By Henry Umoru & Joseph Erunke ABUJA— THE Governor of Central Bank of Nigeria, CBN, Mr. Godwin Emefiele, yesterday, painted a gloomy picture of the economy during a closed-door meeting with senators. Vanguard gathered that the CBN governor told the senators that it was frightening that the nation was experiencing economic stagnation and inflation at the same time, explaining that ordinarily, both were not supposed to happen simultaneously. A source said he expressed concern that the economy was gloomy, stagnant and worsening as a result. According to the source, Emefiele, who noted that the economy was biting on all, with almost all activities crippled, said indices that would have made the economy grow were not in place at the moment. He was also said to have made reference to the renewed bombing of pipelines by Niger Delta Avengers as one of the factors pulling down the economy. The CBN governor was said to have Iinked these occurrences, especially with respect to the over 70 per cent decline in oil prices from about S116 per barrel in June 2014 to about $30 per barrel earlier in the year. FG may not be able to pay workers' salaries Vanguard further gathered that the CBN governor told the lawmakers that if the present situation in the country continued, the Federal Government might not be able to pay salaries of its workers with effect from October this year. He also said Nigerians would be forced to pay general taxes which would not exclude petroleum products. Emefiele, who was with the senators for an hour, was said to have presented a comprehensive account of the economy in the last one year which, according to him, had been characterised by external shocks, including sharp decline in commodity prices, geo-political tensions along important global trading routes and tightening monetary policy in the United States. Senate backs CBN’s policies The Senate was, however, said to have expressed sympathy with the CBN governor because of the depth of the economic problems which, it noted, had global influence, and threw its weight behind new policies introduced by the CBN to turn the economy around. It backed the monetary policies of the CBN, noting that at the end of the day, such policies would help to increase local production, create jobs in the country, safeguard the nation’s commonwealth as well as expand economic opportunities and growth in Nigeria. The Senate in a statement after the executive session, however, stressed the need for all to put hands together to seek long term solutions to the nation’s underlying problem of non- diversification of foreign exchange earning and revenues, rather than pointing fingers or apportioning blames. The statement read: “After the presentation, many distinguished senators asked a host of pertinent questions and raised issues concerning the banking system, the slippage in economic growth for the first quarter of 2016, the gradual rise in inflation, fall in foreign exchange reserves, and policy coordination between the fiscal and monetary authorities. "Following an exhaustive response by both the governor and his team, the Senate acknowledged that these are, indeed, difficult times all over the world and not just in Nigeria. “The Senate also acknowledged the pains that many people may be facing at this time, especially in the light of increases in price of electricity and fuels. But having carefully considered the policies of the CBN, the Senate would Iike to commend and support these policies because they are mostly geared towards increasing local production, creating jobs here in Nigeria, safeguarding our commonweaith, and expanding economic opportunities and growth in Nigeria. "It is critical that we all put hands together to seek long term solutions to our underlying problem of non-diversification of foreign exchange earning and revenues, rather than pointing fingers or apportioning blames. "The Senate believes strongly in the resilience of the Nigerian economy and the ingenuity of the Nigerian people and as such, we are confident that we will all puII through these difficulties and come out as a much better, equitable, and prosperous nation.” Finance Minister to appear today Briefing journalists after the meeting, Deputy Chairman, Senate Committee on Media and Public Affairs, Senator Ben Murray-Bruce, said the Minister of Finance, Kemi Adeosun, would today appear before the Senate to brief it on the state of the economy and issues relating to the implementation of 2016 budget. Asked why the meeting with the CBN governor was held behind closed doors, Senator Bruce explained that it became imperative to hold the meeting in an exclusive manner because some economic matters could be explosive, if held in the open. Order Northerners, South Westerners Out Of Region Chukwudi Nweje, Daniel Abia Lagos/P/Harcourt Adaka Boro Avengers (ABA) said on Sunday that it had concluded arrangements with other militant groups to declare the Niger Delta region an independent republic three weeks from today, that is August 1. The militant group also gave the Federal Government an ultimatum to withdraw its personnel and establishment from the region before the date of its declaration of independence. It also ordered all northerners and people of the South West to vacate its territory. In the same vein, the Ultimate Warriors of Niger Delta, another militant group, said it has rejected the leadership of the Movement for the Emancipation of the Niger Delta (MEND). ABA, in a statement issued by General Edmos Ayayeibo, its spokesperson, mandated the Federal Government to use the three weeks’ notice to “move out all military personnel and all government