nwakibie3: The sudden U-turn by the Independent National Electoral Commission (INEC) to halt action on efforts by voters in Kogi West to recall Senator Dino Melaye came as a result of the Senate’s decision to probe the Tertiary Education Trust Fund (TETFund). After a meeting earlier today, INEC decided to freeze the recall effort, citing legal complications.
From 2007 to 2012, INEC chairman, Mahmood Yakubu, served as TETFUND’s Executive Secretary. His time at the Fund was marked by a series of allegations of corruption against him. “It is not an accident that, once the Senate threatened to investigate TETFund, Professor Mahmood Yakubu’s INEC quickly retreated from the ongoing effort to recall Senator Dino Melaye,” a Senate source told our correspondent.
As recently as last Monday, INEC had been adamant that the process to recall Mr. Melaye was on course. That day, Mr. Melaye’s lawyer, Mike Ozekhome, had submitted legal papers to INEC officials, claiming that an order by Justice John Tsoho that all parties ought to maintain the status quo was sufficient to abandon the recall initiative. Even so, INEC initially maintained that the judge’s pronouncement was not sufficient to halt the process, pointing out that the judge did not agree to grant an interim order to back a cessation of action.
Afterward, INEC began the next phase of the recall that had to do with verification of signatures. However, Deputy Senate President Ike Ekweremadu did not hide the Senate’s dismay for the process. In an obstructionist response, he described the process as dead on arrival.
Public pushback against the Senate’s interference was sharp and massive. A senator told our correspondent that, on Tuesday night, Senate President Saraki and other Senate leaders met and decided that, in order to contain the recall, “some rough tactics were called for.” At the end of the meeting, the senators decided that the most potentially effective strategy was to open a probe into TETFUND’s past projects, alleging that contractors had stolen funds there in the past.
Jibrin Barau, an APC senator from Kano State, moved a motion demanding a probe of TETFund. He said that “investigative audit” was required of the contracts awarded by TETFund in the past years.
Twenty-four hours after the Senate move, INEC met and decided to suspend the recall, even though the commission said it was going to seek a vacation of the court order to enable the commission to resume the recall.
However, an INEC official told us that the commission’s leadership was not in the least interested in any effort to overturn the unclear court on which basis the recall was stopped. “We all know that judges are going on vacation and the maximum time allowed from start to finish for the recall would present a legal problem for INEC when the case comes up for hearing at Justice Tsoho’s court on September 29th 2017,” said the source.
He added that the attempt by Kogi voters to recall Mr. Melaye “has been sacrificed on the altar of Professor Yakubu’s desire to protect himself and his associates from a probe of TETFund.”
It's obvious some people want the country to remain the way it is at the expense of others. No wonder whenever they hear restructuring, secession, or resource control they become apprehensive. We cannot continue like this.
And a man's foes shall be they of his own household (Matt 10: 36)
As a believer in Christ I was tempted to ignore Marchman but I had to write this reply to encourage Christ Embassy members especially the 'children' in particular and true Christians of different denominations in general.
Now concerning Marchman, going through his previous threads on Nairaland and the titled thread on why he left Christ Embassy i concluded he was never a true member of Christ Embassy or a christian but a Wolf among the Sheep. No true Christian goes to the media to write lies against his biological family, local church or other churches no matter how offended he is. This is why Muslims are more United than Christians.
Now to counter some points he made which I quoted in bold. For example he typed "They tend to believe literally that everything answers to money
It is written in Ecclesiastes 10:19 A feast is made for laughter, and wine maketh merry: but money answereth all things. Yes money answers everything. You need to read publications and messages on seed faith. Am not ignorant of the fact that some of our leaders might be over zealous in trying to hit a target by tasking someone to give but never have i been forced by my leaders against my will to give. Christ Embassy projects are of high quality and numerous in reaching the unsaved and inspiring right living and they aren't cheap. I believe Donnie and Joagbaje can assist with images of our numerous programmes and projects.
