The Abuja chapter of Association of Bureau De Change (BDC) Operators has announced the closure of their business premises indefinitely from Thursday, February 1, 2024. The chairman of the Association, Abdulahi Dauran, said the scarcity of US Dollars was responsible for their decision while adding that online banking transactions and cryptocurrency were behind the scarcity of dollars. LEADERSHIP reports that despite the Central Bank of Nigeira (CBN) clearing off the verified backlog of foreign exchange claims owed foreign airlines on Tuesday, the value of the Naira at the official market dipped significantly at the official end of the market with some trades closing at N1,513 per dollar. The closing rate at the Nigeira Autonomous Foreign Exchange window (NAFEX) closed on Tuesday night at N1,482.57 to the dollar, a bit higher than N1,460 that the greenback sold on the streets. On Tuesday, the parallel market maintained its exchange rate, holding steady at N1,460/$1, without any depreciation. The Deputy Speaker, House of Representatives. Benjamin Kalu, has disclosed that the House received 40 bills regarding the review and amendment of the nation’s Constitution.
He added that the House is considering the December 2025 deadline to complete the review and amendment.
Kalu, who doubles as the Chairman, Constitution Review Committee, stated this on Wednesday at the maiden meeting of the committee while addressing journalists in Abuja.
He said, “It is the view of Mr. Speaker that we set a realistic timeline that does not conflict with electoral activities which would advertently or inadvertently affect the alteration process, specifically, December 2025, the time we are looking at to conclude the activities of this committee.
“It is not out of place to guess that there is some level of fatigue in the amendment process by some vocal sections of the populace. Whatever opinion you hold, it is important to let you know that we presently have 40 bills that are at various stages of consideration that relate to the alteration of the Constitution.
“We are well aware of our present challenging circumstances as a nation. The twin challenges of insecurity and economic difficulties could tamper with the confidence of our citizens. It is, therefore, our constitutional responsibility to respond to the 40 bills so far proposed and also attend to the duty of government to ensure the security and welfare of the citizens as provided by the constitution.”.
Recalling the significance of previous attempts at constitutional review, Kalu, who represents Bende Federal Constituency, Abia State, noted that since 1999, the House has made reforms including judicial reforms, electoral reforms, age reduction, among others.
“Since 2010, the National Assembly has successfully amended and made landmark changes to our constitution since it was first handed over to Nigeria in 1999 by the military regime of General Abdulsalam Abubakar.
“Since then, some of the significant amendments successfully made by previous efforts include judicial reforms, electoral reforms, age reduction, allowing younger persons to be appointed into the Independent National Electoral Commission as Chairman or Resident Electoral Commissioners and also allowing a lower age for contest into certain elective positions, moving certain responsibilities of government from the exclusive legislative cist into the Concurrent legislative list to allow for increased federalism among other things,” he said.
Ahead of the inauguration, the lawmaker highlighted actions to be undertaken including, “Expediting commencement of preparations, constitution of the secretariat and appointment of consultants as well as drafting of a work plan for the committee.”
The deputy speaker also called on the committee members to take the assignment seriously, reminding them of the reasons the attempt by previous assemblies did not yield the required results.
“In the last constitution review efforts, there were some key constitution amendment proposals that did not pass either because we did not fully understand their provisions or we did not have enough time to agree on them.
“An example was the proposal to create additional seats for women in Federal and State Legislative Houses. Let us use this opportunity to understand this proposal, hoping that those who are the promoters of this particular amendment will start their advocacy timely and be more thorough and comprehensive, reaching the stakeholders to control the mindsets of their representatives,” Kalu stated.
The 37-man committee is made up of representatives of the 36 states of the Federation and the Federal Capital Territory.
Kalu pledged the provision of adequate resources to enable the committee to deliver on its mandate.
“The secretariat will be very well equipped to function optimally and deliver results. We have created a partnership with the Policy and Legal Advocacy Centre which has committed to supporting the work of this committee as they have done in previous constitution review efforts,” he said.