agencies out of the Niger Delta,” and warned that “failure will lead to destruction of military barracks and personnel.” “We, the Adaka Boro Avengers and all the freedom fighters in the Niger Delta region have met and come to a conclusion that we are declaring the Niger Delta Republic three weeks from today July 18, 2016. “So we are by this notice calling on the Nigerian government to move out all military personnel and all government agencies out of the Niger Delta. Failure will lead to destruction of military barracks and personnel. “We are, also, by this notice calling on our fathers, mothers, brothers and sisters living in the northern parts of Nigeria to return home immediately. “We are also warning northerners and westerners to leave the Niger Delta region immediately within three weeks from now, for their own good. “If they refuse to heed to our warning, we will use so many as example in the Niger Delta region on the due date. “We are telling the Nigerian government that enough is enough and we are taking our independence by force. We have our foreign backers, so we are not afraid of the Nigerian government but ready for total war. “The inhuman treatment given to us by Nigerian government is enough. We can no longer withstand the suffering of our Niger Delta people. They should not take us for fools.” The Ultimate Warriors, in a statement on Saturday, had told MEND to stop parading itself as the leader of the militant groups in the region and vowed to continue with the destruction of oil installations. The group said: “We have said it before that we have nothing to lose on the bombing of oil pipelines because our mission is to ground the oil economy if our demands are not met. “We have said we are doing what we are doing to prod the government to renegotiate the control of our oil resources and other related matters. “We have watched with chagrin the recent utterance by President Muhammadu Buhari and Vice President Yemi Osinbajo and all we are see in them are double standard and lips service to the demand of the groups as its concerns the Niger Delta question and that is why all of our units and affiliates have not fully heeded to our ceasefire.” However, MEND urged Niger Delta activists, militants and other agitators to be united in finding a solution to the region’s crisis. MEND said they needed to be united and speak with one voice to channel their grievances and demands to the Federal Government through the Niger Delta Dialogue and Contact Group (NDDCG). “All aggrieved minor militant groups, all those so-called Niger Delta activists, elders, tribal assemblies, sycophants and parasites amongst others, who have suddenly found their voice after six years of a criminal conspiracy of silence during the neglect and misrule of former President Goodluck Jonathan, and who are now clamouring for recognition, relevance and inclusion in the ongoing Niger Delta peace process should contact and channel their grievances and demands through the NDDCG, which will act as their representative. “The subject matter of the discourse centers around the forthcoming dialogue with the Federal Government on the resolution of the current Niger Delta crisis and the imperative for the entire Niger Delta region to unite and speak with a single voice under the single umbrella of the MEND Aaron Team 2 dialogue and peace initiative led by Mr. Odein Ajumogobia (SAN),” MEND said. As at last count at least four new militant groups have emerged in the region. They include the Niger Delta Avengers; Asawana Deadly Force; the Joint Niger Delta Liberation Force (JNDLF) and the Adaka Boro Avengers. The Adaka Boro Avengers had on Tuesday, July 5, indicated that it would team up with the Niger Delta Avengers (NDA) to attack more oil installations in the Niger Delta. The activities of these militant groups have negatively affected Nigeria’s crude oil production and sales. As at May 2016, Nigeria’s oil production had dropped to 1.65m barrels a day, the lowest output in 22 years, as a result of resurgence of militant activities in the Niger Delta region. Production began sliding in February when the Niger Delta Avengers claimed an attack on an underwater pipeline running that forced Royal Dutch Shell to shut down its Forcados export terminal. That singular action knocked off at least 250,000 bpd. Shell had also declared force majeure on exports of Bonny Light crude after a leak on one of its trunk lines in the Delta. Also, Chevron shut a platform after an attack also claimed by the Niger Delta Avengers. The Federal Government last week Wednesday said it was not possible to implement in full the nation’s 2016 budget of N6.06 trillion. In offering explanation on why this has to be so, it stated that the activities of militants in the Niger Delta region were responsible for the unfortunate situation. According to the government, the nation is presently losing on a daily basis a quantum of about 40 percent to 50 percent of oil production projection due to the activities of the militants. Mr. Babachir David Lawal, Secretary to the Government of the Federation (SGF), brought the unpleasant message to the Senate. Health officials in the United States (U.S.) have raised the alarm, warning that gonorrhea was rapidly becoming untreatable. The case was reported in the ‘New England Journal of Medicine’. According to the officials from the U.S. Centres for Disease Control (CDC) and Prevention, antibiotic- resistant cases of the sexually-transmitted disease (STIs) including gonorrhea rocketed more than 400 per cent between 2013 and 2014. For now, the CDC said solution to the threat of untreatable STIs was by using