"You are also charged to give for Pastor Chris birthday
The trash you wrote up there could only be written by a selfish man because according to the following verse of scriptures: Gal 6: 6-10 Let him that is taught in the word communicate unto him that teacheth in all good things. Be not deceived; God is not mocked : for whatsoever a man soweth, that shall he also reap. For he that soweth to his flesh shall of the flesh reap corruption; but he that soweth to the Spirit shall of the Spirit reap life everlasting. And let us not be weary in well doing: for in due season we shall reap, if we faint not. As we have therefore opportunity, let us do good unto all men, especially unto them who are of the household of faith.
The only time we are opportune to sow into Pastor Chris anointing is during his birthday which is just once in a year. Marchman pls tell me how else we can honour or communicate to our pastor?
"The church is obsessed with money. They do not mind how or where you get it"
Yea we are obsessed with money because of numerous projects that must be done before Jesus returns to rapture us. Why shouldn't we use money to serve God well now when it will be useless when we leave this earth? CE is interested in the job you do and ur financial abilities so your belief that we don't mind how we raise the money exist in your own imagination. I can't remember Jesus asking those Jews who were giving in the Temple where they got their money from. He didn't ask the widow too who gave her mites. Marchman u need to be cured of ur poverty mentality.
"Sin means nothing at Christ Embassy"
I don't know where you got this belief from because CE always frowns at any member that sins including an open rebuke. Some of our members that were caught in the act of fornication were excommuincated from the rest of the brethren and were told to sit at the back of the the church for each service till restitution. I ve witnessed this more then once. Scriptural readings from 1cor 5: 9-13 are read to the erring members.
Pastor Chris talks about sin, righteousness, heaven and hell but you don't know because you thought it's only Sunday services Pastor preaches to us. Pastor preaches to us everyday through Rhapsody of realities, tapes, cds, vcds, dvds, mp3 and software platforms. When you lay much emphasis telling people not to sin that's when they will sin the more because it's the nature of man to sin when you tell him not to. Rom 7:15-20.
Saying Pastor Chris was accussed of fornication without any proof or evidence I won't bother to reply you on that.
"Pastor Chris is the orthodoxy"
According to 1st Cor 11:1 it says Be ye followers of me, even as I also am of Christ. So what's wrong if we always make reference to him and follow him?
You said "No one can challenge Pastor Chris." How can you challenge him? Where you the one that called him? He answers to the one that called him and only God shall reward or judge him not you.
You also said "He tries to change verse of scriptures by rewriting them?
You are filled with hatred because Pastor only lays emphasis on the original bible manuscripts which was written in Hebrew and Greek. How many study bibles have you read in your life? How many times have you even read your king James from back to back? Let your heart judge you.
As for your other rambling that I haven't countered I leave them for other Christ Embassy members to take care of.
Cc Joagbaje, Donnie, Gombs, Zionmade pls ur input is needed to encourage those children in Christ that might have gotten discouraged in serving God because of Marchman.
Na wow! OP you for just close your mouth. You just clear our doubts.
wawappl: ''The war is not over, only the tactics have changed. One could claim that a project of internal secession is unfolding, one that skirts the peripheries of Nigerian laws, testing what they permit, and daring what they do not''. Prof is always on the side of Biafra
Any sane person will always be on the side of Justice & equity. You can't hold people against their wish. Negotiate with them if you want them to remain with you.
MediumStout: The Constitution is clear on who becomes president if the seat is declared vacant. Osinbajo will soon be sworn in as Commander in chief of Armed forces if Buhari cannot continue to lead the country. Let's stop heating up the polity but rather focus on the ravaging mad man called Nnamdi Kanu whose present treasonous actions like his predecessor Ojukwu could trigger a second civil war if not curtailed. Nnamdi Kanu and his myriads of frustrated IPOB youths are constituting nuisances all over the east. The DSS and federal government should take actions before it's too late. Nnamdi Kanu can only be stopped by putting him back in prison. His release reignited the present madness we are witnessing. Nigeria's Unity is not negotiable. No group or entity will be allowed to break or destabilize the unity and diversity of the Nigerian state. Biafra will never become reality. Even ojukwu with his military experience tried and failed. Who the hell is kanu? One Nigeria we shall remain
So after reading this post all you could deduced from the post is that Nnamdi KANU is your problem? Smh.

