Photo: Nwankpa Chijioke By Godwin Oritse, Godfrey Bivbere & Ifeyinwa Obi LAGOS—COMBINED security operatives, yesterday, intercepted 13 containers laden with arms and ammunition including rocket launchers, catridges and hand grenades at the A P Moller Terminals in Apapa port. Although, no arrest had been made at the time of going to press, the Lagos State Police Commissioner, Marvel Akpoyibo, said the command has launched a manhunt for the owners as the Police Anti-bomb squad was busy opening the crates containing the arms. The Apapa Area Customs Controller, CAC, Alhaji Abdulkadir Azerema said contents of the containers were not declared before they were intercepted. The first container that was opened by the various security agencies that carried out examinations discovered the 24 crates of rocket launchers and other weapon of mass destruction. Vanguard gathered that SSS, acting on a tip off intercepted the containers and cordoned off the entire examination bay of A.P. Moller where the containers were to be examined. Lagos State Commissioner of Police ordered a re-enforcement of a full unit of Police Mobile Force to beef up the security of the area until the containers are examined. The containers with numbers 7869612, 7827707,7868370, 7869356,7870064, 7866819,7868318, 7868771, 7866676, 9478240,7868431, 1301980 and 7869464, were suspected to have been shipped from Iran. Besides, officers of the Nigerian Customs Service, NCS, State Security Services, SSS, Cotecna Inspection Services, the Security department of the Nigerian Ports Authority, NPA, and officers of the Nigeria Police Force were also present at the venue of examination. Security agents made futile bids to stop the publication of the seizure yesterday. Another senior security officer threatened to take it up with any media house that reported the matter. The security officer said: “No media report yet until we have gotten ‘A, B, C, D. This is what is done abroad. This bothers on national security. I am not begging over this, it concerns you and I. I am not bribing you not to report I am only saying that this thing bothers on security, do not impede the investigation by reporting what you have seen and what you have not seen. Any media house that reports this I will take that person up.” Customs CG expresses shock Comptroller General of the Nigeria Customs Service ,Alhaji Abdullahi Dikko, expressed shock at the cache of arms intercepted adding that he was happy that the arms were discovered. The command’s public relations officer, Mr. Ernest Olatha, a Deputy Superintendent of Customs, DSC, said although no such containers had been intercepted since the commencement of joint border patrols, the Customs were not relenting in their efforts at ensuring that the border was not used for small arms deal. Olatha said: “We have commenced combing of all illegal routes, bushes and swampy areas to ensure that no incidence of arms proliferation takes place through this border. They want to bomb our office – EFCC raises alarm Written by Tunde Oyesina, Abuja Friday, 22 October 2010 THE Economic and Financial Crimes Commission (EFCC), on Thursday disclosed that it had been receiving a series of bomb threats by some unidentified people, adding that the latest of it was a text message threatening to bomb the commission on November 6, 2010. The disclosure was made by the head of media and publicity of the anti-graft agency, Mr Femi Babafemi, while briefing newsmen at the commission’s head office in Abuja, on Thursday. Mr Babafemi said there had been a rising wave of threats against EFCC and its top officials, including the executive chairman, adding that the commission and its officials were already used to the daily threats coming from those that were scared of facing the consequences of their actions. According to him, “you may wish to know that the chairman, Mrs Farida Waziri, has of late come under intense threats while the criminals behind these threats metamorphosed from the common criminals we used to regard them into terrorists. “Shortly before noon on Wednesday, October 20, a shadowy group sent text messages out to the telephone numbers of some media executives, warning of imminent bomb attack on the EFCC and its top officials in a manner reminiscent of the October 1 bomb blasts in Abuja. In one of their messages, they wrote that “we want to inform innocent ones to vacate EFCC building, National Assembly and some other commissions in FCT. Farida is not fighting corruption but wickeding (sic) poor masses for nothing. We know that Jonathan cannot understand what we mean because he don’t know the cost of a cup of garri in the market now. We must pick her life or death even those big officers she is issuing against us else she is removed. We are ready now.” The unknown group further accused EFCC of disorganising banks, firms, companies, REA