The denominator in this whole charade is that there is no oil in the north,at least not in commercial quantities.if there were, the multinational oil companies would have been there minining oil several years ago instead of going offshore were it is more expensive and carries greater risks.
So invariably the 30% is for the North to flex in addition to the funds they have been stealing via having more states,more local governments,more national assembly members and being virtually in charge of anything that brings more for Nigeria.