SingleDad: She got married 2014 to her supposed beloved husband, but recently she has being all over my life.
She has always being my friend, and we once had friendly intimacy most times. But when she got married, I had to distance myself from her. Recently, she has being calling, and trying to fix a get together meeting between us.
The disturbance was so much, I had to create out sometime to see her. She told me that , her husband couldn't function properly and they have done various medical evaluations, and realized that she could not produce babies, because her husband had a medical problem.
I gave her my humble advice, and told her to hope on God for the right time.
Okay!. So she told me that, we should resume our friendly intimacy, just the way it use to be back in the days!. She said, deep inside her, she couldn't seek for a better person, if not me....
I rebuked the ideology instantly, but she kept on persisting that I should please consider her lonely request. She really needs to feel like a woman!
Good people, what should i do? . She is married, and i don't wish to have anything to do with her. But her constant plea is getting me provoked.
What are your suggestions?
This question is irrelevant in the first place because, you already know the right thing you should do. Unless you're considering sleeping with a married woman. Remember what goes around comes around. Now, my advice Oga, Run as your leg can carry you and don't look back.
Former national chairman, Traditional Rulers of Oil Producing Communities of Nigeria, TROMPCON, His Majesty, Charles Ayemi-Botu, has said the Acting President, Yemi Osinbajo “goofed by harping” on the Nigerian constitution to insist that the country remains an indivisible entity.
Ayemi-Botu, who is a paramount ruler of Siembiri Kingdom, Delta State, made the observation in Warri, when he played host to a delegation of the United States, US, Consulate, led by Paul Hines, Political and Economic Adviser to the Consul General, who visited to find out how Niger Delta communities were fairing under the leadership of Osinbajo.
According to Ayemi-Botu, “Acting President, Prof Yemi Osinbajo, harped on the indivisibility of Nigeria and the illegality of any opinion opposed to that based on the constitution.
“Without fear or favour, the Acting President goofed in that thinking. The constitution is dynamic and amenable to change. Buhari came to power promising change, and change we want.
“The 1914 – 2014 treaty of amalgamation of Nigeria by Lord Lugard is gone and expired. Added to the force of the 2014 confab and the glaring inequality among groups where Niger Delta, the goose that lays the golden egg, is perpetual second- class citizens, the indivisibility of Nigeria has become too shaky to tarry.
“Under the circumstance, the peaceful way to go is restructuring and the best tool to achieve that is referendum. That is why we call on the US and the developed West to prevail on Federal Government to allow referendum for people to fairly determine where they want to be.
“Individuals, groups and zones can raise sentiments, but oil, particularly the vast reserves in my Niger Delta, the economic live wire the entire nation survives on is the only unifying factor for sustained unified Nigeria. But for oil which makes up 98 per cent of Nigeria’s GDP, Nigeria would not have been.”
Spot on. I have always said that if the fed. Gov really want this country to remain together then, there is an urgent need for discussion. We can't continue this way, and you can't force it. when people are no longer happy and comfortable being together, the wisest thing to do is to call for dialogue and when that fails, two can't work together except they agree.

"if Nigeria wants to reorganize itself and live in justice and equity, why not give it a try, but if our people have checked everything, right from the end of the war, to the 3 Rs which I did not see any till this now, and then we say staying on our own is best for the long term, we all have to come together and support it".

Officials of the Department of State Security, the police and the Ministry of Interior rushed to Wuse market at about 9 a.m. on Wednesday to rescue from a mob a boastful foreigner who had refused to obey normal security procedures.
According to eyewitnesses, the chubby visitor, who described himself as the "head of the Chinese business unit in the embassy" and who was traveling with another Chinese, resisted the order to open the boot of his Honda sedan car, which had diplomatic license plates, upon arrival at the gate of the market.
It is the normal practice, in view of the insecurity in the country, that all vehicles are opened up for inspection before they are allowed to proceed.
According to eye witnesses, the diplomat was very boastful, saying he would call the nation's security chiefs to lock up anyone who threatened him and his fellow Chinese national in the vehicle, but his brittle temper angered the growing mob which then insisted he must comply with the security procedure.