and froze their accounts since 2008 and also threatened that on November 6, Abuja would smoke, “big and small will run and vacate.” Reacting to the series of text messages, the anti-graft agency said it was already on the trail of those behind the threats, adding that the commission would work with other security agencies to fish them out and treat them as terrorists. The Nigerian Prisons Service has said that the room in which the convicted former Managing Director and Chief Executive of Oceanic Bank International Plc, Chief (Mrs.) Cecilia Ibru, is being treated of her ailment, at Reddington Hospital, Victoria Island, Lagos has since assumed the status of a prison’s cell. The Controller General of Prisons, Mr. Olusola Ogundipe, stated this during the week, while speaking through the Public Relations Officer, Lagos state Command of the Nigerian Prisons, Mr. Ope Fatinikun, in an interview with the Saturday Tribune in Lagos. Inside Cecilia Ibru’s cell •In sophisticated hospital, where Royal Suite is N90,000 per night •It is extension of prison – Prison authority By CHIOMA IGBOKWE Saturday, October 16, 2010 When Justice Dan Abutu sentenced former Oceanic Bank Plc managing director, Mrs. Cecilia Ibru to 18 months imprisonment last Friday, after the accused pleaded guilty to three of the 25 charges brought against her, he made a pronouncement: The convict should be taken to prison and after two hours she should be taken to hospital. Saturday Sun gathered that as the judged order, Mrs. Ibru was taken to Kirikiri Prison, Lagos from the court premises, after the judgment and thereafter moved to what would serve as her prison cell for now, after she was book as a prison inmate. The former bank chief executive was moved to an elite medical centre, Reddington Hospital, Victoria Island, Lagos, where he is receiving treatment for an undisclosed ailment. She would remain in the hospital until doctors certify her fit to be discharged. The Reddington Multi-special Hospital, located at 12, Idowu Martins Street, Victoria Island, Lagos, is a newly built nine-floor medical centre. It is on the site of the previous renowned Cardiac Centre and provides fully comprehensive tertiary hospital solution in all medical fields. Investigation revealed that a standard ward in the hospital goes for between N30, 000 and N90, 000 per night. One of these rooms, which the accounts officer referred to as Josephine Ward, goes for as low as N30, 000, for Nigerians, while the prestigious Royal Suite goes for N90, 000 per night. Checks at the hospital revealed that the hospital is well organised and has the elite and rich Nigerians as clients. To show how classy the hospital is, visitors are thoroughly screened before being allowed access. Owing to Mrs. Ibru’s presence, security has been beefed up, thereby making entry into the hospital difficult. Those who are deemed not to have genuine businesses into the hospital, are denied entry. Those who are visiting patients are only allowed in if clearance is got from persons on admission. It was gathered that Mrs. Ibru is in one of the Royal Suites in the hospital and being watched by prison warden. The warden restricts access to her in the hospital, except to doctors from Reddington Hospital and the prison. Before any visitor is allowed access to her room, such a person has to write to the prison and if approval is given, he/she would see the prisoner. When Saturday Sun sought to know why Mrs. Ibru is still in hospital, one week after her sentence, the Lagos Prison Command Public Relations Officer, Ope Fatinikun, said that the law permits that. According to him, the prisons activities are guided by the law, adding that the prison was only obeying the instruction of the judge that the convict should be taken to hospital. He, however, said that the Lagos Prison has good medical facility to take care of prison inmates. “We have medical professionals, whose duty is to ensure that all medical issues are promptly attended to. We are under the law and answerable to the law. The judgment said that she should be kept in that hospital. We had no choice but to obey. When she was convicted, the prison officials did their job while she was moved to the hospital immediately,” he said. The prison PRO also said that now that Mrs. Ibru is on admission, the hospital has become an extension of the prison. He said: “The truth is that prison is an extension of the prison; over there our wardens are there to ensure that she is restricted within the confinement of the prison. There are also security men to ensure compliance and no one can have access to her except through us. The person is expected to apply and if she gives her consent, the visitor would be granted access. We hope that as soon as she recovers, she would be transferred female prison.” Since the hospital is an