Heck, let's be real, why the f..uck will any known superpower risk exposure and the storm and hassle that will inevitably occur. if caught tinkering with this sorta bio-engineering, just to pick on poor, already disease ridden African states like Congo, Liberia and the rest? No, really, for what? Power, influence, money? They can get all that the usual way, coups and rebellions and the usuals.