As tempers flared, the mob set out to drag the occupants out of their car, and it took the quick intervention of the Abuja Market Authority Management and Security officials to secure them from being lynched.
In the process, one of them had his shirt torn to pieces. He also claimed the sum of N100,000 was stolen from his car.
The diplomat, who is obviously well connected, bragged to the mob in the presence of a SaharaReporters contributor, and after he made some calls, apparently to top security chiefs, a retinue of security men promptly arrived at the scene. The management of the market was compelled to make available to the diplomat the sum of N100,00 and a new shirt before he stepped out of the car to write a statement, which he did at the police post inside the market.
It is not clear if the diplomat will press further charges, but he seemed to be a bit calmer when he drove out of the market, having demonstrated his connections, several security agencies appearing at the speed of light to rescue him.
One angry witness noted that he enjoyed the full service of the Nigerian state “showing little regard for laws or basic rules and regulations in the market.”
Islander: Finance is indeed top priority for me. I will need to ensure that the person I marry is financially able to take care of himself first before I attempt to proceed. Hey! Did I hear criminal records? Loools..another Evans loading.
INTROVERT: Landlocked South vs Deadlocked North Who actually has the padlock?? Who has the keys?? By Bishops Edwin
This Hausa man took a deep cut of his gworo and said to me, "Biafra will be landlocked, over populated, they will loose so much wealth and the separation will most likely be a war"..
I sipped my wine, because I knew he was on the cheapest fears and I said to him,"I have all the keys to those pad locks"..
First look at these..Two scenarios.. A Biafra with the south south and another without the south south. Without the South South... How has landlock stopped a nation from growing? In this era of Antonov An-225 Hercules planes that can lift over 450000kg equivalent to almost 2 ships and who remembers a SEAPORT in this generation of INTERNET-PORT when 85% of world's transactions are done through high speed broad band Internet. Gambia, Togo, Benin, Mauritania, Guinea etc all have unlimited assess to the sea.. Ha ji ya mee gini?? Are they in anyway doing better than Rwanda, Bostwana and little Djibouti. In fact Djibouti is servicing 25 African countries with its Antonov plane nicknamed SKY-PORT that covers its most distant point in Africa from Djibouti in 18hrs while it will take 3 days to move a 40ft container from Apapa to Aba.. Rwanda without a StreamPort nor RiverPort, not to talk of seaport is Africa's best growing economy!
In Europe, the PIIGS (Portugal, Italy, Ireland, Greece and Spain) have a peninsulaic access to the sea, whenever the storm of recession comes, it first sweeps them into the same damn sea, they are Eurozone weakest nations while landlocked countries like Luxembourg, Austria and Germany are waxing strong.. As in ha kwu chim n'ala... In Asia, Qatar, Abu Dhabi, Dubai are not only landlocked but desert locked and how has that affected them?.. Who sea epp?? If the SS is not Biafra, there are various international corridors and laws that can sort things out, not forgetting that a greater communication with that region must cross through the South east (Biafra).. But if the Yoruba republics are declared and the complete anticipated Biafra is pronounced with the SS.. Then the north is simply DEADLOCKED and then mallam, I will advice you to chew less of this gworo now, so you can have what to eat then...
On the population, what laws says all Biafrans must live in Biafra land.. What percentage even lives in the north?? Less than 3%!!!.. Yes.. when you go to some places in the south east, the population looks like there is a festivity going on but you must admit that the Greater Tokyo Metropolitan has a population of 37million people and Monaco has a density of 22500 per sq. km.. I don't see people walking on the heads of others there, rather I see a China, India, Japan, USA, Mexico that has harnessed and muscled the strengths of their population into development.. Even Lagos explosively developed due to population increase, that people had to push back the sea.. 1000 skyscrapers in Biafra land, in no joke will solve the housing problem of Biafra by 95%!.. Take this to the bank! . On Biafrans loosing their wealth, I need not go outside Nigeria for an answer.. In 1970, Biafrans got £20 and in 1975, there were millionaires already in Biafra land, the likes of Chisco, Ekene Dili Chukwu, Emeka Offor and even in 1979, Alex Ekwueme single handedly sponsored NPN to presidency that he was rewarded with a VP seat... Now show me one man, east, south, north and west that is wealthy from all the inheritance of the abandoned property?? The north is still underdeveloped, impoverished and incomparably out of tone with the 21st century...
