President Goodluck Jonathan on Monday expressed confidence that posterity will judge his outgoing administration right.

According to Jonathan, his government has delivered the dividends of democracy in various sectors of the economy, particularly in the power sector as he claimed that the sector presently generates 6, 000 megawatts of electricity.

Jonathan lost to the candidate of the All Progressives Congress, Muhammadu Buhari, in the March 28, 2015 presidential election and he is expected to hand over on the 29th of this month to a new government.

The President spoke through his deputy, Namadi Sambo, during the official inauguration of Niger Delta Power Holding Company/National Integrated Power Plant Gwagwalada 330/132/33KV Transmission Substation in Abuja.

Jonathan said, “Let me reiterate our firm belief and respect for democracy and its norms and values and our continued commitment to the progress and prosperity of our dear nation.

“To this regard, we shall continue to make our contributions to the development of our dear country as patriotic citizens. We are confident that posterity shall place us on the right side of history.

“I will take this opportunity to also assure all Nigerians that all the decisions and project implementation of both NDPHC and the National Council on Privatisation, all decisions are taken on the basis of sound professional advice and sound decision to ensure that we succeed in Nigeria in providing power successfully for the benefit of the country and our economic development.”

He said the country currently has a power generation level of 6,000 megawatts.

This claim is, however, in contrast of the 3,413.1MW recorded as peak power generation as of May 11, 2015 which was contained on the website of the Federal Ministry of Power on Monday.

Jonathan said, “At present, the nation’s power generation level as confirmed by the minister of power is about 6,000MW and we can wheel up to 5,500MW.”

The President explained that prior to the advent of the Gwagwalada substation, Abuja and all of FCT and Nasarawa State were supplied by a 330kV double circuit line and a 132kV double circuit line from Shiroro Hydro power station terminating at Katampe 330/132/33kV substation and Apo 132/33kV Substation respectively.

He said other locations within the FCT and Nasarawa State were supplied via various 132kV lines from Katampe and Apo.

Jonathan said, “Gwagwalada 330/132/33kV substation was conceived as a location and sited in Gwagwalada in the outskirts of Abuja metropolis as one of the nodes in a 330kV transmission ring that will provide secured supply to the Federal Capital Territory and Abuja in particular.

“Connection to Gwagwalada was, therefore, engineered as an evacuation substation facility for Geregu NIPP power plant to the FCT 330kV ring via an initial 222.6kms 330kV double circuit line from Geregu (Ajaokuta) to Gwagwalada 330/132/33kV substation with a final 30kms 330kV double circuit construction. This tees into one of the original Shiroro-Abuja (Katampe) 330kV DC lines thus achieving a 330kV alternative (thermal) power source to Abuja.”

Powerful forces within the Peoples Democratic Party have mounted fresh pressure on its embattled National Chairman, Adamu Mu’azu, and other members of the National Working Committee, to resign before May 29.

SUNDAY PUNCH learnt at the weekend that senior party members comprising governors and associates of President Goodluck Jonathan had launched a plan to ratchet up the pressure on Mu’azu in the days before the May 29 handover. However, Mu’azu has repeatedly said he would not resign.

The governors and Jonathan’s closest aides have been in a long-drawn battle with the NWC with both sides trading blames over who was responsible for the party’s defeat at the presidential poll and poor outing at the governorship election.

Allegations of betrayal and diversion of campaign funds have been peddled by both sides since the ruling party lost its bid to govern Nigeria for another four years.

SUNDAY PUNCH gathered that a few weeks ago, the President had directed members of the party to stop trading words in the media because it could escalate the crisis the party is facing. But the President’s charge has been largely ignored.

A top member of the party told one of our correspondents on Saturday that the governors and Jonathan’s trusted aides would not stay in the same party with the NWC.

Pleading anonymity because of the President’s directive, he said, “The NWC has refused to resign despite the failure we faced during the elections. Many of them were moles of the All Progressives Congress before and during the election. We have been mounting pressure on them to resign, preferably before May 29. If they were spies for the opposition party when the PDP was in power, you can imagine how they will behave when the APC government is sworn in. They need to go as quickly as possible.

“Already, statesmen that members of the NWC respect have been sent to tell them to step down peacefully. We have also asked all our governors put more pressure on the NWC members in any way they can before May 29.”

Another high-ranking official of the party who also declined having his name in print told SUNDAY PUNCH that more PDP governors have also resolved to be more vocal about calling for the resignation of the NWC members.

The official, who is a close ally of the President, said, “This is a sad time for our party. Not just because we lost but because those responsible for our defeat have refused to leave. We have in the past two weeks been sending top party leaders to them to step down honourably but they have refused. I’m hoping reason will prevail and they will quit but if they don’t, then that means they want us to leave the party for them and we can if they push us to the wall. The governors have also resolved to put more pressure on them. Stepping down as soon as the President leaves office is just the right thing for the NWC to do.”

On Saturday, Governor Babangida Aliyu of Niger State on Saturday for the first time, called on the NWC members to resign.

