Interior to allow releasing of APL in the absence of a Minister who by law is the Chairman of Board. Ordinarily, the Board Chairman/Minister of Interior should sign the APL, but if this permission is given by Mr. President the Perm Sec will sign the APL snd release them. Thanks and God bless