An operative of the Economic and Financial Crimes Commission, Kazeem Yusuf, has told a Federal Capital Territory High Court that N4.6bn was allegedly diverted to organise prayers for Nigeria. Yusuf spoke on Tuesday while testifying as the second prosecution witness in the trial of a former Minister of State for Finance, Bashir Yuguda. Yuguda is standing trial alongside Sambo Dasuki, former National Security Adviser; Attahiru Bafarawa, ex-governor of Sokoto State; his son Sagir, and Dalhatu Investment Limited, a company owned by Bafarawa. The defendants are facing 25 counts of misappropriation, criminal breach of trust and receiving stolen property. In 2016, Dasuki had filed a fresh application asking a Federal Capital Territory High Court in Maitama to discharge him for the alleged crime of diversion of funds said to be meant for the procurement of arms. Led in evidence by EFCC counsel, Rotimi Jacobs, the witness (Yusuf) said an investigation was carried out after the commission received a petition from the office of the NSA. The EFCC counsel noted that the investigation revealed that, “Dalhatu Investment Limited was one of the 78 companies alleged to have received money from ONSA without any documents to show that they bided for contracts.” Yusuf said an analysis of the statement of account of Dalhatu Investment Limited by EFCC from UBA revealed that the company got N4.6 billion from ONSA. Speaking further, he added that the amount was paid in instalments between 2014 and 2015, noting that N783m, being part of the money, came from the SAS account. Yusuf said in a written statement, that Sagir, who represented the company, told the EFCC that, “the money was meant for prayers for the country because of the insecurity prevalent at that time.” He added that Sagir later gave a breakdown of how the N4.6bn was spent, including a list of beneficiaries. The witness said Abdallah Wali, a former senator, who received N580m from the company, told the EFCC that the money was meant for his governorship election campaign in Sokoto in 2015. He also told the EFCC team that Muazu Madawaki, former Secretary of the Pilgrims and Welfare Agency in Sokoto, received N322m, which he claimed was for payment of Hajj seats for some Sokoto indigenes. The witness said other beneficiaries listed include Ibrahim Maigoma, former Sokoto chairman of the Peoples Democratic Party, who received N111m; Yahaya Dada N327,549,000; Sani Kabir N159m; INEC N293,500,000, among others. The witness added that the money received by Wali was sent through a company, Development Strategies International Limited, owned by Islam Wali and Mohammed Wali, who are cousins to the former senator. The witness told the court that parts of the money meant for supplies of security equipment, including hand-held devices, were used to procure a Lexus car, a Hilux van and 16 Peugeot 206 cars which were distributed to PDP local government chairmen in Sokoto. However, he stated that 14 of the Peugeot 206 vehicles were recovered in the course of the investigation. The witness said one Amanze Obi received N15.3 million for political publicity for Bafawara’s 2015 presidential campaign. He further told the court that about £123,000 was transferred to a bank in the United Kingdom to offset a mortgage for Bafarawa while N1billion went to Bureau de Change to convert to dollars. Yusuf added that the defendants were invited by EFCC for interviews and statements, noting that they all showed up at the commission’s headquarters and volunteered their statements. When the prosecuting counsel sought to tender Sagir’s statements through the witness, his lawyer, J.O Olatoke, objected to their admissibility on the ground that they were not voluntarily obtained. His lawyer told the court that the statements were made based on inducement, intimidation, receipt and invitation to settlement. He prayed the court to grant them trial-within-trial to determine the voluntariness of the statements. Based on the request, Yusuf Halilu, the presiding judge, ordered a trial-within-trial to determine the voluntariness of the statements made by Sagir. The Federal Government has reversed its directive suspending the ongoing reconstruction work at the Eleme-Onne section of the East-West Road in Rivers State.
It also directed the affected contractor, Renolds Construction Company, to immediately resume work on all sections of the project and in strict compliance with the contract specifications.
Earlier on Sunday, the Minister of Works, David Umahi, during an unscheduled visit to the project site expressed sadness over the slow pace of work even after the government had made an advance payment of N33bn.
Umahi said the order became imperative following the use of sub-standard materials by the contractor handling the project.
But the new directive contained in a statement signed by the minister’s Special Adviser on Media, Orji Uchenna, on Monday, said the minister has rescinded its decision following a meeting with the Permanent Secretary and key Directors of the Ministry at the ministry headquarters in Abuja.
The statement read, “The Minister of Works, David Umahi, has directed Mrss Renolds Construction Company RCC, Nigeria Limited to immediately resume work on the 15 km Eleme to Onne Junction on the East-West Road, Rivers State which he suspended during his unscheduled inspection visit to the project site on 27th January 2024, due to observed infractions on the [b]construction specifications.
“This directive is in accordance with the resolutions reached in a meeting with the Permanent Secretary and key Directors of the Ministry together with the management of RCC Ltd at his office at the Federal Ministry of Works, Mabushi- Abuja, this 29th January 2024. The Honourable Minister had ordered the suspension of work on the project due to substandard jobs and invited the management of the company to report to the Ministry for resolution of technical issues.[/b]
“The minister further directs the contractors handling the project to resume work on the four sections of the project and in strict compliance with the contract specifications. They are also required to liaise with the Permanent Secretary and the Director in charge of construction to engage with the representatives of the host communities on issues bothering alleged infringement on the contractors’ right of way which, according to them slows down the project.