condoms. Gonorrhea is a sexually transmitted disease (STD) that can infect both men and women. It is a very common infection, especially among young people ages 15 to 24 years. Without treatment, it can lead to chronic health problems. If the bacteria gets in the blood stream, it can cripple one’s joints or even infect the heart. A report in the mailonline stated that medical personnel were trying to combat the issue by combining the only two drugs that kill Neisseria gonorrhoeae bacteria, which is the causative agent of gonorrhea. However, in an analysis released on Thursday, the U.S. Centres for Disease Control and Prevention, said there was a strong possibility this approach would soon become ineffective. “The confluence of emerging drug resistance and very limited alternative options for treatment creates a perfect storm for future gonorrhea treatment failure in the U.S.,” said Dr. Jonathan Mermin, director of the CDC’s National Center for preventing HIV/AIDS, hepatitis, STD, and tuberculosis (TB). “History shows us that bacteria will find a way to outlast the antibiotics we are using to treat it. “We are running just one step ahead in order to preserve the remaining treatment option for as long as possible.” The CDC did not offer an estimate of how long it could take for gonorrhea to become untreatable. There are only two antibiotics remaining that can treat gonorrhoea- Azithromycin and Ceftriaxone. The infection has already become immune to penicillin, tetracycline and fluoroquinolones. Increasingly, gonorrhea is building up a resistance to the individual drugs and in some cases, even a combination of the two is proving futile. Last month, British doctors revealed they have spent weeks trying to treat a man with gonorrhea in his throat using combination therapy – to no avail. According to the CDC, multidrug therapy still works and American doctors have yet to report a failed case. The concern, however, stems from the dramatic spike in cases where individual drugs were failing, the report on the mailonline stated. In 2013, 0.6 per cent of gonorrhea cases were resistant to azithromycin. In this interview, the Arepamowei of Kabowei Kingdom, dispels claims that the Niger Delta is opposed to the President Muhammadu Buhari, insisting that only with those ulterior motives would do so because Buhari means well for the Niger Delta given what he has done so far for the region. By Soni Daniel, Northern Region Editor How concerned are the Niger Delta elders over the spate of attacks of vital national assets by the Niger Delta militants? What I can say as the national coordinator of the CNDE, is that we are both surprised and not too surprised over the recent spike in oil facility attacks. We are not surprised because there are certain things that the government needed to provide in the Niger Delta but it has not done so up till this moment. These are the issues that gave birth to the Presidential Amnesty Programme. We are surprised that instead of addressing those germane issues the government merely tried to appease some people and allow the issues to fester. Infrastructural deficiency What we want is true federalism where we will manage our resources and only pay taxes to the Federal Government. They should, as a matter of urgency, address the huge infrastructural deficiency in the region and bridge the gap between Abuja and the Niger Delta in terms of development so as to give the people a greater sense of belonging in Nigeria. Genuine people in the region have this sense of being cheated by the rest of the country and we want this to be urgently addressed. But as a leader and an elder, I feel that the government has done a lot to improve the Niger Delta region and should also be acknowledged. The main problem which most of our uninformed brothers and sister do not realise is that our leaders have been mismanaging the resources given to them by the centre to develop the Niger Delta. It is so sad that we have been left at his level of poverty and deprivation because if somebody gives you N10 to manage and you cannot, there is no hope that if they give the same person N100 billion he would be able to manager it better. So as leaders in our own right, we have been working very hard to see how to bring peace and stability to the area so that development can thrive. Our appeal is that even if we are aggrieved, no matter the grievances, you don’t use bombing and violence to draw government attention to your complaint. But the attackers are not only talking about developing the Niger Delta, but also demanding dropping the corruption charges levelled against the former NSA, Sambo Dasuki and other high profile PDP members, who served in the previous government. Do you see any political undertone in all of this and should the Federal Government acquiesce to these demands? No, these demands don’t even make sense to me and are laughable to right thinking Nigerians whether from the Niger Delta or not. At best such demands as you can see, is being tele-guided by some criminals in the Niger Delta region. You cannot say that the whole idea of stealing money and committing heinous crimes as many politicians did should be overlooked just because you are from a certain part of Nigeria. A Chinese businessman who pleaded guilty in March to conspiring to hack into the computer networks of Boeing and other major U.S. defense contractors was sentenced on Wednesday to nearly four years in prison, prosecutors said. Su Bin, 51, was charged with taking part in a years- long scheme by Chinese military officers to obtain sensitive military information. In addition to the 46- month prison term, a judge in