extension of the prison, does it mean that the prison authorities would pick the bills? Fatinikun explained that the Nigerian prison would not pay a dime since Mrs. Ibru was not admitted in the prison hospital. How would the prison know when Mrs. Ibru is fit to leave the hospital? Fatinikun said that wardens and doctors are monitoring he progress. “We have our prison warden in the room with her and our team of doctors do visit her to certify when she can be transferred to the female prison,” he said. A prison warden, who pleaded anonymous, told Saturday Sun that the former bank chief’s stay in hospital is bad news for the prison, as her presence within the confine of the prison could cause the improvement of the facilities. She said: “It would have been a good one at least for the female prisons. The male prison has received a lot of changes because of the category of inmates that were convicted. The female inmates were rejoicing when they heard that Ibru was convicted but all got sad when the news came that she might not see the four walls of the prison. It is really unfortunate.” Ibru had pleaded guilty to three of 25 count charges of fraud and mismanagement. She was sentenced to six months imprisonment on each of the charge, which would run concurrently. Kidnapping: Return or lose your C of O, Orji tells business owners THURSDAY, 14 OCTOBER 2010 04:44 BIODUN DUROJAIYE Ayodele Adegbuyi, Abuja GOVERNOR Theodore Orji of Abia State yesterday told owners of business premises in the state to either return or be ready to forfeit their Certificates of Occupancy, (C of O) Orji, who stated this while briefing journalists in Abuja on the activities of kidnappers, however, said that normalcy had returned to the state and urged workers and others doing business in the state to return. According to him, the refusal of some business firms to reopen for business is already having adverse effects on the people. For instance, the governor said the refusal of some banks to open for business was causing hardship for the people. He lamented that the state has been spending a lot of money to maintain security, noting that such money could have been used to provide social services for the people. It would be recalled that the Federal Government recently deployed soldiers to the state when it was apparent that the police could not match the kidnappers’ superior arms. Orji said: “It is a great cost to us. We have to buy them (security agencies) vehicles and other exigencies, which we cannot be talking about for security reasons. These monies are what we ought to use to construct roads, build hospitals, schools and other things for the people. “But, we must also provide security for them; which is the first duty of government. If there is no security, how will the people go about their businesses? How will the students attend schools? How will government even work? Will the investors also come and invest in the state in particular and Nigeria in general? “We are now on top of the situation, but I must confess that the kidnapper really rattled us.” Asked how he thought the kidnappers got their weapons, Orji said his suspicion was that they got them either from some militants who refused to lay down all their arms in Niger Delta or from those who imported them. ANOTHER VERSION OF THE STORY (NIGERIAN KIND OF NEWS REPORTING) Over 500 Victims Of Poisnous Gas Admitted In Kaduna Hospitals SUNDAY, 30 MAY 2010 00:00 FROM SAXONE AKHAINE, KADUNA NEWS - NATIONAL THERE was pandemonium in Kaduna yesterday, as more than 500 inhabitants of Kakuri, a suburb of the metropolis, became unconscious and were hospitalised, following an emission of poisonous gas. According to eyewitnesses, the incident occurred when a welder attempted to cut open a big gas cylinder, along Defence Industries Corporation Road, a densely populated area. A resident, Ahmed Musa, told journalists that at about 3.00pm, several people in the area were noticed to have suddenly fallen and remained unconscious, while several others started gasping for breath after inhaling the gas. As at press time, no official report of deaths was recorded by the various hospitals where the victims were admitted. The whole of the Kakuri area was thrown into commotion as residents struggled to rush the affected persons to hospitals, and at the same time tried to run for to safety. At Saint Gerald Catholic Hospital, Kakuri, Gwamna Awan Hospital and Maneks hospital, where most of the victims were rushed, wards were full with the affected persons. Doctor on duty at Saint Gerald Catholic Hospital, Elonuchukwu Charles, said pregnant women were affected most by the emission. He said many of them were still unconscious and expressed fears that some might be at the risk of having stillbirths. “We had a lot of people here; they were approximately a hundred. They were gasping