On separations meaning a war.. This defines the sum of the accumulation of the northern cowardice, as if Russia broke up through a war, what about Eritrea? Singapore and Malaysia??.. There are more peaceful resolutions to conflicts than the vampire attitudes of the north but let it be clear to you mallam, eshi à muru dike na mba, ka à muru ibe ya!.. . The problem of the North is that they are brainlocked, spirituallocked, psycholocked, greedlocked, futurelocked, even landlocked and above all DEADLOCKED by their ancestors who have long lost the keys to UNLOCK them and yet they want everyone to synchronize with their backwardness and then still think its about PDP vs APC.
Don't ask me for source
Honestly, this is a FP material but, I can bet that it won't see the promise land. You try sha. Truth is bitter
Buhari actually called Femi Falana on phone telling him to get prepared to work in his cabinet(Falana himself attested to this in an interview with Channels TV) but Falana is not a politician just like Evans is not also a politician, the politician from Ekiti got the job and today, here we are! ONE MINISTER PER STATE. Yeye!
FEMI FALANA as ATTORNEY GENERAL will not be losing Anticorruption cases serially the way this dunce is losing it.
LET US choose the best among us, if not, we will all suffer from our foolish addiction to mediocrity!
Saraki As Senate President
I have criticised PMB on several occasions. On the emergence of MESU as SP, on retaining certain mediocrities within his government, on his lackadaisical attitude towards providing leadership needed by the APC etc but on this war on corruption and continuous loss of prominent cases of corruption, I cannot blame him.
His major campaign word in 2015 was "if we(not I) don't kill corruption, corruption will kill us.."....tHIS statement means that war against corruption involves Division of Labour. PMB will fight it, Judiciary will fight it, NASS will fight it, PEOPLE will fight it. Every one has a responsibility. And Division of Labour is not a mere sharing of duties, the duties are shared according to area of Specialisation. PMB's job is prosecution and he has set a motion for the prosecution of untouchables and mighty. From the Senate President to the High level Judges, Lawyers(S.A.N inclusive) to former powerful office holders. His job is to prosecute. Unfortunately, Buhari only exists in the executive, if he had headed judiciary and NASS too, we won't be losing glaringly good cases on the alter of hypocritical technicalities and meaningful laws to help the war would have been passed. Also, if PMB had not tried or given impression that he will try the high and might of the NASS and judiciary, if it were to be war on corrupt teachers, vendors and farmers, may be the other arms would have cooperated.
MESU earthly but temporary triumph yesterday is the failure of the people of Nigeria who choose to remain helpless and always think that their governmental duties end at the poll! Unfortunately, their mouths are only good at doing one thing...Abusing PMB!
Crafty MESU dropped all his lawyers and went for Agabi. He knew what he was doing. He knew he can't defend himself because he is a thief, so he went for a plan that will compromise the case. Recall, PMB stood his ground and took him to court. Agabi was Danladi's former boss, Danladi's brother works in his Chambers till date and the Prosecution Lawyer Rotimi Jacobs was his former Personal Assistant. Unfortunately, the inexperienced Attorney General did not reconstitute or advise PMB to reconstitute CCT before the announcement of prosecution and he didn't change Jacobs when MESU changed his own lawyers knowing well the relationship between his own lawyer and Mesu new lawyer.
Old man Agabi, a rich and comfortable lawyer who in his heart of hearts know that Mesu is a thief ought not to have taken such a case. Gani Fawehinmi once rejected a similar case from a Governor. Everyone has failed Nigeria and the future of the incoming generation because of vanities!
I stand with BUHARI......IF WE DONT KILL CORRUPTION, CORRUPTION WILL KILL US.
Senate has full control of itself. Judiciary has full control of itself. These two are PRO CORRUPTION ARMS without remorse. Executive is also corrupt but there lies the hope if anything good will happen but unfortunately, it is the only arm that has no control!!!