U.S. District Court in Los Angeles also ordered Su to pay a $10,000 fine. “Su Bin’s sentence is a just punishment for his admitted role in a conspiracy with hackers from the People’s Liberation Army Air Force to illegally access and steal sensitive U.S. military information,” John Carlin, assistant attorney general for national security, said in a statement. “Su assisted the Chinese military hackers in their efforts to illegally access and steal designs for cutting-edge military aircraft that are indispensable In an August 2014 indictment, prosecutors said Su traveled to the United States at least 10 times between 2008 and 2014 and worked with two unidentified co-conspirators based in China to steal the data. The trio were accused of stealing plans relating to the C-17 military transport plane and F-22 and F-35 fighter jets, and attempting to sell them to Chinese companies. According to prosecutors, in pleading guilty Su admitted sending emails to his co-conspirators telling them which persons, companies and technologies to target with their hacking and translating the stolen material from English to Chinese. Su admitted taking part in the crime for financial gain, prosecutors said. The Chinese government has repeatedly denied any involvement in hacking. Su was arrested in Canada in 2014 and ultimately consented to U.S. extradition. He pleaded guilty in March to one count of conspiring to gain unauthorized access to a protected computer and to violate the Arms Export Control Act. Abuja - The House of Representatives on Wednesday urged the Federal Government to halt any plan to increase electricity tariff by 100 per cent in the country. This followed the unanimous adoption of a motion under matters of urgent public importance raised by Rep. Aliyu Madaki (APC-Kano). Moving the motion, Madaki said that the plan by Electricity Distribution Companies (Discos) to increase electricity tariff from N24 to N50 per kilowatt for residential consumers was not in the interest of Nigerians. He expressed worry that erratic power supply by the distribution companies had persisted and affected households and commercial activities across the country. He pointed out that the planned new tariff would amount to a disobedience of an order of the Federal High Court, Lagos, restraining the National Electricity Regulatory Commission (NERC) from any increase in electricity tariff. ``I recall that in February, 2016, NERC increased electricity tariff by 45 per cent with no corresponding impact on supply; rather, electricity supply has dropped, affecting both households and commercial activities. ``The planned 100 per cent increase in electricity tariff by NERC on the request of distribution companies is illegal and an abuse of court process. ``If the proposed hike in electricity tariff is not put on halt, its multiplier effect on the economy and the social wellbeing of Nigerians cannot be quantified,’’ Madaki said. In his contribution, Majority Leader of the house, Rep. Femi Gbajabiamila (APC-Lagos), said that there was the need to review the sale of Discos to private individuals. Gbajabiamila said that the companies lacked financial and infrastructural capacity to deliver quality services to Nigerians. ``The issue of Discos is the biggest scam; people are paying huge money and Discos are smiling to the banks without commensurate services. ``In other countries, they do not privatise a large life-wire of their economies. ``It is as if somebody powerful somewhere is protecting the Discos; so this house must remain resolute in finding out why the companies disobey resolutions and court orders,’’ he said. In his ruling, Speaker of the house, Mr Yakubu Dogara, referred the matter to an ad hoc committee to investigate the sale of power assets. By Joseph Erunke ABUJA— THE Federal High Court, Abuja, yesterday, ordered the Department of State Service, DSS and the Minister of Youth and Sports, Solomon Dalung, to pay the sum of N20 million as compensation to the Special Assistant to the Senate President on Youth Matters, Ikenga Ugochinyere, over what it called illegal arrest and detention. The development came as the youth activist, in a statement, alleged that the DSS had perfected plans to re-arrest him over trumped-up charges that would not be bailable . He said the plan of the secret service was aimed at remanding him in prison for allegedly refusing to be silent in the political travails of the Senate President. Ugochinyere, who is also the President of the National Youth Council of Nigeria, NYCN, had dragged the duo before the court for alleged breach of his fundamental human rights , illegal arrest and detention for about a month. The court, presided over by Justice J. T. Tsoho, also ordered the DSS and the minister to tender unreserved apologies to the youth leader, in two national dailies for what it described as unconstitutional detention of the youth leader. The ruling was in pursuant of section 34, 35(1) 36, 40 of the 1999 constitution. The President of the NYCN had in a case, FHC (ABJ) (CS) 342/2016, insisted that his arrest and detention by DSS for about a month was a violation of his fundamental human rights. But the court, in a ruling, however barred the DSS or similar security agencies from arresting or detaining him. The Judge declared the arrest and detention of Ikenga as unlawful, unconstitutional, oppressive, malicious and a gross violation of his freedom of movements; and also went further to order the Minister of Youths and Sports, Solomon Dalung and DSS to tender public apology to Ikenga in two national dailies. Justice Tsoho, in his ruling, also restrained DSS from further arresting Barr.