for breath and for most of them we had to give some palliative treatment. We had to send them outside after treatment to get some fresh air; a lot of them actually got well. But for others who could not, we had to do something further in order to stabilise them. Some of them are still here. “We still have a lot of pregnant women with us here. They are still having some stomach pain and dizziness. They are just so many. It’s so overwhelming and we can’t see all of them at the same time. There are no deaths yet,” he said. Many residents of the area were seen going about in facemasks, while others used handkerchiefs to cover their noses. Armed soldiers and anti-riot policemen have cordoned off the area. Sources said that the welder had taken to heels to avoid arrest. Councilor representing the area in the Kaduna South Local Government Council, Mr. Adeleye Suraju, assured that after the evacuation of the cylinder, the welder would be identified and necessary action taken against him. This is one clear reason I do not like Nigerian kind of news reporting. I know El-Rufai is a co-founder of NEXT Newspapers, but do they have to report this without mentioning El-Rufai? So, are they now telling us, El-Rufai was a saint? He never soiled his hands? Amongst other allegation against him, who gave a 3 year old land in Abuja? Abeg NEXT Newspapers, I am disappointed. Also, the so-called Report is to exonerate El-Rufai. That is the reason I will and can never trust a Nigerian Leader. This is another method of clearing El-Rufai of all allegations. I am not against him being allowed to go if he has no case, but the method being applied here, is making Nigerians look stupid. This Jonathan government might even be worst than any other government in history. I know many will say otherwise, but time will tell. |
Report indicts past Abuja ministers on land allocation By Idris Akinbajo May 29, 2010 11:59PM On Thursday, May 16, Bala Mohammed, the Federal Capital Territory minister, addressed a press conference. Wearing a grim look, Mr Mohammed showed his displeasure at how the FCT has been managed since 2007. Previous administrations were involved in “allocations in mass housing sites without regards to the Federal Executive Council (FEC) approval, glaring lopsidedness in land allocation, resulting in a situation where allocations to applicants were based on selfish and personal interests,” Mr Mohammed said. The minister explained that various reports available before him showed that there were a lot of anomalies in the allocation of land since January 2007. Consequently, he said “all forms of transactions, payments and transfers in respect of plots allocated from January 2007 to date, including Development Control approvals, are hereby suspended until further notice.” Some of the reports upon which Mr Mohammed based his decision are now available exclusively to NEXT. The Land Administration department, which was previously merged with the Abuja Geographic Information Systems (AGIS) and demerged by the administration of Aliyu Modibbo, a former FCT minister, submitted its report to Mr Mohammed. The mass housing scheme Adamu Aliero, Mr Modibbo’s successor, started general allocations on February 19, 2009. Mr Aliero, until he was removed by Goodluck Jonathan, allocated 2114 resettlement plots, 3, 842 general allocations, and 43 mass housing plots. Most of the mass housing allocations were, however, “a complete deviation from the conceptualization of the master plan,” a report stated. Among the department’s findings on the Mass Housing Scheme is that there was “no proper procedure for realization and sustenance of the scheme.” The department also found that “large parcels of land were allocated without step by step implementation guidelines and checks.” Not only previous administrations that were indicted by the report; the estate developers who got licenses from the mass housing scheme also got indictments. According to the report, “seventy-one (71) mass housing allocations were recently made to forty-three (43) companies.” Out of this, the report states “only a few of them, have attained the standard of infrastructure and building required in the city.” Violation of master plan Last week’s NEXT on Sunday showed how Mr Modibbo, in several situations, violated the Abuja master plan in the process of allocating land to top political office holders. The report by the Land Administration department further confirmed this. In its 10th finding on the mass housing schemes in Abuja, the report noted that “mass housing scheme in FCT as presently structured via the allocation of large parcel of land (20Ha-500Ha) is a complete deviation from the conceptualization of the master plan.” Some of the developers, who got these allocations, include Global Formwork (Nig) Ltd, CGC Nigeria Limited and Larix Company Limited.