The governer alleged that the NWC was planning to form a factional party becaus of the calls for their resignation.

Aliyu said this during the inauguration of township roads named after the ‘G7 Governors’ in Jigawa State on Saturday. The G7 governors are PDP governors who broke away from the party to form the New PDP, following the battle they had with the party leadership.

The governor said, “It is unfair for leaders of the party to be threatening to form a factional PDP because they were asked to resign.”

Joining Governor Ayodele Fayose of Ekiti State, who has been consistent in calling for the resignation of the NWC members, Aliyu said any leader who led his political party to defeat, like it happened to the PDP, should resign.

“It is unfortunate that people had to be called to resign. The leaders are supposed to voluntarily resign their positions for the loss at the just concluded general elections.”

A former Minister of Transport and member, Board of Trustees of the PDP, Chief Ebenezer Babatope, also told one of our correspondents on Saturday, that the NCW should quit, if doing so would restore peace to the party. He pointed out that the committee could not insist on remaining in office if asked to quit.

He said, “From the example of what has happened in Britain where leaders of the Labour Party have resigned as a result of the elections, this is a step that should naturally be taken by any party that has lost an election.

“The governors have the right to insist that the NWC should resign. The NWC should also, in the best interest of the party, do that which is best for the party so that we can move ahead.

“We want to make sure that we have a constructive and result oriented opposition to the APC; the PDP is in the best position to do that.”

In the same vein, a PDP chieftain and permanent member of the National Executive Committee, Chief Bode George told SUNDAY PUNCH that the NWC cannot be a judge in its own affairs.

George said, “You saw how the Labour and Liberal leaders resigned after losing elections in the United Kingdom. That is how it should be here. The NWC are involved in the day to day running of the party. They have no power of their own. They derive their powers from the NEC which comprises members of the BoT and all state governors.

“The NWC cannot be a judge in their own affairs. We are supposed to have a national meeting and reach a decision but the national chairman has travelled to Malaysia. Where is his commitment?”

The National Publicity Secretary of the PDP, Mr. Olisah Metuh and the Secretary of the party, Prof. Wale Oladipo, did not respond to SUNDAY PUNCH’s enquires on the crisis.

Meanwhile, members of the Post-Election Review Committee set up by the PDP to assess its performance in the last elections and proffer the way forward met behind closed doors with Jonathan on Saturday.

The committee members were led to the meeting which was held inside the Presidential Villa, Abuja by their chairman and Deputy President of the Senate, Ike Ekweremadu.

Ekweremadu told State House correspondents at the end of the parley that he and his members used the opportunity of the meeting to brief Jonathan of their work and seek his support.

He said, “As you are aware, the PDP set up a committee to have an overview of our performance during 2015 election and possibly proffer a road map for the PDP to return to its past glory.

“I would like to announce that Mr. President has given us his words that he will encourage and will support this process and that he is interested in the party returning to its past glory. He is going to do everything to ensure that we remain intact and we also agreed that all bickering have to stop so that we have a position that will enable us to rebuild our party.”

Ekweremadu said the blame game among party chiefs was expected as the first reaction to the kind of situation the party found itself after the elections.

“When you have this kind of situation, the first reaction will be blame game. But I think we have been able to absorb that shock and right now I can assure you that all that bickering has stopped.

“We are now ready to rebuild our party and be able to present a credible opposition for this country that will ensure us return to power in 2019.

“We are ready to hold the new government accountable and make sure that the promises they have made that we will be able to benchmark each of them appropriately so that it will not be that they have deceived Nigerians and got their votes.

“They are going to account for their statements and promises. We will hold them accountable to all the promises,” he added.

Imo State Governor, Chief Rochas Okorocha on Tuesday in Abuja made an atrocious request on behalf of failed Nigerian governors who have consistently failed to meet the rudimentary responsibilities of paying civil servants as and when due and providing basic infrastructure in their states. He wants cash bail out for them from the incoming administration of Muhammadu Buhari in order to clear accumulated unpaid salaries. It is not about APC or PDP. These failed governors cut across both PDP and APC. Okorocha painted a picture of a desperate economic situation that has made it impossible for them to pay workers’ salaries. He told Buhari: “As it stands today, most states of the federation have not been able to pay salaries and even the federal government has not paid April salary and that is very worrisome. By May and June, that (salaries) will be three months. We wonder with the huge expectation from Nigerians and people who have voted us into power, we are hoping that the president-elect will do whatever is humanly possible to bring about a bailout not only in the states but the federal government at least for people to get their salaries and turn around the economy.”
The Imo governor tactically included federal civil servants to weep up more sentiment. The truth is that the federal government does not owe its civil servants. There is no backlog of salaries at the federal level. There was a slight delay in the April salaries of federal workers and this had been sorted. Even if the federal government is yet to resolve April salaries, when Okorocha spoke on Tuesday, it was just 5 days into the new month. So, why was the Imo State governor talking about a few days delay at the federal level when he and his failed colleagues have horrendous salary backlog of between two and eight months? I believe Okorocha dragged federal civil servants into the crisis as part of his campaign of calumny against President Goodluck Jonathan. These failed governors often blame Jonathan for every negative thing in their states. Even when their wives misbehave at home, they will point accusing fingers at Jonathan.

