hi guys, My laptop HP elitebook 8470p Intel core i5 3rd gen 2.70GHz has been running at 0.19 Ghz, I've install a fresh window, checked the fan( working fine) but still can go beyong 0.19 to 0.24ghz, pls help, not looking to buy another anytime sooon
