inflated price of N1,900 each. Ambulances were said to have been purchased at N13 million per unit, instead of N3 million. And then price inflation of drugs were done to the tune of N1.5 billion.
You still didnt see how Buhari or APC is indicted?

Remember APC is registered to Buhari's in-law and he gave the company sole right of analysing, initiating and executing PTF projects so your questions about bidding doesnt even come in here.

Thank God people are begining to dig the real crimes of Buhari. I think PDP saved the best for the last!

This is getting ridiculous. Is this the issue based campaign PDP promised? Let me clarify a few things here
1. Buhari NEVER claimed to have obtained masters degree from any US war college. It is respondents that tried to enlighten ignorant folks about the level of qualification issued at that college.
2. The minimum requirement for Nigerian presidency is the O Levels. Buhari has this as evident from the courses he attended both within and outside the country.
It is like querying the WAEC of a PHD holder
. Not just a phd holder, but one from a reputable institution.
The fact that PDP and its goons want to SEE the certificate doesnt mandate the general to produce it. Similar issue came up during Aregbesola's first election. A certain group insisted on seeing his medical records. They even claimed Aregbe was a mad man. Aregbe simply refused to release such.
You do not need to appease your hater. Today it is the credentials they're asking for. Tomorrow, they may ask to see the general's wife's briefs...just to confirm if she's a suitable first lady.
The bolded is the part I dont get from the Buharists on this certificate higihaga. How is that an evidence??!!
Somebody can lie his way to a PhD certificate and that alone voids the PhD.

Why is it so hard to just show a simple certificate?

Ensure that elections are not only free, fair and credible but are also seen to be so. If you do this, you would have prevented post election violence.

The type of massive rigging of 2011 will not be accepted by Nigerians this time around. That was an election you didn't even need to rig but we saw how you got 98 and 99% of votes in some states. We also saw how votes counted exceeded number of accredited voters in your stronghold states.

So, campaign on issues, conduct credible elections and let the votes count. If you win, we will congratulate you and resign to our fate for another long four years of looting, insecurity and directionless rulership from you.
He didnt need to rig but you guys were here all through that period singing on how Buhari has already kicked him out of Aso rock with his "unbelievable popularity". Where did that get us then? Body bags of innocent NYSC guys.

Thanks fr the reply, am nt asking fr my post to be moved to frontpage, but want to know how it works so I can implement it on my project.
I have done that stuff over and over again. Heres how it work:

1. you have a table named "frontpage" which is joined by the field "id_topic" for e.g referencing the "id" of the "topics" table.

2. You then have an admin accessible only "move to frontpage" link/button on each topic and if a topic is frontpage-worthy, click on this link and it takes you to a page or just lauch a modal where you will have the topic title in a text box. You can now modify the title the way you want it to appear on the frontpage. you can also have the link to the topic in another text box so you can modify it to add a permalink to a specific post on the thread.

3. When you are done, submit this to your frontpage table.

**** You can also place other fields in the frontpage table to control sticky et all.