Let’s go back to the main issue. I had said it in previous articles that these governors were not voted into power to give excuses. They should simply resign if they can’t do the job and allow people with good ideas and political will to come in. First, these failed governors are accustomed to just going to Abuja monthly to collect handouts. They lack the slightest idea about how to make their states viable. Most of them are even too lazy to sit down with forward-looking Nigerians to fashion out how to make these states viable. Industries and industrial lay outs are dead in these states. Many state governors have not shown ingenuity in terms of making their states viable and improving their Internally-generated revenue. They have great untapped agricultural potentials that could make them viable, yet, they are struggling to survive. Most of these governors can’t point to a single industry whose emergence they have motivated since becoming governors. So, the industries are not there. Commercial agriculture is in comatose. How then do they intend to make their states viable? The late Obafemi Awolowo built the enviable economy of the defunct Western Nigeria around agriculture and agro-allied industries. There were cocoa industries and plantations all over Western Nigeria. There was nothing like running to the centre for bail outs. Then, this country operated true federalism. The scope of operation of each region was determined by its resources and cash. There was fiscal discipline. Corruption was very low while only people-oriented projects were implemented.

But in this era, governors who can’t pay civil servants because of dwindling handouts from Abuja pocket billions of naira annually in the name of an unconstitutional “Security Vote.” Allocations are dwindling; yet, they operate with a retinue of aides - special advisers, senior special advisers, special assistants, senior special assistants, personal assistants, private secretaries and the rest of them. Okorocha operates with 16 commissioners in Imo State. For God’s sake, what is he doing with 16 commissioners and a retinue of aides in a supposedly poor state like Imo? Okorocha and his colleagues have just spent billions of Naira on their re-election, yet, they can’t pay salaries. So, where did all the billions spent on election come from? The answer is obvious. When they complain about dwindling allocation to the states, they often leave out the allocations to the local governments which most of them also pocket.
Irregular payments of salaries by these governors have impoverished civil servants, forcing some of them to resort to begging in order to survive the hardship foisted on them while the governors and their cronies live big. You will find them travelling around the world with a large entourage in the name of looking for foreign investors. Most of these ‘governors from hell’ have mortgaged their states. I can authoritatively tell you that this is mainly responsible for their inability to pay salaries as at when due. They have taken huge loans beyond their repayment capacity and the monthly direct deductions from their shares of the federation account to service the loans are now impacting negatively on their finances. A critical analysis of the contractual obligations/other deductions from the February allocations of the 36 states by the Federal Account and Allocation Committee showed that virtually all the states are deep in debt with very little to show for it. For just February alone, some states had over N1 billion deducted for debt servicing. About N1.1 billion was deducted from Osun State’s allocation; Bayelsa State was about N1.5 billion; Plateau = N653 million; Zamfara = N692 million; Ebonyi State = N790 million; Edo State = N745 million; Imo State = N419 million.
These governors, amidst dwindling revenue still implement populist policies. Yearly, they spend huge amount of money sending pilgrims to Jerusalem and Mecca. Last year, one South-west state spent over N500 million on such pilgrimages. These governors often implement programmes not in tune with the financial realities of their states. Imagine a state like Osun implementing free education when it can’t pay salaries of the teachers in the schools. Imagine what just N1000 per pupil (per term) in public schools will do to Osun State’s revenue and teachers’ salaries? Late Awolowo had the financial implications of his free education programme in the defunct Western Region properly worked out before implementation. These days, these governors just introduce all sorts of free things - free education, free health, free books, free marriage, and the rest of them, without considering the financial implications in the short, medium and long term.
Some of them have even introduced free lunch in public schools without thorough financial plans. Osun State started this, and had to quickly dump it.


Many of these states operate with a bloated work force with huge ghost workers running riot. These put a lot of pressure on the handouts from Abuja. Many of these failed governors can’t even carry out a thorough staff audit. Again, many of the state governors complaining about financial crunch are able to squeeze out money for absolutely useless projects. They delve into all sorts of things that ought to be private sector-driven. For example, what is the business of these governors with building stadia and running football clubs amidst supposed financial crisis? Okorocha’s Imo runs Heathland Football Club. Former Ekit Stae governor, Kayode Fayemi spent millions of Naira building a new Government House when Ekiti civil servants were battling for their salaries.
Just as Finance Minister, Ngozi Okonjo-Iweala stated on Wednesday, if these governors put payment of salaries of their civil servants on their priority list, there won’t be a backlog. Civil servants in Ekiti State are now being paid as and when due because Ayodele Fayose has priotised payment of salaries. These failed governors should learn from Fayose and Ibrahim Dankwambo of Gombe State.