I pity Sagay. I Think the man should resign too unless a new deal is cut. However, my respect for Sagay knows no bounds!!!
You're right to an extent but, in my own opinion I think PMB lost the fight when he appointed some corrupt individuals into his cabinet. You don't fight corruption with corrupt politicians. Unfortunately, Some of these individuals are known as sponsors of his campaign therefore making it difficult for him to leave them out of his government. However, this is the reason why many Nigerians even international communities do not take this fight against corruption serious.
influenz: My good pal just revealed to me that a friend of his has been missing church service in recent times because things have been tight and most times he avoid going to church because he does nor have offering money.
Is this wrong?
please your friend doesn't need to miss Church attendance because of offering or tithes. Yes God wants us to worship Him through our offerings but, when you don't have, He understands, He knows you more than you know yourself. Serve him with all your heart and obey His commandments that's more important to Him than your money.

jayinfo2: Hello nairaland, please help a brother I just came to a consciousness that I can't do thing's by my power again. I have relied on my capabilities and have failed. Now I know it's only God that can direct me right.
I have made a resolution to get closer to God but I can't do this all by myself
That is the reason I came back to Lagos from the north.
I currently stay at Abule Egba Lagos and I need a good church that I can be committed to and would help my spiritual and physical life even if it is not near Abule Egba. Since I don't have the holy spirit yet to lead me to a good Church.
Please tell me a good church that can bring me back to life.
I really need your help .
Brother, my advice for you is for you to pray to God with a sincere heart for direction. He has a plan and purpose for you somewhere and that is why the Holy Spirit has lead it in your heart to seek him now. Your case is similar to mine. It shows that you have a work to do form His somewhere so, ask Him diligently it will surely be revealed to you personally not through anybody.

If you can identify the officer pls go. Sometime ago 3 police officers were dismissed for collecting bribe of just 10k from my younger brother when he reported the matter. He was invited to the station for identification of the officers because, somehow the matter got to the then IGP Okiro who ordered for immediate sack of the officers involved and also for the refund of the money. There's nothing to fear.
ebubefavou: Two drug traffickers, 59-year-old Joseph Oparaji Okechukwu, and 41-year-old Austine Ikenna Nnaji, have been arrested by the National Drug Law Enforcement Agency (NDLEA) for reportedly trying to smuggle drugs out of the country, through the Lagos airport.
Confessing to the crime, Joseph who revealed he was a contractor, blamed the present economic recession in Nigeria for nudging him into drug smuggling.
The other suspect, Austine, was identified as a safety officer in Qatar. Mr. Nnaji reportedly feigned ignorance of the content of his luggage, which he claimed to have received from a friend at the airport.
Okechukwu was bound for New York City on Turkish Airlines while Mr. Nnaji was on his way to Doha, Qatar on Ethiopian Airlines. Okechukwu excreted 1.105 kg of brownish substances that tested positive for heroin. Nnaji, was found to have concealed 11.540 kg of marijuana and 490 grams of tramadol in his luggage.
Danishguy: Two US senators have written to the secretary of state not to sell fighter jets to Nigeria
- They claimed issue of human rights concern was a reason for this blockade
- Nigeria was accused of not following court orders in the detention of El-Zakzaky
The Nigerian government has suffered a setback in its fight against terrorism as the United States has been urged not to sell fighter jets to Nigeria over human rights concern.
Donald Trump-led administration had promised to sell 12 weaponised aircraft to Nigeria $600 million but this might have suffered a dip as senators Cory Booker and Rand Paul in a joint letter on Tuesday, June 8, said Nigeria must display concern for human rights first.
The duo in the letter to the US Secretary of State, Rex Tillerson, cited the killing of Shi’ites by the army in early 2015 and the accidental bombing of an IDP camp as reasons why the aircrafts should not be sold to Nigeria.
They noted that although the country was facing Boko Haram insurgency, failure to comply with human rights directives shows the country should not be in custody of these fighter jets.
Read the letter below:
Dear Secretary Tillerson:
"We are writing to convey our concerns regarding reports that you intend to proceed with plans to sell A-29 Super Tucano light attack aircrafts, with mounted machine guns and related parts and logistical support, to help the Nigerian government combat Boko Haram. We request that before you approve this sale, you brief us on the steps Nigeria has taken to investigate and hold accountable those that have committed human rights abuses. We believe the security threats Nigeria is facing are very real but that a sale of this nature, and at this time, is ill-advised. Boko Haram – a 5,000 to 10,000 strong insurgent force with ties to the Islamic State – will not be defeated through expanded air power alone.
"Despite your comments that values will not impact national security policies, we believe proceeding without any clear indications of progress from the Nigerian government on the protection of human rights and enforcement of accountability would run contrary to our national security objectives.
"With proper training of pilots, the sale of more sophisticated aircraft could lead to more accurate targeting of insurgents by the Nigerian Air Force and potentially a reduction of civilian casualties. But there is evidence that the Nigerian military routinely flouts the laws of war and there remains an absence of adequate safeguards and accountability mechanisms. This means that the Tucano aircraft could be used in a manner inconsistent with international human rights and humanitarian law – and that ultimately helps to strengthen Boko Haram.
"Given that the Nigerian military still lacks the ability to mount a sophisticated counterinsurgency cooperation combining group and air assets, and the A-29 airframes will not be ready for delivery for at least another year at the earliest, we see no rush to complete the sale. Because this sale is an important point of leverage to encourage critical reforms necessary to defeat Boko Haram, we recommend that you require the Nigerian government to complete these steps before proceeding with the sale. Some of the important and specific benchmarks that would show progress include:
"Progress from the authorities in Abuja on the Kaduna government’s investigation into the December 2015 alleged massacre on Shiite Muslims in the northeastern town of Zaria, where at least 347 members of the Islamic Movement of Nigeria, a Shia Muslim group, were killed by army soldiers. Credible organizations found that the army’s attack was unjustified. An investigation launched by the local Kaduna government found the General Officer in command of the army to have authorized the massacre and recommended prosecution. Nearly a year after this report was published, there has been no follow-up from the federal government in Abuja. Authorities also failed to comply with a court order for the release of the movement’s leader, Ibraheem El Zakzaky, and his wife who remain in detention without charges since December 2015.
"Completion of the investigation into the January 2017 attack on a displaced persons camp in Rann, northeastern Nigeria, by the Nigerian Air Force, which killed at least 236 people and injured thousands more. The government was quick to acknowledge the attack, which officials said was an accident, and agreed to undertake an investigation but it has yet to be finalized and then made available to the public. Even if it was accidental, the Rann incident demonstrates the urgent need for safeguards and accountability.
"Progress on a fair investigation into the 2014 killing by the Nigerian security forces of over 600 people, on the heels of Boko Haram’s attack on Giwa army barracks. Hundreds of mostly unarmed detainees, including children, were killed in extrajudicial executions and likely buried in mass graves around the city.
"At the same time, there continues to be additional allegations of corruption, abuse, and misconduct throughout the Nigerian military. While some soldiers have been released or retired, there has yet to be any real or meaningful accountability for the systemic challenges that have plagued Nigeria’s security forces for decades. Without addressing these problems at an institutional level, reform is merely cosmetic and will only perpetuate longstanding patterns of abuse, which could serve as propaganda for Boko Haram and other insurgent groups seeking to discredit the Nigerian government.
"We are concerned that the decision to proceed with this sale will empower the government to backtrack even further on its commitments to human rights, accountability, and upholding international humanitarian law, which in turn could spur greater unrest and violence, particularly in the northeastern part of the country. Accordingly, we strongly urge you to reconsider your decision to sell A-29 Super Tucano light attack aircrafts to Nigeria without any meaningful reform or any clear safeguards in place. Instead we recommend you make clear to Abuja that the sale of these aircraft can proceed only if there is positive and measurable progress on reforming the security institutions.".
I support this move. It's very evident that human rights have been recklessly abused and willbcontinue to be abused in this country if not checked. It seems there's no regard for the sanctity of human lives.
